Documentation and Scrutineering & Reconnaissance Timings

Dear Competitor,As you may have seen on the Local Media and Social Media there are a number of people in the area that are against the Rally, let me assure you it is very few people and the vast majority of residents are in favour of the rally and in many cases have volunteered to help.

But as a new event to the area we want to ensure that we make the whole process acceptable to the residents. This means that we cannot have all 120 cars out there at one time doing Reconnaissance. We need to find a way to stagger Reconnaissance. We are also mindful that you the competitors will have many different travel plans for the event, so with that in mind we want to stagger the times for Documentation, Scrutineering and Reconnaissance.

For this to happen we ask that you choose one of 4 Timing Groups during the day, filling in a form, the link to which will be sent to you by email.

On this form we also ask for the Name and Address that you would like your Service Area Vehicle Passes to be sent.

Please note that you must have completed documentation before you start your Reconnaissance. The competing crew do not need to be present at Scrutineering if you have team personnel to deal with this.

We will stagger Documentation (which starts from 10am) and scrutineering (from 12 noon) so that we can process 120 cars with minimal queues and allow each crew to perform a maximum of two recce runs. Each loop of the stages takes around 1.5 hours (45 miles) from Clacton and back again.

1. If you are arriving in Clacton on Friday evening or early Saturday, and the competing crew will be taking the rally car through scrutineering, we suggest you select the option of early documentation and late afternoon scrutineering; once signed on you can complete the recce before scrutineering. This is the Blue Group - Documentation 10.00 - 11.00, Scrutineering 16.30 - 18.00.

2. If you are arriving in Clacton on Friday or early Saturday and your service crew will be taking the car through scrutineering, we suggest you select the option of late morning documentation after which the crew has the whole afternoon to complete two recce runs. This is the Green Group - Documentation 11.00 - 12.00, Scrutineering 13.30 - 15.00.

3. If you are arriving in Clacton by lunchtime and /or live locally but don’t have a service crew to take the rally car to scrutineering we suggest you select the option of early afternoon documentation, followed by one recce run, scrutineering and another recce run. This is the Amber Group - Documentation 12.00am - 13.00 pm, Scrutineering 15.00 - 16.30. If you do not intend to do a recce (e.g. if your co-driver can only sign on late) then this is the group for you.

4. Clubman entries arriving by lunchtime are suggested to take their cars through scrutineering first, then documentation (both early afternoon) and then have two recce runs later in the day. This is the Red Group - Scrutineering 12.00 - 13.30, Documentation 13.00 - 14.00.

Please select your preferred option and a different second choice on the form below and we will do our very best to offer you something that meets your needs.

Changes to Refuelling arrangements:

Due to some unexpected constraints in our use of the Service Area, we are unfortunately not able to accommodate arrangements for the Vital Equipment fuel dispensing service. We hope to be able to bring you the full service for future events. Vital Equipment are pleased to offer fuel to competitors for purchase, and will be operating a can delivery service to the Service Park for collection from their truck on the Saturday.

3 Refuelling, Fuel Storage and Transport Requirements

3.1 The organisers have established suitable arrangements for refuelling with a preference for a designated refuelling zone. A Self Refuelling Zone will be available.

Fuel can be pre-ordered from Vital Equipment 01981 241169 - Competitors are encouraged to use this service where possible

3.2 There is a designated area for refuelling, this area will comprise of a Vital Equipment dispensing area and a self refuel area. Competitors using the self refuel area must have deposited their BS standard fuel canisters within the self refuel fuel storage area prior to 08:00 on 22nd April 2018. Canisters will be tagged and logged by the Environmental Scrutineer, however, competitors are reminded that its their responsibility to ensure the self refuel area contains sufficient fuel for their days sport or preferably use the Vital Equipment dispensing area. Note in instances of early retirement you must have the consent of the Environmental Scrutineer to collect your canisters and you must follow his instructions fully in doing so.

3.3 Re-fuelling is permitted in the Service Area, this should be the last operation to be carried out before the vehicles leave. The vehicle should be off any support stands, have all four wheels on the ground, have all other work ceased and have no occupants, when re-fuelling commences. All sources of ignition must be removed from the area and an appropriate fire response should be prepared. A 4.5kg minimum capacity dry powder fire extinguisher shall be carried by each service crew, in addition to that carried in the competing car.

3.4 Ideally re-fuelling should be by hand pumping, rather than from hand held containers.

3.5 Containers shall comply with the relevant British Standard, should be marked “Petroleum Spirit-Highly Flammable” and be kept from any source of ignition.

3.6 All empty containers should be removed from the venue after the event.

3.7 Petrol is to be used as fuel for the competing car only, not for any other purpose.

3.8 All vehicle re-fuelling is to take place in the open air. Smoking and any other sources of ignition, including live electrical items, must be prohibited and a safe area should be enforced with an operative on standby with a fire extinguisher.

3.9 Refuelling operatives, including those standing by with fire extinguishers, should ensure they are wearing protective clothing, including gloves and eye protection.
