Lyon is one of the top six cities in Western Europe for real estate investment* and is the most attractive city in France according to the list published by L’Entreprise magazine. These two facts neatly sum up the attractiveness of real estate in Lyon.
The office, business, and logistics space occupancy rates and the limited increase in costs per square meter, which are competitive with the rest of Europe, are essential assets in the Lyon real estate situation. In 2009, €455 million was invested in corporate real estate. In addition, active oversight policies for major urban projects ensure that prospects for the future are reassuring.

The Lyon urban area continues to attract investors in the corporate real estate market with a varied and quality offering of premises in line with requirements.
An AttrActive urbAn AreA Despite the difficult economic condi-tions, Lyon confirmed its position in the 2009 version of Cushman & Wakeman’s annual rankings. Lyon is the 19th most attractive European city, thanks to the carefully-managed range of new real estate that it offers (transparency and phasing, diverse users, competitive rental costs). Lyon’s reputation for corporate real estate is growing. Lyon is also ranked 12th in terms of environmental quality (up four places between 2008 and 2009).
Furthermore, 39% of company directors believe that Lyon is a good place to do business (ahead of Manchester, Hamburg and Birmingham), with Marseille and Lille achieving a score of just 14%.
A resistAnt, diverse mArketLyon has stood up to the economic climate thanks to a healthy rather than speculati-ve market, and high-quality projects that meet the needs of businesses. In propor-tional terms, Lyon’s economy has suffered less than the economies of other cities.
In 2009, €455 million was invested in Lyon, 83% of which was in service-sector real estate (53% in 2008), 8% in business premises (16% in 2008), 6% in logistics (31% in 2008) and 3% in retail. A number of major transactions in late 2009 demons-trated that Lyon remains an attractive city for investors, on a European scale. One quarter of the total investment came from German investors.

office spAce on the increAseService industry activities are an impor-tant axis of Lyon’s economic develop-ment, and these now account for two thirds of the city’s assets. As the second concentration of decision-making centers and second service industry hub in France after Paris, the Lyon urban area now offers almost 4.6 million m2 of offices, and the stock continues to grow. Along with Part-Dieu, the main business district that will be enhanced by high-rise buildings (the Oxygène tower, 39,000 m2 including 28,000 m2 of offices delivered in May 2010, and the Incity tower, 40,000 m2 delivered in 2013), other additional large-scale service centers are in the pipeline: Confluence (delivery of the Eiffage head offices - 15,600 m2 - in 2009, the region premises - 40,000 m2 - in 2010 and the Monolithe - 14,300 m2 - in 2010), the Carré de Soie (Touly block consultation - 11,000 m2 - launched in 2010), Vaise (delivery of the APICIL head office - 19,000 m2 - in 2009, and the second phase of the Docksite - 5,300 m2 - in 2010) and Gerland (delivery of the second phase of the Quatuor and Gerland Plaza - 14,700 m2 - in 2010). As a result of this «multipolarization» in the service sector and the implementation of real estate projects that meet business needs (high-quality real estate projects that are energy-efficient and accessible by public transport), service-sector activi-ties in the city center remained strong in 2009.
A mArket thAt is solid...Although down on 2008 (a 30% fall in net floor space allocated), the market in Lyon remained solid in 2009 when compared with other urban areas (Amsterdam: -32%, Barcelona: -44%, Paris: -24%). In total, 164,000 m2 of net floor space were alloca-ted to users (53% of which was in new buil-dings) and nominal rental rates remained stable at e230 to e250 per m2 (excluding tax), compared with a significant fall in rates in both Barcelona and Paris. The 2009 figures reflect a slow-down in activi-ty and a reduction in the average transac-tion size, but they also demonstrate that users are attracted to the major sectors in the center of the urban area, which have good public transport links, high-quality buildings and services for both businesses and their employees. These areas include Part-Dieu - Lyon 6th (19% of allocated floor space), Confluence (18% of allocated floor space) and more than one third of total allocated floor space at the following sites: Villeurbanne - Carré de Soie, Vaise, the Western Economic Cluster and Gerland. Overall, 9% of all transactions were over 3,000 m2, accoun-ting for 38% of total allocated demand (Cooperation and Ethical Finance Cluster - 9,000 m2 at the Carré de Soie, GDF Suez -

at Gerland, Ernst and Young - 4,319 m2 at Part Dieu). Transactions between 1,000 m2 and 3,000 m2 accounted for 21% of total transactions and 38% of allocated floor space. Total new-build stock availa-bility after six months is 171,000 m2 net floor space (including 100,000 m2 in Lyon city center) and second-hand availability is 220,000 m2 (including 148,000 m2 in Lyon city center). Sites under construction account for 185,850 m2 net floor space, 62% of which is already for sale.

of offices. relocating to Lyon also means salary costs that are 5 to 15% lower and a very competitive cost per m2: e230 to e250 per m2 for high-end office real estate versus e710 per m2 in Paris... During this difficult period, the city can also count on its quality of life, and the quality of its infrastructure, which are determining criteria for locating compa-nies and managements that are consoli-dating and rationalizing their real estate property.

heQ reAl estAte: An obvious reQuirementWith a standards level unique in France, the official standards reference docu-ments for “Offices” established by Greater Lyon sets goals that go beyond the HEQ approach (standard rT 2010). Because very high environmental quality is essential to employee comfort and productivity, since January 1, 2007 a set of official stan-dards has been applied to all new service-sector construction built on land under public control. Developed and maintained by the Local Energy Agency, it is attached to the specifications for construction bidders.
broAdbAnd for All business-hosting sites Today, 97.3% of Rhône companies are connected by broadband (DSL). However, broadband needs are now doubling every two years. These needs must be met through fiber optics, which is the only technology that can carry extremely high volumes of information. Because of these very high levels of investment, providers limit installation to the most profitable areas. Greater Lyon’s goal is to optimize coverage of the region and promote the competitive dynamics that provide attrac-tive pricing. Tomorrow’s challenge for the region is therefore to develop a competi-tive high speed internet offering for all businesses in the urban area.

QuAlity industriAl premisesWith 276,000 m2 placed in 2009 with trading, manufacturing and construction companies, the volume of the industrial real estate sector is standing firm at the same level as 2008 (293,000 m2 placed). The proportion of sales to users is high, accounting for 44% of total surface area. These transactions mostly took place in Eastern Greater Lyon. In total, 21% was placed in new construction, a relatively
stable portion compared with previous years. Transactions between 1,000 m2 and 3,000 m2 accounted for 21% of total tran-sactions and 38% of allocated floor space. Total immediate availability is 430,000 m2 net floor space, more than 50% of which is located on the urban area’s eastern frin-ges. New products feature major quality improvements, from the architectural and the environmental standpoints in business parks.
growth in logistics spAceFollowing an exceptional year in 2008 (430,000 m2 placed), the logistics premi-ses market remained strong in 2009, with 364,000 m2 placed. In total, 67% of all surface area was rented, and 56% placed in new constructions. This demonstrates the importance of having flexible quality products. It should be noted that transac-tions of more than 20,000 m2 account for 57% of floor space placed. Two thirds of firms are positioning themselves on
premises in the outer suburbs, on the Plaine de l’Ain, north of Lyon, and in northern Isère.Total instant availability is now more than 450,000 m2. rental values are between e43 and e46 per m2 per year (excluding tax). These prospects will help Lyon to confirm its role as a major logistics hub for the north/south-east backbone of France (Lille-Paris-Lyon-Marseille) in 2010.

the development of pArt-dieu continuesCurrently, Part-Dieu includes 850,000 m2 of offices, along with the central econo-mic and strategic operations for the urban area: local and national govern-ment, headquarters for regional banking institutions, insurance companies, major corporations, and major consulting and engineering firms. This foundation gives confidence to investors. The year 2010 will see a number of important deliveries, inclu-ding the Oxygène Tower in May (28,000 m2), the Carat building (14,500 m2) built by Icade and purchased by Générali, and the Open 6 building, designed by uTEI. Constructing buildings of exceptionally high environmental and architectural quality, upgrading public spaces and major road infrastructures (such as rue Garibaldi), new business services and hotel development: these are Part-Dieu’s goals for 2020.

What are the links between Egis and Lyon?Historically, Egis has been based in Lyon since the late 60s, particularly through SEMALY, which has since become Egis rail. Our Lyon location is the second largest in the group, with 700 employees. In Lyon, we generate several hundred million euros in turnover, largely through export or through major national projects. In fact, we have 6 companies in Lyon, now scattered over 4 different sites in the urban area. Our presence in the Le Carat building in the Part-Dieu district is aimed at bringing them together and plan-ning our growth (+10% per year).
Your base in Lyon is growing rapidly...Yes. This is related to the contracts we are working on, and also to the promising environment. We are a value-added company, and, it’s true, we don’t have much difficulty in attracting and convincing employees, mainly managers, to come to Lyon: the facilities, the real estate and cultural possibilities, and the quality of life make Lyon without a doubt one of the most attractive cities in France. Our recent alliance with the IOSIS group, which also has a strong presence in Lyon with 150 employees, further strengthens this dynamic.
Why choose Part-Dieu?In the heart of the urban area, Part-Dieu offers the best possible connections to other areas: all points of the urban area are easily accessible, as well as the major destinations in France and abroad via the TGV station and Lyon-Saint Exupéry Airport. Could you tell us more about the relocation project that you are in charge of?The Le Carat building is at the heart of Part-Dieu. It meets our needs in terms of size. We are renting 13,000 m2 of the 14,000 m2 available from GENErALI, who have invested in the property, and with whom we have a contract. The solutions offered fully meet our expectations: Le Carat is a HEQ building deve-loped by ICADE, where the lighting, ventilation, heating and insulation have been specially optimi-zed. Nowadays, not only is it economic necessity, but beyond that, this environmental approach resonates with the nature of our businesses and the way we run them.

South of the historic peninsula at the confluence of the Rhône and the Saône, one of the largest city-center urban planning projects in Europe is enabling Lyon to double the size of its city center. The Confluence district covers 370 acres, and the majority of this area is used for public spaces, which account for half of the surface area of the first phase. With its terrace-lined marina, park offering a mile-long walk along the Saône, accommodation, stores, cultural and leisure facilities, major companies and institutions, Confluence is sure to be become a new, prestigious location in Lyon.
A multimodAl site Along the sAôneServed by the A7 highway and the Perrache TGV station, connected to the metro network, and crossed by a tram line which, by 2014, will be extended to run along the other side of the rhône to the Gerland scientific district, passing close to the future Confluence Museum, the Confluence district will benefit from a new rail stop at its center. In addition to exceptional public transportation services, this site enjoys an incomparable natural environment: around 3 miles of quays, long walkways along the river, and an uninterrupted view of the lush terrain on the right bank of the Saône.
decision-mAkers And investors Are flocking to confluenceAdvertising agencies and the Le Progrès newspaper group already have offices in the former port of rambaud. In 2009, they were joined by employees from the Eiffage group, Erai and the famous restau-rant owner Nicolas Le Bec. In 2010, these will be followed by other companies and institutions (région rhône-Alpes, Espace Groupe, Cardinal and GDF-Suez). In total more than 5,000 new employees will move to the Confluence district by the end of 2010.
Facing the future unibail-rodamco recreation and shopping center, mixed-use buildings (650 housing units, 15,000 m2 of offices, 3,000 m2 of ground-floor shops and businesses) are currently being delivered (October 2009-July 2010). These blocks are winners of the European Concerto Program award for their envi-ronmental quality, and were created by 12 teams of renowned architects for the developers Nexity Apollonia, Bouwfonds-Marignan Immobilier and Ing-real Estate-Atemi. Further north, near the Perrache railway station, a first office building, the Timesquare, has already been delive-red at Place des Archives. A second office building will open in early 2010. Located on the Saône side, this first phase repre-sents almost 40% of the planned overall construction, a total of 400,000 m2 net floor space. Investment today amounts to €1.15 billion, of which 64% is held by private investors. And this is just the beginning.
An eventuAl one million m2 projectOn the rhône side, the departure of the wholesale market in January 2009 freed up new land and opened new prospects for the development of the Confluence district. This second phase of the project, designed by Swiss architects and urban planners Herzog & de Meuron, makes provision for the creation in the coming years of a mixed downtown neighbo-rhood, combining offices, housing, shops, and local public facilities. As the gate to southern Lyon, more than 45 % of the overall surface area of 350,000 m2 will be dedicated to the service sector. The project will involve extending the city center with a dense northern district, where the old buildings will be preserved. To the south, the Champ de la Confluence will be a greener area dedicated to innova-tive activities. New bridges and walkways will be installed to facilitate access to this exceptional area. This last piece of the puzzle will apply the finishing touches to this vast urban project. The initial consul-tation phase is planned for 2012.Finally, close to the Perrache TGV station, the transfer of prisons from Lyon’s suburbs (2009), combined with the conversion of several buildings, has opened the way to converting this 19th-century district and creating more than 100,000 m2 of servi-ce-sector space around Place des Archives. A feasibility study is also underway into the possibility of converting the entire district using eco-renovation.

Why did you choose to locate the Eiffage Centre Est regional headquarters in Confluence?Our aim is to create and encourage syner-gies between the different sectors within the Eiffage Group by bringing together the various regional departments in the same headquarters. We wanted this place to be a flagship “sustainable development” site for our group, acting as a technological labora-tory and a skills hub. The Confluence mixed development zone, a district of central Lyon located at the confluence of the two rivers, and the associated Concerto-renaissance project, were therefore the ideal location for the Hélianthe building.

As a key player in the real estate sector, what is your opinion of the Confluence project, beyond your view as a “user”?Confluence is a highly ambitious project, but one that is meeting its objectives! It will offer an excellent living and working environment, with genuine diversity.Although vehicle access is delibera-tely restricted, our company’s internal Transport Plan provides our staff members with practical solutions to this issue.
For Hélianthe, we have also introduced “Chlorophylle”, our company restaurant, reducing the number of car journeys at lunchtime by 60%.It’s a great project, creating a district that will be a superb place to live. Everyone involved deserves to be congratulated. In many ways, Confluence is a major step towards creating the city of the future.
Tell us about the “hélianthe” building… This project represents a major break with traditional service-sector building design and construction techniques. We wanted to illustrate the expertise of our compa-nies by using innovative techniques. We also wanted to combine the efforts of our design department and the engineering team, under the supervision of the archi-tect Albert Constantin, from the outset.Hélianthe’s bioclimatic design was carefully calculated to ensure minimal environmental impact and maximum comfort and energy efficiency. Whereas a traditional service-sector building consu-mes an average of 180 kW per m2 per year, Hélianthe is expected to consume just 18 kW per m2 per year!As a developer and builder, Eiffage of course wanted to provide the very best solution for Eiffage as a user.Since September 2009, 380 people have been enjoying the benefits of this NF HEQ building and have been learning to act as eco-citizens in their offices.

With a commercial and leisure hub, housing and office space between city and nature in an area of 1,200 acres near the city center, Carré de Soie thinks big. At the link between the innermost core of the urban area and its major areas of development to the east, Carré de Soie is one of the flagship projects of the urban area, destined to become a services center in support of the one at Part-Dieu by 2020.
A concept in vogueTo the east of Lyon, in Villeurbanne and Vaulx-en-Velin, Carré de Soie enjoys an exceptional environment. Near the Jonage Canal, the project is part of the extension of the Grand Parc de Miribel, one of the largest natural peri-urban green spaces in Europe. It will highlight these landscaping assets in order to develop the concept of an «inhabited park», offering a new way of living for future residents. As of 2011, connecting routes designed for green modes of transportation (cycling and pedestrian) along the canal will link the neighborhood to the city center.Accessibility is another advantage of Carré de Soie, only a quarter of an hour away from downtown Lyon and Part-Dieu station by metro line A and tram T3. In 2010, when the rhônexpress comes into service, Lyon-Saint Exupéry Airport will be just 15 minutes away. Connected to the ring road and the highways leading to Paris, Marseille, and Geneva, in 2013 Carré de Soie will benefit from the opening of the Eastern urban Boulevard.
A europe-wide service sector hub for 2015-2030Some institutions are already planning their move to Carré de Soie. The high architectural and environmental quality aimed at for the buildings on this site will make it an ideal location for companies wishing to ensure high visibility. Carré de Soie will provide a favorable environment and attractive work setting, with company day care centers, restaurants, personal services, fitness clubs, etc.
the first progrAms The leisure and retail park developed by Altaréa opened in spring 2009. It offers a complex boasting 60,000 m2 of net floor space, focusing on family entertainment with a Pathé multiplex with a total of 15 theaters, 50 shops and restaurants, and 8 supermarkets. As an extension of this park, the new racecourse hosts educatio-nal and leisure activities (pony club, urban board sports center, aquatic environment discovery center, etc.). The installation of this flagship facility was accompanied by the launch of the first public trans-port cluster programs. Construction work on the cooperation and ethical finance cluster has already begun. This project involves creating a service-sector space of 12,500 m2, dedicated to ethical finance, social housing, engineering and consul-tancy companies. The first housing programs have also been launched (Bouwfonds Marignan and rhône Saône Habitat). Best known for its football stadium, Gerland is the primary center for scientific research in Lyon. As the epicenter of the LyonBiopôle global competitiveness cluster in Infectious Diseases and the advanced FInOVI research network (Infectious Diseases Innovation), the Gerland district has seen business leaders in human and animal health and research and higher education coexist with the Charles Mérieux Campus that aspires to become a major international campus focusing on scientific excellence open to business sectors.

Gerland is a renowned campus that includes the Écoles Normales Supérieures de Lyon, the université Claude Bernard, the Institute of Biology and Chemistry of Proteins, the P4 Laboratory and the ISArA. Since April 2009, the Lyonbiopôle Infectious Diseases Center (CI) has helped to strengthen the dynamic partnerships between public and private stakeholders in the infectious diseases sector. This collaborative r&D activity structure provi-des 1,920 m2 of P2 and P3 laboratories and shared facilities in the Domilyon building. The “acCInov” technology platform is also under development, which will expand the Infectious Diseases Center. Finally, the Lyon Functional Genomics Institute (IGFL) is currently under construction at the Chancellerie block. This building will open in 2011, housing 18 state-of-the-art research teams. This concentration of gray matter enjoys a great accessibility, with a direct connec-tion to the A7 and the ring road, and to the Part-Dieu business district TGV station via metro B. This accessibility has been further improved with the opening of a new regional railway station, Lyon Jean-Macé, in the north of the district.
These infrastructures will be the assets of the future, when a large area of land to the north of Gerland will be redevelo-ped – the future Nexans Girondins mixed development zone. This zone will include a new district with a high volume of servi-ce sector activities, just 7 minutes from Part-Dieu.
A bio-cluster growing in the heArt of the urbAn AreAThe bio-cluster continues to grow with a Lyon Techsud Business Park, built in the context of the Porte Ampère mixed deve-lopment zone (100,000 m2 of net service-sector floor space). Genzyme, the health-care biotechnologies company, has chosen to develop its new polyclonal antibody production site for patients with implants at Lyon Techsud. The first employees star-ted working there in December 2009. The production unit will be completed at the end of 2010. Eventually, almost 450 employees are expected on the site.The Lazard Promotion Group delivered two buildings at its business park at the end of 2009. The Gerland Plaza com-prises 5 buildings, with a total surface area of 14,697 m2 net floor space. Office and laboratory spaces are available from 250/300 m2. Linked from summer 2010 by direct Express tram to Lyon city center, Lyon-Saint Exupéry Airport is developing an ambitious real estate program, aiming to become a “City Airport” connected to the rest of the world.

business Airport, A heQ service-sector pArkDCB International is developing a program of 10,000 m2 of offices, spread over seven buildings at the Technology Park. These buildings are being developed in a carefully-landscaped environment and built in accordance with a sustainable development and energy saving strategy, to provide High Environmental Quality services.
synergy At the heArt of A heAlthcAre-oriented eco-districtIcade Promotion, in partnership with EPANI (Établissement Public d’Amé-nagement Nord Isère) is developing a real estate program dedicated to the healthcare sector. This program is designed to house medical and paramedical activities and offers a total floor space of 6,800 m2, as well as office and service space (shops, day care center, café-restaurant) of 4,700 m2. Synergy is located near the Médipôle, including the Bourgoin-Jallieu hospital, the Vion psychotherapy center and the Saint Vincent de Paul Clinic (a total of 600 beds). Synergy aims to offer to the site’s existing medical facilities a complete range of user services within a key facility for the area.The new facilities are part of a high-end service-sector development strategy, combining ambitious architectural design, top-quality facilities, successful urban integration and respect for the rich, varied natural environment.
An innovAtive construction cluster…The Porte de l’Isère urban area houses a number of materials research centers (Lafarge, Vicat, Kernéos, Parexlanko, etc.) and life-size experimental facilities (the
«Grand Ateliers» and the «Domaine de la Terre» in Villefontaine). Stakeholders in the materials and construction sector have joined forces to create the Innovative Construction Cluster (PIC), with the aim of exploiting the potential synergies that exist in this innovative sector. The Porte de l’Isère area has chosen to support this initiative by doubling the capacity of the Technology Park with a second mixed development zone of 150 acres, Parc Techno II, bringing the total surface area of the Technology Park to over 440 acres.
… thAt is ecologicAlly responsibleThe Porte de l’Isère urban area is also fully committed to supporting the renewable energy sector. It plays an active role in the TENErrDIS Competitiveness Cluster, which focuses on production and innovation in the renewable energy sector.This focus on a growth sector for the future is also demonstrated by the Renewable Energy Park in Bourgoin-Jallieu, located three minutes from the A43 highway. The park covers a total surface area of 100 acres, and is entirely dedicated to production and associated service activities in the renewable energy sector.
