Union President George Dawson CMD used his address at the 153rd Annual Meeting on April 9 to signal a renewed effort on the part of the CIU leadership to actively recruit new clubs to the Union. Mr Dawson stated his belief that the CIU should be targeting the estimated 6,000 unregistered clubs which exist in the UK with a view to bringing them under the auspices of the Union. He said: “The number of clubs lost to the Union is the smallest number for a considerable number of years – in fact, returning to pre-Smoking Ban levels. The Union now needs to start recruiting instead of contracting. “Our high was in the mid-70s when we had 4,000 clubs and in no year since 1976 has the Union had more clubs in membership than the year before. We must start recruiting and our procedures at Head Office have been updated to facilitate this. “We’ve also introduced a model Rule Book for unregistered clubs, of which there an estimated 6,000 in England and Wales. “I ask you to support the National Executive Committee (NEC) to recruit clubs to the Union so they can enjoy the benefits of being part of an umbrella organisation. Please help us to recruit new clubs and bring back into the fold those who have left.” Mr Dawson also suggested that the Union would be looking into the issue of providing financial assistance for member clubs which are struggling. He said: “I would like to take this opportunity to acknowledge that some members would like to see financial help for clubs. This has been discussed and we have asked the West Midlands Branch to investigate the legal aspects of this. “This complete change in Union policy needs to be investigated. Taking third place was a team from the Clarence Club in Newport, South Wales, while the Ashford Road Club, Swindon, finished in fourth place. Welcome to the May edition of Club Journalas we look back on another successfulweekend in Blackpool which saw clubmembers from all over the countryassembling together under one roof for theBeer & Trades Exhibition and AnnualMeeting, held respectively on the Friday andSaturday of Conference Weekend at theNorbreck Castle Hotel.

Once again there was a fantastic turnoutfor the Beer & Trades Exhibition and I hopethat if you were one of the many delegateswho came along that you enjoyed all that theshow had to offer.

The CIU and Club Journal stands werecertainly extremely busy throughout theshow and it was great that our team got tomeet so many members and talk to themabout the services that Head Office provides.

We have a report on the show on pages16-17 which will hopefully give those whomissed it a flavour of the event and alsoserve as a reminder to put a date in yourdiary for the 2017 edition which takes placeon Friday April 7 of next year.

Of course, it was the Annual Meeting, heldon the Saturday morning, which was the keyevent of Conference Weekend as theassembled delegates debated two Motionsand heard speeches from the Worshipful TheMayor of Blackpool, Lord Mackenzie ofFramwellgate and addresses from both thePresident and the General Secretary.

Geoff Smith has completed 10 years on theManagement Committee of Intake SocialClub despite failing health making this verydifficult for him recently.

He has been Sub/Committee/Chairmanthroughout and as such has arranged all theLife Members outings and parties as well asall the children’s outings and parties, plus apantomime at Christmas.

Geoff received a 10-year Certificate of

Merit from NEC Member Dave GravelCMD which has been framed and will bedisplayed with all the others in the club.

The club also presented him with alaminated copy of the Certificate plus aSamuel Smith’s Tankard engraved torecognise his achievements. The club alsopresented Geoff ’s wife Jean with a bouquetof flowers as a thank you for all her supportand help over the years.

RHINOS PAY A VISIT TO GARFORTH WMC

Garforth Working Men’s Club, WestYorkshire Branch, received a visit from twolocal sporting heroes in March – LeedsRhinos captain Robbie Burrows and team-mate Mark Lilley – who took part in aspecial event to the launch of the club as anofficial Supporter Branch of the SuperLeague side.

There was a chance for club members to

have their photos taken with Robbie andMark as well as with the trophies currentlyheld by the Rhinos – the Challenge Cup,Super League Championship and WorldClub Championship.

To round off a fantastic night at GarforthWMC, the two players took part in a Q&Asession, answering questions from the hugecrowd who attended the event.

Foster’s signs deal as OfficialLager of England Cricket Foster’s is the Official Lager ofEngland Cricket having signed atwo-year deal with the England andWales Cricket Board (ECB).

The major new sponsorship dealwill be supported by a nationwidecampaign appealing to cricket fansacross the country throughout thesummer. The two-year deal includesall international T20 matches, ODIsand International Test Matches.

The semi-finals and final of the CIUNational Dominoes Straight PairsChampionship, supported by John Smith’s,were held at St Lawrence (York) WMC andattracted travelling Branch support fromDerbyshire, Durham and Warwickshire withfabulous evening entertainment provided bythe host club.

The day commenced with York City CIUBranch President Alan Preston welcomingplayers and guests and having photographstake with all the players involved.

All matches were played in accordancewith CIU National Rules over 21 hands.

The first semi-final between John Morganand Dave Madden of 102 Social Club,Derbyshire Branch and Derrick Smith andStan Bell of Crowtrees WM Club, DurhamBranch, was a true classic with the first sixhands being shared before John and Davewent into the lead with an 8-5 advantage bythe end of the 13th hand.

Derrick and Stan fought back to level thematch at 9-9 in the 18th hand and the nexttwo legs were also shared to make it 10-10.

The deciding leg was an absolute crackerand at the end both teams were level on thecount, resulting in a replayed 21st hand thatthe Derbyshire pair managed to clinchvictory in by 11-10. Absolutely brilliantdominoes from both pairs. Marker andMatch Referee was Frank Healy.

The second semi-final was between Phil

Whitfield and Ken Westgarth of CrowtreesWC Club, Durham Branch and DaveCartwright and Brian Taylor of BentleyRoad Club, Warwickshire Branch.

Again, it was a very close match in theearly stages with the first four hands beingshared before the Warwickshire pair gainedan advantage of 10-5 in their favour by theend of the 15th hand. Phil and Ken staged avaliant effort to win the 16th and 17th handsbefore the Bentley Road Club pair sealedvictory in the 18th hand to make thewinning score 11-7. Marker and MatchReferee was Alan Preston.

The Final, between 102 Social Club andBentley Road Club, proved to be anothergreat match. Dave Cartwright and BrianTaylor raced into a 5-2 lead by the end of the7th hand and that had turned into a 10-4lead at the end of the 14th hand. It lookedlike it was going to be a bit of a canter,however John and Dave had other ideas andplayed some superb match dominoes to winthe next four hands and make it 10-8 beforethe Bentley Road Club pair regained theirform to win 11-8. Marker and MatchReferee was Davy Wharton.

The trophies were presented by York CityBranch Secretary Frank Healy and this partof the day culminated with a vote of thanksbeing offered by all present to the Bar Staff,Committee and members of St Lawrence(York) Club.

Newbottle WMC are the 2016 DransfieldsCIU National Quiz Champions afterclinching the title at an entertaining final inBlackpool.

The winning team were presented with acheque for £500 while the second and third-placed team respectively won cash prizes of£200 and £100.

As you’d expect with renowned QuizMaster Dave Bill of Redtooth at the helm,the competition was of an extremely highstandard throughout the several gruellingrounds.

In the end, there was just three pointsseparating the top three teams withNewbottle WMC achieving 68 points, justahead of 2015 Champions Gosforth EmpireSocial Club on 67 points and Clarence A on65 points.

While the finalists battled it out throughthe final with their eye on the prestigioustitle, a number of teams – some featuringmembers of the National Executive Counciland the Club Journal team – also took partjust for fun.

With free refreshments laid on for theplayers courtesy of CIU Preferred SupplierCarlsberg and a buffet supplied at thehalfway stage by Club Journal publisher ACP,the Dransfields CIU National Quiz Finalwas a fitting climax to Conference Weekend.

THE 153RD ANNUAL MEETING

The 153rd Annual Meeting of the Union,held in the Ballroom of the Norbreck CastleHotel, Blackpool, began with GEORGEDAWSON CMD, THE PRESIDENT of theUnion asking the assembled delegates toobserve a two-minute silence inremembrance of those club members whohad passed away in the previous 12 months.

THE PRESIDENT then asked delegates toagree the minutes of the 2015 CouncilMeeting as per the May 2015 edition of ClubJournal. This was followed by a CivicWelcome from THE WORSHIPFUL THEMAYOR OF BLACKPOOL, COUNCILLORPETER CALLOW.

THE PRESIDENT'S ADDRESS“Good morning delegates, and welcome

to the 153rd Conference. I would like tothank you for returning me as yourPresident for my fourth term.

“I get the feeling that things haveimproved regarding the number of clubs indire straits trouble. The number of clubs lostto the Union is the smallest number for aconsiderable number of years – in fact,returning to pre-smoking ban levels.

“The Union now need to start recruiting

instead of contracting. Our high was in themid-70s of 4,000 clubs. The Union has beencontracting from that figure every year since1976. No year since then has the Union hadmore clubs in membership than the yearbefore. We must start recruiting and ourprocedures at Head Office have beenupdated to help facilitate this.

“We need to do more. We’ve alsointroduced a model Rule Book forunregistered clubs – of which there are anestimated 6,000 in England and Wales. Thishas been a barrier in the past for somepotential clubs as they do not wish to beregistered. We also need to sell ourselves thatwe can offer help and assistance to clubs, aswe do now to our member clubs.

“I would just like to take this opportunity,at this moment, to acknowledge that somemembers would like to see financial help forclubs. This has been discussed and we haveasked the West Midlands Branch toinvestigate the legal aspects of this.

“I would personally like for us to dosomething similar to the Association ofConservative Clubs, instead of our moneylining the pockets of the City. This completechange in Union policy needs to be fullyinvestigated. If the NEC just throw money

into ‘no hope’ cases, we would be, quiterightly, criticised for not managing theassets of the Union prudently.

“I turn now to the apathy that we have inthe whole of society, not least within theclub movement. We had an Election forPresident of the Union, in which only 30 percent of the clubs took part. It was also asimilar picture in the NEC Elections, and acouple of years ago we had an Election forthe General Secretary and participation waslower than 30 per cent.

“This is no criticism of those individualswho stood for office, as that is a very bravething to do, but it is a criticism of the clubsfor not participating. Obviously, I’m talkingto the converted who are here today.

“This apathy extends to branches. Wehave unfortunately seen in recent years theloss of Branch Secretaries through illness

and death, the most recent being MartinSmith from the Leeds Branch, whosefuneral is next week.

“The problem being the branch falls intoturmoil, and there is a lack of successors,because a lot of the branches do not have afull Executive, and clubs are not turning upto Council meetings. This apathy,unfortunately, extends to our clubs. Howmany of us know of a long standingSecretary of a club dying and, because ofapathy of the members, either nobody isprepared to take over or, worse, a totallyinappropriate individual takes over and, inboth cases, the club then closes? We need toget people involved and I do not have theanswer for this, because I have the sameproblem in my own club.

“As I have said, this is not restricted to usalone. It is throughout society. Maybe we doneed a radical change to our politics andrepresentatives. Maybe we need a change inthe way we are governed to feel that ourvoice is heard and, if this change comes,maybe it’ll reinvigorate our society, andpeople once again will feel part of societyand get involved. But enough of politics.

“My final point – actually, it isn’t my finalpoint, because I’ve got one more point afterthis – is to ask you to support the NEC torecruit clubs to the Union so they can enjoythe benefits of being part of an umbrellaorganisation.

“Help us to recruit new clubs and bringback into the fold those who have left. TheNEC feel that the start of this recruitmentwill be for the delegates today to vote in

favour of the name change. I think it willhelp us in many ways with widening ourappeal, including representation to the lawmakers in outside society.

“The other item I’d like to add is this.Yesterday {at the Trade Show}, I had one ofthe delegates come to me – this is theadvantage of being a smoker, when I wasstood outside having a smoke – with somevery distressing news regarding theGambling Commission and those clubs thatpay the bingo tax.

“Some clubs have received totallyinappropriate letters from the GamblingCommission regarding your bingo and newschedules and new restrictions on you. Itdoesn’t apply to clubs, it never has appliedto clubs, so if you receive a similar letter, letyour Branch Secretary and the Union knowstraightaway so we can respond to them,instead of you worrying about it.”

THE PRESIDENT then introduced thisyear’s keynote speaker, LORDMACKENZIE OF FRAMWELLGATE OBE,who spoke about the importance of the All-Party Parliamentary Group for Non-ProfitMaking Members’ Clubs as a way for theCIU to engage with policy makers inWestminster; his belief that the Governmentshould reduce the burden of regulation onclubs; and the problem of supermarketsselling cheap alcohol.

THE PRESIDENT then asked thedelegates to consider the Annual Report.HENRY SHANAHAN, Branch Secretary ofthe South Wales Branch, in proposing theacceptance of the report, said:“Unfortunately, there has never been agreater need for support to clubs fromBranch and national level than ever before.There is a wealth of information contained

in this little book, and I urgecommitteemen, especially Club Secretaries,to take the time to check it out. I thereforehave no compunction in asking delegates toaccept this truly professional report, andcongratulate the team and all those whoparticipated in its production.

“May I also take this opportunity to thankall Head Office staff for the patience andcourtesy of which I have benefitted in myshort period of office to date.”

DAVE COLES, Secretary of WickersleySocial Club, South Yorkshire Branch,formally seconded the Annual Report andsaid: “I would suggest in all sincerity thatyou take the time out to read this, becauseit’s probably the best publication that theHead Office produced throughout the year.There’s a mine of information in it. It’s veryhelpful and, therefore, I would recommendit to you and formally second the AnnualReport.” The Annual Report was acceptedon a show of hands.

In presenting the Union’s AnnualFinancial Statement, Union AccountantSTEVE CONNELL said: “Thank you, MrPresident, delegates and guests. It gives megreat pleasure to present to you theFinancial Report on behalf of your NationalExecutive.

“This year’s results, as can be seen fromthe Financial Statements contained in yourAnnual Report, show that the Union madetotal recognised losses of £160,279compared to gains for 2014 of £240,186.

“To compare these figures, it must benoted that the gains achieved in 2014 wereafter the inclusion of two major one-offitems of income, namely the profit of£295,112 on the sale of our SaltburnConvalescent Centre, and the sale of aninvestment held at our Durham Branch of

£108,991. Purely as an exercise forcomparison, if you were to extract these twoitems from the figures, losses would havebeen made in 2014 of £163,917, almostidentical to the losses made this year.

“It is quite apparent that, once again, theUnion has had to use its reserves to coverthese losses. If we look at the revenueaccount result in a little more detail, andcombine the information containedespecially in notes 3 and 5 of the FinancialStatements, it can be seen that, overall, ourgross profit declined from £1,951,463 in2014 to £1,860,938 in 2015, due mainly, asyou would expect, from our decline inmembership and sales of affiliation cardsand fees.

“Within note 3, you will see the annual feeincome fell from £574,966 in 2014 to£529,492.00 this year, representing a declineof 7.9 per cent. Also, the sale of pass cardswent down from £652,984 last year to£598,341, a fall of 8.4%. As these items ofincome alone represent over 50 per cent ofthe Union’s turnover, it must in itself raiseserious alarm bells for the future.

“However, it is not all bad news. It ispleasing to see that our total operatingexpenditure fell from £2,355,791 in 2014 to£2,314,956 this year, without making anyreductions to the services that we provide.Therefore, even after the expected decline inincome streams, operating losses, althoughcontinuing to be extremely high worsenedthis year by only £49,690 to £454,018.

“As in 2014, income earned, together withthe net gains made from the sale of ourinvestments, achieved very positive results.In fact, the gains made from the CentralFund held at Head Office doubled from£106,311 to £211,471.

“This, coupled with rental income, hadthe effect of overturning the operatinglosses to achieve a profit for the year aftertaxation of £96,721 compared to a profit lastyear of £419,186. Again, for comparisonpurposes, if we extract the one-off items ofincome received in 2014, the results for lastyear would have been a profit of only£15,083. Looking at the results in this light, Ithink you would agree that, under thecircumstances, a reasonable result wasachieved.

“Being conscious of the financialdemands on our clubs today, your NationalExecutive agreed this year not to proposeany significant increases to the fees levied ateither club or to club members. However, itwould be very remiss not to suggest that this

would need to be considered next year. Overthe last two to three years, the Union lostthree of its branches.

“Whilst it is pleasing to report there havebeen no further closures this year, it shouldbe noted that several of our smallerbranches are having to rely too heavily onhistorical reserves to survive, and this, evenafter the extra funding that has beenallocated to branches in the last couple ofyears.

“Although we do not print the fullrevenue accounts and balance sheets of theindividual branches anymore, you can seefrom the consolidated revenue account that,collectively, the branches made losses thisyear of £112,499.

“Without any anticipated increases torevenue for the next financial year, thesenegative results would inevitably worsen. Itwould seem sensible to me that thosebranches should start to examine, if theyhave not already begun, to consider thefeasibility of merging together to formlarger branches.

“I believe, as the number of clubs that areaffiliated to these smaller branches decline,the question as to closure or merger willneed to be addressed. Surely, mergingbranches would be a better alternative tofurther closures, which would have theinevitable effect of losing further clubs.

“Quite a large section of my report to youlast year was devoted to the workundertaken at branch level. Although I haveno intention of repeating that report, Iwould emphasise its importance and theneed for its protection. I suppose – and thishas already been said before – that, as manyof you here today are either BranchExecutive members, or are connected oneway or another with the work undertaken atyour branch, that I too am reporting to theconverted.

“This is so often the case within ourUnion today. Getting the message across tothose who don’t attend conference or, worsestill, don’t attend branch council meetings,has always been, and unfortunatelyprobably will continue to be one of theUnion’s biggest, and some would say almostimpossible hurdles to overcome.

“I reported last year that the Union stillbenefits from a healthy balance sheet, andI’m pleased to report that although therehas been no growth this year, due in themain by the pension scheme actuarial loss,it is still considered to be in a good state,with total net assets showing as £6,496,563

compared to £6,659,017 in 2014. YourNational Executive has continued toexamine the possible benefits to our clubsand the Union as a whole from itspartnerships with other organisations ornational account companies.

“As many of you know, we now work withtwo main breweries, as opposed to just one,and it is hoped that this will offer a fairerchoice to clubs in the future. As previouslyreported, our relationship with theproviders of Club Journal and eventmanagement, etc, has always already proveda great success, as those delegates who tookthe opportunity both last year and this, toattend the Beer and Trade Show heldyesterday would, I am sure, have got a goodflavour for themselves.

“The hard work undertaken over the lastcouple of years to revise our educationalservices may have taken longer thanoriginally predicted, but is nearing itsconclusion, and it’s certainly hoped thatthese efforts will provide a much morecomprehensive method of training toensure that our clubs are managedefficiently, and I know that our GeneralSecretary will be speaking more about thislater.

“The Financial Statements that arepresented to you today will also be gettingquite a major facelift next year. Thepresentation of these accounts, which aregoverned by UK accounting standards, will

see changes made after the introduction ofFinancial Reporting Standard 102.

“Although this came into force on 1January 2015, it will affect the Union’sFinancial Statements for the year ending 30September 2016. I certainly don’t intend togive you chapter and verse on this rathercomplex standard, but I must point out oneof the changes that will have a considerableeffect.

“Up until now, we have always shown the

value of our investments at their originalcosts and, therefore, only shown theirmarket value as a note to the accounts. Thismeans that a revenue account is onlyaffected when individual investments aresold at either a profit or a loss. In future,investments will need to be shown at theirmarket value, with the full change in valuefrom the previous year reflected in therevenue account, either as a positive or anegative figure.

“I am reporting this specifically today,because when we present the FinancialStatements for the year ending 30September 2016, these statements that youare considering today for 2015 will need tobe restated for comparison purposes. As formarket of investments held, both at HeadOffice and branches at 30 September 2015,was approximately £1,000,000 more thantheir original cost, the necessary restatementwill be significant. Of course, as the value ofinvestments can go down as well as up, wewill have to wait and see what the effect willbe to our accounts for 2016.

“Regarding our investments, and for yourinformation, I can report that your NationalExecutive recently decided to use theservices of two firms of fund managers asopposed to only one. This will enable us tobetter monitor their performance inmanaging the funds. In conclusion, MrPresident, I would like to take thisopportunity of thanking our auditors, BHAccountancy Limited, and Brian Howarthsitting to my right, for their expert adviceand help give to us this year. Finally, I wishyou every success in the future managementof your clubs. Thank you, Mr President.”

ALLAN NISBET of Kenton & DistrictSocial Club, Northumberland Branch,moved to accept the Financial Statement.He said: “ Morning, Mr President, delegates,Lord Mackenzie. Mr President, I read theFinancial Report, all these losses, just goingthrough them, where the salaries for onething is £386,000. You’ve got ExecutiveCommittee expenses – £183,000;

professional fees £137,000. We’ve got theAnnual Report {costing} £54,000. We’relosing money left, right and centre in theCIU.

“It’s got to stop, or the CIU will not lastvery long. We’ve only got £6.5 million leftand we’re losing it every year. My proposalwould be to move from London up toDoncaster or York somewhere where itwould be cheaper; cheaper solicitors,auditors, cheaper rent. Current occupancycosts down in London are £187,000 for ayear. That is a lot of money. A waste ofmoney left, right and centre. If we don’t dosomething about it, ladies and gentlemen,your CIU, we can’t afford to run anymore.

“They are asking about why they’re losingclubs. As the President said, we had 4,000 in1970. This year, we’ve only gotapproximately 1,500. Why are they leavingthe CIU? It’s not because they’re all closing.They’re leaving the CIU because they’regetting nothing from the CIU. It’s alwaysgive, give, give but very little do we get back.

“A few years back we, as a club, neededhelp to buy off the brewery loan. We had toget a loan of £220,000. We paid that off infour years. The club’s thriving now becausewe’re moving with the times, seeing what

the young people want in life and in theclubs.

“Why couldn’t I get a loan from the CIU?I know they’re not a bank or anything, butit’s our money. I was only going to borrowoff our money and pay it back, rather thanpay it all in expenses back to the banks.

“If we don’t get a grip, ladies andgentlemen, your CIU won’t be here verylong. We must stop it, we must have a lookat these expenses. Why is it costing so muchto be down in London with all theseexpenses? It’s your money, not mine, it’severyone’s in the country who belongs tothe CIU. Thank you, ladies and gentlemen.”

DAN CAPEWELL CMD, Secretary ofBaddeley Green WMC, Stoke on Trent, WestMidlands Branch, formally seconded themotion and the Annual Financial Statementwas accepted.

GENERAL SECRETARY KEN D GREENCMD proposed Motion 1 which was tochange the name of the organisation fromWorking Men’s Club & Institute UnionLimited to the Club & Institute UnionLimited.

He said: “You’ve just passed the minutesof last year’s meeting and what I had to say, Isaid last year. I have no intention of

repeating myself. Less than 40 per cent ofour clubs have got ‘Working Men’s’ in thetitle and the biggest percentage of areas thatuse ‘Working Men’s’ in club titles is SouthYorkshire, where I’m from and WestYorkshire, where the President is from.

“I cannot understand any complaintswhen all the branches – or most of thebranches – use the CIU logo. When we gointo Parliament, we need to speak toparliamentarians regularly and CIU rolls offthe tongue. I’d like to move that delegatesvote in favour of changing the name to CIULimited.”

The Motion was seconded by JOHNTOBIN, Union Vice-President. He said:“I’ve been here {Blackpool} sinceWednesday and CIU has been mentioned allthe time. Using the title of the WorkingMen’s Club in this day and age, when wehave ladies in our organisation, is notcorrect and I feel that it deters some of the6,000 unregistered clubs out there fromjoining our organisation.

“We had this discussion last year and nodoubt we'll have a battle today but we'renow in the year 2016 and it’s time that wechanged since we’re known all over thecountry as the CIU. So, please, ladies andgentlemen, let’s go for it, change it, and let’sincrease our membership of this Union.”

Opposing the Motion, STAN SUMMERS,Vice-President of Durham Branch andPresident of Darlington WMC, said: “I’veheard Ken say that, last year he got up andhe didn’t want to repeat what he said lastyear. I’m going to do the same. I said what Ihad to say last year, and I’m not going torepeat it. I’ve just listened to what John{Tobin} said this morning.

“He said everybody’s talking about theCIU. The Mayor of Blackpool stood hereabout half an hour ago. What did he say?Working Men’s Clubs. He mentioned itabout five times, the Mayor, how proud hewas to be a member of a Working Men’sClub.

“I speak today, not as a personal point ofview, I speak on behalf of my club and clubsin the Durham area, who came to me andgave me support, and told me they fullysupport what I have to say. They believe weshould keep what we had and what we’vehad. The Working Men’s Club is a treasureto people in Durham. When you look at theDurham Miners' Gala which takes placeevery year, what do they have behind thebanners?

“This is what it’s all about. Remembering

the working man. We shouldn’t forget theworking man for all he’s done for us overthe years. He’s brought us all together, he’sunited us all. We shouldn’t forget that. So,ladies and gentlemen, I’m asking you tosupport me and oppose the motion.”

Supporting the Motion, STEPHENFOSTER of Easington Colliery Club,Durham Branch, said: “Mr President, MrChairman and delegates. When I was ayoung man, I was as proud as punch to be amember of my club, like my father, like mybrother. In those days, to fill the club, all youhad to do was open the doors. I’m sure youall remember those good times.

“Well, times change, the law changes.society and culture changes. We all knowclubs are in decline. We’ve had to deal withthe smoking ban and other legislation,jobsworths from the Council, and relentlesscompetition from the supermarkets whoseresponsibilities end at the checkout. For theprevious two years, I served on the NECand, in that capacity, it was my privilege tovisit the House of Commons for meetingson clubs. I’m sure you’ll agree, MrChairman, it is indeed a privilege to gothere. In the group, there’s a Baroness, aLord and MPs from all parties who welobby for better companies for clubs.

“In that company, you have to be seen tobe politically correct to achieve any sort ofconcessions. Having Working Men in ourname implies that we don’t embraceequality. It’s all about their perception ofour clubs. I’ve been a member of our clubfor 40-odd years now. I’ve been separatedfor 15, I’ve served on the Durham Branch asExecutive and, as I’ve mentioned, theNational Executive.

“I understand the sentiments and thepassions of people who want to keep thename. Stan is a colleague of mine in theDurham Branch. I understand all of that,but changing the name, it isn’t going tochange our heritage or history. It’s certainlynot going to change my memories that Ihave in my head.

“That’s not going to change. Sometimes,delegates, you have to compromise yourprinciples for the sake of progress. So, whenthe NEC goes into bat on our behalf, don’ttie one hand behind their backs. I supportthe Motion.”

Opposing the Motion, DAVID COLES,Secretary of Wickersley Working Men’sClub, South Yorkshire Branch, said: “I’mproud of our history. I’m proud that it’s

called a Working Men’s Club. It’s nodetriment to women. Them arguments arelong gone, and nobody takes offence surelywith a title like that. John Tobin said that atthe dinner he was at last night – very luckyyou are, Mr Tobin, we weren’t there – that itwas CIU, CIU, CIU. Well, I can tell you John,that them three taxis that we got in lastnight taking us to clubs, they said: ‘Are youlads down here for the Grand National?’ Wesaid: ‘No, we’re here for conference’. Whatconference? CIU! What’s CIU? WorkingMen’s Clubs. Oh, we know what WorkingMen’s Clubs are.

“They ain’t got a clue what CIU were, butthey knew what Working Men’s Clubs were.Say no more. Keep your history and beproud of it. Vote against it.”

Supporting the Motion, ALANPRESTON, President of York City Branchand a Committee Member of Fulford Club,said:

“Fellow delegates, I would express myconcerns about Motion 1, and to agree insome ways with the gentleman that’s justbeen before me.

“Yes, these people in the taxis, like you saylast night, it was the Working Men’s Club,but I bet these people haven’t been in aWorking Men’s Club for years.

“It has been a few years since ladies wereallowed to become full members of the CIUwhich, to my opinion, is a good thing. Butdon’t you think it’s about time we recognisethe achievements made by these women inour clubs? Most of the clubs these days arekept alight by our lady members, with thework that they do in their clubs. WithParliament having more lady MPs, it is hard

to get policies through. When we stateWorking Men’s Club, it’s like we’restigmatised.

“In my opinion, if we remove the titleWorking Men’s Club we would be on equalfooting with the lady MPs and, therefore, getmore motions passed.

“So, delegates, you can’t change thehistory – which I don’t want to – but youcertainly can change our future. So, I askyou all to forward this motion.”

Opposing the Motion, STANNICHOLSON, Secretary of the CochranStreet Social Club, No.9 Division,Northumberland Branch, said:

“When we went back, I discussed thiswith the {club} Committee and they said:'What do you think’s going to happen Stan?'Well, I don’t know. Possibly, possibly, ourExecutive will put it on the agenda again fornext year.

“And, lo and behold, our Executive put iton the agenda for last year. And, lo andbehold, what happened? Now, Mr President,Executive, we have told you once no. We’vetold you twice no. For the third time, leaveour heritage alone! I vote against theMotion.”

Supporting the Motion, PAT O’BRIEN,President of Cricklewood Trades Hall Club,North West Metropolitan Branch, said: “Itseems like only yesterday – it was probably

20-odd years ago – that I first came into aclub in this country, and a strange womancame up and tapped me on the shoulder,asking me would I get her a drink at thecounter. I was absolutely shocked thatwomen couldn’t be served.

“Then, when I joined the club that I’vejust recently become President of, the factthat a lady couldn’t become a full member –what absolute nonsense in this day and age.It’s been said by one of the speakers against{the Motion} that the equality thing is notan issue and we’ve moved on from then.

“Well, why do you still have this titleWorking Men’s Club and it just refers to onegender? We’re living in the 21st Century.Changing this name is going to recognisethem {women}.

“It’s going to recognise the fantasticcontributions that women have made to ourclubs. Clubs are struggling. A lot of themwould have been dead a long, long time agoif it wasn’t for the contribution that ourwomen are actually making, so pleasesupport this Motion.”

THE GENERAL SECRETARY, KEN DGREEN CMD, responded: “Ladies andgentlemen, I’ve listened to the argumentsfor and against. Whether you know or not,I’m still the South Yorkshire BranchSecretary and I go into clubs on regularbasis that are struggling, or failing one wayor another.

“This Motion doesn’t take anything awayfrom anybody. It doesn’t affect our heritage.Our heritage is there, it will always be there.I’ve got Working Men’s Club in my ownclub’s title.

to CIU. We’re not going to change the nameof the club. I’m going into clubs {who say}we’ve always done it this way. We’ve alwaysbeen like this. In fact, I was in a club amonth ago, I don’t know if they’ve got anydelegates here now, I’ll mention no names,but they’re still running the club as thoughthere were running it in 1975 when fiverswent into the till quicker than beer cameout of the pump.

“Now we have to fight for all of thosefivers. All I’m saying is CIU is the title of anational Union. A national Union. We’renot split into North, South, East and West.All these gentlemen on the stage come fromall over the country, you all come from allover the country. North, South, East, West.

“And it’s true, when we go intoParliament, there are quite a number ofladies in Parliament, they think we’re stillwalking about with whippets and flat caps.Please support the Motion. Give us the toolsand we’ll do the job.”The Motion failed to achieve the requiredtwo-thirds majority (206 For,187 Against).

JOHN BATCHELOR, Derbyshire BranchSecretary and National Executive Memberfor Derbyshire and Leicestershire, proposedMotion 2 – reference to the minimumannual fee to be increased from £75 to £100per club.

He said: “On behalf of the NationalExecutive, we propose that Rule 10, line 4deletes £75 and insert £100 to bring it intoline with the charge of 50p per member,which was increased five years ago.”

Seconding the Motion was GEOFFBLAKELEY CMD, Manchester BranchSecretary and National ExecutiveRepresentative for Manchester, Burnley &Pendle and Cumbria.The Motion failed (187 For,190 Against).

KEN D GREEN CMD, THE GENERALSECRETARY’S ADDRESS“Good morning, ladies and gentlemen andfellow delegates. I hope you all enjoyed theTrade Fair yesterday and I’d like to thank allinvolved in the organisation of the eventwhich, in my opinion, is a very importantpart of the weekend proceedingsculminating in this, our Annual GeneralMeeting.

“For the second year, the Dransfields CIUNational Quiz Final will be held after theclose of this meeting and I hope many ofyou will stay and support the event, andthat’s to be held in the Boston Suite of this

building. The NEC are elected by yourselvesto represent your various areas of thecountry, and they are all there to adviseclubs and are available throughout the yearto pass on their knowledge of club land.

“I am in my second year as GeneralSecretary and I have attempted to accept allinvitations {from clubs) received wheneverpossible, and it is still my intention to beable to visit all our Branches, be it to BranchExecutive meetings, Branch Councilmeetings, or even on special clubpresentations, whenever I can.

“Those of you who know me, know I amno shrinking violet. I would never ducksensitive issues, and well-meaning visits willbe counter balanced with visits where agenuine grievance needs to be acted upon.

“The NEC formed a small working groupa while ago, consisting of myself, the Vice-President John Tobin, Geoff Blakeley fromManchester, Ken Roberts from South Walesand Stephen Foster from Durham to lookinto our education programme.

“The work is ongoing and, along with oneof our partner breweries, Carlsberg, andCPL Training, a new education programmeis very close.

“In fact, we held a pilot course at CPL’sHead Office in Birkenhead recently, and thefeedback we’ve received has been verypositive. We have produced manuals coveringlegislation and management procedures, andhope later this year to roll out an accountspackage to enable us to provide a successor tothe same-day programme.

“This leads me on to the main reasons theNEC believe education is an extremely vitalcomponent of the services we provide as aUnion. We are still receiving claims forarbitration from Club members who feelthey have not been dealt with in a fairmanner. It is imperative that Club

Committees follow their rulebook to theletter, or they run the risk of having adecision overturned at arbitration and badmembers being allowed back into the club.

“In the worst case scenario, ClubCommittees will blame the arbitrators and,therefore, the Union, when they themselveshave failed to carry out the initial disciplinaryin accordance with their rules.

“I cannot stress enough the need for rulesto be followed and the arbitration service weprovide for. Without this service, clubs couldfind themselves fighting to the law courts,with the inevitable costs associated with suchactions being enough to close a club.

“We provide knowledgeable people tolecture on suspensions and expulsionsprocedures, which should be organised byyour individual branches.

“Finally, if there are still clubs out therewho think they have to do nothing aboutauto enrolment pensions, please make sureyou have an appropriate scheme in place, orit will not be the lack of management skillsor the lack of trade that closes your club, itwill be the Government department wholevies fines, with no appeal from those finesfor non-compliance.

“These fines can be unlimited, but thinkof £100 a day, and they’re not appealable.Get a scheme. Everybody’s got to have ascheme.

“Thank you for listening. Let’s keep allour clubs in prime condition to enable us tocarry on with our quest for another 150years.”

THE PRESIDENT announced that thenext Annual Meeting will be held on April 8,2017 and declared the 2016 Annual Meetingclosed.

The total number of delegates at the AnnualMeeting was 445 with eight guests.

he 25th CIU Beer & TradesExhibition, held at Blackpool’sNorbreck Castle Hotel on April 8,

proved to be another fantastic Unionoccasion with hundreds of club membersfrom all over the country enjoying a busyday of club-related business activity.

Delegates had the priceless opportunityto tap into a vast reservoir of knowledgecourtesy of the representatives from manyof the country’s top suppliers of productsand services to clubs who were exhibiting.

Whether it was trying out the latestdrinks from the Union’s PreferredSuppliers Carlsberg UK and Heineken UK,gaining an insight into cutting edgegaming technology with Dransfields,discovering on the BT Stand how showinglive sport can help to boost business,finding out how to cut your club’s energyexpenditure with Smart Energy, assessingyour club’s insurance needs with Aon –plus having the opportunity to chat with ahost of other club suppliers – there was awealth of information availablethroughout the show.

Delegates also took part in some fungames - including regular bingo sessionsrun by Dransfields.

Union Vice-President John Tobin said:“The CIU should be very proud of itselffor putting on a show of such breadth andquality. I’m delighted that so many clubmembers from all over the UK came alongand supported the show and I’m also verygrateful to all our exhibitors.

This is the fourth EuropeanCup/Champions League Final hosted at the stadiumfollowing previous finals in 1965, 1970 and 2001.

CIU National Team Snooker ChampionshipThe CIU National Team Snooker Championship semi-final,supported by John Smith’s, was held on Saturday March 26at Fulfordgate Club, York City Branch.

It was an exciting day with some superb snooker playedto an extremely high standard. Club President Paul Stewartwelcomed the Buffs Social Cub (Durham Branch) and SellyOak Ex Servicemen's Club (West Midlands Branch), MatchReferee Steve Starkie, Marker John Rhodes and supportersfrom Durham who attended the match (apologies hadbeen received at the Branch from the Selly Oak supporterswho were unable to make the journey).

Alan Preston, Branch President of York City Branch, andFrank Healy, Branch Secretary, were also present.

The match was played on a best-of-seven frames basisand there was never more than one frame between theteams, with every frame being required to separate tworeally great teams.

Of the seven frames, five had breaks of 50 or above, withthe Selly Oak captain, Jamie Brown, having to respond to adeficit of 38 with a highest break and clearance to blue of79 to tie the match at 3-3 and force the deciding frame.

The final frame proved to be another excellent, but muchmore tactical one, before Michael Rhodes, of Buffs Social,gained an advantage and although Jamie Brown playedsome marvellous snooker, he missed a vital brown andMichael took full advantage to clinch the frame and matchfor the Buffs Social players. In the other semi-final, held atDan y Graig Labour Club, Bargoed Labour Club beatMerthyr Labour Club 4-3.

The CIU Team Snooker Final will be held on Saturday May28 at Doncaster Trades & Labour Club, between Buffs SocialClub (Durham Branch) and Bargoed Labour Club (SouthWales Branch).

CIU National Team Pool ChampionshipThe CIU National Team Pool Championship semi-final washeld on April 2 at Swindon High Street Club betweenBroadwater WM Club (South East Met Branch) andBargoed Labour Club (South Wales Branch). BargoedLabour Club won 5-3.

The other semi-final was held at Belle Vue (Crook) Clubbetween Pellon Social Club (West Yorkshire Branch) andBannockburn Miners Club (Cumbria Branch). BannockburnMiners Club won 5-2.

CIU National Team Darts ChampionshipThe CIU National Team Darts Championship semi-final washeld on March 12 at the Wroughton Club betweenBroadwater WMC and Merthyr Tydfil Labour Club. Merthyr Tydfil Labour Club won 4-3.

The Final will be held on May 14 at Bloomfield Club &Institute in Blackpool and will see Merthyr Tydfil LabourClub (South Wales Branch) taking on Bannockburn MinersClub (Cumbria Branch).
