    Saratoga Sprinqs Complete Street Policy Vision (May 2012)The City of Saratoga Springs Complete Streets Policy will encourage the development of a complete streetsnetwork throughout the City to create a more balanced transportation system. The Policy shall be consistentwith and assist in achieving the goals and recommendations set forth in the City's Comprehensive Plan andother policy documents. The Policy shall ensure new and updated public and private projects are planned,designed, maintained and operated to enable safer, comfortable and convenient travel to the greatest extentpossible for users of all abilities including pedestrians, bicyclists, motorists and transit riders.

    1.0 EXECUTIVE SUMMARY

    This Stormwater Pollution Prevention Plan (SWPPP) has been prepared for major activities associatedwith construction of the Saratoga Springs City Center Parking Structure, located in the City of SaratogaSprings, Saratoga County, New York This SWPPP includes the elements necessary to comply with thenational baseline general permit for construction activities enacted by the U.S. EnvironmentalProtection Agency (EPA) under the National Pollutant Discharge Elimination System (NPDES) programand all local governing agency requirements. This SWPPP must be implemented at the start ofconstruction.

    This SWPPP has been developed in accordance with the "New York State Department of EnvironmentalConservation (NYSDEC) State Pollution Discharge Elimination System (SPDES) General Permit forStormwater Discharges from Construction Activity " General Permit Number GP-0-15-002, effectiveJanuary 29, 2015 through January 28, 2020. The SWPPP and accompanying plans identify and detailstormwater management, pollution prevention, and erosion and sediment control measures necessaryduring and following completion of construction.

    This SWPPP and the accompanying plans entitled "Saratoga Springs City Center Authority ParkingStructure " have been submitted as a set. These engineering drawings are considered an integral part ofthis SWPPP. Therefore, this SWPPP is not considered complete without them. References made hereinto "the plans" or to a specific "sheet" refer to these drawings.

    This report considers the impacts associated with the intended development with the purpose of:

    1. Maintaining existing drainage patterns as much as possible while continuing the conveyance ofupland watershed runoff;

    2. Controlling increases in the rate of stormwater runoff resulting from the proposed developmentso as not to adversely alter downstream conditions; and

    3, Mitigating potential stormwater quality impacts and preventing soil erosion and sedimentationresulting from stormwater runoff generated both during and after construction.

    The analysis and design completed and documented in this report is intended to be part of theapplication made for the Saratoga Springs City Center Parking Structure project completed on behalf ofthe Saratoga Springs City Center Authority.

    1.1 Project Description

    Saratoga Springs City Center Authority is proposing to redevelop the existing parking lots to the east ofthe City Center to construct a 5-story, 512-space parking structure. A location map of the site has beenprovided in Appendix G, as Figure 1.

    This type of project is included in Table 2 of Appendix B of GP-0-15-002; and the project site is notlocated in one of the watersheds listed in Appendix C of GP-0-15-002. Therefore, this SWPPP includespost-construction stormwater management practices, as well as erosion and sediment controls.

    This project is located within the City of Saratoga Springs regulated, traditional land use controlMunicipal Separate Stormwater Sewer System (MS4). Therefore, an MS4 SWPPP Acceptance Form isrequired to accompany NOls submitted to the NYSDEC.

    Runoff from the project site is conveyed by a closed storm network to Spring Run Creek, which is atributary to Lake Lonely. Both of these water bodies are included in the list of Section 303(d) waterbodies included in Appendix E of GP-0-15-002.

    Project construction activities will consist primarily of site grading, paving, construction of the parkingstructure, and the installation of storm drainage, water supply, sewage collection, and public utilityinfrastructure necessary to support the proposed redevelopment. Construction phase pollutant sourcesanticipated at the site are disturbed (exposed) soil, vehicle fuels and lubricants, chemicals associatedwith building construction, and building materials. Without adequate control there is the potential foreach type of pollutant to be transported by stormwater.

    1.2 Stormwater Pollution Controls

    The proposed measures outlined herein have been designed to provide both quality controls by treatingrunoff prior to its discharge off site. These measures have been designed and evaluated in accordancewith the following standards and guidelines:

    New York State Stormwater Management Design Manual, dated January 2015 (Design Manual). New York State Standards and Specifications for Erosion and Sediment Control, dated August

    2005 (SSESC).

    A hydrodynamic separator will be used to treat stormwater runoff generated by the proposedredevelopment.

    Pre- and post-development surface runoff rates have been evaluated for the 1-, 10-, and 100-year 24-hour storm events. Comparison of pre- and post-development watershed conditions demonstrates thatthe peak rate of runoff from the project site will not be increased.

    The proposed stormwater collection system consisting of pipes, drainage structures, and ahydrodynamic separator will adequately collect, treat, and convey the stormwater.

    Stormwater quality will be enhanced through the implementation of the proposed stormwatermanagement facilities, erosion and sediment control measures, and maintenance practices outlinedherein.

    The post-construction stormwater management practice(s) will be privately owned by the Saratoga CityCenter Authority. Deed restrictions will be in place, which require operation and maintenance of thepractice(s) in accordance with the operation and maintenance plan.

    1.3 Conclusion

    This project is subject to the requirements of the City of Saratoga Springs regulated MS4, and thisSWPPP has been prepared in conformance with the current Design Manual and SSESC. As such, GP-0-15-

    002 coverage will be effective five (5) business days from the date the NYSDEC receives theelectronically submitted eNOI and signed "MS4 SWPPP Acceptance" form, or ten (10) businessdays from the date the NYSDEC receives the complete paper NOI and signed "MS4 SWPPPAcceptance" form.

    2.0 SWPPP IMPLEMENTATION RESPONSIBILITIES

    A summary of the responsibilities and obligations of all parties involved with compliance with theNYSDEC SPDES General Permit GP-0-15-002 conditions is outlined in the subsequent sections. For acomplete listing of the definitions, responsibilities, and obligations, refer to the SPDES General PermitGP-0-15-002 presented in Appendix A.

    2.1 Definitions

    1. "General SPDES Permit" means a SPDES permit issued pursuant to 6 NYCRR Part 750-1.21authorizing a category of discharges.

    2. " Owner" or "Operator" means the person, persons, or legal entity which owns or leases theproperty on which the construction activity is occurring; and/or an entity that has operationalcontrol over the construction plans and specifications, including the ability to makemodifications to the plans and specifications. There may be occasions during the course of aproject in which there are multiple Owners/Operators, all of which will need to file and maintainthe appropriate SWPPP documents and plans, including without limitation, the Notice of Intent(NOl) and Notice of Termination (NOT).

    3. "Owner ' s/Operator's Engineer" shall be that person or entity retained by an Owner/Operator todesign and oversee the implementation of the SWPPP.

    4. " Contractor" shall be that person or entity identified as such in the construction contract withthe Owner/Operator. The term "Contractor" shall also include the Contractor 's authorizedrepresentative, as well as any and all subcontractors retained by the Contractor.

    5. "Qualified Inspector" means a person that is knowledgeable in the principles and practices oferosion and sediment control, such as licensed Professional Engineer, Certified Professional inErosion and Sediment Control (CPESC), licensed Landscape Architect, or other Departmentendorsed individual(s).

    It can also mean someone working under the direct supervision of and at the same company as,the licensed Professional Engineer or licensed Landscape Architect, provided that person hastraining in the principles and practices of erosion and sediment control. Training in the principlesand practices of erosion and sediment control means that an individual performing a siteinspection has received four (4) hours of training, endorsed by the Department, from a Soil andWater Conservation District, CPESC, Inc. or other Department endorsed entity in proper erosionand sediment control principles. After receiving the initial training, the individual working underthe direct supervision of the licensed Professional Engineer or licensed Landscape Architect shallreceive four (4) hours of training every three (3) years.
