1. Introduction to the ETDP SETAThe ETDP SETA has a diverse scope of coverage which includes 17 Standard Industrial Classification (SIC) codes representing 12 major constituencies:Department of Basic Education, the Department of Higher Education, Early Childhood Development, FET Institutions as employers, independent schools, public school governing bodies as employers, private education and training institutions, public higher education institutions, research organisations, NGO’s, trade unions as employers, political parties as employers, libraries and archives, and adult basic education and training centres. 44

9. Skills development in the provinces•The following tables show the ETDP SETA skills development interventions in the nine provinces. Please note that ETDP SETA constituencies also benefited through these programmes
• The programmes implemented included:ECD, ABET learnerships, OD-ETD, Internships, bursaries awarded, workplace experience
•Skills programmes included:Mentoring and coaching, material and curriculum development, leadership and management, project management, financial management, ICT training, finance for non-financial managers, SDFs and assessor training

• Held Provincial iimbizo - In response to the national call to maximise the participation of learners in FET and HEIs. The aim was to provide secondary schools with information on the national scarce and critical skills to enable them to make informed career choices.

11. Stakeholder engagement and provincial linkages
• The ETDP SETA participated in various provincial skills development initiatives and these include:
- Provincial Development Stakeholders’ Consultative Forum- Expanded Public Works Programme - Provincial Growth and Development Strategy and- The Provincial Skills Development Committees

12. Quality Assurance and Provider SupportDuring the year, the ETDP SETA carried QA activities which included:
• Accreditation of constituent providers (172) applications received (109) accreditations (63) were not accredited due to following reasons:
- Learning programmes materials not aligned to NQF standards; - Providers not having registered assessors and moderators for the qualification they applied to offer and providers not having qualified practitioners
• Learning programme evaluation (291) learning programmes were evaluated – Also developed manual to assist providers in the LPA process

12. Quality Assurance and Provider SupportCertification
A total of 8771 certificates were issued to learners for 19 full qualifications broke downs as follows:
- 83% of certificates issued were for ECD (NQF levels 1-2 = 2786), NQF levels 3-4 = 3743 & NQF L5 = 752
- Other programmes included: OD-ETD, Dev Practice, ABET Practitioners, Environmental Education & Training and

12. Quality Assurance and Provider SupportEstablished 8 ISOEs (of which 3 from the WC formed a consortium)- NC – NC FET College to establish a resource centre and train FET artisan facilitators;- NW – Orbit College to establish an ECD Resource Centre in rural Mankwe near Rustenburg;- MP – Gert Sibande FET College to establish an ECD Resource Centre and train FET lecturers on artisan assessment and moderation;WC – Consortium (South Cape College, Cape FET and Grassroots Adult Education Trust to translate ECD material from English to Xhosa and Afrikaans 3838

12. Quality Assurance and Provider SupportEstablished 8 ISOEs (of which 3 from the WC formed a consortium)
- FS – Maccauvlei to train 18 emerging providers to maintain their organisations, manage projects and design learning material and QMS- GP – Regenesys to develop ABET learning material for use by all SETA providers and train futures trainers on the use of the material

- Accreditation of training providers in rural areas,- Reaching out to small levy paying organisations;- Ensuring that adult workers complete their
learning programmes within the specified duration; and
- Reaching out to people with disabilities

15. Recommendations• The committee to work closely with the SETAs
• Familiarise themselves with the work of the SETA’s and participate in the activities of the SETA’s especially in the provinces. This will not only increase the image and profile of the SETA’s, it will assist to dispel the misconceptions about SETA’s. In so doing, the committee will provide guidance and leadership on the Skills Revolution.

Recommendations• The SETAs’ mandate is to facilitate training and
development and are not in control of job creation. A job creation strategy alongside the National Skills Development Strategy could be a great achievement in addressing unemployment

Recommendations• Impress upon employers to open access to workplaces
for experiential learning and permanent employment opportunities
• To assist SETAs in enforcing accountability of employers on the expenditure of the 50% mandatory grant for skills development of their workers
