1 INTRODUCTION11 Exercise BERSAMA SHIELD 2020 (BS 20) will take place within the Kuala Lumpur and Singapore FIRs from 070001UTCto 141100UTC April 2020 The exercise airspace is split into 4 main areas A to D a Low Flying area specific Air Corridors2 Permanent Restricted Areas and a Naval Firing Air-to-Air Engagement Area These areas will be active during plannedperiods of intense aerial activity but released back to civil ATC when not required by military exercise traffic Civil and non-exercisemilitary aircraft can continue to operate unrestricted within the non-exercise airspace as set out in paragraph 7 exceptduring periods of special activity set out in paragraph 3

12 All exercise airspace will be active during the Air Defence Exercise (ADEX) intense aerial activity which is limited to two3-hour windows between 0100-0400UTC and 0530-0830UTC daily for the period of 07 ndash 14 April 2020 All exercise airspacewill be active during the ADEX Thereafter all exercise airspace will be released back to civil ATC except Area B the NavalFiring Air-to-Air Engagement Area and the Permanent Restricted Areas these will be released separately according to plannedexercise activity There will be an additional ADEX from 1130-1530UTC on 08 09 and 13 April 2020 which only involveArea B

13 Two Special Activity periods will take place from 080315UTC to 080345UTC and 130315UTC to 130345UTC April2020 This activity will impose additional restrictions on air activity in the vicinity of Singapore Changi Airport Further detailson both ADEX and Special Activity restrictions are provided in paragraph 3

2 EXERCISE AIRSPACE21 BS 20 Airspace Cell at the Headquarters Integrated Area Defence System (HQIADS) under the Five Power DefenceArrangements (FPDA) shall be the coordinating authority for the exercise airspace Outside the ADEX windows HQIADS willrelease Area B to the relevant civil aviation authorities when not required for exercise purposes

22 The exercise areas encompass portions of both the Kuala Lumpur and Singapore FIRs as described below and depictedat Charts 1 through 7 to this AIP Supplement

5 REQUESTS FOR CLEARANCES INTO EXERCISE AIRSPACE51 Civil and non-exercise aircraft operating into and out of airports in Peninsular Malaysia and Singapore via established ATSroutes which intend to operate in the active exercise areas shall be permitted to operate subject to prior coordination Pilots ofsuch flights shall conform strictly to the ATC clearances issued before entering active exercise areas Any clearance into theexercise area will automatically expire if the aircraft cannot remain within 10 minutes of the flight planned ETDs and ETAs

52 Civil and non-exercise aircraft requiring clearance into exercise airspace should submit a flight plan and inform BS 20Airspace Cell and SATCC at least six hours prior to departure Submission of flight plans either by email or fax will be via therelevant AISOfficeoperator The Airspace Cell will process these requests and endeavour to approve the flight plan or providea de-conflicted slot time BS 20 Airspace Cell will then pass this information to the operator and SATCC for approvalrejectiondissemination Any queries should be directed to the BS 20 Airspace Cell at HQIADS Butterworth Malaysia

53 In the event of request for clearance into exercise airspace has been approved by BS 20 Airspace Cell operators shallenter this information under item 18 OTHER INFORMATION ldquoRMKBS20Ardquo when submitting actual flight plans

6 INTERCEPTION AND IDENTIFICATION OF NON-EXERCISE AIRCRAFT61 All non-exercise SSR transponder-equipped aircraft when operating in the Kuala Lumpur and Singapore FIRs during theexercise period shall have their transponders set to their allocated SSR codes or if a code has not been allocated they shouldset Mode 3A Code 2000

62 Civil and non-exercise military aircraft entering or transiting the active exercise areas may be intercepted for the purposeof identification An aircraft which is intercepted by another aircraft shall act in accordance to the instructions in the AIPs(Malaysia ENR 112Singapore ENR 112)

63 Civil and non-exercise military aircraft experiencing an emergency that necessitates them entering an active exercise areashould immediately advise the appropriate ATC agency so that necessary action can be taken to co-ordinate a safe entry intothe area

8 RESTRICTIONS AND PROCEDURES81 SINGAPORE CHANGI AIRPORT

811 During the intense aerial activity and ADEX Windows as described in paragraph 3 ATS Route Y339 is not available forflight planning Aircraft departing from Singapore Changi Airport routing via Peninsular Malaysia to file MASBO SID for ATSRoute A457 to VKL Overflights are to flight plan via A457

812 Aircraft arriving via ATSRoute A464 to file ARAMASTAR can expect tomaintain FL140 until BOBAG (En-route descentmay be available but it should not be anticipated)

813 Singapore Changi Airport will be closed during the Special Activity periods from 080315UTC to 080345UTC and130315UTC to 130345UTC April 2020

814 To ensure that departures from Singapore Changi Airport are able to pass through FL140 prior to the commencementof the Special Activity ATC will only allow departures up to 10 minutes before airport closure time

815 For the first 15 minutes following Singapore Changi Airportrsquos re-opening at 0345UTC Changi arrivals will be allowed toland on both runways while departures will depart on Runway 02C20C only Segregated mode of operations will resume after0400UTC

82 BUTTERWORTH CTR AND KUANTAN CTR

822 Butterworth and Kuantan ATC will provide separation and co-ordination between exercise traffic and prior notifiednon-exercise traffic throughout the period of activation

823 Regular scheduled civil traffic will be coordinated with exercise traffic to permit normal operation where possible withinboth the Butterworth and Kuantan CTRs However some routing restrictions can be expected during the period of the exercise

824 Non-scheduled civil and non-exercisemilitary traffic will be able to operate within Butterworth and Kuantan CTRs providedthat prior permission is obtained in accordance with paragraph 5 Continuation and or circuit training flights will not be permittedwithin the CTR

825 Scheduled civil flights that are unable to adhere to their published timings are to notify the BS 20 Airspace Cell throughthe appropriate ATC Supervisor as soon as delays are identified prior to departure During periods of intense aerial activitysome delays may be expected

83 JOHOR BAHRU SENAI INTERNATIONAL AIRPORT

831 The Johor Bahru CTR will be deactivated for the period of the exercise However to allow for scheduled civil aircraftoperations in and out of Johor BahruSenai International Airport including the completion of standard instrument approachesand departures a temporary CTR as described at paragraphs 7218 and 7219 will be released to civil ATC Aircraft arrivingvia ATS Route A464 can expect to maintain FL140 and descend overhead VJB In case of aircraft operationalrequirementlimitation where entering an active exercise area is necessary separation will be provided real time by ATC

832 Non-scheduled civil and non-exercise military traffic will be able to operate in and out of Johor BahruSenai InternationalAirport provided that prior permission is obtained in accordance with paragraph 5 In such circumstances some delays maybe expected

811 During the intense aerial activity and ADEX Windows as described in paragraph 3 ATS Route Y339 is not available forflight planning Aircraft departing from Singapore Changi Airport routing via Peninsular Malaysia to file MASBO SID for ATSRoute A457 to VKL Overflights are to flight plan via A457

812 Aircraft arriving via ATSRoute A464 to file ARAMASTAR can expect tomaintain FL140 until BOBAG (En-route descentmay be available but it should not be anticipated)

813 Singapore Changi Airport will be closed during the Special Activity periods from 080315UTC to 080345UTC and130315UTC to 130345UTC April 2020

814 To ensure that departures from Singapore Changi Airport are able to pass through FL140 prior to the commencementof the Special Activity ATC will only allow departures up to 10 minutes before airport closure time

815 For the first 15 minutes following Singapore Changi Airportrsquos re-opening at 0345UTC Changi arrivals will be allowed toland on both runways while departures will depart on Runway 02C20C only Segregated mode of operations will resume after0400UTC

824 Non-scheduled civil and non-exercisemilitary traffic will be able to operate within Butterworth and Kuantan CTRs providedthat prior permission is obtained in accordance with paragraph 5 Continuation and or circuit training flights will not be permittedwithin the CTR

825 Scheduled civil flights that are unable to adhere to their published timings are to notify the BS 20 Airspace Cell throughthe appropriate ATC Supervisor as soon as delays are identified prior to departure During periods of intense aerial activitysome delays may be expected

83 JOHOR BAHRU SENAI INTERNATIONAL AIRPORT

831 The Johor Bahru CTR will be deactivated for the period of the exercise However to allow for scheduled civil aircraftoperations in and out of Johor BahruSenai International Airport including the completion of standard instrument approachesand departures a temporary CTR as described at paragraphs 7218 and 7219 will be released to civil ATC Aircraft arrivingvia ATS Route A464 can expect to maintain FL140 and descend overhead VJB In case of aircraft operationalrequirementlimitation where entering an active exercise area is necessary separation will be provided real time by ATC

Civil and non-exercise aircraft requiring clearance into the exercise airspace should submit a flight plan and inform BS 20 Airspace Cell and SATCC at least six hours prior to departure Submission of flight plan either by email or fax will be via the relevant AIS Office operator The Airspace Cell will process these requests and endeavour to approve the flight plan or provide a deconflicted slot time BS 20 Airspace Cell will then pass this information to the operator and SATCC for approval rejection dissemination Any queries should be directed to BS 20 Airspace Cell at HQIADS Butterworth Malaysia
