About the Congressional Hunger Center

The Congressional Hunger Center (CHC) is a bipartisan, nonprofit organization, located in Washington, DC. We administer the Bill Emerson National Hunger Fellows Program and the Mickey Leland International Hunger Fellows Program, named in honor of these two late Congressional leaders who dedicated their careers to fighting hunger and poverty. The Fellowship programs are a unique leadership development opportunity for motivated individuals seeking to make a difference in the struggle to eliminate hunger and poverty in the U.S. and around the world.

We serve as a center where the anti-hunger community can discuss and imple-ment creative policy solutions to end domestic and international hunger. CHC has created partnerships with Members of Congress, Capitol Hill staff who focus on hunger and poverty, the Executive branch of government, private sector companies, foundations and hundreds of hunger-fighting organizations through-out the U.S. and around the world.

Vision StatementCHC is a leader in the movement to ensure access to food as a basic human right for all people. We create and nurture a community of innovative and inspiring leaders who act as change agents, bridging the gap between grassroots efforts and national and international public policy to provide access to nutritious, afford-able and culturally appropriate food.

This evening we celebrate the dedication of an exemplary leader in the fight to end hunger and poverty. Our distinguished honoree has been chosen for her significant contributions to fighting hunger in the United States and overseas. She embodies the determination necessary to make hunger and poverty a focal point of U.S. policy at home and globally. Distinguished Honorees

Representative Marcia L. Fudge

Congresswoman Marcia L. Fudge is a committed public servant who brings a hard-working, problem-solving spirit to Congress and to the task of improving access to healthy foods, health care and quality public education, as well as creat-ing jobs and protecting safety net programs. First elected in 2008, she represents the people of the 11th Congressional District of Ohio.

Congresswoman Fudge serves on the House Committee on Agriculture and the House Committee on Education and the Workforce. She is the Ranking Member on the Subcommittee on Early Childhood, Elementary and Secondary Education. She is also a member of several Congressional Caucuses and immediate past Chair of the Congressional Black Caucus. In 2014, Congresswoman Fudge became an original co-chair of the Democrats for Public Education.

Congresswoman Fudge consistently fights for child nutrition; food stamp (Supplemental Nutrition Assistance Program) recipients; access to locally grown, healthy foods; equitable access to a quality education from preschool through post-secondary programs; fair labor practices; and civil and human rights, among other issues. Additionally, she was an early and consistent voice for voter protection and remains a steadfast advocate to strengthen and preserve Social Security, Medicare and Medicaid.

Congresswoman Fudge has served the people of Ohio for more than two decades, beginning with the Cuyahoga County Prosecutor’s Office. She was the first African American and the first female mayor of Warrensville Heights, Ohio, where she led the city in shoring up a sagging retail base and providing new residential construction.

Congresswoman Fudge earned her bachelor’s degree in business from The Ohio State University and law degree from the Cleveland State University Cleveland-Marshall School of Law. She is a Past National President of Delta Sigma Theta Sorority, Inc., and a member of the Greater Cleveland Alumnae Chapter.

Congresswoman Fudge’s work ethic, problem solving approach, and ability to build collaborative relationships has earned her a reputation among her col-leagues in Washington and at home as an insightful leader and knowledgeable legislator. As a dedicated public servant, she begins each morning with a firm promise “to do the people’s work.”

Representative Lynn Jenkins

Growing up on a dairy farm near Holton, Kansas, Congresswoman Lynn Jenkins learned the values of hard work, keeping your word, and the importance of serving your community. These values led her to public service and still guide her decisions as she represents the Second District of Kansas, which includes Topeka, Lawrence, Leavenworth, Pittsburg, Independence and the majority of northeast and southeast Kansas.

After winning election for her fourth term in the U.S. House of Representatives, Congresswoman Jenkins was reelected by her colleagues to again serve as the Vice Chair of the House Republican Conference during the 114th Congressional session, the fifth-highest ranking position in House Republican Leadership. Congresswoman Jenkins is the 30th woman in history to hold a leadership position in either branch of Congress, and the 14th Republican woman to be in Leadership.

Congresswoman Jenkins currently serves on the House Committee on Ways and Means, serving on both the Health Subcommittee and Trade Subcommittee. She has developed a track record of supporting fiscally responsible public policy to promote job creation and economic growth, working to improve transparency in Congress, and backing a strong national defense.

Congresswoman Jenkins and Representative James P. McGovern joined forces in March 2015 to re-launch the bipartisan House Hunger Caucus for the 114th Congress. Congresswoman Jenkins stated, “Hunger doesn’t discriminate. This isn’t just an urban problem, or a rural problem. This is a problem that spans generations from children to senior citizens. We need to do more and we can do more.”

A Certified Public Accountant by profession, she also served in the Kansas House and Kansas Senate and as the 37th Kansas State Treasurer. She graduated from Kansas State University in Manhattan, Kansas and has two children, Hayley and Hayden.

U.S. Department of Agriculture Under Secretary for Food, Nutrition, and Consumer Services Kevin Concannon

Kevin Concannon was nominated by President Obama and Secretary Vilsack and confirmed by the U.S. Senate in July 2009 to serve as Under Secretary for Food, Nutrition, and Consumer Services in the U.S. Department of Agriculture. Food, Nutrition, and Consumer Services includes the Food and Nutrition Service (FNS) and the Center for Nutrition Policy and Promotion (CNPP).

In partnership with State and local organizations, FNS oversees the Supplemental Nutrition Assistance Program (SNAP), formerly known as the Food Stamp Program; child nutrition programs including National School Lunch, School Breakfast and Summer Food Service Programs; The Child and Adult Care Food Program; the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); and other nutrition programs. One in four Americans is now served by FNS programs.

CNPP is responsible for developing and promoting the Dietary Guidelines for Americans, MyPlate, and dietary and economic reports influencing nutrition policy.

Under Secretary Concannon has had a lengthy and distinguished career in public service. He has served as Director of State Health and Human Services depart-ments in Maine, Oregon and Iowa.

Under Secretary Concannon has trained Emerson Fellows regarding the USDA’s federal nutrition assistance programs in each of the past six years. He has mentored and inspired many Fellows. He models the positive role a dedicated public servant can play in addressing the food security and nutrition needs of communities throughout the country.

He has served as President of the American Public Welfare Association and a trustee of the American Public Human Services Association. He received the 2007 Lifetime Human Services Award from the American Public Human Services Association, 2012 Catholic Charities USA Keep the Dream Alive Award and the 2012 National WIC Association Leadership Award.

A native of Portland, Maine, he earned Bachelor of Arts and Master of Social Work degrees from Saint Francis Xavier University. He was awarded a Doctor of Laws Degree honoris causa by Saint Francis Xavier University in 2013.

Distinguished Honorees

Christine Tran

Christine Tran is a first-generation high school graduate. At present, she is a doctoral student at the University of Washington studying Educational Leadership, Policy and Organizations. She received the Collaborative Researchers for Educational Sciences Training (CREST) fellowship, funded by the U.S. Department of Education’s Institute of Education Sciences, to conduct interdis-ciplinary research and evaluation of policies from pre-school through higher education (P-20). Her research explores school nutrition equity, policy imple-mentation, and organizations.

Prior to her Emerson Fellowship, Christine taught at low-income schools in Los Angeles. She enjoyed teaching and mentoring students, but was frustrated by policy-related issues that negatively influenced the health and well-being of the school community. Student hunger was a major issue that stood out to her. Her students qualified for free school meals, yet refused to eat school food. This was a stark difference from her own experiences as a student: Christine grew up in a low-income community just ten miles away, where she received and regularly ate free school meals. Her curiosity about why the same policy benefited her, but was failing her students, led her to apply to the Emerson Fellowship.

As a 15th Class (2008–2009) Emerson National Hunger Fellow, Christine’s field placement was at the Hunger Task Force in Milwaukee, Wisconsin, where she evaluated two school nutrition programs in Milwaukee Public Schools. She conducted a plate-waste study on Universal Free Breakfast-in-the-Classroom and examined the impact of an after-school supper pilot program. In her policy placement with the Child Nutrition Division at the U.S. Department of Agriculture’s Food and Nutrition Service in Alexandria, Virginia, she identified opportunities for effective use of local procurement options, and compiled best practices and effective models for Farm to School.

After completing her fellowship, Christine served as an Illinois Early Childhood Fellow at the Latino Policy Forum in Chicago, Illinois. She later earned her Master of Arts in Sociology from Columbia University.

Equipped with experiences in both practice and policy, Christine seeks to improve systems by conducting action-based research. She believes the fellow-ship was, and remains, instrumental in supporting and leading her to where she is now.

Giselle Aris

Giselle Aris is Practice Area Manager for Enterprise Acceleration and Technology at Land O’Lakes International Development. Land O’Lakes International Development is a division of Land O’Lakes, Inc., the second largest agriculture cooperative in the United States and a Fortune 200 company. Giselle’s role at Land O’Lakes primarily involves leading design and managing implementation of top-priority organizational strategies focused on inclusive private sector-ori-ented development and funding diversification.

Giselle’s Mickey Leland International Hunger Fellowship with Land O’Lakes in 2011–2013 launched her continuing career. Giselle began her work with Land O’Lakes in Tanzania. While there, she worked with 60 input supply businesses, building their capacity to design and carry out business growth plans and to reach smallholder farmers. In Zimbabwe, Giselle worked closely with the Zimbabwe Association of Dairy Farmers (ZADF) to develop a new business model for providing services to medium-scale farmers. This model, which received seed funding via a Leland Program Small Grant, continues to achieve positive results. Giselle also worked with ZADF to create a viable financial model for providing breeding services to dairy farmers nationwide, and forged private sector partner-ships to enable sustainable implementation.

Giselle is now based in Washington, DC – although you might not know it, given how often she is out of the country providing technical support to Land O’Lakes projects globally! She also plays a key role in program technical design and partnership formation, particularly for programs focused on private sector-led development and technological innovation. She has developed multiple published tools used by the international development sector, including Developing and Strengthening Private Sector Input Supply Systems and Integrating Gender throughout a Project’s Life Cycle.

Prior to joining Land O’Lakes, Giselle worked in India’s dairy sector for two years, where she designed, secured investment for, managed and sustainably brought to scale a dairy business that continues to grow today. She has also worked for the United Nations Department of Economic and Social Affairs, Women’s Campaign International, and the U.S. Department of State Africa Bureau. Giselle holds a master’s degree in International Development from the University of Oxford, where she was a Thouron Scholar, and graduated summa cum laude from the University of Pennsylvania with a bachelor’s degree in African Studies.

Giselle was instrumental in building a vibrant fellowship community among her fellow 6th Class Fellows; as an alumna, she is generous in giving counsel, advice and support to many current and prospective Fellows.

In Tribute: CHC Salutes the House Hunger Caucus

On March 4, 2015, Representative James P. McGovern joined Congresswoman Lynn Jenkins at DC Central Kitchen to officially re-launch the House Hunger Caucus, which provides a bipartisan forum for members of Congress to engage and work on issues related to domestic and international hunger and food insecurity.

Rep. McGovern said: “One of the most important objectives of the Hunger Caucus is to foster better communication among anti-hunger advocates by bringing together stakeholders from federal agencies, state and local governments, non-profits, faith-based organizations, academia and business to discuss long-term strategies for ending hunger.”

CHC applauds the Hunger Caucus for the inclusion of such a variety of groups and viewpoints on hunger and the bipartisan approach to resolving it.

Celebrating a Leader of Anti-Hunger Leaders: Edward M. Cooney

Edward M. Cooney will retire this fall as Executive Director of the Congressional Hunger Center. Ed joined CHC as its leader in 2001. He has led the organization for more than half of its 22-year history, guiding CHC through significant changes.

Ed’s generosity as a mentor to our Fellows, alumni, and staff; experience on the frontlines of every major child nutrition and Food Stamp (SNAP) bill since 1977; and his sense of humor have made a lasting contribution to CHC, and to his many colleagues and friends in the anti-hunger arena. His career-long dedication to fighting hunger and poverty offers an enduring role model for our Fellows.

Looking ahead, Ed says, “My future plans include spending time reflecting and commenting upon the major nutrition policy discourses and on decisions concerning national nutrition standards in the late 20th and early 21st century. This should help keep me active through the next decade or two.”
