– Highly-efficient ICE and alternative power-trains
• Additional potential post-2020
– However, no linear continuation of currently agreed targets due to
• asymptotic efficiency potential of ICE and
• uncertainties regarding costs and market penetration of alternative power-trains

1. Approach: long-term clarity on approach (e.g. TtW or WtW) required to give investment certainty and
agreement on other practical elements as follow:
2. Timing: clarity on 2025 target needed by 2018 latest. If new target only by 2030, clarity timing to review.
3. New Targets: Prior to set any new CO2 target (figures for 2025 and/or 2030), below points must be clarified:
3.1 : Baseline (2021) starting point for new target must be known. This will occur only thanks to the
Correlation Exercise (NEDC/WLTP) completion & target translation by earliest mid-2015.
3.2: Additionally the following listed potential elements must be analyzed/estimated and agreed if finally
included into Post2020 draft Regulation:
– Metrics: confirm the current CO2 g/km or investigate others such as Energy based KWh (or else).
– Utility Parameter: choice between Mass and Foot-Print – Mass still acceptable ?
– Eco-innovations: continue under WLTP and consider opening to CO2 reduction potential using connectivity functions.
– Banking: to be studied as additional flexibility for rewarding early movers ( DG Clima indicates 09Dec2014 that
Trading options is a point addressed by other body).
– Super-credits: no reason to continue.
– TtW vs. WtW: study possibly to move to WtW (at least for CO2 equivalent when electrified cars, alternative fuel,…).
– LCA: life-cycle approach not suitable due to lack of data and ability to monitor / enforceability.
– Ambient conditions for Standard tests: Harmonize existing diversity of test temperature in various test procedures to
better cope with the in use ambient conditions of cars in EU.
– Suitable inclusion of auxiliaries into Standard tests: as some auxiliaries are key energy consumer leading to added
emissions for ICE cars and range limitation for electrified cars.
– Reporting/Monitoring: Introduce 2 CO2 values [like in US] : a separate CO2 value for CO2 monitoring purpose and
separate CO2/FE values for labeling [taxation opportunity for MS].
– ……..

Automated Driving
Barriers and Risks
Current Legal and Regulatory Framework in EU and in non EU countries hinder implementation and innovation for Automated Driving (eg.– joint lateral and longitudinal system control beyond 10kph)
Current initiatives within Countries to adapt the legal framework to allow for testing of Automated Driving functions - although appreciated - lack harmonisation (i.e. posing a risk to develop fragmented solutions)
In the EU, these fragmented solutions for allowing testing will lead to fragmentation in EU Member States national traffic laws for implementation of Automated Driving

SMEs activities
EIF Funding
• January 2015: The European Investment Fund (EIF) has signed an
agreement to facilitate loans of up to EUR 25 000 each to microenterprises
and self-employed entrepreneurs in Spain
• The Commission has also signed an agreement for a new SME Initiative with
Spain to unlock at least EUR 3.2 billion of lending for companies with fewer
than 250 employees
Executive Agency for SMEs: SME Instrument
• Feasibility studies: 199 SMEs from 25 countries, involved in 178 new
projects, have been selected following the latest cut-off date for Phase 1 of
the SME Instrument. For each project, the participants will receive €50,000 to
finance feasibility studies. They can also request up to three days of business
coaching
• Innovation activities: 78 SMEs from 18 countries will receive a grant of up to
€2.5 million to finance innovation activities and the development of their
business plans. The companies will also be entitled to benefit from up to 12
days of business coaching.

(stakeholder event)
• 8-12 December 2014: EU-Japan Economic Partnerhip Agreement
(EPA) 8th Round. On tariffs, Japan is requesting more EU
liberalisation on auto parts. CLEPA shall work with members to
revise any offer
• 15 March 2015: 5th round EU-China bilateral investment
Agreement negotiations. COM has presented some general
textual proposals on invesment, sustainable development, no
discussions on specific sectors, negotiations still immature

Telematics
• Ensure that eCall Telematics is not leading to an imbalance in the Aftermarket:
fair competition and free consumers choice should be guaranteed also in
the future as foreseen by the Block and EUR 5/6 regulations.
• Current discussions turn around 2 different options:
a) In-Vehicle platform (Independent stakeholders preferred solution)
b) Extended vehicle (ExVeh) platform (Vehicle manufacturers preferred
solution)
• The In-Vehicle solution provides direct access to vehicle information to all
Aftermarket stakeholders inside the vehicle, similar to the OBD interface but
wireless. In the ExVeh platform proposed by vehicle manufacturers all in-
vehicle data will be made available to the aftermarket through a server
outside the vehicle, owned and monitored by the OEM.
• In any case, data transfer has to be based on an interoperable, standardized,
secure and open-access platform; it has to allow real-time access via
seamless connectivity and a secure flow of information between vehicles,
drivers and infrastructure.
• CLEPA favours the In-Vehicle solution
• CLEPA participates actively in the C-ITS platform established by the European
Commission (DG MOVE)

• CLEPA IAM study: Specific complaints from members will be followed up
in meetings with the European Commission (DG COMP)
EUR 5/6 Emissions regulation
• Follow up on the Ricardo Study on the functioning of the regulation with
regards to parts identification
