Dear Readers, through this article we are making you aware about our country's policy about SAFETY, HEALTH and ENVIRONMENT at our work place - may it be a factory or a business house. This National Policy was declared by our Government of India on 20th February 2009. You can see this Policy in detail on the website of Ministry of Labour and Employment - DGFASLI. The Policy was required to be formed and adopted to honour our commitment to the DIRECTIVE PRINCIPLES OF CONSTITUTION OF INDIA and also to ILO CONVENTIONS be Conventions No.155 and 187.

Directive Principles of our Constitution have already declared to provide the following things for the SAFETY AND HEALTH of all Indians:• SecuringHealthandstrengthofallworkingmenandwomen.• NotabusingtheTenderagedchildren.• Economic needs should not compell any citizen to enteravocationsnotsuitingtotheageandstrengthofthecitizen.

• JustandHumaneconditionsofworkandmaternity relief tofemale employees.

• EmployeeparticipationinManagement.• Safe and Healthful conditions are FUNDAMENTAL RIGHTandnecessarytoprovideSOCIALJUSTICE.

To give meaning and reality to above Directive Priciples our GovernmentwantsthefieldofIndustryandBusinesstobuild-upa sustained NATIONAL PREVENTIVE SAFETY AND HEALTH CULTURE.BENEFITOFTHENATIONALPOLICY:

National Policy on 'SHE' at work place

• Itcreatesapositiveapproachtosafetyandhealthculture.Italso provides a general direction to all stakeholders of Industry and business to discharge their responsibility to safety and health in an appropriate manner.

• It enables industry to developResearchActivities and skilldevelopment of industrial people and also of society at large.

• It helps todevelopparticipativework cultureandpromotesemployee participation for effective management.

• It ensures better compliance and implementation througha mechanism of accrediting competent Professionals and Institutions.

• The implementation of Policy would enable collection,compitation and analysis of work-related injuries diseases and sicknesses or qualitative decision making at National Level.

• ThePolicymakesmanagementtoadoptsystemsapproachforOSH which includes use of computer-aided risk assessment tools for dealing with work-place problems about SHE.

• ThePolicyexhibitsGovernment'sCommitmenttorecognisethe positive impact of workers safety and health on Productivity as well as Economic and social development.

• It brings a "GREEN JOB CULTURE" and also develops aPreventive Approach in Industry.

The Chapter in collaboration with Central Labour Institute, Safety Division DGFASLI, Ministry of Labour & Employment, Government of India organised 219th training course on Industrial Safety from 25th to 27th October 2017 at the conference room, Central Labour Institute, Mumbai. 24 participants from various industries took advantage of the training course.

“World Day of Remembrance”for road safety is commemorated on the third Sunday of November. We remember all those who have lost their lives & injured in road accidents across theworld.The activitywas first initiated internationally

then, was replicated across the World. It was after 10 years the World Day of Remembrance was adopted by the UN General Assembly on the 26th October 2005. We the united for road safety team initiated the idea across colleges. Our team actively works on road safety since 2015.The day is usually observed on the 19th of November but we decided to commemorate the event from the 19th of November to 30th of November 2017. The idea of the event was to ignite the road safety agenda&sensitizewithourdifferentactivities to pay homage to people, losing their lives & inculcating in them a sense of respecting the rules & importance of following it too. Weasanorganizationhavemanaged to form road safety clubs in most of the colleges in & around Mumbai. We collaborated with the NSS Cell University of Mumbai of each college to mobilize studentsto conduct the activity. We

observed 17colleges & successfully conducted the event. About 207student’sparticipants&wemanagedtosanitize849studentsin these 17 colleges. Our event comprised of Candle light vision with 2mins of silence. Street Play with the road safety theme. Slogans & Poems on road safety. Poster Making &Poster exhibition.QuizCompetitiononroadsafety.PublicSpeakeri.e.RTOofficialswasarrangedtogiveatalk&addressthestudents.These activities were an initiative by the road safetyclub which we formed during our road safety sessions. Some colleges like SiddharthacollegeofLawcelebratedtheeventexcellentlytheyimplemented all the above activities. Similarly Nirmala Niketan college of Home Science also implemented all the activities in the most innovative manner. They recited a poem & shouted slogans on road safety also made beautiful posters on road safety.

World Day of Remembrance for Road Traffic Victims The Street play act in Siddhartha College of Law was the most effective & amazing,the entire college had come to watch the act from the principal to all their facility with the students. The message was displayed in the most dramatic & effective way. Apart from the activities the biggest highlight of the event was the testimonials shared by the victim’s loved ones. The stories shared were more enriching with the idea of road safety & abiding on the rules & regulation. They, having lost their loved ones coming out to share their story & grief created a sense of valuing one’s life in the minds of all the sensitizedindividuals. T.K Tope College being a night college manages to make one of the best posters for WDR. They were the most creative students, the youth from this college work during the day & attend college in the evening In spite of the busy scheduleall the students from NSS & Non NSS participated in the event they also made more than 20 posters with maximumparticipation,eventhe teachers & the peons joined for the event. The commemoration of the event was our gesture to pay a tribute to people who have lost their lives out of negligence or been a victim of unavoidable circumstances. It’s important to value one’s life & we can’t afford to lose our youth in road accidents, as the most effected in these accidents accordingtotheMTPisthe(MumbaiTrafficPolice) istheagegroup of 18 to 30. We the United for Road Safety team will continue to train & sensitizeyouthsothatbytheendof2020ouraimofreducingroad accidents should vanish by 50%.Campagins & events for road safety like the world day of remembrance, will surly help us in reviving the idea of riding safely. A weeklong event of the WDR was very successful, as it reflectsonthenumbersofyouthwhohavesensitized.TheNSS&theroadsafetyclubmembersactedeffectively inmobilizingthenon-sensitizedstudentsmakingtheeventasuccess.

3. CONCEPTOFBOWTIE

ABowtieisadiagramthatvisualisestheriskyouaredealingwith in just one, easy to understand picture. The diagram is shaped like a bow-tie, creating a clear differentiation between proactive andreactiveriskmanagement.ThepowerofaBowtiediagramis that it gives you an overview of multiple plausible scenarios, in a single picture.TheBowtie combines the concepts of faulttree(thelefthandside)andaneventtree(therighthandside)used inquantitative riskassessment.This technique identifiesthe barriers that normally prevent an accident from occurring and their integrity statuses allow the operator to understand the risks at that moment. The main concept behind this methodology is that barriers that interpose the threads can stop progression to leadtoharmanddamage.TheBow-tietechniquedoesnotoffera new or different way of analysing risk.

Bowtie, model consists of threats, primary preventivebarriers, top event, primary mitigation and protection barriers and consequences. Developing the bow-tie diagrams and critical tasks should be carried out in a structured manner in order to obtain quality information and best represent the actual risk control arrangements.In short, it provides a simple, visual explanationofariskthatwouldbemuchmoredifficulttoexplainotherwise.

Bowtieismoreeffectiveduringoperationsforintegratingsafetyprocesses and focus on Operational Risk Management by providing crucial information to management for monitoring critical safety activities and process safety audits.

4. STEPSTOBUILDABOWTIEDIAGRAM

a. Identify‘Hazards’

AHazardissomethingin,aroundorpartoftheorganisationwhich has the potential to cause damage. Working with hazardous substances, Bowtie is devoted to how we keepthatnormalbuthazardousaspect from turning intosomethingunwanted. Normally, starting with for instance a HAZID or

b. Identify ‘Top event’

OncetheHazardischosen,thenextstepistodefinetheTopEvent.ThisisthemomentwhencontrolislostovertheHazard.There is no damage or negative impact yet, but it is imminent. This means that the Top Event is chosen just before events start causing actual damage. The Top Event is a choice though, whatistheexactmomentthatcontrolislost?Thehazardswiththe potential to result in an uncontrolled event with immediate or imminentexposure leadingtoseriousrisktothehealthandsafety of persons, environmental impact, or property loss. This istoalargeextentasubjectiveandpragmaticchoice.Often,theTopEventisreformulatedaftertherestoftheBowtieisfinished.You can start with a generic ‘Loss of control’ or ‘Loss of primary containment’and revisit it a couple of times during theBowtieprocess to sharpen the formulation.

c. Threats

A direct, sufficient and independent possible cause thatcanreleasethehazardbyproducingthetopeventleadingtoaconsequence. Threats are whatever will cause your Top Event. There can be multiple Threats. Try to avoid generic formulations like “Human error”, “Equipment failure” or “Weather conditions”. WhatdoesapersonactuallydotocausetheTopEvent?Whichpiece of equipment?What kind of weather or what does theweather impact?Youcanbe toospecific,butneednotbe toogeneric.
