5 IMPLEMENTATION OF MANAGEMENT PLAN
5.1 INTRODUCTION Projects of this size are typically required to prepare an Environmental Management plan prior to Construction.
The Environmental Management Plan construction site specific plan which is used to ensure that
best practice environmental management procedures are applied to the construction practices and the maintenance and environmental phases of each stage of development
The findings of the site’s environmental assessment are adhered to and the conditions of approval are followed to the letter
On site activities comply with all current environmental legislation
The environmental risks associated with the project are properly identified and managed.
An Environmental Management Plan will be prepared for the development prior to construction. This will be prepared with reference to the NSW Government’s “Guideline for Preparation of Environmental Management Plans” (DIPNR 2004). Many issues considered as part of the Environmental Management Plan are common on such developments. The NSW Department of Housing Guideline EMP Checklist (2000), can be used as a guide as many of these issues are identified. The checklist is summarised in Appendix B. The following sections outline the proposed control measures for a range of issues that may arise during construction, operation and maintenance stages of development; and proposes the implementation of these control measures to each stage of development. It should be noted that the application of these control measures at each stage of development will be assessed on a case-by-case basis as development progresses. The diagram shown below in [Section 5.2.2] (including vehicle access routes and control measures) will be used as a template for the layout of future stages of development.
5.2 TRAFFIC MANAGEMENT
5.2.1 GENERAL Traffic Management Plans will be required to be prepared by the Head Contractor at each stage of construction. The recommendations contained in this document will be adopted for the Stage A1 and A2 plan of construction.
Where traffic management measures are required on RTA controlled roads (such as Pacific Highway), the design is to be certified by an RTA accredited professional.
5.2.2 SITE ACCESS CONDITIONS Site access during the construction of Stage A1 and A2 is proposed from Alexandra Drive. Heavy vehicle and delivery movements via a main temporary access, will be only access point to site. Alexandra Drive is a local two lane rural road of variable width; it has a 50km/h speed; the grade leading up the intersection is gentle with the rest if the road traversing downhill towards the development. Stage access routes are shown below in Figure 5.1.

5.2.3 WORKING HOURS The environmental assessment states that all construction activities including materials delivery is restricted to the following hours:
7:00am – 6:00pm, Monday to Friday
8:00am – 1:00pm, Saturday
No work on Sunday or Public Holidays
Any construction work outside the above hours can only be approved by appropriate authorities prior to work commencing after appropriate consultation with affected residents.
5.2.4 PEDESTRIANS Pedestrian amenity within the vicinity of the site will be protected through signage, barricades and webbing. There will be no public pedestrian route through the construction site. Pedestrian routes in close proximity or within area of site works will be diverted to safely cater for the needs of pedestrians. Where construction works interrupt existing pedestrian routes, temporary pedestrian access in close proximity to the existing arrangements will be provided with suitable signage. Pedestrian movements will be subject to continuous review and will be adjusted when necessary. Pedestrian movements within the construction site will be subject to standard construction OH&S practices.
5.2.5 EMERGENCY VEHICLE ACCESS Emergency vehicle access will be available through the main access point. The access for police and emergency services will remain open during construction working hours to minimise response times. Liaison will be maintained with the police and emergency services agencies throughout the construction period and a 24 hour contact will be made available for out of hour’s emergencies and access.
5.2.6 POTENTIAL IMPACT OF CONSTRUCTION TRAFFIC The potential impact of vehicles associated with the construction has been investigated so as to enable the implementation of the appropriate traffic management measures.
5.2.7 EXISTING TRAFFIC FLOWS The existing peak hour traffic movements are taken from a Traffic Counting Study undertaken in February 2009. The full results of the traffic assessment are given in Annexure D.

5.2.8 CONSTRUCTION TRAFFIC IMPACT
ALEXANDRA DRIVE The number of workers onsite at any one time is estimated at between 10-15 persons with the maximum no more than 15. Assuming that the workers arrive by private vehicles and each vehicle transports two persons it can be assumed that up to 8 vehicles per day will be present. A low flow of vehicles visiting and exiting the site will occur throughout the day. These extra vehicles will have limited impact on Alexandra Drive as these vehicles will only be using a very small section of the road (100m) and will not interfere with other resident’s properties or other traffic. This has been confirmed by the Traffic Assessment report given in Annexure D. Road safety and noise issues will need to be addressed to ensure minimal discomfort and delay is caused on residents. It is considered that this can be addresses through community consultation, education and sign postage.
The following measures will be adopted
Site induction will include procedures for accessing the site from Alexandra Drive
Ongoing staff meetings will reinforce the need for care when using Alexandra Drive.
Signage will be placed at the access and at Alexandra Drive warning site employees that they must observe speed limits and to reduce noise.
Car pooling will be encouraged to reduce vehicle numbers.
Opportunities to stagger arrival and departure times will be investigated to minimise effect on pedestrians and school children during Bus drop off times
Cars will access the site via a maintained gravel road. A wash down area will not be required however a cattle grid may be used to ensure no dirt exits the site.

5.4 CONSTRUCTION PHASE
5.4.1 GENERAL Prior to construction in any stage, detailed Environmental Management Plans will be prepared, based on the requirements of DIPNR (2004) and submitted to council. The estate will developed in several stages to minimise the potential for soil erosion and water pollution and places less strain on the immediate ecosystem. This would also mean less impact on residents surrounding the development. By developing in stages it enables the environment to be progressively rehabilitated as the development proceeds. Wherever possible the site will remain undisturbed until construction of that area or stage is to take place. Prior to commencement of bulk earthworks, temporary sediment and erosion control measures should be installed in accordance with the management plan and the Institution of Engineers Soil Erosion and Sediment Control Guidelines. All the runoff from disturbed areas is to be managed by the installation of silt fences and contour drains. Runoff should be dispersed evenly and concentrated flows should be limited. Runoff from undisturbed area should be diverted around disturbed areas wherever practical to minimise erosion of construction site. Control measures such as sediment ponds, silt fences, contour drains should be installed and maintained in accordance with the recommendations contained in the “Soil Erosion and Sediment Control Engineering Guidelines for Queensland Construction Sites” June 1996, by the institution of engineers Australia (Queensland Division). Sediment and erosion control must remain in place throughout the entire construction process until final landscaping is finished and established. Additional sediment and erosion control plans are outlined in Appendix C The soil on site has been earmarked as being low fertility soil, however nutrient transport from site should be minimised with appropriate measures.

Operational policy To achieve acceptable air quality standards through the control of the movement of dust offsite from site works.
Performance The target level for complaints by nearby residents is no criteria more than one in any seven day period. Ambient air quality should not
deteriorate by more than 30% over a period of seven consecutive days. Dust deposition at any nearby residence should not exceed 100mg/m2/day.
Implementation The minimisation of the movement of dust offsite will be strategy achieved through the following onsite practices:
1. All permanent bunds and reshaped areas will be revegetated within 10 days after completion of earthworks (including excavation and backfilling of services trenches). 2. Stockpiling onsite will be minimised where possible. 3. An on-site water cart will be available at all times. The site will be watered daily and additional watering will be conducted during high-risk times such as high winds and low rainfall and after receipt of complaints. 4. All dust creating activities to cease if wind speed exceeds 10m/sec. 5. Contractors staff to be trained to implement dust minimisation measures.
Monitoring Daily inspections will be carried out to verify that dust mitigation measures are being implemented. Dust monitoring will be conducted upon receipt of complaints by residents. If dust monitoring is to take place, the following will occur: • Temporary dust deposition gauges will monitor the movement of dust offsite at the nearest residences adjacent to the proposed stages and within the predominant wind directions . • Monitoring will be undertaken in accordance with AS 3580.10.1 (1991).
Auditing Management to examine the complaints register weekly and review corrective action taken
Reporting The contractor to notify EPA of a possible environmental nuisance on receipt of 3 or more dust complaints in any 24 hour period. Reports will be provided to Nambucca Shire Council upon request. Complaints by residents are to be recorded in a Complaints Register and notified to Nambucca Shire Council.
Identification of incident or failure
Any dust-related complaints by residents will indicate a failure of the dust control measures.
Corrective Action Locate the source of the dust and implement the following measures: • apply water sprays to vegetation • cover or water exposed areas • if dust persists, cease the dust creating activities All dust complaints to be addressed in consultation with Council Officers.

Monitoring • Water sampling to be carried out according to Section 6.3. • If elevated levels are found for any parameter commence weekly sampling and testing for the parameter concerned and if possible examine the composition/constituents of the pollutant. • Establish complaints register and record details of complaints. • Inspect control structures after rainfall events. These inspections are to be recorded.
Auditing Nambucca Shire Council to carry out quarterly inspections to verify that monitoring has been carried out and that action has been implemented if required to correct any shortcomings.
Reporting of monitoring results
• Annual reports to Nambucca Shire Council. • Record details of all maintenance activities. • Results to be available to EPA at all times
Identification of incident or failure
Water quality of outflow fails to meet the release criteria.
Corrective action Clean or maintain stormwater control structure as appropriate. Implement contingency measures.

Do not burn off any waste products or off cuts Identify site access with minimal impacts on residents and instruct trucks to
use this access
Avoid parking site vehicles where they will unduly impact local use of the street
Do not place waste containers, skip bins or building materials on road or footpath – store all materials within the work site
Limit hours of operations to suit council requirements listed in consent conditions
Use noise suppressors on machinery Do not use loud radios where neighbours can be disturbed Take appropriate care when using construction equipment adjacent to
buildings
Advise the adjoining neighbours of the work at least one week prior to commencement, including hours of work
Protect trees during construction Do not stockpile soil or other materials under the canopy of a protected tree
as designated by Resitech or the local council
Ensure site amenities such as sheds and material storage areas are not sited underneath tree canopies or in a position to disturb neighbours
Identify and protect heritage items present on site.

2 DEMOLITION
Actions If applicable Responsible Person
Stockpile materials only in designated areas behind sediment fences Cover stockpiled materials with plastic to prevent erosion by wind and rain Install a fence around the site with a cloth barrier to act as a wind break if
dust is a problem
Damp down surfaces such as stockpiles as required to reduce wind blown dust
Implement the site Demolition Waste Management Plan (attached) Do not bury or burn demolished materials on site Ensure hazardous materials such as asbestos are handled and disposed of
correctly by licensed contractors, following Environment Protection Authority requirements
Do not mix hazardous materials with other demolition materials Identify and protect heritage items present on site
3 CONCRETING
Actions If applicable Responsible Person
Wash out trucks at supplier’s depot Wash out in an area where water cannot enter waterways, stormwater
drains, footpath or roads up slope from a sediment control device
Collect wash water in plastic container carried by delivery truck and return with the truck to the supplier for recycling or proper disposal
Collect wash water in an on-site container to allow solids to settle Irrigate a flat grassy area with diluted wash out water, ensuring that it does
not enter waterways or stormwater
Other: Implement the site Construction Waste Management Plan (attached) Order and supply only sufficient quantities of concrete Return excess concrete with delivery truck to supplier for recycling or
proper disposal
Use excess concrete as fence post footings or place areas to be used for paths or driveways
Store excess concrete in a lined bin or pit for eventual recycling or disposal
4 BRICKLAYING
Actions If applicable Responsible Person
Wash out in an area where water cannot enter driveways, stormwater drains, footpaths or roads, preferable up slope from a sediment control device
Collect wash water in an on-site container to allow solids to settle Irrigate a flat grassy area with diluted wash out water, ensuring that it does
not enter waterways or stormwater
Ensure brick cutting is undertaken where waste will not run onto footpaths or roads
Implement the site Construction Waste Management Plan Store excess mortar with waste concrete in a lined bin or pit for eventual
recycling or disposal
