• To manage traffic flow in CBD

• Pay to use certain roads

• Restricted Zones

• Supported by improving bus services, increasing costs of parking in CBD and park-and-ride facilities

• Initially motorists were unhappy

• Reduced no. of cars in CBD

• Replaced ALS in 1998

• ALS was labour-intensive and inconvenient

• ERP used up-to-date technology to monitor and regulate traffic flow

• More efficient and effective

Park-and-Ride SchemePark-and-Ride Scheme• Introduced at the same time as ALS• Motorists could park cars at specific car

parks outside city area• They could then take public transport from

these areas into CBD• Only 585 out of 7,700 parking lots taken

up• Many switched to public transport or drove

into the CBD before 7.30am• Scheme still used today

Vehicle Quota SystemVehicle Quota System

• To control car population in S’pore• Allowed Land Transport Authority (LTA) to

determine no. of new motor vehicles• Implemented through the Certificate of

Entitlement (COE) system• Car buyers must first bid before buying car• They pay quota premium based on no. of

bids received• Entitles motorist to own the car for 10 yrs
