Executive summary

About the consultation: Between 27 January and 13 March 2016, we consulted on proposed improvements to pedestrian and cycle facilities on (A10) Great Cambridge Road, near to Turkey Brook.

We received a total of 58 responses, with 19 responses supportive or partially supportive of the proposals. The main concerns raised by respondents included a possible increase in congestion on the A10 and the safety of pedestrians using the crossing.

Conclusion and next steps: The recent consultation has been a valuable exercise in understanding views on our proposals and we will now spend time considering the points raised in the consultation and undertaking further investigations and design work. We will issue an update this autumn, which will set out our response to issues that were commonly raised in the consultation and explain the next steps.

1 Background The Mini-Hollands programme aims to encourage more people to cycle more safely and more often, whilst providing better streets and places for everyone. We are working in partnership with Enfield Council on Cycle Enfield, which is funded through our Mini-Hollands programme. Enfield Council is proposing a network of Quietways and Greenways across the borough, some of which cross (A10) Great Cambridge Road, which forms part of the Transport for London Road Network (TLRN). TfL is responsible for any proposed changes that affect the TLRN.

2 Introduction We invited the public and stakeholders to take part in a public consultation on proposals to make changes to (A10) Great Cambridge Road at Turkey Brook and give their views using the TfL consultation tool online, via email or by post. 2.1 Purpose of the planned changes Our proposals aim to address gaps in cycling routes between the east and west of the borough, by enhancing existing facilities to benefit both cyclists and pedestrians. We intend to accommodate the predicted increase in the number of cyclists along the route. We proposed to make the following changes to the A10 at Turkey Brook:

1. Remove the existing footbridge at this location, which is not accessible for wheelchair users, people with buggies and cyclists

2. Install a new staggered (two-stage), 4 metre wide ‘Toucan’ crossing across Great Cambridge Road. Toucan crossings can be used by pedestrians and cyclists

3. Install “countdown” facilities, which indicate the time available for pedestrians and cyclists to safely use the crossing

4. Install dropped kerbs and tactile paving on the east and west pavements, and the central reservation, for safety and accessibility

5. Create two new shared-use footways for pedestrians and cyclists, to link the new Toucan crossing with the Hadley Wood to Enfield Island Village Greenway

3 The consultation

We consulted on the proposals from 27 January to 13 March 2016.

The potential outcomes of the consultation were:

We decide the consultation raises no issues that should prevent us from proceeding with the scheme as originally planned

We modify the scheme in response to issues raised in consultation We abandon the scheme as a result of issues raised in the consultation

The objectives of the consultation were:

To give stakeholders and the public easily-understandable information about the proposals and allow them to respond accordingly

To understand the level of support or opposition towards the proposals To understand any issues that might affect the proposal of which we were not

previously aware To understand concerns and objections To allow respondents to make suggestions

3.1 Who we consulted

The consultation intended to seek the views of a range of different groups potentially affected by or interested in the proposals. Those we consulted included:

Local residents and businesses Local stakeholders, including the London Borough of Enfield, local politicians and local

interest groups Local emergency services Cycling and road user representative bodies Other road user groups and safety campaign groups Headteachers of all schools and colleges potentially affected by the proposals A list of the stakeholders we consulted is shown in Appendix D. A summary of their responses is given in Section 4.4. 3.2 Consultation material, distribution and publicity

We sent a letter and map describing the proposals to 3,254 addresses within a 400 metre radius of the junction. A copy of this letter is shown in Appendix A and a map of the distribution area can be found in Appendix B. We also sent an email to 93 stakeholder contacts, notifying them of the consultation. A list of the groups consulted is shown as Appendix D.

We sent a separate email to the Headteachers of four local schools that may be affected by the proposals:

Forty Hill School Honilands Primary School St Ignatius College Worcesters School

A copy of the email is shown in Appendix C. Forty Hill School and Honilands Primary School both responded to the consultation. The consultation invited participants to comment on the proposed changes. There was one closed and one open question, as listed below:

4 Overview of consultation responses 4.1 About the responses We received a total of 58 responses to the consultation. 51 were submitted online, six were received by email and one was received by post. Postcode analysis: Of the 43 respondents who supplied a postcode, 24 were from the local EN1 postcode area, and a further six were from other Enfield postcodes. The remainder were spread across Greater London.

4.3 Summary of overall comments received There were 58 unique respondents. 53 left a comment.

The following is a summary of the most popular comment themes, with a count indicating how often it was raised. A comment theme is listed in this report if it was mentioned by three or more respondents. Impact on traffic/congestion: This concern was raised the most often, by a total of 13 respondents. The common comment was that installing further traffic lights will impede on drivers journey times. Safety concerns for pedestrians crossing: 10 respondents raised concerns about pedestrian safety. The majority were concerned about vehicles stopping in time due to the speeds at which many travel on this stretch of road, especially in the evenings. Facilities already exist: Nine respondents suggested the proposals at Turkey Brook are not necessary due to the current footbridge and underpass facilities nearby. Not a good use of public money: This issue was raised by five respondents and related to some of the reasons mentioned above. two respondents commented that the underpasses were sufficient for cyclists. Not in favour of shared space: three respondents mentioned their worry of conflicts between pedestrians and cyclists, especially those who are disabled.

4.4 Summary of responses from stakeholder groups and businesses Confederation of Passenger Transport Fully supports the idea of any proposal to improve safety or journey time reliability, as well as the encouragement to use more sustainable modes of transport. However, objects to this particular scheme for the following reasons:

Does not believe that the proposed scheme would encourage increased cycle use, but would negatively impact other road users regardless

Believes the underpasses and current footbridge are sufficient in providing ways to cross the road, so the disruption that will be caused by the works is unnecessary

Concerned about the detrimental environmental impacts of traffic slowing down, stopping and accelerating away from the traffic signals

FERAA-Vice Chair (Federation of Enfield Residents & Allied Associations)

Expressed opposition to the removal of the footbridge due to potential for conflict between adults and children, and fast moving traffic

Commented that this particular stretch of the A10 is known for accidents and also “young road racers”

Forty Hill CE Primary School

Concerned about large groups of children crossing as a group using the new Toucan crossing. Suggested that the crossing would mean the children would have to cross in smaller groups which would raise staffing issues

Main concern was the removal of the footbridge rather than the installation of the Toucan crossing

Explained that disabled students do not have any issues with the inaccessibility of the footbridge since they use other means of transportation to get to the school and surrounding stations.

Guide Dogs

Against all proposals for shared space at the Turkey Brook Toucan crossing Believes vision impaired people should not share the same space as cyclists

Honilands Primary School

Against the removal of the footbridge due to frequent use by school children Expressed concerns about the speed of the traffic on Great Cambridge Road, and

5 Conclusion and next steps The recent consultation has been a valuable exercise in understanding views on our proposals and we will now spend time considering the points raised in the consultation and undertaking further investigations and design work. We will publish a second document this autumn, which will set out our response to issues that were commonly raised in the consultation and explain the next steps.

Full details of the consultation can be found at tfl.gov.uk/cycling/a10-turkey-brook and it is open for comments until Sunday, 13 March 2016.

I am aware that your school is located within walking distance of the current footbridge and that some pupils may use the footbridge to cross the Great Cambridge Road. Please let me know if you have any questions, or would like a member of the team responsible for the proposals to visit the school and discuss them with a relevant member of staff.
