Dear Upward Bound Scholars and Parents: It is with great pleasure that we welcome new and continuing scholars to participate in the University of South Florida’s Upward Bound Program. The Upward Bound Program has a long tradition of academic success in the Tampa Bay community. For the past 50 years, Upward Bound has been helping young men and women achieve their goals of completing a college education and obtaining rewarding and successful careers in Tampa and throughout the nation. Throughout Upward Bound’s history, the emphasis has been on academic excellence, social awareness, and community responsibility. With your help and involvement, we will continue this rich tradition of success this year and for many more to come. We have prepared this Student/Parent Handbook to provide information needed to take advantage of the resources and opportunities available through Upward Bound’s Academic Year Component. I encourage you and your child to read the handbook together to ensure that you understand the policies, rules, important dates, and the expectations we have for our student scholars. Participating in Upward Bound is a privilege, and we hope that you are dedicated and committed to achieve the success we expect from you. What is the Upward Bound Program? The Upward Bound Program (UBP) provides fundamental support to participants in their preparation for college entrance. The program provides opportunities for participants to succeed in their precollege performance and ultimately in their higher education pursuits. The UBP serves high school students from low-income families and high school students from families in which neither parent holds a bachelor's degree (first-generation college students). Upward Bound is a Federal TRIO Program governed by the United States Department of Education. The Upward Bound Program serves five high schools in Hillsborough County. Those schools are Jefferson, King, Leto, Middleton, and Tampa Bay Tech.

Mission To support the vision of the University of South Florida by working in collaboration with the university and business community, Hillsborough county Public Schools, and parents to develop a quality Upward Bound program that enhances academic, economic, and cultural development of the students served. An important aspect of the mission is ensuring that all students enroll in and complete a postsecondary education program.

Goals • Provide a comprehensive service plan that includes college preparatory experiences during the

academic year and a six-week non-residential/residential program on the USF campus. • Provide an individualized academic plan to assist each student with improving their academic

performance by increasing their grades, test sores, and school involvement. • Provide developmental activities that will enhance students’ overall leadership, decision-making,

communication, and citizenship skills. • Provide services that are designed to encourage and motivate students to remain in the program

and graduate from high school. • Provide guidance to ensure that each graduating senior successfully completes the admissions

application, applies for financial aid, and ultimately gains entry to a postsecondary institution.

Objectives The United States Department of Education requires six outcome objectives for Upward Bound program participants:

• Academic performance (GPA) • Academic performance (Proficiency on standardized tests) • Secondary school retention and graduation • Rigorous secondary school program of study • Postsecondary enrollment • Postsecondary completion

Academic Year Component During the school year, UBP students attend mandatory classes on USF campus on Saturdays to receive supplemental instruction and tutorial activities in mathematics, science, language arts, foreign language, test prep and study skills. Additionally, students attend seminars describing postsecondary educational opportunities, counseling, mentoring, and cultural enrichment programs. Tutoring is also offered once a week after school at USF during weeks when there is no Saturday session scheduled.

Summer Component During the six-week summer component, students commute to USF for three weeks and juniors and seniors reside on campus for the remaining three weeks. Students are exposed to a variety of educational, cultural, and social experiences. All students are required to enroll in the core composition and literature, mathematics, science, foreign language (Spanish), test prep, and study skills courses. Classes are small, allowing for greater attention from each instructor. Students are placed in classes according to their needs and abilities. Counseling, mentoring, cultural enrichment, and work study activities are offered in the afternoon and on Fridays. Collaborations with Business, Chemistry, Pharmacy, Engineering, Global Sustainability, and Florida Mental Health Institute at USF provide interactive labs, research experiences, seminars, and career guidance. During the final three weeks students participate in supervised residential activities. Students check out on Friday afternoon and return Sunday evening.

Mentoring Program The purpose of the Upward Bound Mentor Program is to reinforce the goals of the USF Upward Bound Program of preparing high school students for college. The mentoring program will utilize one-on-one mentoring to foster positive and professional relationships between UBP students and current college students that will:

Saturday Tutorial Sessions Students attend mandatory tutorial sessions at the USF campus to receive tutoring in English, Math, Science, Spanish, Social Studies, and Test Prep from certified teachers and college tutors. Classes are held

from 9:00 a.m. until 1:00 p.m. in Cooper Hall. There are eighteen scheduled Saturday sessions this fall. Additionally, students attend seminars describing postsecondary educational opportunities, counseling, mentoring, and cultural enrichment programs.

The Parent Association meetings take place the first tutorial Saturday of each month.

After-School Tutorial Sessions This year, tutoring will be offered at USF after school most Mondays through Thursdays from 5:00 p.m. until 7:00 p.m. in SVC 2011. Attending after school tutorials is strongly recommended, but not required. Students must sign up in advance of after school sessions. The tutorial schedule is listed below. Spring dates for after school tutorials will be selected at a later date.

School Visits UBP counselors will visit your school monthly to advise you on your academic progress. You are expected to meet with your counselor during all scheduled school visits to maintain contact and develop academic plans. The schedule for school visits is included in the back of the handbook in yellow. Beginning in October, counselors will visit the schools based on the day of the week.

Academic Year Program Policies

Basic Expectations The purpose of the UBP is to assist students in preparing for college or university enrollment immediately upon graduation from high school. UBP provides the framework to support this endeavor; students must bring a determination to build on this foundation. Every student is expected to: • Attend all scheduled classes and activities on time, • Be prepared with required materials, • Be an active participant in classes, • Be courteous and respectful, • Follow instructions given, • Complete all homework assignments. Do not jeopardize your status in the program due to misconduct (a student contract is attached).

Attendance Attendance at Saturday classes is critical to your success in the program. Students with three absences will receive a written warning. If a student misses a fifth Saturday at any time during the academic year, the student risks being dismissed from the program. Arriving after class or after an activity has begun three times shall count as one absence. On the day of tutorial sessions, students are to report to the front desk to sign-in for attendance. Students should then report immediately to their assigned classroom. Parents are expected to pick-up their child promptly at 1:00 p.m. behind the library. Parents are strongly urged not to allow students to leave campus early unless absolutely necessary. Additionally, parents are urged not to permit students to be picked-up by friends, neighbors, or others. If you wish to pick up a student early, please fill out an Absentee Form. If your child cannot attend a Saturday session, please fill out the Absentee Form at www.usfubp.weebly.com/absent or in person. If participating in a school or community event, students must obtain a signature by the organizer and attach a schedule or other documentation to justify the absence. Absences must be discussed with the Program Director (or designee) and handled on a case-by-case basis. Unexcused absences will result in students not receiving their Saturday stipend and may lead to disciplinary action.

Textbooks and Materials Students must have the proper writing tools, homework, and study materials at all Saturday tutorial sessions. Students must bring textbooks and homework for all four classes that they will be tutored in on Saturdays. If your school rents textbooks, you must check out your textbooks for the weekend. Do not come to Saturday sessions without your class materials. If you do not bring the proper materials you can be sent home and it will be counted as an absence with no stipend.

Student Progress Students need to keep the UBP academic advisors updated on their academic progress. Students must provide report cards, test scores, and notices of any academic difficulties and/or concerns. UBP also needs to be updated when you have made academic strides and have shown improvement in your studies. Report cards must be turned in by the 2nd Saturday following distribution. Students who do not turn in a report card by the deadline forfeit their stipend payments for each Upward Bound activity (Saturday session & Monday sessions) until a report card is received. Once we receive the report card, students can receive stipends for future participation only. An entire stipend payment maybe forfeited at the discretion of the director. Students who do not turn in their most recent report card are put on academic probation until it is turned in. Students who do not submit a report card will be required to meet with their advisor to assess their progress and develop improvement plans if needed.

Academic Probation Academic success is measured by which the UBP assesses its impact on our students. We expect our students to earn no less than a 2.5 GPA each semester. Students earning between a 2.30 and 2.49 GPA will receive an unsatisfactory standing. Earning below a 2.3 GPA for the most recent grading period places a student on academic probation, meaning the student will not earn a stipend and will lose privileges, i.e., attending trips. Students with unsatisfactory or academic probation are required to meet with an academic advisor to develop a plan to increase their GPA the following semester. A student remaining on academic probation for two consecutive semesters may be dismissed from the program.

Academic Improvement Plans Students who earn a GPA below a 2.3 are required to formulate an Academic Improvement Plan with their academic advisor, and they will track their progress with the graduate assistant. The purpose of the Academic Improvement Plan is to provide additional resources for students in academic jeopardy. The Academic Improvement will be in effect until the student increases their semester GPA to 2.3 or above. Students on Academic Improvement Plans are required to attend 8 additional tutoring sessions throughout the semester in addition to Saturday tutorials. These sessions should last at least 30 minutes. Students will be given a tracking sheet where they will be able to record the sessions with their tutor and they will have to get a signature from the tutor or parent upon completion of the session. Students will be given a resource sheet of virtual tutoring sites and community resources where they can get free tutoring. Students can arrange for additional tutoring from the Upward Bound Program by contacting the graduate assistant.

Participation & Performance Stipend System 2016-2017 The point system had been established to assist UBP in making fair, objective, and measurable means to determine student stipends. A student will be awarded points for his/her involvement, efforts, and performance in UBP, high school, and in Program sponsored or supported activities. Students are encouraged to participate in all Program Sponsored Activities, (ie: community service, UBP graduation ceremonies, college tours and field trips, cultural activities, etc.)

• Behave appropriately • Arrive on time • Bring required materials (books, paper, etc.) • Complete assignments

Students who follow all the above rules in every class will receive the full amount that session. Students who behave poorly or violate the dress code will be deducted the entire possible amount earned that day. Tardiness, lack of materials, or not completing assignments will result in a deduction for each infraction.

Field Trips Field trips are off-campus learning experiences that enrich the existing curriculum. Field trips are supervised by UBP staff, teachers as necessary. Informed consent forms, medical forms, and copies of current medical insurance cards MUST BE SIGNED AND ON FILE prior to departure from campus. Students without signed informed consent will not be allowed to attend. Behavior and level of participation in the program may determine whether you may attend a field trip. UBP field trips are for program participants only. Non-enrolled students who are friends or relatives are not permitted to accompany or meet the group at any time during the trip.

Field Trip Eligibility Qualifications to attend ANY and ALL Field Trips include the following: • Earn at least a 2.5 district GPA for the most recent grading period • Attend a minimum of 70% of the Saturday tutorial sessions • Turn in all documents required by the UBP staff such as report cards, test scores, forms, etc. • Behave appropriately with no major conduct violations.

Spring Break Field Trip Criteria Attending the UBP spring break trip is a privilege. To earn the opportunity to attend the trip, students must meet all of the criteria listed below:

• Students will be assessed from September 10, 2016 through January 28, 2017 • Earn at least a 2.5 semester district GPA for the fall 2016 term • Attend a minimum of 7 of the 10 Saturday tutorial sessions through January 28, 2017 • Turn in all documents required by the UBP staff such as report cards, test scores, forms, etc., • Behave appropriately with no major conduct violations.

It is at the discretion of the Program Director to decide whether freshmen and any new students who are admitted after November 1 will be eligible to attend the spring trip.

Field Trip Participation and Cancellation Policy Each trip taken by the Upward Bound program requires upfront expenses that are based on projected participation. If you turn in a permission slip for a trip, indicating that you will be attending, and for unseen

circumstances are unable to attend, you must provide valid justification. If reasonable justification is not provided 24 hours before the trip, you will not receive a stipend for that period.

Program Evaluation Students will complete an evaluation/survey at the end of each semester (fall, spring, and summer). Students and parents will complete a survey at the end of the Academic Year to assist us with improving our offering of services.

Upward Bound Electronic and Phone Communication Policies We have created online communities to keep students informed about the program. These sites include the Upward Bound websites (www.usf.edu/undergrad/ub & usfubp.weebly.com), Canvas (tinyurl.com/usfubp) Facebook (facebook.com/USFUBP1), Twitter (twitter.com/@usfubp), Instagram (usf_upward_bound) Mobile App (“USF UBP” found at appcatch.com.) The sites help students interact and collaborate. In order to achieve the full potential of the site, we require that all students follow the policies stated below.

Advantages •The websites and app feature pictures, videos, discussion, polls, quizzes, social media, and events. •The sites will allow students to help plan activities and participate more fully in the program. •The sites can be used to poll student interest or measure student comprehension of a topic.

Safety Precautions •The sites will be monitored by UBP staff. However, not all activity can be monitored at all times. •Emphasis is on academics and program activities. Unrelated or inappropriate items will not be removed. •Any and all UBP students or parents may be publicly featured in pictures or other content.

Rules •Students must create a profile under their real name to access the features. •Students must refrain from profanity, insults, or sexually explicit content. •Students must post appropriate information related to UBP activities that promote academics. •Be careful what you post. Once posted, others will be able to view and save the information for later use. •Students should access electronic and phone communication only if given permission by UBP Staff. •Students who do not follow these policies will be suspended or removed from the networks.

Cell Phone and Texting Policy We will call or text information to your child’s cell phone in certain circumstances, including emergency notifications, academic progress updates, to ask or answer questions, and other reasons related to programming activities. Your child can also call or text their counselor during certain time periods. • During the academic year, students can contact counselors by cell phone after school and before 7

p.m. on weekdays only. • Students should not talk or text on their phone during class, including school, Saturday tutorials, or

summer instruction, unless given permission to do so by their instructor. We have Remind text message system as a means of contacting students, teachers, and parents in the USF Upward Bound Program. Rules for Proper Conduct Disrespect, Discrimination, and Harassment Upward Bound students are expected to show respect for their students, teachers, staff members, and university personnel. Disrespectful conduct of any kind will not be tolerated under any circumstances and is reason for dismissal. Discrimination and harassment are not permitted and any allegation of discrimination or harassment will be taken seriously. Profanity will not be tolerated.

Cell Phones, iPods, and Other Electronic Devices Cell phones are not to be used during class time, tutoring, or anywhere instruction is taking place. The program is not responsible for the loss or theft of a cell phone. Teachers are allowed to confiscate cell phones if the student uses at any time during classroom instruction.

Dress Code Dress codes are maintained to promote a positive representation of the UB Program to the community, and to foster a positive learning environment. The following dress code must be followed:

• UB polo shirt, T-shirt, or hoodie must be worn every Saturday. • Pants must be secured on the waist and no undergarments exposed (belt required). • Hair must be neatly groomed at all times. • Hats cannot be worn inside any building. • Skirts/shorts: no shorter than mid-thigh and in good repair. • No holes in jeans, pants, shorts, or other attire. • Students may be asked to refrain from certain attire at any time by the program director.

Plagiarism Plagiarism is the act or instance of using or closely imitating the language and thoughts of another author without authorization and the representation of that author's work as one's own, as by not crediting the original author. There will be severe consequences for any student found plagiarizing.

Disciplinary Actions Whenever possible, the UBP staff will handle routine discipline issues with the expectation that students will be encouraged not to repeat their mistakes, to turn the situation into a learning experience, and to build self-esteem in our students. However, any behavior, action, or activity that threatens directly or indirectly the physical or emotional safety, interests, and rights of an individual or group is not tolerated under any circumstances and will result in disciplinary action, including suspension or dismissal from the program.

Probation If a student does not comply with attendance or behavioral polices, that student may be placed on probation and will not receive a stipend. The Program Director will determine the student’s eligibility to participate in field trips and/or activities. If the problem persists or is severe, the UBP staff will take further action such as suspension or dismissal.

Suspension A student may be suspended from the program based on the circumstances of the offense and can be reevaluated for reinstatement. Students who are suspended from the UBP will not receive their stipend or be eligible for trips or other privileges.

Dismissal A student will be dismissed from the UBP when that student is deemed not suitable for the program due to lack of participation, effort, commitment, incorrigible offenses or a violation of the UBP rules. Students who are dismissed can appeal the decision or reapply during the next program cycle.

Disciplinary Charts The Disciplinary Charts list penalties for not following program rules and policies. Actions that endanger the safety of students and jeopardize the operations of the Upward Bound summer program will result in dismissal from the program. While this lists the majority of major rule violations, incidences that occur and are not on this list will be evaluated by the Upward Bound staff and appropriate resolution to the situation will be taken.

Appeal Procedure Students will have an opportunity to file an appeal in writing within one week (7 days) after the decision. All extenuating circumstances must be given in writing with the signatures of both the student and parent or guardian.

The Upward Bound Parent Association The Parent Association is dedicated to meeting the academic, cultural, social, and financial needs of students enrolled in the program. UBPA comprises parents representing students from the five area high schools served. UBPA members meet to advocate for the success of Upward Bound. Parents collaborate

through their network of resources to ensure a positive environment and high expectations. The UBPA nurtures success for the next generation of Upward Bounders through proactive engagement. We encourage all parents and guardians to participate in the parent association. The Parent Association meetings take place the first tutorial Saturday of each month.

Emergency Procedures

Procedure in the event of tutoring cancellation or rescheduling In the event of dangerous weather before reporting to the university, we will follow the WEATHER REPORT to decide whether to hold tutoring. If the weather is severe, the program director and Academic Advisors will contact students by text messaging, emails and/or phone calls to inform students not to report to the University for tutoring. Fire In case of fire, call 911 immediately to notify the fire service and campus police. Observe the following procedures: • Know the locations of fire exits in the building. Know the location of fire extinguishers and alarm

systems and know how to use them. Training and information is available through Environmental Health & Safety.

• If a minor fire appears controllable, immediately Dial 911 to alert campus police. Then promptly locate a fire extinguisher and direct the charge of the extinguisher toward the base of the flame. If others are with you, have one person make the emergency call while another uses the fire extinguisher.

• If an emergency exists, activate the building alarm, also dial 911. • For large fires that do not appear controllable, evacuate all rooms and close all doors to confine the

fire and reduce oxygen. Do not lock the doors. Dial 911 • When a building evacuation alarm is sounded, an emergency exists. Walk quickly to the nearest exit

and alert others to do the same. • Assist the disabled in exiting the building. Do not use the elevators during a fire. • Smoke is the greatest danger in a fire, so stay near the floor where the air will be less toxic. • Once outside, move to a clear area at least 500 feet away from the affected building. • Keep streets, fire lanes, hydrants and walkways clear for emergency vehicles and crews. • In an evacuation, report to your designated building assembly location. Stay there until an accurate

headcount is taken. • Assist emergency crews as requested. • An Incident Command Post may be set up near the emergency site. Stay clear of this area unless you

have official business there. • Do not return to an evacuated building unless told to do so by an authorized University Official. • Tornado/Severe Weather An Approaching Thunderstorm--When to Seek Safe Shelter: Lightning can strike as far as 10 miles from area where it is raining. That's about the distance you can hear thunder. If you can hear thunder, you are within striking distance. Seek safe shelter immediately. Outdoor Activities--Minimize the Risk of Being Struck: Program staff will stop activities at the first roar of thunder to ensure everyone have time to get to a large building or enclosed vehicle.

Indoor Activities--Things to Avoid: Inside building, stay off corded phones, computers and other electrical equipment that put you in direct contact with electricity. Stay away from pools, indoor or outdoor, tubs, showers and other plumbing. Buy surge suppressors for key equipment. When inside, wait 30 minutes after the last strike, before going out again

Student Contract Congratulations on your acceptance to the Upward Bound Program at the University of South Florida! As an Upward Bound Scholar, you are making an investment in your future. Consequently, you will be responsible for adhering to the following rules and regulations. After reading the document, please sign and date the contract acknowledging agreement to the conditions set forth below.

Responsibilities during the Academic Year: • I agree to maintain a minimum of a 2.5 GPA (C Average) in all of my classes and demonstrate steady academic

improvement in all of my course work. I will provide the Upward Bound Program with copies of my report card for each grading period. Failure to provide them can result in suspension from the program until the documents are received. If I earn below a 2.0 for two consecutive semesters, I can be dismissed.

• I agree to take a challenging college preparatory program which includes: -Four years of English

-Four years of Math (Algebra I, Geometry, Algebra II, Pre-calculus/Calculus) -Four years of Science (Physical Science, Biology, Chemistry, Physics) -Two years of Foreign Language • I will attend tutoring sessions. I will be prepared (planner, textbooks, materials, assignments) for all tutoring

sessions. • I will meet with my advisor once a month for individual meetings. • I will attend required activities.

Responsibilities during the Summer Component: • I agree to be an active participant during the summer component on the campus of the University of South

Florida (June through July). • I will attend all classes, workshops, and enrichment activities as required. • I understand that the following behaviors could result in dismissal from the summer academy and program as

a whole: -Being on an unauthorized floor -Skipping Class -Not being present during curfew or leaving the residence hall after curfew -Damage to dorm -Disrespectful conduct in class including misuse of electronics (cell phones, iPods, etc.) -Stealing others’ property -Possessing alcohol, drugs or cigarettes or being in the presence of those having alcohol, drugs, or cigarettes

-Excessive absences/lateness -Participating in behavior that can be construed as fighting, hazing, or intimidation -Discriminating, harassing, or threatening with violence (verbal, written, sexual) to anyone -Indecent behavior (public display of affection, sexual activity) -Leaving campus without signed consent of parents/guardian

Rules and Regulations: Absences

We expect all students to attend every class, program activities and/or events during the summer program. We understand that sometimes situations arise that require that you to be absent. If you chose not to attend any program activities for trivial reasons, your future participation in UBP is jeopardized. If you are absent for any reasons you must obtain a written excuse from the Residential Coordinator and present to your instructors. ***Your attendance is critical to receive the necessary assistance ***

Respect

Disrespectful conduct of any kind to teachers, students, administrative staff, or any university personnel will not be tolerated under any circumstances and is reason for dismissal.

Dress Code • UB polo shirt, T-shirt, or hoodie must be worn every Saturday. • Pants must be secured on the waist and no undergarments exposed (belt required). • Hair must be neatly groomed at all times. • Hats cannot be worn inside any building. • Skirts/shorts: no shorter than mid-thigh and in good repair. • No holes in jeans, pants, shorts, or other attire. • Students may be asked to refrain from certain attire at any time by the program director.

Materials

Students must have the proper writing tools, homework, and study materials at all Saturday and after school tutorial sessions. If you do not bring the proper materials, you will be sent home and it will be counted as an absence. I have read the rules and regulations and agree to the above guidelines. Upward Bound Program Parent/Guardian Contract

Upward Bound provides fundamental support to participants in their preparation for college entrance. The program provides opportunities for participants to succeed in their precollege performance and ultimately in their higher education pursuits. Your support and commitment in this process is crucial for the success of the Upward Bound student. Please read the contract below which identifies our expectations for parents/guardians in relation to the students in our program. We want to be sure that both the student and parent understand the commitment required by the Upward Bound Program. As a parent/guardian of an Upward Bound Scholar, I commit to the following:

Year Round:

• I understand that my child is committing to year round participation in all Upward Bound Program services until he or she graduates from high school. I will support the requirements set forth by the program.

Academic Year:

• I agree to encourage my child to do the best he or she can in school including attendance at advisement meetings during lunch and after school meetings/tutoring required by the program.

• I will allow my child to come to campus on Saturdays for tutoring classes.

• I agree to cooperate with the Upward Bound staff so that my child can participate in any special events organized

throughout the school year.

• I will work closely with the Upward Bound staff to provide any necessary paperwork (tax forms, grades, applications, etc) in a timely matter especially during the college application and financial aid application process.

• I understand that if my child does not meet the goals and expectations of the program or fully use the services provided,

he or she may be dismissed from the program.

• I will pick-up my child on time after the tutoring sessions at 1:00 p.m. if, I transport my child to and from the tutoring sessions. If running late, please call an Academic Advisor or Program Director as soon as possible.

Summer Component:

• I agree to allow my child to participate for the full six-week duration of the summer component (June through July).

• I will review the program rules with my child and make sure that he or she is aware of the consequences of breaking

such rules.

• I will support any decisions made by the administration of the Upward Bound Program especially if my child violates any rules and the consequences that could result from such act.

• For the first three weeks of the summer program, my child will ride the HART bus or I will drop off my child at 9

a.m. and pick him or her up at 3 p.m. During the final three weeks of the summer program, I will pick up my child each Friday between 4–6 p.m. and return him or her on Sunday between 6–8 p.m.

• I will make every effort to attend parent events including parent’s day, award banquets, orientation, financial aid night workshop, and parent council meetings.
