• RCC proposal on Agenda Item 1.22 (IMT-2000)… to study frequencies below 600 MHz for IMT-2000

• Active RCC position in pushing ITU-R studies on “low frequencies” at WRC-03
• WRC-03 outcome: Resolution 228 (Rev. WRC-03)decides 3): ITU-R to conduct regulatory and technical
studies on the usage of frequencies below those identified for IMT-2000 in 5.317A for the future development of IMT-2000 and systems beyond, notably assessing their advantages and disadvantages

Why CIS-Regulators support CDMA450?
• “Low-density high-coverage” scenario is typical for CIS
• CDMA2000 appears to be the most mature IMT-2000 technology that is proved by experience worldwide
• Cellular and WLL applications available in CDMA450
• Some of CIS countries had NMT-450 networks which are being upgraded to meet increasing user demands
• CIS-countries – CEPT-members deploying CDMA450 networks in line with the European Common Allocations (EU34 footnote)
