Design Introduction.

The Clearview landfill is located at the confluence of Cobbs and Darby Creeks in

Delaware County. For many yeas the landfill has been poisoning the soil, water and the

people in its neighborhood. Its landform was placed in the ecologically vital and sensitive

system - the floodplain of the creeks, creating an obstruction in the natural water flow.

The entire Eastwick neighborhood is located within the 100 year flood zone that is also

influenced by Delaware River tidal movement, therefore the local residents are exposed

to extreme nature’s forces almost on daily bases.

It is time to turn this land into a healthy environment that actually can work for people by

cleansing the water and the soil, purifying the air, providing a good quality open space

and actual assets that can benefit this society economically.

Concept Narrat ive.

The first and most important step in this design is the remediation of the contaminated soil. This step is vital to the entire concept. Contaminated soil will be scraped off and piled on a new, more compact landfill that is located further away from the neighborhood houses. To assure no contaminants escape the new landfill - a sheet pile system will be installed (see page 20). Soil cap (page 10) installation will be the next step. Leachate treatment wetland will be placed within the sheet piling system (pages 14 and 21).

The floodplain will be restored as the next step (pages 14 and 22). To allow for Cobbs Creek water bypass, a wet meadow swale will be created on the eastern site of the landfill. (pages 15 and 23). A berm planted with a hedgerow type ecosystem will aid in reducing some of the flooding on the neighborhood properties (page 23).

To aid the local economy this plan proposes a system of solar panels that will be able to produce 4,5000,000 kWh, which is enough electricity to offset 50% of power needs of two school the size of the local Pepper George Middle School. Reuse of clean construction waste from other sites as a part of the proposed soil cap could bring a revenue of $1,852,000. Also, using the local Black locust lumber would be a sustainable practice that not only saves funds but also provides a great quality, long lasting building material.

To answer the call of the concerned residents the plan proposes a variety of programs to ensure good quality after-school activities for children and youth, such as horse riding lessons, educational play in the interactive wetland, visitor center offering environmental learning through play, etc. The all glass elevator in the visitor center will allow to see the entire landfill profile. This educational experience will assist in teaching about landfills, trash, recycling, renewable resources and responsible living.

This concept will also assure that a multi level connectivity is improved. The restored floodplain will enlarge the stream corridor, and allow for the proposed trail system that will connect Cobbs Creek Park and the John Heinz Wildlife refuge. The Clearview Environmental Farm will fill the gap between Fairmount park and the John Heinz refuge and will become a meaningful and interesting stop on the way. The proposed stable will host five horses and might work as a part of a larger stable. Clearview is located only 3 miles from the Cobbs Creek Park that offers equestrian trails (see page 12 for more potential connections). As seen on page 2, Clearview is surrounded my several schools which could use its grounds as outdoor classroom to further their environmental education which is vital in this day and time.

Clearview Environmental Farm will be a successful public space when its environment becomes healed and is brought back to fulfilling its ecological functions. The design considers users needs and provides good access from the neighborhood as well as from farther areas. There is both passive and active public engagement planned, with discovery and fun as primary part of planned activities. The site will be changing with time, the restored landscapes will be maturing, the trees will be growing and providing shade and shelter for the wildlife, and the land will slowly heal. This process will be a great opportunity to learn how humans can restore the land after years of misuse.

Implementation Strategy of Master Plan

The master plan will be implemented in four phases:

Phase 1.

- Removal of contaminated soil and piling it to form a new, more compacted landfill that is further away from the neighborhood houses.- Regrading of the surrounding site - adding clean soil where needed.- Installation of sheet piling system to contain the contamination.- Soil cap installation- Installation of leachate treatment system

Phase 2.

- Floodplain restoration- Construction of a wet meadow swale- Hedgerow and berm
