Greater Gallatin United Way: Meeting the Needs of Our Communities
Addressing the human service needs of our communities with a focus on educa-
tion, health, and income, the Greater Gallatin United Way (GGUW) Board of
Directors announces GGUW’s 2012-2013 programs, initiatives, and funded
partners. As a part of accomplishing the goals set by the community, GGUW
invests community funds, the resources raised from their 2011 annual fundraising campaign, into over 60
local programs and initiatives. GGUW is grateful for the many volunteers and the voices of donors and the
community who helped guide GGUW’s Board of Directors in determining where those dollars would have
the greatest outcomes.
A restricted grant from the Gilhousen Family Foundation, which covers nearly all of GGUW’s operating
expenses, enables GGUW to invest $0.99 of every $1.00 donated into vital programs and initiatives that have
served the people who live and work in Gallatin, Madison, Meagher, and Park counties for over 33 years.
To learn more about GGUW programs, initiatives, and funded partners, visit www.GreaterGallatin

Welcome to New Chamber Members
Member News KCMM 99.1 THE ONE, your local Christian radio
station, is launching a new Community Impact
Campaign. It is not your regular radio advertising.
The program is designed to promote public service,
community partnership and awareness, and special
causes such as Back-to-school Safety, Shop Local,
Breast Cancer Awareness, Halloween Safety, Local
Diner Guide, and Honor Our Veterans to name a
few. Businesses and organizations that wish to pro-
mote a specific interest or program receive a per-
sonal customized "tag" with their name, address,
phone, website, and/or slogan. Campaigns will be
ongoing, and at least one special interest campaign
will be offered each month. Again, these spots are
specifically designed to promote a positive commu-
nity impact while showing your support for various
causes and public service programs. Participation is
offered at a very special rate and there are no con-
tracts to fulfill. For more information, call

Post-Mortem on Health Reform
Most of you have heard that the U.S. Supreme Court has kept the bulk of the Affordable Care Act, also known as Obamacare, intact. Let’s examine some of the details of the law that are important to small businesses.
Individuals will be required to buy insurance coverage or pay a tax. Small businesses under 50 employees will not be required to buy or offer health insurance for their employees and will have no tax penalty if they don’t. For some small businesses (under 25 employees), a tax credit may be available. So, if you do buy coverage for your staff, Uncle Sam might pick up part of the tab. The credit has been available for a couple of years; talk to your tax advisor to see if you qualify. Businesses with more than 50 employees will need to offer and pay for their employees’ coverage or face a penalty of $2,000 or even more per year per employee.
If individuals are required to buy coverage, can they af-ford to? That’s where the “premium subsidies” come in. “Low-income” individuals can obtain sliding-scale sub-sidies to ease the health insurance cost burden. Low in-come is up to 400% of the poverty level; in Montana, over 80% of households will be eligible for a subsidy. The subsidies are the most expensive part of the new law.
The law creates health insurance “exchanges,” web-based buying markets for health insurance for individu-als and small employers. While theoretically you can still buy coverage outside the exchanges, they will be the only way to access the subsidies. When you go online to find coverage, each insurance company offering cover-age on the exchange in your state will be side by side with all the others. The exchanges and all of the above go into effect January 1, 2014.
The hardest part for business owners is in the details. If you do not offer group coverage now and have less than 50 employees, you can just do nothing. No penalty, no requirements. If you have a health plan in effect, you will want to plan your options carefully.
Montana Chamber Choices customers will be affected according to employer size, since we cover employers with 2-99 employees. Whether Chamber Choices plans can be listed on the exchanges is unclear. Montana Chamber Choices is committed to staying on top of the
changes and will educate its members on upcoming
changes.

The 49th Fall Festival Is September 28 and 29, 2012
The theme for this year’s festival is “Pitching In for Belgrade,” and the proceeds from the raffle will go to the Softball Association. Belgrade High School will be hosting the State A Softball Tourna-ment in May 2013 and 2014, and they need to build bathrooms and a concession stand for the field. For more information about Fall Festival, you can always call the Chamber at 388-1616 or go to the website (www.belgradechamber.org).
Products: This year’s logo is
shown above. The products are
white and red T-shirts and
red hoodies. They’ll be on
sale at the Chamber office
and at Lee & Dad’s IGA.
Raffle: Thank you to First Security Bank for sponsoring the grand prize. This year it’s a “Spring Training Week-end” in Phoenix. Thank you to all the businesses who have donated prizes so far. The “cruiser” bike that Spine and Sport Chiropractic donated is so cute! If you want to donate a prize, let us know. If you would like to sell raffle tickets, call Deana (580-8990).
BBQ: We still need “Round for My Town” sponsors. This sponsorship pays for the food at the BBQ so we can offer it at no charge. It also kicks a little money into the advertising fund. If you would like to help with the BBQ, con-tact Bob Hollern (360-0150). If you would like to help at the pit with the meat, call John Youngberg (570-4103). We will also need people to help set up on Fri-day, September 28. If you can help , call Debe (388-1616).
Parade: Applications for the
parade are available on the
Chamber website or at the
Chamber office.
Park Activities: The booths
are filling up fast; only Arts &
Crafts are left. All other areas
are full. The Arts & Crafts application is
available on the Chamber website or at the
Chamber office. Thanks to First Inter-
state Bank and Town Pump, Inc., for
sponsoring the “Inflatables” for the park.
They are such a big hit with the kids!
2nd Annual Car Show: Thanks to Collision Center of Belgrade for sponsoring this again. Dan Guenther will be chairing the event this year. If you would like to enter a car or want to help that day, call Dan (388-6610). Cars can be registered that day.

August 2012 Page 7
I recently had the chance to sit down with Brian Sprenger, Airport Manager, and Mayor Russ Nelson to discuss where the exit to Bel-grade would be when the new interchange is built. If it works out the way we would like it, we will have plenty of opportunity for signage and landscaping. Between now and then, the Board of Directors and I are going to be doing some serious brainstorming to figure out how we can raise money to guarantee we do have great signage. We want visitors to know they still need to come into Belgrade to get their groceries and beverages, eat lunch or dinner, get a haircut, or whatever.
We also want that corridor to look beautiful and inviting. The City’s long-term goal is to put curbing and sidewalks from the airport and widen the road. It is important that we continue to find ways to make the entrances to Belgrade more attractive.
This is usually my spring pitch, but here it is again. Look around your business and clean up the exterior. Cut the weeds, mow the grass, wash the windows, or do some touch-up painting. You will be amazed what a little work on the outside can do for the inside. I recently went into a business, and my first thought was that it looked abandoned! Weeds and burnt grass and windows so dirty you could write your name in them. First impressions mean a lot. We are all busy, but try and take the time to spruce up a little!
Remember to mark your calendars for Fall Festival!

Bozeman Yellowstone International Airport
Of course, the primary responsibility of the Customs and Border Protec-tion (CBP) Officer assigned to Bozeman Yellowstone International Airport is to provide CBP clearance for arriving aircraft. The scope of the Officer’s responsibilities can be expanded if the airport and the community have a need for the types of services described below as a User Fee Airport:
Processing international cargo entries/importations. The cargo may arrive in-bound by truck, rail, or air.
Overseeing a CBP Bonded Warehouse or Foreign Trade Zone. The Bo-zeman/Belgrade area can apply to be a Bonded Warehouse or Foreign Trade Zone. These areas are used to store foreign merchandise.
Registering weapons for hunters traveling overseas. Area hunters would not need to travel to Helena or Great Falls to register their weapons before flying out of Bozeman for foreign hunting trips.
CBP staff would be glad to meet with members of area business and trade communities to discuss opportunities available with a User Fee Airport.
