UKPN Substation Locations

Since 2011; UKPN’s stance regarding ‘new build’ developments has been: “The normal location for a substation, whether in a separate building or integral to a customer owned building, is at ground level”. This is a similar stance to all other DNOs.

The documentation goes on to offer a limited list of exemptions (i.e. ‘listed’ buildings); where a basement location might be considered and a process for justifying that location.

2011 – review of policies and standards by UKPN.

UK Power Networks acknowledge that many sites in central London are not ‘normal’ and proposals for basement

Requirements enabling basement location to be considered:

• Maximum one level below ground floor

• 24hr unrestricted UKPN staff access; via a stairway that meets UK Building Regulations (e.g. no ‘companionway’ ladders)

– Without recourse to a third party (i.e. Security Guard).

– Dedicated stairway.

– Dual-locking arrangements (if necessary).

• ‘Direct’ UKPN Plant Access

– Ideally 24hr unrestricted.

– Manual Handling kept to a minimum

• Natural Ventilation Scheme

– Open to ‘free air’.

– Passive ‘Stack’ principle employed.

– Maintenance free.

Alternative basement locations:

Obviously not all projects will be able to accommodate a ‘lightwell’ scenario; in these cases meeting our requirements can be more challenging, but the complications are by no means insurmountable.

The LPN Substation Design Team can work with the customer’s design team to ensure the final result is acceptable to both parties.

In conclusion:We will work with customers to install basement substations, all examples used here are recently installed basement locations.

We will always look for a ground level location in the first instance;

A number of aspects need to be considered if we are to meet our own requirements in terms of Health & Safety and network security.

Each project requiring a substation will be assessed on its individual circumstances; providing the mandatory elements can be achieved, a basement location may well be viable.

Transformers• 11kV transformer specification has typically been limited to 1MVA

– Reduced unit diversity leads to lower unit cost and simpler maintenance schedule

• Automatic loss of Connections market share to IDNOs, particularly in high land-value / physically constrained locations

• We have reviewed specification options with a number of customers to determine most useful offering

• 1.5MVA unit with 2500A LV circuit breakers being sourced

• P2/6 Compliance

Risers and Laterals

• 2012 decision to cease installation of Risers and Laterals in South-East and Eastern DNOs

– Has not been offered in London DNO for some time

• Recent review concluded offering new installation service

– Not to include on-going ownership

– Liability for future maintenance remains with building owner (or BNO)

• Trial basis with existing contractor

• Possible expansion if uptake is positive
