Welcome to Homes in Sedgemoor

Dear Applicant,

I am delighted that you have expressed an interest in the role of Chief Executive here at Homes in Sedgemoor. I hope the contents of this letter and the accompanying recruitment pack motivates you to apply and take on this challenging and rewarding role.

The successful recruitment of a new Chief Executive is one of the most important decisions that a Board has to make. We have carefully considered what we are looking for in a new Chief Executive and this letter sets out our conclusions. In addition to fulfilling the duties of the role, the successful candidate will have an awareness of what our core values are and our unique focus and approach in working closely with our customers and wider community.

If you join us one of your first tasks will be to lead and complete our new 5-year corporate strategy – ‘Shaping the Future’ – which is being developed through co-creation with our tenants across our 10 neighbourhood areas. We are investing heavily in listening and finding out what is needed from us as an organisation over the next few years.

You will continue the great work we do with our local partners, including Sedgemoor District Council and Avon and Somerset Police, to ensure our customers get the best possible service. As a leader you you inspire and support our colleagues to continue to achieve the great things they do in very challenging times.

About Homes in Sedgemoor

We are an Arms’ Length Management Organisation (ALMO) responsible for delivering housing management, maintenance and community services to over 4,200 tenancies and leaseholders on behalf of Sedgemoor District Council.

We commenced operations on 1 April 2007 and agreed a new 30 year Management Agreement with the Council from 1 April 2014. This sets out the conditions, obligations and service requirements with which we are required to comply.

Our Mission is to put customers first and deliver excellence through great people.

Strategic Management Team

Jen Barfoot – Chief Executive

Jen joined Homes in Sedgemoor on 1 September 2015.

Jen, a Fellow of the Chartered Institute of Housing, has over 36 years experience of working in social housing.

She started her career as a repairs clerk with her local council.

Since then she has held a variety of roles ranging from Housing Officer, to Welfare Benefit Advisor, to Operations Director, Managing Director and Chief Executive.

Jen has worked in local government, tenant management organisations, as well as for both traditional and Large Scale Voluntary Transfer (LSVT) housing associations. She led on LSVTs in Walsall, North Shropshire and South East Wales, delivering on promises to tenants, colleagues and communities.

Jen lists her passions as people and delivery.

Claire Tough – Director of Neighbourhoods

Claire has worked in social housing for 16 years and first joined Sedgemoor District Council in 2006 as the ALMO was being launched.

Claire has held a variety of roles within social housing and is now responsible for ensuring great tenancy and community services are delivered to customers. With a team of community and office based colleagues, Claire's responsibility encompasses neighbourhoods, income management, homes and lettings, and community enabling.

Chris Willmott – Director of Property

Chris started work in 1989 as a Junior Estimator with a local authority in Hampshire and has been in the social housing sector ever since. He became a Surveyor and was later promoted to Property Investment Manager at Tarka, which later merged with Westcounty Housing and became Westward. Chris joined Homes in Sedgemoor in 2014 as its Property Investment Manager and led the team responsible for improving tenant's homes through the delivery of large capital investment programmes.

Lauren Summers – Finance Manager

Lauren joined Homes in Sedgemoor in 2008 as an experienced chartered accountant. Lauren is accountable for the Finance function of HiS which includes risk management. Lauren and her team ensure that the quality of the services provided to all customers, both internal and external, is of the highest possible level within the resources available, meet performance standards and deliver value for money.

Julia Paling – Human Resources Manager

Julia joined Homes in Sedgemoor in 2019 and has worked in Human Resources for more than 20 years in a number of sectors, including retail, health and social care. Julia is the lead for Human Resources, including learning and development, organisational development and wellbeing initiatives, ensuring that the people strategies deliver high performance in order to put Customers First.

Rob Starr – Governance and Performance Manager

With 17 years' performance management experience, Rob joined Homes in Sedgemoor in 2018 with the responsibility of continuing to raise our performance, and leading on governance for the organisation. He is responsible for supporting the Board, reporting performance and identifying opportunities for improvement.

Our Board

Chris Moseley – Chair of the Board

Chris has been involved with his landlords for over 25 years, and having moved from the Midlands some 16 years ago decided to take up customer involvement with Homes in Sedgemoor, and is still here doing a great voluntary role as the Chair of the Board.

He is a proud member of the See the Person (Benefit 2 Society) Leadership Committee.

His aspirations are that customers come first in whatever we do and he believes that Homes in Sedgemoor will deliver that role to customers as a five star housing provider.

Jenny Vernon - Independent

Jenny is a governance and tenant involvement expert who specialises in involving customers in decision making. Her current clients include housing organisations, community boards and community land trusts.

With over 35 years’ experience in social housing, Jenny draws on her experience of having been a tenant and housing employee as well as her more recent housing consultancy and governance experience.

Lance Duddridge – Councillor

Lance is a member of the Conservative Party and is Councillor for Bridgwater Victoria ward.

Bridgwater born, Lance is a greengrocer by trade. He is also a strong supporter of local charities.

Janet Keen - Councillor

Janet Keen is a member of the Conservative Party and a district councillor representing Highbridge and Burnham Marine. She is also a member of the Burnham on Sea and Highbridge Town Council representing the Highbridge ward.

Janet was initially involved with Highbridge as a County Councillor from 1984 - 1997 and has been active in various community projects ever since. During her time as a County Councillor she created a housing association dedicated to young adults and was able to achieve funds to build a specialist supported accommodation unit. That project is now part of the YMCA Coast.

David Ellison - Tenant

I have lived in supported housing in Burnham-on-Sea for some 13 years.

My voluntary experience has been as the representative for my fellow tenants, also as a member of STC, TAGS & Neighbourhood Services.

In addition, I was a member of Lions International, when I lived and worked in Australia for some 19 years, acted as President of my club, and joined Burnham-on-Sea for a further six years.

I served in the Hertfordshire Constabulary, but my main occupation was in the lighting industry, both in manufacturing & wholesale, starting as a Technical Consultant, to National Sales Manager and finished up with my own company.

My aspiration is to support and strive to the best of my abilities, in conjunction with my fellow Board members, to ensure that Homes in Sedgemoor grows to greater heights, and becomes one of the leading social housing providers nationwide.

Paul Hackett- Independent Board Member

Paul has more than 22 years experience of social housing finance with a background across both local authorities and housing associations. His main specialism is financial analysis, in particular supporting organisations in building their future plans. Paul has also worked at director level in several Registered Providers of Social Housing. He currently operates as an associate consultant with the David Tolson Partnership (DTP). In his spare time, Paul enjoys cycling and amateur astronomy.

Jane Strange- Independent Board Member

Jane joined the Homes in Sedgemoor Board in March 2018 as an independent Board Member, with a background in the government relations industry and expertise in governance and strategy consulting.

What’s the role?

You will:

Lead and direct the senior management team and the organisation; set the strategic direction and inspire both employees and residents to fulfil their potential. Work closely with all key stakeholders to ensure the provision of excellent service to our customers. Deliver the approved business plan, upholding the organisational Values, complying with all regulatory requirements, and ensuring the wellbeing and sustainability of Homes in Sedgemoor.

You will report to the Homes in Sedgemoor Board.

What will I have to do?

Strategy

• Lead the development, implementation and review of Homes in Sedgemoor’s future strategic aims, objectives and financial plans.

• Direct and develop the Strategic Management Team to deliver Homes in Sedgemoor’s corporate aims and objectives.

• Work with the Board and Strategic Management Team, to devise and agree business plans and service plans to meet the strategies within agreed structures and timescales. Ensure that resources are in place to deliver the plans.

• Maximise business opportunities to promote Homes in Sedgemoor’s growth; being creative while maintaining a strong focus on the management of risk.

Leadership

• Provide inspirational leadership to all employees and partners/stakeholders.

• Listen and respond to residents and trends to ensure that we are responsive and provide excellent service to all our customers.

• Drive employee engagement and increase customer and resident satisfaction.

Partnership working

• Develop, manage and maintain an effective partnership with the representative tenant organisations.

• Ensure that Homes in Sedgemoor delivers on its financial and business plans and has appropriate systems of financial control and audit, key performance indicators and risk management systems.

• Ensure the achievement, monitoring and reporting of performance against targets in all areas of the business, taking appropriate action as required

Governance and accountability

• Ensure that the activities of Homes in Sedgemoor are carried out to the highest standards of integrity and professionalism in accordance with the policies and procedures, requirements of the Standing Orders, regulators, statutory bodies and relevant legislation.

• Provide advice on matters concerning compliance with the organisation’s rules, legislation, regulation requirements and the need to remain solvent.

• Ensure that the Board receives adequate and timely information to monitor and evaluate Homes in Sedgemoor’s performance.

What do I need to be successful?

You will:

• Have a relevant professional qualification, which evidences the appropriate calibre for this leadership post.

• Be educated to degree level with postgraduate qualifications and senior level experience.

• Have a proven track record of successfully managing, at a senior level in a social housing context, where customer satisfaction was at the heart of service delivery

• Understand the current and future challenges of social housing in relation to Homes in Sedgemoor and be solution-focused in meeting these challenges.

• Demonstrate an ability to analyse and assess complex financial and business issues to mitigate risk and maximise business potential.

• Be a sound decision maker and negotiator.

Key terms and conditions

The role

Salary

• Your salary will be £90k-£95k DOE

• Payment will be made by credit transfer into a bank or building society account nominated by you and you will be paid calendar monthly in twelve equal payments on the 25th of the month.

Car allowance

10% salary

Working hours

You shall work such reasonable hours as may be required for the proper performance of your duties (including work in the evenings and at weekends and attending out of hours meetings if necessary) and without further remuneration.

Pension

• This is a contributory Local Government Pension Scheme which is based on Career Average Revalued Earnings (CARE). Employer contribution is currently 16.6%

• There are 9 different pay bands with rates ranging from 5.5% to 12.5%. The average cost for members is 6.5%.

Annual leave

32 exclusive of public and bank holidays.

Flexitime

This post is not eligible for flexitime working Childcare voucher scheme

Notice period

Key dates and the selection process

Closing date: Monday 8th July 2019 at 12 noon

We will be in touch with candidates by Friday 12th July to advise on outcome of application.

First interviews: Tuesday 23rd July 2019

Longlisted candidates will be invited to an interview with a Campbell Tickell panel. This will take place in Bristol.

Final interviews: Week commencing 5th August or week commencing 12th August

The final stage of the process will be a panel interview and presentation. This will take place at the Home in Sedgemoor’s offices at Bridgwater House, King Square, Bridgwater, Somerset, TA6 3AR.
