Foreword Development of the East African Standards has been necessitated by the need for harmonizing requirements governing quality of products and services in East Africa. It is envisaged that through harmonized standardization, trade barriers which are encountered when goods and services are exchanged within the Community will be removed. In order to meet the above objectives, the EAC Partner States have enacted an East African Standardization, Quality Assurance, Metrology and Test Act, 2006 (EAC SQMT Act, 2006) to make provisions for ensuring standardization, quality assurance, metrology and testing of products produced or originating in a third country and traded in the Community in order to facilitate industrial development and trade as well as helping to protect the health and safety of society and the environment in the Community. East African Standards are formulated in accordance with the procedures established by the East African Standards Committee. The East African Standards Committee is established under the provisions of Article 4 of the EAC SQMT Act, 2006. The Committee is composed of representatives of the National Standards Bodies in Partner States, together with the representatives from the private sectors and consumer organizations. Draft East African Standards are circulated to stakeholders through the National Standards Bodies in the Partner States. The comments received are discussed and incorporated before finalization of standards, in accordance with the procedures of the Community. Article 15(1) of the EAC SQMT Act, 2006 provides that “Within six months of the declaration of an East African Standard, the Partner States shall adopt, without deviation from the approved text of the standard, the East African Standard as a national standard and withdraw any existing national standard with similar scope and purpose”.

East African Standards are subject to review, to keep pace with technological advances. Users of the East African Standards are therefore expected to ensure that they always have the latest versions of the standards they are implementing.

Foreword Whole chillies and capsicums contain pungent components made up of capsaicinoids. The amount of pungent components present widely varies from one variety to another. As dimensions, shape and colour vary widely, classification based on these parameters is not of much significance in international trade. Whole chillies and capsicums are also not generally bought on the basis of capsaicinoids content, but on established origin types suitable to a specific importer. Colour and size are also parameters which may come into consideration in international trade. However, the detailed requirements of the importer require the checking of each consignment, since capsaicinoid content, colour and size vary widely between consignments and from crop to crop. In international trade, a rough differentiation is made between chillies and capsicums on purely size basis, varieties above 25 mm in length being considered a capsicum. However, it is also accepted that many varieties classified as capsicums may have a capsaicinoid content (heat strength) higher than those specified for certain chilli varieties. Consequently, no limits of capsaicinoid content are laid down to differentiate between chillies and capsicums although as a general principle it may be taken that capsicums have a lower capsaicinoid content (heat strength). ISO 3513 gives details for determining the pungency in the form of the Scoville index. Determination of the capsaicinoid content by a spectrometric method and an HPLC method are given in ISO 7543-1 and 7543-2 respectively.

Fresh chillies — Specification and grading 1 Scope This East African Standard applies to chilli (Capsicum spp.) of varieties ancho, chilaca, de árbol, habanero, jalapeño, manzano and serrano grown from Capsicum annuum and Capsicum frutescens, to be supplied fresh to the consumer, peppers for industrial processing being excluded. 2 Normative references The following referenced documents are indispensable for the application of this document. However, if applied at stages following export, products may show in relation to the requirements of the Standard:

⎯ a slight lack of freshness and turgidity

⎯ for products graded in classes other than “Extra” Class, a slight deterioration due to their development and their tendency to perish.

The holder/seller of products may not display such products or offer them for sale, or deliver or market them in any manner other than in conformity with this Standard. The holder shall be responsible for observing such conformity. 4.2 Minimum requirements 4.2.1 In all classes, subject to the special provisions for each class and the tolerances allowed, the fresh chilli must be: (a) of the form, colour, flavour, heat1 and smell characteristic of the variety (b) intact (c) sound; produce affected by rotting or deterioration such as to make it unfit for consumption is

excluded (d) clean, practically free of any visible foreign matter (e) practically free from pests (f) free from damage caused by pests affecting the flesh (g) free of abnormal external moisture (h) free of any foreign smell and/or taste (i) with or without stem, cut at the optimal ripeness (j) free from any defects: mechanical, entomological, microbiological, meteorological or genetic-

physiological2. 4.2.2 The development and condition of the fresh chilli peppers must be such as to enable them:

⎯ to withstand transportation and handling ⎯ to arrive in satisfactory condition at the place of destination.

4.3 Maturity requirements The produce must be sufficiently developed and display satisfactory ripeness (shiny, firm and with texture proper of the variety). 4.4 Classification Fresh chilli peppers are classified in three classes, defined below: 4.3.1 Extra Class Fresh chilli peppers in this class must be of superior quality. They must be characteristic of the variety and/or commercial type.

They must be free from defects with the exception of very slight superficial defects provided these do not affect the general appearance of the produce, the quality, the keeping quality and presentation in the package. They must be free from: ⎯ biological defects at the moment of packaging

⎯ physical-mechanical defects when they do not affect more than 0.5% of the surface of the fruit

⎯ any climate-related defects

⎯ any morphological alterations.

4.3.2 Class I Fresh chilli peppers in this class must be of good quality. They must be characteristic of the variety and/or commercial type. The following slight defects, however, may be allowed, provided these do not affect the general appearance of the produce, the quality, the keeping quality and presentation in the package:

⎯ biological defects when they do not affect more than 0.5% of the surface of the fruit

⎯ physical-mechanical defects when they affect more than 0.5% and up to 1.0% of the surface

⎯ climate-related defects when they do not affect more than 0.5% of the surface of the fruit

⎯ morphological alterations when they do not exceed 3.0% of the surface of the fruit. The defects must not, in any case, affect the pericarp of the pods. 4.3.3 Class II This class includes fresh chilli peppers that do not qualify for inclusion in the higher classes but satisfy the minimum requirements specified above. The following defects may be allowed, provided the fresh chilli peppers retain their essential characteristics as regards the quality, the keeping quality and the presentation: ⎯ biological defects when they affect more than 0.5% and up to 1.0% of the surface of the fruit ⎯ physical-mechanical defects when they affect more than 1.0% and up to 3.0% of the surface ⎯ climate-related defects when they affect more than 0.5% and up to 1.0% of the surface of the fruit ⎯ morphological alterations when they exceed 3.0% and up to 6.0% of the surface of the fruit. The defects must not, in any case, affect the pericarp of the pods. 5 Provisions concerning sizing Size, for each variety, is determined by diameter, length and weight, as set out in Table 1.

6 Provisions concerning tolerances Tolerances in respect of quality and size shall be allowed in each package (or in each lot for produce in bulk) for produce not satisfying the requirements of the class indicated. 6.1 Quality tolerances Tolerances for defects allowed for each packing unit or lot of fresh chilli peppers presented in bulk are specified in Table 2.

6.2 Size tolerances For “Extra” Class: 5 per cent by lot or packaging unit of fresh chilli peppers not satisfying the requirements for sizing. For Class I: 10 per cent by lot or packaging unit not satisfying the requirements for sizing. For Class II: 15 per cent by lot or packaging unit not satisfying the requirements for sizing. In fresh chilli peppers, the percentage that does not correspond to the declared designation will be evaluated by weight. 7 Provisions concerning presentation 7.1 Uniformity The contents of each package (or lot for produce presented in bulk) must be uniform and contain only fresh chilli of the same origin, variety or commercial type, quality, size (if sized) and, in the case of Extra Class and Class I, of appreciably the same degree of ripeness and colouring. However, a mixture of chillies of different colours is allowed as long as origin, variety or commercial type, quality and size (if sized) are uniform. For packages of chillies with a maximum weight of 1 kg uniformity is only required with respect to origin and quality. In the case of sized produce, elongated peppers should be sufficiently uniform in length. The visible part of the contents of the package must be representative of the entire contents. Miniature chillies must be reasonably uniform in size. They may be mixed with other miniature products of a different type and origin. 7.2 Packaging The chillies must be packed in such a way as to protect the produce properly. The materials used inside the package must be new3, clean, and of a quality such as to avoid causing any external or internal damage to the produce. The use of materials, particularly of paper or stamps bearing trade specifications is allowed, provided the printing or labelling has been done with non-toxic ink or glue. The containers shall meet the quality, hygiene, ventilation and resistance characteristics to ensure suitable handling, shipping and preserving of the chillies. Packages must be free of all foreign matter and smell. Chillies shall be packed in each container in compliance with CAC/RCP 44. 8 Marking or labelling 8.1 Consumer packages In addition to the requirements of EAS 38, the following specific provisions apply: 8.1.1 Nature of produce If the produce is not visible from the outside, each package shall be labelled as to the name of the produce and may be labelled as to name of the variety and/or commercial type.

8.2 Non-retail containers Each package4 must bear the following particulars, in letters grouped on the same side, legibly and indelibly marked, and visible from the outside: 8.2.1 Identification The exporter, packer and/or dispatcher shall be identified by name and physical address (e.g. street/city/region/postal code and, if different from the country of origin, the country) or a code mark officially recognized by the national authority.5 8.2.2 Nature of produce If the contents are not visible from the outside: ⎯ “Hot peppers”, “Black peppers”, “White peppers”. ⎯ colour, or as the case may be, number of chillies of each colour when the numbers of peppers of

each colour are not the same. ⎯ Commercial type ("elongated", "square blunt", "square tapering", "flat") or name of the variety 8.2.3 Origin of produce Country of origin or, where appropriate, countries and, optionally, district where grown or national, regional or local place name. 8.2.4 Commercial specifications

⎯ Class

⎯ Size or size code (if sized) expressed as minimum and maximum diameters or the mark "unsized" where appropriate

⎯ Net weight or number of units (optional).

⎯ Mini chillies, baby chillies, or other appropriate term for miniature produce. Where several types of miniature produce are mixed in the same package, all products and their respective origins must be mentioned.

8.2.5 Official control mark (optional) For fresh chilli peppers transported in bulk (direct loading into a transport vehicle), these particulars must appear on a document accompanying the goods, and be attached in a visible position inside the transport vehicle. 9 Contaminants 9.1 Pesticide residues Chillies shall comply with those maximum pesticide residue limits established by the Codex Alimentarius Commission for this commodity. The table below provides current MRLs while Annex E provides current MRLs for the USA, EU and Codex markets. 4 Package units of produce prepacked for direct sale to the consumer shall not be subject to these marking provisions but

shall conform to the national requirements. However, the markings referred to shall in any event be shown on the transport packaging containing such package units.

5 The national legislation of a number of countries requires the explicit declaration of the name and address. However, in the

case where a code mark is used, the reference "packer and/or dispatcher (or equivalent abbreviations)" has to be indicated in close connection with the code mark, and the code mark should be preceded by the ISO 3166 (alpha) country/area code of the recognizing country, if not the country of origin.

A.2 Description of defects by their origin

Defect group DescriptionMechanical - Mechanical cracks: fissures on the fruit’s pericarp caused by handling or

mechanical actions. - Scratches: lesions on the pericarp of the fruit, caused by rubbing. - Bruises: softening or spots in the pericarp or in the skin caused by

knocks or compressions. Entomological and biological

- Scars: caused by some pests, e.g. thrips, that scratch the surface of the fruit.

- Fractures: caused by some worms that feed from the fruit’s pericarp. - Stings and/or punctures: wounds that can be more or less deep, carried

out by pests and birds, mainly. Microbiological - Spots and dots of rotting caused by fungi, bacteria or viruses. One of the

most common diseases is anthracnose,a fungal disease that in attacking the fruits causes typical brown or sometimes darker necrotic lesions that can cover wide surfaces. It is caused by fungi belonging to the genera Colletotrichum (Glomerella), Gloeosporium, Gnomonia, Marssonina, Mycosphaerella, Neofabrae and Pseudopeziza.

- Rot of the peduncular extreme: rot caused by fungi or bacteria that attack the fruits in the base of the peduncle and, in many cases, may penetrate the flesh and the seeds.

- Fumagina: caused by the fixation, in film form, of the fungus mycelium Capnodium sp., which forms spots with the appearance of layers of soot. It affects the surface of the fruit.

Meteorological and climate-related

- Sunburns: the change of colour of some areas in the surface of the fruits, caused by excessive exposure to the sun.

Genetic-physiological

- Deformations: alterations of the fruit’s form in relation to the ones corresponding to the species or variety.

- Physiological cracks: fissures on the pericarp of the fruit, caused by the effect of the ripeness process.

- Softening: the softening of the fruit mainly caused by the ripening process or because the fruit was harvested “tender”, before it reached physiological maturity.

Description An upright, herbaceous bush reaching 60-150 cm in height normally with glabrous foliage, simple leaves, falsely dichotomous branching, edible fruits of varying shapes, size, and colour. Uses The fruits are used fresh in salads, are stuffed or baked, added to soups and stews, dried and used as culinary seasoning, or pickled. The leaves make a good spinach dish. Growing period Behave as a perennial in the tropics an as an annual in temperate areas. It is a warm season crop. Seed germinate 6-21 days after sowing, continuous flowering begins after 60-90 days, and the fruit can be harvested after 60-180 days. Further information Sweet pepper probably originated from Central and South America. In the tropics and subtropics altitudes up to 1500-2500 m or even 3000 m are usually suitable for sweet pepper production. Humidity should be moderate to high, low humidity especially combined with high temperatures may reduce fruit set. Cooler night temperatures down to 15°C favour fruit setting, although flowering will be delayed as temperatures drop below 25°C, and flowers may not develop if night temperatures rise above 30°C. Strong dry winds at the time of flowering or fruiting or heavy rain during crop growth can be harmful. A daylength of above 15 hours will increase the time taken to the flowering stage. Yields of up to 10-20 t/ha or 1-2 kg/m2 may be obtained, but yields may be much lower.
