PROJECT OBJECTIVES Demilitarize approximately 470 tonnes of surplus munitions. The initial tranche of destruction was completed by a local contractor in Montenegro.

CONTRIBUTING TO THE ROADMAP GOAL • Goal 6 - Systematically decrease the surplus and destroy seized small arms and light weapons and ammunition.

• Goal 7 - Significantly decrease the risk of proliferation and diversion of firearms, ammunition and explosives.

CURRENT ACTIVITIES (January – May 2019) Demilitarize an estimated 341 tonnes of heavy cased ammunition through an industrial demilitarisation contractor in Italy.

PLANNED ACTIVITIES UNTIL END 2019 The NATO Trust Fund will finalize this element of the work over the summer and then close as Montenegro is now a Member of NATO.

PROJECT OBJECTIVES Improve demilitarisation capacity at TRZ ammunition processing facility in Kragujevac. Following a destructive incident at the facility in February 2017, complete reconstruction and return to the full rate of demilitarisation by late spring 2019.

CONTRIBUTING TO THE ROADMAP GOAL • Goal 1. By 2023, ensure that arms control legislation is in place, fully harmonized with the EU regulatory framework and other related international obligations and standardized across the region.

PROJECT OBJECTIVES The mission of the joint United Nations Office on Drugs and Crime-World Customs Organization (WCO) Container Control Programme (CCP) is to build capacity in those countries that seek to improve trade security and facilitation standards and controls at their borders and to facilitate legitimate trade and state revenues. The CCP develops capability to profile, target and examine containers being used for the transport of illicit goods. At the very core of the Programme, is the creation of inter-agency Port Control Units (PCU) consisting of customs and law enforcement agencies. The PCUs are trained according to a specialized training methodology developed by the CCP. The trained officials will be part of the global network of container profilers linked in the WCO Container COMM information sharing system and will also participate in regional and international meetings and operational exercises.

PROJECT OBJECTIVES Overall objective: Strengthen BIH capacities to more effectively combat illicit arms trafficking

• Develop standard-operating procedures on how to process illicit arms’ crimes for BIH Border Police and 14 other police agencies at all levels.

• Train police officers in BIH Border Police (1,500 already trained) and other 14 police agencies (2,000+ to be trained in 2020/2021)

• Purchase detection equipment for BIH Border Police (EUR 346k equipment already purchased) and other 14 police agencies and include it in training.

• Liaise five state-level ministries and three law enforcement agencies to exchange information and improve cooperation at national and regional level pertaining to SALW export/import/transport.

• Develop three databases: a) for BIH Border Police – SALW identification platform (first version developed, upgrade pending); b) for the Ministry of Foreign Trade – database on arms’ export/import (current version upgraded, new to be upgraded in 2020/2021); and c) develop the database for the Ministry of Security on arms’ transport (project proposal developed, the database to be developed by 2021)

CURRENT ACTIVITIES (January – May 2019) • Working jointly with 14 police agencies on developing standard-operating procedures on processing crimes pertaining to illicit SALW trafficking.

• Assessing current needs of 14 BIH police agencies and preparing the tender process for the procurement of detection equipment for them in 2019.

• In close collaboration with BIH Border Police, preparing to conduct green-border analysis aimed at addressing their needs through rollout of specific training and purchase of equipment aimed at more efficient patrolling of the green border.

PLANNED ACTIVITIES UNTIL END 2019 • Continue with developing of standard-operating procedures for 14 police agencies.

• Purchase of detection equipment for the police agencies.

• Strengthening regional coordination through the visit of BIH practitioners from five ministries and three law enforcement agencies to Montenegro (previously they visited Croatia and Serbia) to exchange information and best practices with their counterparts.

PROJECT OBJECTIVES Better informed and organised national institutions will be better equipped to create realistic and relevant evidence-based SALW policies and accurate risk assessments based on significantly improved knowledge products for operational and strategic purposes. Better coordination between relevant institutions and the affected communities will be prompted by progress in data collection, prevention and dissemination of information leading to an effective and efficient response to SALW/firearms threats. Additionally, improving the existing information management systems and storage facilities and increased public awareness of the danger and consequences of (mis)use of firearms will support national institutions policies in preventing and combating gun violence and help prevent and significantly reduce the supply, demand and misuse of firearms.

Activity 1.1.1 - Examine the procedures and practices related to the SALW license denial, removal and revocation in the context of domestic violence and existing procedures and practices related to the domestic violence committed by military and police officers. Activity 1.1.2 - Conduct research on judicial practice and response of the criminal-justice system related to detecting and misuse of firearms in the cases of domestic violence. Research findings will be used as the basis for developing evidence-based tool to improve knowledge of judiciary on the risks and consequences of firearms misuse in the context of domestic violence. Output 1.2: Setting up the basis for evidence-based policy making. Activity 1.2.1 Conduct analysis of administrative data collection practices on domestic and intimate partner violence, including femicide and develop recommendations for improvement of existing practices of data collection with the focus on use and misuse of legal/illicit SALW, including victim-perpetrator relationship and type of violence committed, as well as institutional procedures and response. PROJECT OBJECTIVES SEESAC is facilitating strategic and operational cooperation on SALW control in South East Europe in line with the South East Europe Regional Implementation Plan on Combatting the Proliferation and Impact of Small Arms and Light Weapons. Since 2019, SEESAC is also responsible for coordination on the implementation of the Roadmap for a sustainable solution to the illegal possession, misuse and trafficking of Small Arms and Light Weapons and their ammunition in the Western Balkans., as per the EU Council Decision 2018/1788. The assistance to the authorities is provided through a comprehensive SALW control programme in reducing the availability of surplus SALW and their ammunition by: improving the security of storage facilities; combatting illicit trafficking through improved capacities for tracing of firearms, advanced record-keeping, marking, and investigations; cross-border cooperation; improving transparency of arms transfers; developing evidence based policies on SALW control with an integrated gender perspective; as well as raising awareness of the threat posed by SALW. Activities are designed to strengthen national control systems, and to foster regional mechanisms for countering the destabilizing spread of SALW and their ammunition. Direct project beneficiaries are: Albania, Bosnia and Herzegovina, Kosovo , Moldova, Montenegro, Serbia and the Republic of North Macedonia. As of 2017 the program introduced limited support for Belarus and Ukraine.

I Coordination and Monitoring of the Roadmap implementation: The First Regional Roadmap Coordination Meeting is planned to be organized on 28 May 2019 in Sarajevo, Bosnia and Herzegovina. Local coordination meetings on the implementation of the Roadmap have been organized in 6 Western Balkans jurisdictions covered by the Roadmap.

III Monitoring of progress towards Roadmap Key Performance Indicators: A regional meeting with representatives of SALW Commissions was organized by SEESAC in Belgrade on 6 March 2019 with the aim to discuss and agree on the final template of the Roadmap Key Performance Indicators (KPIs) Reporting Framework. Following its finalization, the (KPIs) Reporting Framework and a Narrative Report Template were sent to the authorities of the region to collect the data required for measuring the progress on the KPIs. The first reporting period covers 1 January – 31 December 2018 in order to establish the baseline against which, progress during the timeframe of the Roadmap implementation will be measured. The Narrative Report Template follows the goals of the Roadmap and will enable the authorities from the region to provide a descriptive information on the status of implementation of activities undertaken and planned as well as challenges and needs identified for support under each goal from the Roadmap. IV Harmonization of the arms-control legislation with the EU regulatory framework SEESAC will conduct a gap analysis of the legal framework on SALW control in each jurisdiction of the region and the level of harmonization with EU and international legislation. Based on the specific requests for support, SEESAC will produce a detailed methodology for implementation of activities related to the gap analysis of the legal framework on SALW control throughout the region. The first

workshop on harmonization of arms control legal framework with the Acquis in Bosnia and Herzegovina was organized in Sarajevo on 16-17 April. V Needs assessment of the Border Police SEESAC has started with the preparatory activities for the regional Needs assessment of the Border police within the WB. Meetings with Heads of Border Policewere held in Podgorica, Belgrade, Tirana, Pristina, Sarajevo and Skopje with the aim to initiate the activities within the project. Support is being provided to Albania in developing the Table of Concordances.

PROJECT OBJECTIVES The enhancement of SALW control security measures in:

• Two locations of the Ministry of Defense (MoD) 1) Small Arms Light Weapons (SALW) and ammunition storage location “Mirake”; and 2) “Zall – Herr” Land Force Command, as well as

• One location of the Ministry of Interior (MoI) 3) Main Supply Centre “Mullet” - Small Arms Light Weapons (SALW) and ammunition storage location.

The project contributes directly to local, as well as regional security and stability, by ensuring that the significant amounts of stockpiled SALW and ammunition under the responsibility of both the Ministry of Defence and the Ministry of Interior of the Republic of Albania are safe, secured, and accounted for. As such, the project contributes to reducing the risk of uncontrolled proliferation at the local and regional level, as well as the risk of uncontrolled explosions, and enhance safety and security for the people and communities.

PROJECT OBJECTIVES This project was a component of the Capacity Development Programme for SALW (Conventional Ammunition) Demilitarization and Safe Storage for Montenegro (MONDEM) agreed in a joint Programme Framework Document among the Government of Montenegro, the OSCE Mission to Montenegro and UNDP Montenegro on 18 April 2007. Montenegro inherited from the Yugoslav era a significant stockpile of over 9,000 tonnes of surplus conventional ammunition that required destruction, disposal or demilitarization. Having declared the surplus as its highest security priority, Montenegro has forged ahead with efforts to eliminate the risks posed by the stockpiles and has narrowed down the surplus by 90% over the last decade, with the support of, inter alia, the OSCE with this particular project.

Under this project, a total of 1,375.19 tonnes of surplus conventional ammunition was disposed of in a safe and secure way that complied with relevant international and EU environmental and safety legislation, and hence to existing international ‘best practice’.

At presentations delivered on 11 and 12 Dec 2018 to the OSCE Forum for Security Co-operation in Vienna, on the occasion of the successful closing of the MONDEM programme, all partners reiterated that the programme successfully addressed the highest security priorities of

Regarding the point 4, the Operational Action 4.1. develops the cooperation with the WB Countries through five activities: 1. Supporting investigations (meetings, funding, operational material, payment for informants or other sources…) 2. Setting a Joint Action Day (JAD) 3. Undertaking training and capacity building activities

4. Enhancing the cooperation with other stakeholders in the region RESULTS So far this year, the results have been numerous in terms of firearms seized, investigations supported, arrestees linked to

the OA, participation in activities (meetings, trainings). At the end of the year a report will be circulated among the participants in the OA, as it is related mainly to Operational Activities.

REMAINING ACTIVITIES Two more training activities through the EU Commission’s TAIEX Tool tentatively will be conducted:

• Cross-Border checks TAIEX: 4 Border agents. To share knowledge about hiding places on means of transportation. It is also important to share knowledge about the threat of firearms, especially on the types of firearms which can be transformed and reactivated.

• National Focal Points TAIEX (December): 4 Police Officers involved in NFP’s or who have enough decision-making power to implement such tool. To promote the capabilities of these sorts of units which hold a comprehensive series of tools to control all the activities related to Firearms. The experts will come from another FNFP in the EU.

For this purpose, it is needed the initiative from the WB countries, beneficiaries of the TAIEX tool. Now we are in the process of negotiating with our counterparts in the Region.

Complementarily, a continuous activity is supporting investigations, the main goal of EMPACT.

PROJECT OBJECTIVES Partnership engagement with EU and Western Balkans jurisdictions to enhance intelligence sharing and joint working to reduce the criminal trafficking of firearms from the Western Balkans region. This includes sharing NABIS UK protocols, training and procedures modules, and increasing intelligence gathering capabilities through FFPs, to enhance the capabilities of the ballistics forensics experts in the Western Balkans. The expected outcomes are:

• Enhanced understanding of the firearms threat from the WB region.

• Prevent firearms trafficking within the WB region and from WB to EU and UK.

• Support the creation of FFP in each 6WB countries.

• Increased intelligence sharing between 6WB, EU and UK in relation to the criminal trafficking of firearms.

• Improved working relationships between 6WB ballistics staff and NABIS.

• Development towards ISO 17025 for each of the WB countries (Montenegro aside who have declined support to date for this).

CURRENT ACTIVITIES (January – May 2019) NABIS continued with attendance at a number of strategic meetings within WB/ EU / EMPACT where discussions took place in relation to plans for forthcoming conferences aimed at increasing awareness in relation to the importance of sharing ballistics intelligence as well as the added value of FFPs. Both conferences will take place in the spring/summer 2019. Both will be jointly supported by EMPACT, IPA, EU Commission and NABIS. In addition, agreements were made for the Joint Action Day (JAD) for the third quarter of 2019. This will again will be supported by all relevant partner agencies including NABIS and UK staff in Europol.

NABIS presented the ongoing work to the SEEFEN led WB SALW Strategic Group. There was general support for the UK work and an understanding of where the work sits in the wider WB action plans for both EMPACT Firearms and the DE/Fr Roadmap. Continued support was received from SEEFEN for joint working into the 2020 and potentially beyond.

January to May 2019 saw the next phase of support to the Serbian and Albanian ballistics staff with training and awareness visits to the UK undertaken in March and April. In addition, NABIS also accompanied the Albanian experts to the Irish forensics’ facility in Dublin, both GSR and ballistics laboratories, to raise understanding of that work to the Albanian experts, as it is included in their laboratory work.

NABIS shared training, procedures and process modules as well as documentation, with each of the WB6 ballistics forensics facilities, to allow them to use within their own facilities, as they feel appropriate.

PLANNED ACTIVITIES UNTIL END 2019 The Serbian ballistics experts have outlined training needs and this will form the basis of the support work to the Serbian lab for 2019. The Albanian experts have confirmed they will provide a similar overview of their needs and this will drive NABIS UK support for them. NABIS will continue to offer support to the remaining ballistics forensics facilities and support will be driven by in country requirements.

Discussions have taken place in relation to future support to Albania, Serbia and BiH from the NABIS Quality Manager. There has also been an enquiry from Kosovo for similar support. Loose parameters have been set within NABIS as to the level of support that could be provided, and this support is

seen as being vital towards assisting the WB countries to develop their processes within their labs and move them towards ISO 17025 accreditation. Offers have been made to Serbia, Albania and BiH for NABIS to undertake pre-inspection assessments in September/October 2019, to allow the labs to understand their gaps in relation to ISO 17025 accreditation, and NABIS will assist the forensics facilities to draw up action plans to fill those gaps.

PROJECT OBJECTIVES The UK College of Policing have developed a 3-day training course for the SEEFEG members respective Police Training Academies which they would like to deliver at the Police Training academy in Skopje from the 4-6 June 2019.

The training, which should be for approximately 18 students, will cover the following topics.

Day 1- First Responders

• Roles and responsibilities of First responders and Investigators. • Crime scene awareness and golden hour principles are essential to ensure preservation and harvesting of material relevant to the investigation. • Instigation of a criminal investigation and a professional approach to the handling and presentation of evidence for Court.

Day 2 – First line managers • Managing the initial phases of the investigation and the golden hour are critical functions in harvesting relevant material.

PROJECT OBJECTIVES The project previously provided assistance in delivering strategic documents to guide BiH’s security

work- Serious and Organised Crime Threat Assessment (SOCTA), an Organised Crime Strategy for

2017-2020 and a Terrorism Trend and Situation Analysis (Te-SAT) to sit within the 2015-2020

Counter Terrorism Strategy. The overall objectives:

• Improved strategic tasking and coordination of criminal intelligence in line with the strategies above, leading to improved coordination in addressing security threats.

• Procured and Developed compatible IT systems to support collection, analysis, management and dissemination of criminal intelligence within and between agencies in BiH leading to progress in prosecuting serious organised crime and terrorism. The project should develop a methodology to demonstrate progress and impact in addressing this and delivering single intelligence picture. The IT systems will remain in ownership of law enforcement agencies and they will be responsible along with local supplier for maintaining and licences.

• Improve capacities of law enforcement agencies in the strategic and tactical understanding of the size and parameters of the threats: linkages between all forms of organized crime (fiscal, migration, cyber) terrorism, violent extremism and radicalisation and the potential means and motive for committing crime.
