A. The challengesEffects that are avoidable (Mitigation) and those, that are not avoidable anymore (Adaptation and DRR)

Some Effects of Climate Change have become unavoidable – the more and the sooner we invest in the mitigation of Climate Change, the cheaper adaptation measures will be in the future

May 2009: Approval of Guidance on Integrating Climate Change Adaptation into Development Cooperation elaborated by EPOC/DAC joint Task team, co-chaired by Switzerland and Netherlands

Intended for policy makers and practitioners 4 levels of decision making: national, sector,

project, local 4 step approach:

• Step 1: Identify vulnerabilities

Vulnerability: • characteristics of a community or a system or asset that render it susceptible to

the damaging effects of a hazard• determined by physical, social, institutional, economic and environmental factors

or processes, which increase the susceptibility of a community to the impact of hazards

Risk: probability of harmful consequences of interactions between hazards and vulnerable conditions

Maladaptation: Business-as-usual development increases exposure to risks and hazards and/or vulnerability

Adaptive capacity & Coping capacity: The ability of people, organisations and systems to use available skills and resources to face and manage adverse conditions, emergencies or disasters

Whereas adaptation implies adjustments to changing conditions and is often long-term with the aim of maintaining the standard of living

the term coping capacity is often short-term and linked to the ability to cope with the immediate impacts of a hazardous or extreme event.

Milestones

1. October 2008: Creation of Global Program Climate Change in SDC

2. 2009: Discussions in GPCC and in SDC, OECD, exchange with other donors and partners, Internal work on an overview of existing tools

3. December 2009 to April 2010: Tool test workshop in december 2009 at SDC leads to the Development & Consultation of Climate Check proposal among CCE & DRR Networks

4. May to August 2010: Development of the Screening List & Handbook; Consultations by email of CCE and DRR Networks, participants of december 2009 workshop & selected partners; Test of the Screening List in Network meetings

5. September 2010: Revision by Infras

6. October 2010: Tool-tests in Bolivia and Bangladesh with feedback of participants

7. December 2010/January 2011: Revision by Infras – final revision by CCE & DRR working group
