Caroline Springs came alive on the 21st January with Lakeside Live rocking Caroline Springs. The fun started at 4pm with the Mowbray College Performance followed by local band The Pass Outs and Magic Tails. At 7pm Ex Neighbours star Sam Clark took to the stage and wowed the crowd with songs from his new EP 'My Own Way". Council Awards Gourlay RoadDuplication Contract

Melton Shire Council hasawarded the Gourlay RoadDuplication contract to BMDConstructions Pty Ltd.

The works, scheduled tocommence in early 2012, willsee the duplication of GourlayRoad between Hume Drive andTaylors Road, Taylors Hill.

Mayor of Melton Shire Council,Cr Justin Mammarella JP, saidit was important to developinfrastructure that kept up withthe demands of the Shireʼsgrowing population.

"Our community is the secondfastest growing in theCommonwealth of Australia,and as such, Council needs tobe proactive in ensuring that itsassets are built, maintained andupgraded appropriately,” theMayor said.

“Gourlay Road is a majorarterial in the Shireʼs easterngrowth corridor and theseduplication works will easetraffic congestion andcarriageway deterioration in thearea.”

The newly awarded works willcomplete the duplication ofGourlay Road. Stage 1 of theduplication works wascompleted in 2008 and stage 2was completed in 2011.

A further two contracts wereawarded to BMD Constructionsrelating to the construction ofturning lanes on Calder ParkDrive into Morton Homesteadand the Taylors Hill YouthFacility, Taylors Hill, and theconstruction of Tullidge Street(between Lakewood Boulevardand Williams Street) in Melton.

Cr Majdlik Talks for Caroline Springsyears ago, compared to thevibrant suburb it has becomenow. A lot has changed in itslandscape, but the wonderfulcommunity feel still remainsand this is what is so greatabout Caroline Springs.

Residents and neighbours lookout for each other and a senseof belonging and comradeshipis felt in the community. What Iwould like for this new year isfor this to continue not just inCaroline Springs, but for ourwhole municipality. Looking outfor each other and workingtogether as a community. Appeal to assist in return of stolen ʻUdderlyʼ Amazing Community Art Work

Council is asking the help of communitymembers in the search for a stolen life-sized, fibreglass calf that formed part ofan inclusive community artwork installedat Morton Homestead, Taylors Hill inAugust.

The art work was stolen between 6pmSunday 11 December and 8am Monday12 December 2011.

Melton Shire Council Mayor, Cr JustinMammarella JP, was extremelydisappointed to learn that the calf hadbeen stolen and appealed to the publicto assist with its return.

“We are hoping that someone knowsthe whereabouts of the calf and that itwill be returned to Morton Homesteadas soon as possible,” said the Mayor.

ʻUdderly Artʼ was a collaborative artworkcreated by 31 individuals with variousdisabilities, their siblings and supportstaff from four Melton disability serviceproviders, Merrimu Services, MeltonSpecialist School, MacKillop FamilyServices and Western Region HealthCentre. The groups participated inworkshops under the guidance of localartist, Blair Angelo.

“This artwork holds great value, not onlyfor the individuals who created it, but forthe entire community and we hope, inthe spirit of Christmas and good faith,that the calf is returned, unharmed,immediately,” the Mayor said.

The ʻUdderly Artʼ project was anopportunity for people with disabilities to

participate in a community art project ofsubstance, inspiring participants anddriving the project to culminate in thecreation of this innovative communityartwork.

ʻUdderly Artʼ was supported by MeltonShire Council who received fundingfrom the Department of HumanServices under the MetroAccessinitiative, a partnership between Stateand Local Government.

The small calf, named Mack, waspainted by the children with a disabilityfrom MacKillop Family Services duringa holiday respite program.

We should all be very proud ofwhat we have in this greatsuburb and surrounds ofCaroline Springs. The West hasbeen transformed and CarolineSprings has been a majorinfluence in that change.

Who ever thought in 1999 when

my family moved to CarolineSprings that we would have thelife around the lake, theshopping facilities, the schoolsand the great venues like WestWaters Hotel, The Club and thefantastic restaurants.

Then we can talk of the civicfacilities and the pride I take inhaving the Caroline SpringsLibrary and Civic Centreproviding numerous servicesright here to our community.

We do have issues, andtransport, our diverse cultures,graffiti and support for our youthare high on my agenda.

A municipality that has tripled innumber to 120,000 in 11 years,

Council awards Melton Library and Learning Hub worksMelton Shire Council has awarded thecontract for the construction for theMelton Library and Learning Hub toADCO Constructions.

Construction of the $20 milliondevelopment is scheduled to commencein late January 2012.

Mayor of Melton Shire Council, Cr JustinMammarella JP, said the awarding of thecontract marked a significant milestonefor the project.

“Council is committed to the delivery ofthis exciting new facility. The MeltonLibrary will accommodate themunicipalityʼs increasing population andgrowing need for diverse services.

“It will deliver an integrated communityhub that will be the lounge room of theMelton Township and will enable accessto recreation materials, education,training, childrenʼs services,employment and businessopportunities,” the Mayor said.

Through the inclusion of a number offlexible spaces to cater for large andsmall groups, the Melton Library andLearning Hub will provide the Meltoncommunity with a variety of formal andinformal community and learningopportunities.

In addition, it will offer an integratedapproach to other Council servicesincluding extended customer service.Maternal and child health services willoperate from the building, which will alsofeature a seminar room, facilities forfamily and local history research, studyand discussion areas, as well as astrong information technologycomponent with the latest in wirelessconnectivity, self-serve libraryequipment and computer training rooms.

The building will have a focus onsustainable design and energyefficiency, with a proposed 5 Star GreenStar accreditation from the GreenBuilding Council of Australia, one of thefirst public buildings in the Westernmetropolitan area to do so.

This will include extensive use ofsustainable building material, energyefficient design to minimise heating andcooling costs and strong emphasis onrain collection and reuse.

Council is contributing significantly tothe project and developer contributionshave also been allocated. Council wassuccessful in advocating the project tothe State Government and will receive$1.25 million in funding and is alsoawaiting the outcome of a grantapplication for $4 million, which hasbeen submitted to the FederalGovernment.

The Melton Library and Learning Hub isplanned to be completed by April 2013at McKenzie Street, Melton.

The temporary library is located atVictoria University, corner of Rees andWilson Roads, Melton South.

Melton Shire Council is continuing its campaign to the StateGovernment and other stakeholders for the establishment of apublic hospital in Melton.

Cr Justin Mammarella JP, Mayor of Melton Shire Council said heurged residents to sign the petition to the Premier of Victoria,Minister for Health and members of the Victorian Parliament.

“The extent of estimated population growth and existing demandin the Shire of Meltonmeans that the Shire ofMelton and surroundingregions require access toa future new hospital.

"Melton Shire alsosupports the call forincreased bed capacity atexisting facilities such asthe Bacchus Marsh &Melton Regional Hospitalin the short to mediumterm,” continued theMayor.

Councillors and Councilstaff will continue tostrongly advocate with theMinister and Departmentof Health for a hospitalservice in Melton and withthe Growth Areas

Upgrade at Melton Recycling FacilityMeltonʼs Recycling Facility hasreceived an upgrade as part ofongoing improvements at thesite.

Hydraulic tipping hoppers haverecently been installed at theresidual waste disposal area atthe facility. Residual wasterefers to household waste itemsthat cannot be composted orrecycled.

The new tipping equipment wasdesigned and manufacturedlocally by Rossco Engineeringin Bacchus Marsh and hasgreatly enhanced the residualwaste disposal area.

Justin Mammarella JP, said theupgrade has made the disposalprocess safer and moreefficient for users.

“Council is committed toproviding best practice servicesand facilities for residents andthis upgrade has made it saferand easier for residents todispose of those waste itemsthat cannot be composted orrecycled.”

Another benefit of the newstate-of-the-art equipment isthe ability to extract greaterquantities of recyclablematerials which wouldotherwise have been disposedto landfill.

Mayor encourages residentsto have say on taxis

The Mayor of Melton ShireCouncil, Cr Justin MammarellaJP, is encouraging residents tohave their say on the taxiindustry inquiry.

In March this year the StateGovernment announced amajor independent inquiry intothe Victorian taxi and hire carindustry. The inquiry willinvestigate all aspects of thetaxi and hire car industry andrecommend a set of reforms tothe government focused onachieving better outcomes forthe travelling public.

Cr Mammarella encouragedresidents to take advantage ofthe opportunity to have their sayon Victoriaʼs taxis.

“I have had many localresidents speak to me as Mayorabout issues involving theavailability of taxis within ourmunicipality.

“I encourage all local residentsto make a submission to theinquiry in an endeavour to bringabout improved taxi services tobetter meet the needs of ourcommunity.”

The inquiry will report back tothe State Government withrecommendations for improvingsafety, service and competitionin the taxi industry by mid-2012.

The seven year contract,commencing 1 July 2012,includes kerbside collectionservices for waste, recyclablesand green organics.Mayor of Melton Shire Council,Cr Justin Mammarella JP,stressed the importance ofthoughtful, efficient wastemanagement within the Shire.

Rare & endangered Growling Grass Frogs discovered at Melton!Rare & endangered GrowlingGrass Frogs discovered atMelton!A newly created man-madewetland in Melton South is nowhome to rare Growling GrassFrogs! These endangered frogswere recently recorded byMelton Environment Group forthe Melbourne Water FrogCensus.

The Growling Grass Frog isone of Victoriaʼs mostendangered frogs. It is also ourlargest & most impressivelooking frog. In Victoria it islisted as Threatened under theFlora and Fauna Guarantee Act1988 and classified asendangered. It is listed asVulnerable nationally under theEnvironment Protection &Biodiversity Conservation(EPBC) Act 1999.

As a population of GrowlingGrass Frogs had already beenrecorded in Melton South byMelton Environment Group andreported to the MelbourneWater Frog Census,development here had toaddress the protection of theseendangered frogs.

Development in Melton Southunder the EPBC Actrequirements enabled theGrowling Grass Frogs tosurvive the developmentprocess & subsequentlyextend their range to a newlycreated wetland.

It also made possible thecolonization of this new wetlandby four other frog species. Thisgraphically illustrates thatprotecting the habitat of aʻkeystoneʼ species such asGrowling Grass Frog also givesprotection to a range of otherwildlife species.

The manmade wetland createdas part of this development isnow a hot spot for frogs &home to an impressive chorusof five frog species, as well asseveral wetland birds:Growling Grass Frog, WhistlingTreefrog, Pobblebonk, SpottedMarsh Frog, Common Froglet.

This discovery in Melton Southgraphically illustrates howprogress & development iscompatible with protection ofendangered wildlife, despitewidely held views thatprotection of vulnerable wildlife(specifically Growling Grass

Frogs) is too onerous &threatens the viability ofdevelopment projects.

Undeniably endangered wildlifesuch as bandicoots, StripedLegless Lizards & Golden SunMoths are also in need of suchprotection by the provision ofadequate wildlife corridors toprotect their habitat!

This demonstrates thatenvironmentally sensitivedevelopment is easilyachievable; despite loudstatements to the contrary. It isalso another example thatMelton remains in the forefrontof environmental responsibility.

The presence of GrowlingGrass Frogs in this newlycreated wetland is a triumph forenvironmental awareness &planning by Melton!

Another man had a twisted back which caused himpain, after prayer his back was straightened and the painimmediately gone! He has also witnessed people healedfrom cancer, back pain, arthritis and all manner ofsicknesses. People delivered from alcohol and drugaddiction.

MELTON ENVIRONMENT GROUPPAINTED NESTBOXES AT ARNOLDS CREEK

A partnership between Melton Environment Group, Melton Menʼs Shed,Coburns Primary School, Melton Shire and Western Land Services

On Tuesday 17th January ninenest boxes painted by studentsfrom Coburns Primary Schoolwere placed in trees besideArnolds Creek byenvironmental contractorsWestern Land Services, onbehalf of Melton EnvironmentGroup.

The nest boxes had been builtfor Melton Environment Groupby Melton Mens Shed. Theboxes were built with holes of 2different diameters, to suitdifferent wildlife. These shouldsuit a variety of local wildlifeincluding: parrots, corellas,galahs, ducks, kookaburras,owls and possums etc.

These boxes were built fromrecycled timber, making thisproject an innovative exampleof practical recycling; as well asproviding homes for localwildlife along Arnolds Creek.

The nest boxes are beautifullypainted and the students havedisplayed both imagination andartistic talent, under theguidance of teacher MelSpencer. They have beenpainted in environmentalthemes including brightlycoloured flowers, birds,dragonflies and other insects,possums, lizards and otherwildlife etc

One of the students askedwhere the nestboxes weregoing. When told that theywould be placed at least 4-5metres from the ground in treeshe then asked:ʻWhy didnʼt we paint thebottoms?”The nest boxes were returnedto the students to complete thejob, as they suggested. A goodexample of why we shouldlisten to young people!

The nest boxes were placed intrees, at least 4 metres from theground, by Melton EnvironmentGroup corporate memberWestern Land Services, fundedby a World Environment Daygrant from Melton Shire. MeltonEnvironment Group is gratefulto Melton Shire for providing

environmental grants of $1000each to five local communityenvironmental volunteergroups.

This project is an excellentexample of a communityenvironmental group working inpartnership with othercommunity groups, schools,local authorities and localbusiness to improve the naturalenvironment of our localwaterways.

The distinctively painted boxeswill remain brilliantly colouredtributes to the students whopainted them so imaginatively.These will not only be homesfor wildlife but examples ofcommunity art. Where else willyou see wildlife nesting insideworks of art?

The Fight toEnd Whaling

Sea Shepherd Conservation Societyhas embarked on their 8th expeditionto oppose illegal whaling in theSouthern Ocean, a marine sanctuary.Last year, they were able to severelydisrupt the Japanese whalersʼactivities resulting in 863 whalesbeing saved!

Despite the whalers violatingInternational Conservation laws byslaughtering threatened andendangered whale species under theguise of ʻresearchʼ, their dangerous,illegal and immoral activities continue.

This is the perfect time for us all to bewriting ʻletters to the editorʼ ofnewspapers, writing letters to ourlocal MPs and the Prime Ministercalling for an end to whaling inAustralian waters.

Caroline Springs residents are beingurged not to make a potentially fatalmistake of leaving children or pets in cars,with hot weather expected overthe coming months.Ambulance Victoria studies have shownthat even on a 29 degree day, thetemperature inside a car can reach up to44 degrees within minutes.It only takes a few minutes for a child tooverheat and their body to begin shuttingdown.

Children left in hot cars can sustain braindamage, suffer from organ dysfunction ordie from heat stress.Emergency services will break in to carsto rescue distressed or at-risk children orpets in distress and charging people forconduct endangering lives.Anyone seeing such conduct shouldcall 000 immediately.

Fuel Reduction BurnsFuel reduction burns in the CarolineSprings and neighboring areas havebeen scheduled for the later part ofJanuary and early February.Fuel reduction burns can help increasebiodiversity as well as lowering fuelhazards.Smoke may be observed whilst the burnis being conducted and it is reminded toonly call 000 where flame is visible andno fire appliances are in attendance.

Fire Danger RatingsFire Danger Ratings (FDRs) are forecastby the Bureau of Meteorology up to fourdays in advance.FDRs predict fire behaviour should a firestart, and how hard it will be to put out.The higher the FDR, the higher the risk.For every FDR there is clear advice onwhat you should do. Green Living Tips – Ditching the Clothes DryerWritten by Gavin Webber, author www.greeningofgavin.com

2. Look for a goodairer/clothes rack/horse thatholds at least one load ofwashing. We bought two forthose big washing days.

3. Use solar passive inwinter to dry your clothesindoors. We put the airers intothe front room which we closeoff and it gets nice and toasty inthere. It drys the clothes in aday or so and you don't have tobrave the elements to hangthem out.

4. If you use a heater ofsome sort in the winterevenings, then place theclothes airer a safe distanceaway from the heat source.Your clothes will be dry bymorning.

5. Plan ahead. If you knowthe kids need their schooluniforms for Monday, then do aquick load on eco-mode (don'tforget the soap nuts) and loadup the airer on Friday night.They will be dry by Sunday.

I have a confession to make.We had an electric clothesdryer! The shame. It used touse to be rated at 1800 wattson the warm setting and 2200watts on the hot setting. Such aguzzler of electricity, and it wasthe cause of some very highwinter electricity bills.

The good news is that it brokeover a year ago when theelement burnt out, and I onlytook it off the wall a few weeksago and took it to the metalrecyclers.

The even better news is that wedid not replace it with anotherelectric clothes dryer, eventhough our clothes dryingneeds have not changed. Westill need to dry clothes when itis raining, or cold in winter, orhumid in summer.

The best news of all is that wehave learnt a few tricks and tipsthat we can now share withyou, now that we havemanaged to go dryer free forover a year. Here they are.

1. Don't replace the brokendryer. Billions of people on theplanet survive without thisenergy wasting device. You willsave a stack of money byavoiding the purchase, havelower electricity bills, and amuch lower carbon footprint.Even if you use GreenPower,you are still saving loads ofmoney.

6. String up some cordbeneath an undercoveroutdoors area, preferably onethat gets a good breeze. Yourlaundry will be dry in a day,even when it is wet outside. Ifit is sunny, then use the hillshoist if you have one.

7. Install a retractableclothes line in your laundryusing the space that used to betaken up by the dryer!

8. Celebrate yoursuccessful transition fromclothes dryer addict to green,clean, laundry machine.

I give mostof thecredit to mywife Kim,who couldhave justtold me togo and buya new onewhen our old dryer broke, but itwas her idea to try livingwithout the electric dryer, so Idid not suggest otherwise. Welldone to her for going againstthe grain of the normal societaltrend.

Dry clothes the natural way. Itis the only way to go. Ourelectricity bill has never beenso low in winter, and ourclothes last longer and don'thave that static cling you getfrom using a dryer. Give it ago, you will never look back!

Winner of the CommunityOrganisation of the YearAward: Mothersʼ Network ofCaroline Springs andBurnsideEstablished in 2003, the MothersʼNetwork of Caroline Springs andBurnside works to improve the lives ofover 200 mothers and grandmotherswithin the Caroline Springs andBurnside areas each week.

The Network holds regular meetingsthroughout the Shire where womenand their children can gather to sharetheir stories of achievement, ordespair, with like-minded people,improving the overall health andwellbeing of all who attend. Thesemeetings are particularly important forisolated or overwhelmed mothers whodo not have other support networks inplace to help them through the variousstages of motherhood.

In addition, the Mothersʼ Network ofCaroline Springs and Burnside runs anumber of community programsincluding Kids Fit Kinder Gym,playgroups and parenting informationsessions that promote healthy lifestyleand community participation. TheNetwork also produces a newsletterthat is distributed to over 600 familiesthroughout the Shire each month.

Community members awarded for achievementsThe 2012 Melton Shire CommunityAchievement Awards will be presentedat Councilʼs Australia Day celebrationsat the Willows Historical Park on 26January 2012.

Mayor of Melton Shire Council, CrJustin Mammarella, JP, said theCommunity Achievement Awardsrecognised the invaluable contributionmade to the local community byindividuals and groups over the past 12months.

“We gratefully acknowledge the effortsof those who put their community andfellow residents first, and in doing so,make a real contribution to our quality oflife,” said Cr Mammarella.

“This yearʼs winners are as diverse andunique as they are dedicated, and it iswith great pleasure that we recognisetheir outstanding efforts in making theShire of Melton a wonderful place tolive, work and play.”

Winner of the Citizen of theYear Award: Edith Feth

After emigrating from war-ravagedEurope in 1949, Edith Feth, along withher husband and two children, settled inMelton 29 years ago and has becomeone of the Shireʼs most recognised andadmired citizens. After nursing herhusband through cancer and asbestosisrelated illnesses until his death in 1996,Edith channelled her desire to helppeople and improve the wellbeing ofothers by volunteering within thecommunity.

Over ten years ago, Edith was one ofthe first volunteers to commit to workingat the Melton Visitor Information Centre,which she continues to do to this day,and she now also volunteers for twoPlanned Activity Group (PAG) programsrun by Councilʼs Community Care andInclusion unit.

A passionate advocate of volunteering,Edith, aged in her 80s, was the recipientof Prime Minister Julia Gillardʼs Aboveand Beyond Award in 2011. Edithvolunteers up to 20 hours per week andis committed to improving community

access, participation and involvement;fostering community partnerships andconnections and, contributingpositively to the Melton community.Her “youʼre never too old to learn”philosophy is inspiring, and herstrength of character entrenches heras a resilient community leader androle-model to residents of all ages andsocial backgrounds. Edith is a trulyworthy winner of the 2012 MeltonCitizen of the Year Award.

Winner of the Youth Citizenof the Year Award: Marayne

MullerDedicated to the development andpromotion of youth-driven initiativesthat improve the access andparticipation opportunities of youngpeople across the Shire, MarayneMuller is an inspirational young personmaking a difference to our localcommunity.

Over the past two years, Marayneʼswillingness to advocate for youngpeople and generously volunteer hertime to ensure that vital programs aredeveloped and delivered has madeher a wonderful role-model to youngpeople in Melton and beyond.

Marayne volunteers her time across anumber of local youth initiatives,including Meltonʼs Youth AdvisoryCommittee, youth magazine NORESTRICTIONS, the Melton YouthServices Textile Program and hasrecently become involved as a leaderat the newly opened GAP youthfacility.

With aspirations of becoming a youthworker, Marayne is dedicated tostaying within the local community andproviding opportunities for youngpeople within the Shire.
