RULES AND REGULATIONS IMPLEMENTINGREPUBLIC ACT NO. 9006, OTHERWISE KNOWN

AS THE FAIR ELECTION ACT, INCONNECTION TO THE 13 MAY 013 NATIONALAND LOCAL ELECTIONS, AND SUBSE!UENTELECTIONS

WHEREAS, Republic Act No. 9006provides for the holding of free,

orderly, honest, peceful nd credible elections through fir election

prctices!

WHEREAS, the sid Act llo"s the publiction or brodcst, through

ny cndidte or politicl prty!

WHEREAS, Section $of the sid Act provides tht election propgnd,

"hether on television, cble television, rdio ne"sppers or ny other

#ediu# shll be sub%ect to the supervision nd regultion of the

&o##ission on Elections!

WHEREAS, Section 6.'of the sid Act directs the &o##ission to

supervise the use nd e#ploy#ent of press, rdio nd television

fcilities insofr s the plce#ent of politicl dvertise#ents is

concerned so s to give cndidtes e(ul opportunities under e(ul

circu#stnces to #)e )no"n their (ulifictions nd stnd on public

issues!

WHEREAS, Section *$of the s#e Act re(uires the &o##ission to

pro#ulgte the necessry rules nd regultions for the i#ple#enttion

thereof!

N+W, HERE-+RE, the &o##ission, by virtue of the po"ers vested in

it by the &onstitution, the +#nibus Election &ode, Republic Act Nos.
