SAFETY POLICY OF COAL INDIA LIMITED MINE SAFETY Coal India Ltd has always given the highest priority towards “Safety”. In CIL, safety is considered as a part of its core production process and is embodied in the statement. CIL has also framed a distinct and definite Safety Policy and formed multidisciplinary Internal Safety Organisation(ISO)
in every subsidiary company and also at CIL (HQ). Over the years the safety performance in CIL has been significantly improved. This improvement documented statistically in several independent sources and attributed to the following reasons:
Commitment by the management, workers and regulators.
Well thought out and conscientious safety awareness drives,
Advanced and continuous training of the workforce.
Technological advances in the field of mining methods and better mining equipment/ machinery design;
Strong oversight and required assistance from the Ministry of Coal.
OBJECTIVES OF CIL SAFETY The objective of Coal India Ltd is to achieve “Zero Harm Potential” in all mines and other establishments. Safety is given prime importance in the operations of CIL as embodied in the mission of Coal India Ltd. CIL has formulated a Safety Policy for ensuring safety in mines and implementation of which is closely monitored at several levels.
1) Operations and systems will be planned and designed to eliminate or materially reduce mining hazards;
2) Implement Statutory Rules and Regulations and strenuous efforts made for achieving superior standards of safety;
3) To bring about improvement in working conditions by suitable changes in technology; 4) Provide material and monetary resources needed for the smooth and efficient execution of
Safety Plans; 5) Deploy safety personnel wholly for accident prevention work; 6) Organize appropriate forums with employees representatives for Joint consultations on
safety matters and secure their motivation and commitment in Safety Management; 7) Prepare annual Safety Plan and long term Safety Plan at beginning of every calendar year,
unit-wise and for the company, to effect improved safety in operations as per respective geo-mining needs to prepare the units for onset of monsoon, to fulfill implementation of decisions by Committee on Safety in Mines and Safety Conferences and to take measures for overcoming accident proneness as may be reflected through study of accident analysis. Keeping priority in sensitive areas of roof-falls, haulage, explosives, machinery etc.
8) Set up a frame for execution of the Safety Policy and plans through the General Managers of Areas, Agents, Managers and other safety personnel of the units.
9) Multi-level monitoring of the implementation of the safety Plans through Internal Safety Organisation at the company headquarters and Area Safety Officer at area level;
10) All senior executives at all levels of management, will continue to inculcate a safety towards accident prevention of their functioning;
11) Institute continuous education, training and retaining all employees with the accent placed on development of safety oriented skills;
12) Continue efforts to better the living conditions and help of all employees both in and outside the mines

MINE SUPPORTS

GASSINESS:
The coal seams are classified in Degree-III gassiness.
As a safety measure regular gas survey and quantity survey are done and records are
maintained.
All statutory provisions regarding ventilation are compiled to ensure highest safeguards
against methane ignition.
MONITORING OF GASES
Environmental telemonitoring system has been installed for continuous monitoring of mine
gases at main return an New Dip district return.
Gas analysis is done on regular basis at our Chemical labs.
Sufficient number of digital Methane Gas detectors and multi gas detectors are provided to
supervisors and officials for the sole purpose of monitoring mine gases.
HEATING AND FIRE
All isolation stoppings are thoroughly maintained round the clock.
Special stress is always given for stabilization of isolation stoppings.
DRAINAGE AND PUMPING
High capacity pumps (Total combined capacity 3400GPM) are installed to cater the need of
Dip mine.
Inspection of all surface drainage and subsidence filling is done to prevent direct seepage of
water into the mine and also garland drains are provided to divert surface run-off.
Water level of Tipong pani river is meticulously monitored and float alarm is provided at
river bed level to monitor the water level and to alert workmen in time.

TELE-COMMUNICATION
Telecommunication system is provided from U/G workings to surface and
residences of officials and supervisory staffs.
Both underground and surface communication are maintained in good
working order to ensure to safe control and close monitoring of all
activities.

On receiving information of any Emergency, the Agent, the Manager, and in his absence, the principle
officials present at the surface shall immediately put the Emergency plan into operation. On receiving
the information of any emergency the Consultative Committee members shall forthwith proceed to the
operational control room. They will review the emergency plan drawn before and approve it with
necessary modifications if any, in the light of information received from:
1) Underground regarding the type of emergency
2) Attendance clerk regarding the number of persons involved. (Telephone throughEPABX) .
3) Stores regarding the emergency material received..(Telephone through EPABX) .

B) All the key officials of the mine shall assemble in the operation control room on receiving
Information about any Emergency.
They will include
1) All officials at the mine level.
2) All head of the departments.
3) Attendance clerk and Head clerk.
4) Canteen In-charge.
5) All rescue trained personal.
6) All overmen and mining sirdars.
After receiving authorization from the Operational Control Room they will immediately swing into
action according to a pre- arranged plan.
Ignoring a warning can cause much mourning.

REPORT OF ENVIRONMENTAL DETAILS OF TIPONG COLLIERY
The Tipong underground mine is the Eastern most coal mine of the Makum Coalfields and it is
situated at a distance of 27 km from Margherita. The project area under reference lies between N
2718 54 and E 954940 . The area is approachable from Margherita by the NH-38 and NH 153
up to Tirap gate and from thereby 3 km of forest road where the colliery road branches out for a
distance of 1.4 km up to the coal loading point.
Mine entry is located 2.5 km from the coal unloading point.
