BACKGROUND INFORMATION: The City of Elk Grove operates under an elected Mayor form of government. Pursuant to Government Code section 40605, the elected Mayor, with the approval of the City Council, makes all appointments to boards, committees, and commissions, unless otherwise specifically provided by statute. The City has a number of local boards, committees, and commissions. In accordance with Government Code Section 54972, the Local Appointments List (Attachment 1) has been prepared. This is a summary listing of all boards, commissions, and committees and includes names of current appointees, dates of appointments, and appointment review. Vacancy appointments for consideration are displayed in the Local Appointments List in red print for consideration. Additionally, for review is a Master Roster (Attachment 2), providing comprehensive information regarding each local body, and Appointment District Composition (Attachment 3), displaying district representation. 1

    AGENDA TITLE: Consideration of appointment of

    Representation to City Council Boards, Commissions and Committees

    MEETING DATE: January 14, 2015 PREPARED BY DEPARTMENT HEAD: Jason Lindgren, City Clerk RECOMMENDED ACTION: Review Local Appointments List and receive direction from the Mayor and City Council to consider appointments or reappointments on local boards, commissions, and committees, particularly where there are current vacancies, and/or direct the City Clerk to solicit applications for recruitment. BACKGROUND INFORMATION: The City of Elk Grove operates under an elected Mayor form of government. Pursuant to Government Code section 40605, the elected Mayor, with the approval of the City Council, makes all appointments to boards, committees, and commissions, unless otherwise specifically provided by statute. The City has a number of local boards, committees, and commissions. In accordance with Government Code Section 54972, the Local Appointments List (Attachment 1) has been prepared.   • Elk Grove City Council January 14, 2015 Page 2 of 7 At the meeting of November 12, 2014, City Council directed staff to contact all currently serving appointees to gauge their interest to continue serving in their appointed capacity for the next two years. If any resignations occurred from that outreach, authorization was given to initiate recruitment for the vacancy. Consideration of appointments was continued to January 14, 2015, and during that time, additional applications were received. The result of the outreach was that six bodies currently have vacancies: the Committee for the Arts (1 vacancy), the Disability Advisory Committee (1 vacancy), the Historic Preservation Committee (2 vacancies), the Multicultural Committee (2 vacancies), the Trails Committee (1 vacancy), and the Youth Commission (1 vacancy). As all current members of the Planning Commission confirmed their desire to continue to serve, no recruitment was opened for the Planning Commission.

    In addition, at the regular meeting of June 25, 2014, the City requested establishment of a commissioner position to serve on the Sacramento Environmental Commission (SEC). The SEC contacted the City that the Elk Grove commissioner seat had been established, and authorization was given December 10, 2014 to commence recruitment for the position for the public member representative. Staff seeks specific direction from the Mayor and City Council on the filling current vacancies, or direction on any further recruitments. Each is discussed in turn below. Committee for the Arts Recruitment for a vacancy for a member position on the Committee for the Arts was initiated on November 14, 2014 after receiving the resignation of Marsha Holmes. A notice soliciting applications was published in the Elk Grove Citizen newspaper on November 19, 2014, and notice was posted at City Hall and on the City’s website.

    In total, two applications were received. The applicants meet the requirement to be a resident of Elk Grove. The applicants are listed by date the application was received, and residency districts are indicated by number for reference only (there is no district residency requirement):

    Disability Advisory Committee Member Dawn Trimboli submitted her resignation effective December 2014.

    On December 10, 2014 recruitment was authorized for the vacancy on the Disability Advisory Committee. Notice was published in the Elk Grove Citizen newspaper on December 17, 2014, notice was posted at City Hall and on the City’s website.

    In total, two applications were received. The applicants meet the requirement to be a resident of Elk Grove. The applicants are listed by date the application was received, and residency districts are indicated by number for reference only (there is no district residency requirement):

    Historic Preservation Committee

    Recruitment for vacant member positions on the Historic Preservation Committee was initiated on November 14, 2014 after receiving the resignation of Angela Perry, and a second vacancy came as a result of the passing of Tom Russell. A notice soliciting applications was published in the Elk Grove Citizen newspaper on November 19, 2014, and notice was posted at City Hall and on the City’s website.

    The current Alternate Member, James White, could be considered for appointment to a regular member position. Applicant Daniel Feng initially submitted an application for the Multicultural Committee, but stated he was willing to serve in either or both capacities if considered for appointment to the Multicultural Committee and/or Historic Preservation Committee. Staff recommends the Historic Preservation Committee recruitment remain open if any positions (either voting member positions or the alternate position) are filled.

    Multicultural Committee Members Manuel Dizon and Ossama Kamel submitted their resignations effective September 2014. On October 8, 2014 recruitment was authorized for the vacancy on the Multicultural Committee. Notice was published in the Elk Grove Citizen newspaper on October 15, 2014, notice was posted at City Hall and on the City’s website, and applicants from past recruitment efforts were contacted to re-apply. At the meeting of November 12, 2014, the Mayor requested the consideration for appointments to the Multicultural Committee be combined with the review of all City boards and commissions, which was continued to the regular meeting of January 14, 2015. Staff has received eight applications for the current recruitment, and all applicants meet the requirements of being a resident and registered voter of Elk Grove. The applicants are listed by date the application was received, and residency districts are indicated by number for reference only (there is no district residency requirement):

    Sacramento Environmental Commission At the regular meeting of June 25, 2014, the City requested establishment of a commissioner position to serve on the Sacramento Environmental Commission (SEC). The SEC contacted the City that the Elk Grove commissioner seat had been established, and the City could commence recruitment for the position for the public member representative.

Staff recommends the SEC recruitment remain open until such time as applications have been received. FISCAL IMPACT: There is no fiscal impact in the selection of committee appointees. Costs for recruitment have been accounted for in the Office of the City Clerk Fiscal Year 2014-15 operating budget. ATTACHMENTS:

    CITY OF ELK GROVE BOARDS, COMMISSIONS, COMMITTEES

    -- MASTER ROSTER--

    COMMITTEE FOR THE ARTS (Establishing Resolution No. 2002-108) Meetings: 3rd Thursday of each month at 6:30 p.m. at 8380 Laguna Palms Way, Conference Room 2C, Elk Grove, CA, 95758. Purpose: 1. Locating and recommending specific pieces of art to be installed at City of Elk

    Grove owned facilities, to be purchased with the $5,000 appropriation (minus the operating expenses of the Committee).

    2. Provide recommendations to the City Council for arts and entertainment within the City of Elk Grove.

    3. Dialogue with regional and local entities interested in arts and entertainment.

    4. Semiannually prepare and file with the City Council a report on the findings of the Committee.

    5. The Committee may not initiate programs or activities nor participate in fundraisers

    Members: Five (5) members. The Mayor, with the approval of the City Council, shall make all appointments to the Committee for the Arts. Term: Member appointments will be reviewed by the Mayor and City Council Annually.

    DISABILITY ADVISORY COMMITTEE (Establishing Resolution Nos. 2001-02; 2002-51; 2008-118)

    Meetings: 3rd Wednesday of each month at 6:45 p.m. in the Council Chamber, 8400 Laguna Palms Way, Elk Grove, CA, 95758

    Purpose: 1. At the request of staff, review the accessibility of services, programs, facilities

    and/or employment of City departments, and advise the City Council accordingly;

    2. At the request of staff, review relevant City policies, guidelines, procedures, reports and state or federal legislation to advise the City Council accordingly;

    3. At the request of staff, act as a liaison to community groups, governmental agencies, and individuals in addressing disability issues related to the City of Elk Grove, however, the committee shall not proactively seek out persons, community groups, governmental agencies or issues unrelated to those brought to its attention by staff, and the committee shall not act as a hearing or an appeals board;

    4. At the request of staff, review and make recommendations to the City Council with regard to legislative policy;

    5. Semiannually prepare and file with the City Council a report on the findings of the committee;

    6. The Committee may not initiate programs or activities nor participate in fundraisers.

    HISTORIC PRESERVATION COMMITTEE (Establishing Ordinance Nos. 3-2007, 39-2008) Meetings: 2nd Monday each month at 6:30 p.m. in the City Council Chamber, 8400 Laguna Palms Way, Elk Grove, CA, 95758. Purpose: Maintain, publicize, and periodically update a local Historic Resource Inventory listing all historic resources within the city; recommend the designation and rescission of historic resources as Elk Grove Landmarks or Heritage Resources; recommend for approval or disapproval applications for Certificates of Appropriateness and Demolition/Relocation Certificates; review Historic District Plans and Preservation Plans, etc. Members: The membership of the Historic Preservation Committee shall consist of seven (7) regular members and one (1) alternate member. The Mayor, with the approval of the City Council, shall make all appointments to the Historic Preservation Committee. Term: The term of office of all members of the Historic Preservation Committee shall be two (2) years; provided, that such members first appointed shall so classify themselves by lot that three members shall terminate their term of office on the first day of January between two and three years after their appointment and four members shall terminate their term of office on the first day of January between three and four years after their appointment. The availability of each position shall be advertised in advance of the expiration of its term and applications for membership shall be accepted by the City Clerk following the advertisement. Qualifications: Each member of the Historic Preservation Committee must be at least eighteen years of age, reside in the City of Elk Grove, and be registered to vote. Committee members shall not be City staff. The members of the Historic Preservation Committee shall include persons who have demonstrated special interests, competence, experience, or knowledge in historic preservation. The makeup of the Historic Preservation Committee should meet the professional qualification standards of a Certified Local Government, to include having at least two Committee members who are professionals in the disciplines of history, architecture, architectural history, planning, pre-historic and historic archeology, folklore, cultural anthropology, curation, conservation, and landscape architecture or related disciplines, such as urban planning, American studies, American civilization, or cultural geography, to the extent that such professionals are available in the community. Members of the Historic Preservation Committee are subject to the laws governing conflicts of interest applicable to appointed government officials. One member of the Historic Preservation Committee shall be a member and official representative of the Elk Grove Historical Society.     MULTICULTURAL COMMITTEE (Establishing Resolution No. 2011-178) Meetings: 3rd Tuesday each month at 6:00 p.m. in the City Council Chamber, 8400 Laguna Palms Way, Elk Grove, CA, 95758. Purpose: 1. Research and define a scope for a multicultural festival; 2. Educate the community about the City of Elk Grove's cultural diversity. 3. Advise on best practices for conducting outreach to various ethnic

    communities and faith-based organizations in Elk Grove. 4. Provide guidance to the City Council on issues impacting multicultural

    communities. Members: The Committee shall consist of ten (10) members. The Mayor, with the approval of the City Council, shall make all appointments to the Multicultural Committee. Term: Member appointments will be reviewed by the Mayor and City Council Annually. Qualifications: Each member of the Committee shall be at least 18 years of age, reside in the City, and be registered to vote. A member may not be an officer or employee of the City.     PLANNING COMMISSION (Establishing Ordinance Nos. 2000-2; 18-2001; 32-2004; 21-2012) Meetings: 1st and 3rd Thursdays at 6:30 p.m. in the Council Chamber, 8400 Laguna Palms Way, Elk Grove, CA, 95758. Purpose: Reviews and considers for approval a wide variety of planning applications, and makes recommendations to the City Council on zone changes, General Plan amendments, and other matters.     TRAILS COMMITTEE (Establishing Resolution Nos. 2001-45 “Elk Grove Bikeway Advisory Committee”; 2002-53 “Elk Grove Trails Committee”; 2005-159)

    Meetings: 3rd Monday of every month at 6:30 p.m. in the Council Chamber, 8400 Laguna Palms Way, Elk Grove Purpose: 1. Review and provide comments to the Planning Commission on development

    projects, and to staff on Capital Improvement projects, adjacent to or encompassing planned trails and bikeways that are identified in the General Plan, Bicycle and Pedestrian Master Plan or other City Council-approved master plans in regards to features such as:

    a. Connectivity with other trails, pedestrian facilities and bikeways; b. Trail and pedestrian ingress/egress to a project site; c. Trail placement and design; and d. Trail signage and striping.

    The Committee should not be involved in the architectural design of the project, except where such oversight is necessary to ensure the connectivity of trails through or within a development. When there is a conflict between the Committee’s comments and the recommendations of the City’s Project Manager on Capital Improvement projects, the Committee’s comments will be applied to the project at the discretion of the City Engineer.

    2. Provide suggestions and advice to the City Council and/or staff, as appropriate, concerning future trails and bikeway initiatives and/or priority projects.

    3. Receive suggestions on trails and bikeway issues from the public and advise the City Council and/or staff.

    4. Coordinate with the Cosumnes Community Services District on the implementation of planned trails.

    5. Advise staff on trails-related public projects (such as a Trails and Parks Master Plan).

    The Committee may engage in programs or activities in addition to those listed above at the discretion of the City Council. The Committee shall have no sign-off authority. The function of the committee shall run parallel with existing review functions and shall not add excessive review time.     YOUTH COMMISSION (Establishing Ordinance Nos. 45-2008, 30-2010; 17-2012; 21-2012) Meetings: Second Tuesday each month at 6:30 p.m. in the Council Chambers. Purpose: 1. Develop and maintain a yearly strategic plan outlining the areas of focus for

    the Commission. 2. Review issues relating to programs and services for children and youth. 3. Identify and recommend priorities among programs and services for children

    and youth. 4. Create a forum for discussion with children, youth and their families. 5. Advocate for services and programs for children and youth. 6. Make recommendations for programs, policies, and necessary legislation to

    promote the health and well-being of children, youth and their families. 7. Work with the public and private sectors to bring forth the concerns of children

    and youth as well as evaluate programming that will enhance the development of children and youth.

    8. Develop a communication network to disseminate information about services to children and youth.

    9. Provide two (2) biyearly presentations to the City Council at designated City Council meetings.

    10. Communicate with their respective Councilmember once (1) a month. Members: Ten (10) members. The Mayor, with the approval of the City Council, shall make all appointments to the Youth Commission. Term: Members of the Commission shall serve for a two (2) year term. No person appointed as a Commissioner shall be eligible to serve more than two (2) consecutive terms (a total of four (4) years). Qualifications: At time of appointment each member shall be: 1) no less than thirteen (13) years of age and no more than eighteen (18) years of age; 2) a student in grades seven (7) through twelve (12), in an approved education program for middle school or high school students; and 3) a resident of the City or its sphere of influence, at the time of application for appointment and continuously thereafter. The sphere of influence is defined to include circumstances where a member attends an Elk Grove school but lives just outside the city limits. Immediate family members of City Council Members shall not be eligible for appointment.
