USE OF ELECTRIC VEHICLES ON WEST ISLAND
For a number of years Council has been canvassing Federal and State Government Departments regarding the implementation of electric vehicles on West Island as an alternative means of transport for locals and to add something unique for tourists visiting the Islands.
As a forerunner to the introduction of electric vehicles, in January 2012 Council granted approval to Mr Ray Marshall from Cocos Seaview to trial the operation of an 11 seater electric bus for a two year period. Following the expiry of the trial period in January of this year, Council at its February 2014 Ordinary meeting considered the outcomes of the trial and deemed that it was a success and this has now paved the way for the introduction of electric vehicles on West Island.
At Council’s February meeting, advice was received from the Department of Infrastructure and Regional Development that the Shire of Cocos (Keeling) Islands had the power to approve the licensing of electric vehicles delegated through an instrument by the Minister with responsibility for the Territories to the Shire, with assessment of individual vehicles made on a case-by-case basis. This confirmation now enables Council to fully implement the use of electric vehicles on West Island.
There will be conditions imposed upon users of electric vehicles, namely:-
That the vehicles are to be licensed through the Shire; That the vehicles be fitted with restraints, headlights, indicators, brake lights and appropriate identification for night time
driving; The vehicles can only be driven by a holder of a valid Driver’s Licence; That drivers of the electric vehicle must give way to conventional vehicles, particularly on Sydney Highway i.e., move to the
road reserve area to allow the vehicle to pass before proceeding further; and The driver of the vehicle is to adhere to all road rules under the Road Traffic Act 1974 (WA) (CKI).
Council staff are now liaising with electric vehicle suppliers to determine the preferred method of making the vehicles more visible at night as a means to alert conventional vehicle road users that an electric vehicle is ahead and once this has been determined, this information will be supplied to residents.

The proponent has indicated that due to delays with the intended development of the Home Island Business Centre land, it is preferable to see the approval of Council to extend her existing leased premises.

Air fresheners – Chemical cocktails
M a n y c o m merc i a l l y a i r fresheners contain a cocktail of toxic chemicals that aren’t healthy for us or the environment. Some of the chemicals you may find:
Formaldehyde – known carcinogen
Phenol – skin and nervous system irritant
Petroleum distillates such as butane and propane
Methylformamide – Organ system toxicity, cancer, developmental / reproductive toxicity
Butanoic acid – Neurotoxicity, Endocrine disruption, Organ system toxicity
Nitro- and polycyclic musks – linked to cancer, hormone disruption
.. and the list goes on.
Up to 3000 synthetic chemical ingredients are used by the air freshener industry.
One of the other problems of these air fresheners is toxic chemicals accumulate in carpet over time, which is particularly of concern to parents with young children. Being rather sticky, the chemicals also wind up on our shoes and feet to be taken into the outside environment where they wind up in soil.
Added to all that, there’s the non-recyclable or reusable packaging of these products – millions of spray cans and plastic bottles hitting our landfills each year; not to mention the p roduct ion o f chemica l ingredients and the packaging.
A recent trend in air fresheners are the 24/7 products that spray automatically every X minutes – whether it’s needed or not. Based on the chemical cocktail described above, I feel these are terrible products that should be pulled from the market.
Something else you should know about air fresheners is that we tend to build up a tolerance to them. We get used to the smell and start using more to get that same olfactory “kick”. If you really feel the need to use these products, try rotating the fragrances you use regularly.
The whole air freshener product life-cycle is an environmental nightmare.

Indian Ocean Territories Community Development Grants Programme I wish to advise the community that the Department of Infrastructure has chosen to alter aspects of the operation of the RDO Grants Scheme and as such is required to re-advertise the Grants Program. Applications for this program open on Friday 4th April and close on Monday 14th April. This program will make available $1,500,000 to the IOT communities this financial year and each applicant has the opportunity to access up to $200,000. Applications must be submitted on the approved form and comply with approved guidelines. All applicants who previously submitted an Expression of Interest are encouraged to resub-mit their application on the approved form. Easy Ways Cut Fat in Your Diet
Whether it’s a fruit juice dressing for salad, or a fat-free topping for baked potatoes, try these suggestions to stimulate your culinary creativity.
• Choose extra-lean cuts of meat and trim off all visible fat.
• If using ingredients such as anchovies, olives or sun-dried tomatoes preserved in oil, drain them well then mop off any remaining oil with paper towels.
• Go easy on garnishes: they can add a surprising amount of fat. For instance, a single tablespoon of pine nuts contains 14 g of fat; flaked almonds 12 g; and croutons 8 g.
• Do not garnish soup with high-fat cream, fried croutons or bacon. Choose finishing touches that look appetising without adding fat, such as sprigs of fresh herbs or a few pretty salad leaves. Or emphasise one of the ingredients, using shreds of carrot with carrot or vegetable soup, or prawns with a seafood soup.
• To make ‘creamy’ soups, add potatoes or white beans to the soup while it is simmering, then purée before serving.
• Instead of using a roux made with butter, thicken sauces with cornflour or arrowroot mixed to a paste with skim milk, low-fat yoghurt, stock or water.
Slow Eating
Adopting the “slow down” mantra to your eating habits will leave you feeling healthier, lighter, and in shape! Try this 7-point plan:
1. Arrange your schedule so you have at least 30 quiet minutes for dinner .
2. When you have dinner at home, have it in a specified dining area. That way you won’t associate food with the couch in front of the television, for instance .
3. If the menu allows, divide your meal into courses like main course and vegetables, salad, and dessert.
4. Make the meal the focus of dinnertime. Turn off the television. Put away the newspaper. Let the answering machine take your calls. A little dinner music is fine, as long as it doesn’t distract you from the meal.
5. Serve an eight-ounce glass of water with dinner. Between each bite, put down your fork and take a small sip of water. Sipping water forces you to slow down. Water with dinner also makes a meal more filling without adding any calories. Many people find it helps them more fully experience the flavours in a meal.
6. Pay attention to how the food tastes. Notice how the flavours complement or contrast with one another. Take small bites and let them linger in your mouth long enough so that the full flavour is released .
7. Between courses take a minute or two to relax, chat, and savour what you’ve just eaten. It may sound paradoxical, but lingering over dinner could help you drop pounds and maintain a healthy weight.
