• Maximum 60% of charges levied as Administrative/Service charges

should be allocated to Out Sourcing Service Provider. Remaining

amount will be deposited in the fund of E-Seva Society.

• In the initial stage, necessary hardware required at JSK should be

provided by Revenue Department. Pre printed/plane stationary should

be provided by concerned Departments. Data Operators should be

provided by service provided as per need.

• Administrative expenses like site development and maintenance,

electricity charges etc. should be occurred from E-Seva Society Fund.

• An agreement in prescribed format should be executed by service

provider for out sourcing services.

• An agreement for the first two years should be executed with

outsourcing agency. If required, Period of Agreement with E-Seva

Society can be renewed for further period after due considerations .

• A meeting of Taluka Grievances Committee should be convened immediately after completion of Taluka Co-ordination Committee meeting.

• All desgnated officers should remain present in person.

• To the extent it is possible, meeting of the Committee should be convene on the first Saturday of each month.

• The prants consisting of two talukas should convene meeting in the morning and afternoon.

• The prants consisting of three talukas should convene meeting on the day which is suitable (except third Saturday).

• Meetings of Committees constituted by statute or any other Departmental permanent committee at Taluka level should be convened on the same day.

• Considering talukas social, geographical,economical situation & from that identify taluka theme, talukas strength weakness, opportunity & threat & create development plan of taluka.

• Village Profile are available by General Administrative Department (Planning) in which 304 type of 34 facility is included.

• Such 34 facility is like these

• Population, Literacy, BPL, Classification of working person, Total no. of houses, Information related land, Education, Drinking water facility, Sanitation, Health etc.

• Using village profile taluka development plan should be prepared.

• Cluster Officer must use these information & make validation & updation of information in village profile in proper time interval .

• They also use geographic information available by BISAG taluka profile.

• ATVT Scheme Executive Committee are expected to

formulate the proposals looking to the urgent needs of

villages within the limit of likely allocation and also to

suggest priorities. Taluka Planning Committees are

supposed to monitor the progress of works implemented

in the taluka by calling meeting every month.

• Convergence should be first in M.G.Narega/Finance Commission/New Gujarat patterns like scheme.

• Work may be done in centrally sponsored scheme should not be included in these scheme.

• For any work, amount limit is maximum Rs. 5 Lac

• Proposed work should be sent to District Planning Officer.

• DPO must check that the proposed work may as per guidelines of GAD. After that from Dist. Collector sanction of incharge Minister is received.

• As per Grant allocation ¼ Village of the district should be included in first year.

• Prant Officer should sanction vivekadhin work from the allocation of grant of Rs. 25.00 lac to him.

• Priority should be given to work suggested by CM Swagat Programme, gramsabha, Recommendation received during Collector, Minister in charge, Secretary in charge visit.

• Grant must be spend in the related taluka by Prant officer.

• Work not included in the list, for sanction of that work proposal should sent to Govt.

(A) (i) Grant of Rs.1.00 Crore per annum to the taluka having number of villages up to 50.

(ii) Grant of Rs.1.25 Crore per annum to the taluka having 51 to 100

villages

(iii)Grant of Rs.1.50 Crore per annum to the taluka having more than 100 villages

(B) Rs. 25.00 lakh per taluka for the discretionary outlay of the concerned Prant Officer.

(C) Rs. 100.00 lakh per taluka for the 41 developing taluka scheme for the outlay of the concerned In charge Secretary at the recommendation of the Prant Officer.

(D) In this ATVT scheme government has form the ATVT executive committee headed by Prant Prant Officer of the concerned taluka, to work out the feel need works from the guidelines specified for the scheme and Minister in Charge will, approve this works from the above mentioned grant pattern(A). 24

• Grant from GAD to District collector.

• Para-3 A After sanction of In charge minister, collector place the grant as per sanction work to related Prant officer.

• Prant Officer place the grant with administrative approval to implementing officer.

• Under Para 3 B work grant, Prant officer give primary sanction after that he receive the grant from collector proportional to sanctioned work & with administrative approval grant should be kept under implementing officer.

• Grant under para- 3 C should be allocated to the prant officer by collector after preliminary sanction received by in charge secretary & with administrative sanction prant officer allocate these grant to implementing officer.

• A.T.V.T program is basically a development program at taluka level, though Prant officer is a leading officer, the role of a collector is very important here. Collector is a bridge between state and sub district level, with his regular duties he has to perform the duty of a strong coordinator here.

AS A COORDINATOR.

• Collector has to coordinate between different officials of different departments. With having good control over Prant officer, Collector has to ensure that implementation of A.T.V.T is on right path, keeping co-ordination between various department at state level so that collector can solve the problems of implementation of delegated powers on taluka level, In district co-ordination committee meetings, collector has to review the A.T.V.T progress.

Jan Seva Kendra • Monitoring of Jan Seva Kendra, Periodical visits of Jan Seva

Kendras, working as member of District E-Seva Society.

• Ensure availability of services delegated to Panchayats at Jan

Seva Kendras and periodical review of timely disposal of

application for various services. To decide time limit for disposal

of applications for various services.

• Training is imparted to officers/employees of Talukas so that

they can understand subjects, schemes, services and activities

of departments and can dispose their work with speed and

without making mistakes. Various Modules for Training: • Officers/Employees working at Taluka level and

officers/employees getting their first posting at Taluka level

will get 7 days basic training. • Those officers/employees who have taken basic training, will

be imparted refresher training for 3 days every year.
