Volume outlook for Coolrec based on the regulatory growth from45% to 65% based on POM (Put on Market) per stream

* : study in the Netherlands with trackers performed by Hofman Bedrijfsrecherche in 2017 has proven that only 3% of LHA is going to WEEElabex certified recyclers.

Similar study was done in Belgium with same results.21

The EU member states are responsible

monitoring the WEEE streams based on the Put

on Market (POM) volume, reported by the

OEM’s.

According to the WEEE Directive the registered

volume must go up from 45% in 2016 to 65% in

2019.

Each WEEE stream has it’s dynamics: majority of

CFVA is returned, but LHA is ‘leaking’ to

somewhere else.*

Based on the officially registered percentages of

2014-2016 (source National Register NL) an

outlook is made for the relevant Coolrec streams.

– Distance to target 65% in 2019 is 70.000 tons.

WEEELABEX treatment standards

Voluntary certification stimulation until July 2015

– Training of auditors

WEEE can only be treated by certified treatment operators

– (guarantee for high level of recycling)

First WEEELABEX certificates granted in July 2014

Mandatory for WEEE treatment since July,1, 2015

January,1, 2018 in the NL:

– 46 listed WEEELABEX operators (=28% of EU total)

– 68 listed streams (= ca. 30% of EU total)

Status & Actions in the NL

• Getting to 65% in 2019 will be very challenging

• Still leakage (a.o. export)

• Treatment by non certified parties (no depollution)

• Treatment by non certified parties

• Consumer involvement to be improved

Actions

• More ‘routes’ for collection to increase collection (45% to 65% POM in 2019)

• New ways of collection, e.g. by parcel delivery services

• Variable charging for collection by municipalities

• Better communication to consumers

• More certified treatment. Obligation for collectors.

• Scrap dealers and un-certified treatment facilities become obliged to handover collected WEEE to

certified facilities for treatment.

• Stimulation by financial compensation is an option

• More knowledge on exported EEE for refurbishment (non waste)

• More and better enforcement on compliance with the legislation
