TRANSPORTATION & TRAFFIC CONDITIONS Land, sea and air transportation are available in Tacloban City. This report attempts to analyze Tacloban’s land transport system. Prevailing means of land transport and characteristics of commuter behavior are discussed within an energy conservation context. CLOG POINTS MARKET PLACE: - Due to its strategic location; the city is the premier city of Eastern Visayas -the gateway to the region, and the center of trade, commerce, industry, education, communication and technology. - Tacloban has a huge market of 4 million people; it has to redeem its role as the region’s trading hub. - Tacloban’s City Market is one of the busiest places in the city, during weekends or even regular days; this place is very crowded. - There are no sidewalks for pedestrians and disabled persons; the road serves as walking path. - Small road ways for vehicles and motorcycles. - Lack of trash cans along corners, resulting to a smelly and dirty imagery along market roads. - No place for small vendors and rolling businesses, resulting to a sidewalk closures because of usage. TRANSPORTATION & TRAFFIC CONDITIONS

CLOG POINTS

MARKET PLACE:

- Due to its strategic location; the city is the premier city of Eastern Visayas -the gateway to the region, and the center of trade, commerce, industry, education, communication and technology.

- Tacloban has a huge market of 4 million people; it has to redeem its role as the region’s trading hub.

- Tacloban’s City Market is one of the busiest places in the city, during weekends or even regular days; this place is very crowded.

- There are no sidewalks for pedestrians and disabled persons; the road serves as walking path.

AFTER TYPHOON YOLANDA:

- Three weeks after the destructive typhoon, commercial establishments are gradually reopening and making brisk business.

- Small sari-sari stores/ small businesses were built along the streets owned by residents and mostly Muslim people.

- More people walking the streets during the day, especially in downtown.

- Sidewalk stalls selling everything from fruit to fashion are flocked with buyers.

- Market Roads were closed due to garbage and debris scattered along corners.

PROPOSALS ON MARKET PLACE:

The proposed design dramatically improves public safety through the addition of new street lights, a narrower road and traffic calming elements that also add greening and areas for street furniture. Highlights of the design are: wider sidewalks, new trees and storm water management gardens, unique paving, movable seating, opportunities for local art, seawalls, bay walks, and memorial chapel for the victims of super typhoon Yolanda.

- A NEW VIBRANT PLACE TO HOST PUBLIC ART, FAMILY ACTIVITY, OUTDOOR DINING, VISUAL AND PERFORMANCE FESTIVALS AND DAILY COMMUNITY GATHERING

- STREET IMPROVEMENTS: LIGHTING FOR PEDESTRIAN SAFETY, IMPROVED SURFACES, LANDSCAPE GREENERY

- NARROWER ROADWAY AND SIDEWALKS.- COMMUNITY SERVING EVENT SPACE AND MARKETPLACE: SUPPORT FOR NIGHTTIME

EVENTS, SUPPORT NEW ENTREPRENEURS.- CANOPY / PERGOLA STRUCTURE: WIND AND SUN PROTECTION.- PUBLIC AMENITIES, MOVEABLE SEATING, BIKE PARKING.- SEAWALL ON COASTAL AREA.- A NEW BAY WALKS PROPOSAL THAT CAN AFFORD SPACE FOR “PINOY” STYLE STREET

FOOD.DOWNTOWN

- Sidewalks were loaded with street vendors- People used the roadways as walkways- Overcrowded especially during weekends- Improper route management for

Motorcycles, the effect is lack ofDiscipline among drivers.

- No proper parking areas.

UTILITIES & SERVICES

POWER SUPPLY

TACLOBAN CITY -- Top leaders in Eastern Visayas are now considering an option to build the region's own power plant harnessing the geothermal fields in Tongonan, Leyte in an effort to solve the power shortage in the area.

- Around 60% of the city’s electric power has been restored (some buildings are still using generator sets). Residents and small establishments are using Generators sets and Solar panels.

WATER SUPPLY-

- The city’s traditional water supply (mostly in the south) has been restored but this is only 40% of the real requirement of the city.

- Water provider is LMWD.- No proper place for damps and water reservoir.

SEWER AND DRAINAGE

- While major drainage channels have been cleared, they will require upgrading and security to keep them permanently functional.

- Smaller drainages on Barangays, major cause of flood in some areas. - Dump areas needs to be expand.- Lack of flood control system.
