• According to the report, the spring '08 palette is defined by classic, versatile neutrals punctuated by splashes of invigorating brights, empowering consumers to explore new and creative ways to combine colors.

Variations on popular colors such as energizing red, cool, waterborne blue and eco-friendly green also play a key role this season.

"The spring '08 color palette perfectly reflects the cheerfulness of the season," said Leatrice Eiseman, executive director of the Pantone Color Institute. "Stabilizing neutrals combined with pops of brighter colors to create unique, distinctive looks are the basis for a great spring and summer wardrobe."

Colors That Flatter Your Skin ToneAn important part of choosing the right colors for your wardrobe is to

pick the ones that flatter your skin tone. Below are tips on what colors to choose and which ones to stay away from.

• Step 1:Decide which season most accurately describes your complexion. People - and skin tones - can be divided into "seasons," depending on their skin tone.

• Step 2:"Winter" complexions have blue or pink undertones. Skin can be pale white, yellowish-olive, or dark. Winter people are generally brunettes, with deeply colored eyes. Many Asians and African Americans fall into this category.

• Step 3:"Summer" complexions, like winter complexions, have blue or pink undertones. Skin is pale and pink. Summers are often natural blondes or brunettes with pale eyes.

• Step 4:"Autumn": Autumn complexions have golden undertones. Many redheads and brunettes with golden brown eyes fall into this category.

• Step 5:"Spring": Spring complexions have golden undertones and are usually creamy white or peach. Spring people generally have straw-colored or strawberry red hair, freckles, rosy cheeks, and blue or green eyes.

• Choose Clothes to Flatter Your Skin Tone• Step 1:

"Winter": Winters should wear colors that are sharp, stark and clear. White, black, navy blue, red and shocking pink all go well with winter complexions. For lighter colors, wear icy tones rather than pastels. Avoid subdued tones like beige, orange and gold.

• Step 2:"Summer": Summers should choose pastels and soft neutrals with rose and blue undertones. Lavender, plum, rose-brown and soft blue suit summers well while black and orange do not.

• Step 3:"Autumn": Autumns should select colors with golden undertones, like camel, beige, orange, gold and dark brown. Avoid colors with blue tones, like navy.

• Step 4:"Spring": Springs can wear warm colors like camel, peach, golden yellow and golden brown. Avoid dark, dull colors.

Pluck Your Eyebrows• Step 1:

The best way to determine the points on your eyebrow is to compare your nose to the iris of your eye and to the end of the your eye. Take a ruler or comb and starting at your nose, point the rule straight up and that will tell you where your eyebrows should begin. Make a mark with the brow pencil. Then hold the ruler from your nose to your iris. This will determine where your arch should be. Mark your brow. Do the same from your nose to the end of your eye. That marks the end of the brow. Fill in your eyebrows using these marks.

• Step 2:Spray alcohol on your tweezers to make sure they are extremely clean.

• Step 3:Pulling the skin taut, at the outer end of the eyebrow, against the brow bone. Pluck the hairs out in the direction they’re growing in.

• Step 4:Brush the hairs up and then comb them by following the eyebrow's shape that you made. You can use a brow gel to hold them in place if you need to.

• Step 5:Use a cotton ball or pad soaked in pure tea tree oil or witch hazel to soothe your tweezed brows.

Laundered Locks

With the exceptions of Pete Doherty and Courtney Love, everyone is digging the freshly washed hair look right now. Stylist Orlando Pita even dunked models’ hair extensions into fabric softener before a runway show to get that touchable silky effect. No need to raid the laundry in your clean quest; just skip waxes and pomades and spritz hairspray on roots to soak up grease.

Hot Style Trick To Try Right Now

I was surprised when I saw Ashlee Simpson’s new look in this picture. I thought Ashlee Simpson chopped inches off her usually long locks to get this wispy, chin-length do. Turns out, it was all an illusion. Her stylist, Ken Paves, faked everyone out by curling Simpson’s hair and gathering it into a low ponytail. Then he let a few loose pieces fall around her face, creating the look of a bob, and pinned up the ponytail in back. Pretty sneaky!

How To Do A Pretty Poof There’s a new kind of

bump watch in Hollywood…and it has nothing to do with babies. This one’s a hot new hairstyle that bulges at the crown. To get it, celeb stylist David Babaii says to tease the top quarter of your hair with a stiff toothbrush (unused, of course!). “The bristles are perfect for scruffing up hair,” he says. Then sweep that section back, tuck the ends under, and secure the base with crisscrossing

bobby pins.

Sultry New Twist Hair up, hair down — can't

decide? Have it both ways with a sexy half-up do. The key is to keep your strands sleek around your face but let them flow freely elsewhere, says Lauren Sims, stylist to Christina Milian. Get the look by teasing the roots around your crown for height and pulling back only the top section between your ears. Secure in a high ponytail, then twist a few strands around the base for a full-on

flirty effect.

The Ideal Part

Stuck in the middle when it comes to what to do with your hair? Try positioning your part in line with the highest point of one of your eyebrow arches, as Rihanna does here. “This creates a deep side part that hides little flaws,” says Bumble and Bumble hairstylist Marco Santini. “It gives length to a round face and narrows a wide forehead.” Seal it with a shot of hair spray.
