台灣石化工業發展過程的政治經濟分析 157 台灣石化工業發展過程 的政治經濟分析 蔡偉銑 * 一、前 二、石化工業產業特性的政治經濟意義 三、台灣石化工業各階段的發展 四、發展過程中各角色的變化 五、結 本研究旨在:藉由了解與分析石化工業的發展,呈現「台灣經驗」的 真 實 面 貌。本 研 究 發 現:台 灣 石 化 工 業 從 前 一 輕 至 四 輕 的 發 展,乃 是 在「 國 家機關」、「民間石化業」、「國際市場」、「美國政府的建議」與「美 商石化資本的促進」等變項互動過程中,發展出台灣龐大的石化工業體 系,而非如中華徵信所《台灣地區產業年報──石化業》、以及許多官方 宣傳品等所說的「國家機關領導發展石化工業、成就台灣龐大石化工業體 系」,也非其認定之「國家機關有計畫的制定石化工業政策,而後依循石 化政策、有步驟的發展石化工業」;也就是說,經建部門並非「高瞻遠矚」 地「 選 擇 」發 展 石 化 工 業,也 無 長 遠、細 緻 的 政 策 來 推 動 石 化 工 業 的 發 展 。 而上述變項在不同階段扮演不同的角色,且相互影響,呈現台灣石化工業 獨特的體制。 關鍵字:石化工業、國家機關、產業政策、民間石化業、美商石化資本、基 本原料業、中間原料業 * 東吳大學政治學系專任助教 ** 感謝兩位匿名審查老師的鼓勵與建議,除了因限於篇幅而使得「排斥日資」與「批判 state-center approach」的論證不夠詳盡,也無法對照新加坡的石化業發展與分析瓦斯業的黨、國資成份,其 餘已儘可能做了修訂。當然,全文觀點和誤謬之處,自應由作者個人負責。 東吳政治學報/1997/第八期/157-224

    The Political-Economic Analysis about the Development of Taiwans Petrochemical Industry

    19451984

    Wei-Hsien Tsai This paper attempts to search for the process about the development of

    Taiwans petrochemical industry, and analyse the adjustment and interaction of

    roles about the state local private capital and foreign capital in the decline of

    the states autonomy.

    The major findings of this paper are first, the state had already met the

    challenge from local private capital in the early 1970s. Second, there is no

    consensus about the petrochemical development policy among the state

    bureaucrats, this fact led the state to lose her autonomy and to give up

    continuing to develop the petrochemical industry and the leading role in the

    middle 1970s. Third, the Autonomous Developmental State model cant

    explain sufficiently the fact that Taiwans petrochemical industry develop

    quickly, local private capital and foreign capital play very important roles in the

    critical period. This paper will argue the role of bureaucratic capacity and

    efficiency in the so callTaiwan Miracle .
