LB appreciates the conversations with Robert to date and looks forward to a lengthier, in-person brainstorm in NY, if

As concerns the bilat with S, LB said he was grateful she was able to make the time to see him. He looked forward to

meeting her and intended to be as candid and honest as he could in answering any questions she had. He will be

happy to share insights from his contacts to date with Syrian and external actors (e.g. Egypt, Turkey, Saudi Arabia,

Background on Rohingya in Burma: Approximately 800 000 predominantly Muslim Rohingya live in

northern Rakhine State near the Burma-Bangladesh border. Citing restrictive citizenship laws Burma

denies the Rohingya citizenship rendering them stateless. The Rohingya experience severe legal

economic and social discrimination. The government limits their ability to travel marry study and

work. Perhaps as many as 1.5 million Rohingya have fled to Bangladesh Pakistan Saudi Arabia

Malaysia Indonesia and Thailand. Clashes in June between Buddhist Rakhines and Muslim Rohingya

left at least 78 people dead and tens of thousands displaced.

agency resettle or take care of ethnic Rohingyas who live in the Southeast Asian country.

U.N. High Commissioner for Refugees Antonio Guterres told reporters Thursday it was not his agency's job.

Myanmar denies citizenship to the Rohingya and considers them illegal immigrants from Bangladesh. Some have lived

there generations.

Just got off the call with DG Ntsaluba. Will put the following in a cable as well. There is no confirmed

time for his departure. The only certain thing is that he needs to land in Haiti during the day time. It

appears at this point that he will be on a private charter. It could leave this afternoon or tomorrow

no decision has been made yet and the flight path is also uncertain at this time. At a minimum he will

be accompanied by Danny Glover, Katherine Keanu (sp?), Amy Goodman, and James Early plus

some reporters plus one SAG official. Maxine Waters and at least one other member of the CBC will

be waiting for him on arrival in Haiti along with the SAG Ambassador.

landed in Joburg and is organizing the return) and Trans Africa at 3. They will have reporters on
