    § 3. Of f i ce power s. The mayor shal l be t he chi ef execut i ve of f i cer oft he ci t y.

The mayor may be r emoved f r om of f i ce by t hegovernor upon charges and af t er servi ce upon hi m of a copy of t hechar ges and an oppor t uni t y t o be hear d i n hi s def ense. Pendi ng t hepr eparat i on and di sposi t i on of charges, t he governor may suspend t hemayor f or a per i od not exceedi ng t hi r t y days.

    § 10. Successi on. a.
