    Conveners' MessageThe 10th Anniversary of CSI-Nihilent e-Governance Awards is indeed a special event for all of us voluntarily working for the cause of promoting/recognizing e-Governance efforts in various parts of the Country. The basic objective of these awards has been to recognize and appreciate successful efforts in applying ICT for good governance for the benefit of all stakeholders.

    CSI Special Interest Group on e-Gov (CSI SIG e-Gov) has been at the forefront in showcasing achievements and exemplary efforts by government agencies in making tangible and intangible difference to the lives of the citizens, businesses and other stakeholders. The CSI Nihilent e-Governance Awards are to endorse and celebrate the successful team efforts of many Government officials, staff and other agencies in achieving desired results by effective use of ICT as an enabler.

    CSI-Nihilent e-Gov Awards are among the most coveted and respected because of intense background process using Analytical Hierarchy Process (AHP) model at multiple stages of evaluation and filtering. The process includes field visits of short listed entries for actual assessment.

    This year, the response is very encouraging with over 120 nominees from across States and Central Government participating. The Award selection process as before was elaborate with field level assessment by Members of the selection committee / professional teams comprising representatives from local CSI chapters. We are extremely happy that there were 23 well deserving winners in all categories i.e. State, Department, Project (G2C, G2B, G2G and G2E), District and Sustainability.

    The award ceremony for the year 2011-12 took place 2nd December 2012 as part of the 47th Annual Convention of CSI in Kokata.

    We heartily congratulate all the winners and thank all the nominees!

    As part of our commitment towards knowledge sharing, we have included select nominations in an annual compendium that is published and is being released coinciding with the 10th Anniversary of the awards ceremony.

    The Special Interest group (SIG) on e-Gov part of CSI, has been engaged in the following:

    • Organize CSI eGov awards by following established and proven judging process. Maintain updated data bases of all relevant stake holders in this area. Nihilent Technologies have been supporting awards process for last ten years.

    • Support research in selected areas like

    assessment framework and Implementation for e-Governance Projects.

    • Participate in various State and Central committees in e-Governance on invitation.

    • Conduct National / International knowledge sharing summits in e-Governance by joining hands with other reputed institutions and engage in building a repository of e-Governance initiatives

    About SIG eGov

    CSI-Nihilent e-Government award is arguably one of the most coveted in the Country. The “three stage assessment” rigor through which the nominations are put-through is extremely demanding. The nominations are accepted only through a transparent –e-submission mode and the nominations are required to be authorized by a responsible Government authority. All nominations are evaluated by panel of eminent judges drawn from the academia, Government and industry. The judging process is a team effort to render the evaluation exercise completely objective.

    The three stage assessment process involves

    1. Assessment of online entries submitted in prescribed format from nominees and generation of the first shortlist

    2. Field visit to shortlisted nominees to assess the degree to which the online submissions match the reality on the ground, followed by ranking and drawing up a list of finalists

    3. Presentation by the finalists’ to Selection Committee members.

    Every stage of the assessment process goes through a conscious effort to reduce individual bias and provide for checks and balances. The scoring and ranking is carried out against the backdrop of Analytical Hierarchy Processing [AHP] methods with weightage for each component of the assessment criteria debated and normalized.

    A Decade of e-Governance Awards JourneyComputer Society of India (CSI) has always been in the forefront of promoting the initiatives in the

    use of ICT for common good. Its services to the Government Sector have spanned the entire gamut

    from promotion of Department of Electronics Accreditation of Computer Course (DOEACC)

    scheme for bridging the computer trained manpower gap in the early years to recognition of

    major e-Government initiatives in the Government sector over the last 10 years. CSI Nihilent e-

    Governance Awards came into existence in the year 2002, thanks to the Nihilent Technologies Ltd,

    under the leadership of Mr L C Singh, who came forward with their support for recognizing e-

    Governance initiatives in the country.

    Concrete shape to this initiative was initially given by Shri Deepak Shikarpur, the then Executive

    Director CSI, which was later formalized as MOU between CSI and Nihilent Technolgies by Dr

    Ashok Agarwal, the then Convener of CSI Nihilent e-Governance Awards.

    CSI Professionals Role in Refining Model and Frame work: Though the Information Technology Sector in India had made major strides in the last decade, the application of ICT in Government

    was in still in its infancy till National e-Governance Plan (NeGP) was launched by Government

    of India.

    Acknowledging the major fillip that NeGP was going to give to e-Governance in the Country

    and considering that e-Governance had the ability to bring about fundamental and far reaching

    changes in the lives of the Citizens of the Country, Computer Society of India set for itself three

    major goals – [i] to independently follow the spread of e-Governance programs across the

    Government at various levels, [ii] to impartially assess the impact the initiatives were having on

    various stakeholders, and [iii] to actively support the initiatives through a knowledge sharing

    agenda. Instead of treating each of these goals in isolation, the e-Governance awards instituted

    by the Society were seen as a unifying force which could serve as the focal point for assessment,

    appreciation and aggregation.

    Assessment – of e-Gov initiatives: With formation of CSI Special Interest Group in e-Governance (SIG e-Gov), a specialized pool of senior professional were enlisted to ensure that the goals it had

    set for itself with respect to supporting e-Governance in India were successfully and continuously

    addressed. With respect to the assessment, two important strengthening measures were introduced.

    The first was the use of Analytical Hierarchy Process (AHP), and the second was the introduction

    of field visits for realistic evaluation of applications in Government Departments at Centre and

    States. These two measures helped in significantly differentiating the evaluation process of the CSI

    Nihilent e-Governance Awards and position it as a sought after event.

    Prof MP Gupta, IIT Delhi and Dr G P Sahu, MNNIT, Allahabad made major contributions in

    AHP matrix for evaluation. They also assisted in formulating assessment parameters for District

    evaluation. Mr Piyush Gupta, NISG further strengthened the assessment frame work by redesigning

    Result & Enabler model based on his pioneering research. Prof Harish Iyer was responsible for

    introducing the Value Indicator, as the third category of parameters for ensuring that changes

    taking place in the World in areas such as in e-inclusion and green Governance were actively

    considered for evaluation.

    Appreciation – of well planned and executed e-Gov initiatives : The CSI-Nihilent e-Governance awards are given for recognizing the ICT initiatives made in e-Governance area by Government

    entities at the State, Department, District and Project level. During the award cycle 2010-11, it was

    decided to take a relook at past Project category winners to study how well they have performed

    from a Sustainability point of view.

  • To promote and encourage a directional change from mere computerisation of Government

    processes to grass root level Service orientation, CSI-Nihilent has, at different points in time during

    it’s 10 year journey, instituted different categories of e-Governance Awards to reflect and address

    both the priorities of the present and requirements for the future.

    Such a dynamic approach of CSI-Nihilent awards committee backed by its uncompromising

    impartiality and highest standards of professionalism has resulted in Government Sector entities

    looking at the CSI-Nihilent e-Governance awards as a very special recognition of their IT

    Initiatives.

    Aggregation – and sharing of Knowledge in e-Governance: Commencing from year 2002-03, serious efforts were also put in place to consolidate all nominations on yearly basis and create a

    database of all e-Governance application initiatives in the country to help in knowledge sharing.

    With the establishment of www.csi-sigegov.org the SIG e-Gov web site and a separate web site

    for the awards, the success stories and select initiatives of various Practioners were uploaded for

    reference and use by researchers and e-Gov Practioners.

    In addition, with the support of special editorial teams, CSI SIG also brought out and published

    excellent compendiums of select nominations in the form of books. These books are also made

    available for reference to the e-Gov community.

    Knowledge Sharing Summit: As an additional and major knowledge sharing initiative and since 2007, CSI SIG e-Gov has started organizing an annual Knowledge Sharing Summit(KSS), where

    important success stories and lesson are shared with stake holders.

    It is heartening to record that SIG-eGov has been successful in organizing four such events till

    date starting with the first KSS in the year 2009 at Hyderabad, followed by the second KSS in

    Bhopal, Madhya Pradesh (2010), the third one in Ahmedabad, Gujarat (2011) and the recent and

    the fourth one in Raipur, Chhattisgarh (2012).

    Conclusion: To quote Dr.R.K.Bagga, Chairman of SIGeGOV, from KSS-2011, in the coming years, all computing devices will communicate and all communication devices will compute. The

    blistering pace of developments in the field of ICT – with the virtualization of infrastructure,

    miniaturization of devices and convergence of media – is making the e-Governance diffusion

    process a rapid one. Making sense out of this complex milieu will not be an easy task – neither for

    the Government nor for other stakeholders who are members of the e-Governance community.

    This will only demand a greater involvement from professional bodies such as CSI.

    As it completes one decade of service to the Nation, Citizens and other e-Governance stakeholders,

    the CSI-Nihilent e-Governance Awards committee jointly with CSI SIG e-Gov, will have an

    important role to play in guiding and assisting the country achieve a balanced growth of e-

    Governance.

    Sustaining this journey so far would not have been possible without the active support of SIG

    e-GOV teams that planned and managed the process and the events very successfully over the

    last 10 years. Kudos to all the Chairman, Conveners, core team members, the selection committee

    members and all the CSI fraternity who helped in this eventful journey!

    This journey also reflects the trust and value attached to the Awards by Government officials

    at various levels from across the States/Central Government. CSI SIG thanks all of them from

    Government & the Industry for their support and encouragement. These awards are a small step

    in encouraging your efforts for e-Governance. Keep participating and help us to enrich the e-Gov

    community and the e-Gov success stories knowledge base!

    2002-03 Hyderabad A special e-Gov Award ceremony was held at Administrative Staff College of India (ACSI), Hyderabad. Hon’ble Chief Minister of Andhra Pradesh Shri N Chandrababu Naidu was presented with the State Category award by Srimathi S Mahajan, Minister of IT, GOI in the presence of many dignitaries and officials including the then IT Secretary Mr J Satyanarayana. Mr Phatak President CSI, Mr MR Datar, convenor and other CSI members graced the proceedings.

    2003-04 Pune The event was presided by the then President CSI Mr Phatak. . Officials from the State of Maharashtra received the State category Award in the presence of many dignitaries and guests.

    2004-05 Hyderabad The event was conducted along with the CSI 2005 Annual convention. Chief Guest of the day was Genl. K V Krishna Rao Ex. Governor and Ex. Chief of Army Staff. The State category award was presented to Chandigarh (UT). A special book was released during the event entitled ‘State IT and Development’ edited by RK Bagga, Kenneth Kenistan, R R Madhur. As convener of the CSI convention Dr Ashok Agarwal played a key role.

    2005-06 Kolkata Held in the Science City of Kolkata, as part of CSI Annual Convention. The State category award was presented to both Gujarat and Karnataka States in the presence of several dignitaries led by the Minister of IT of West Bengal, Secretary IT West Bengal and others

    2006-07 Bengaluru The awards event took place as part of the CSI Annual convention with any guests participating. Hon’ble Minister of IT, Govt. of MP Shri. Vijay Veghaya, gave away the awards in the presence of Dr Muthu Krishnan, the then President of CSI, Prof Sadgopan IIM, Bangalore and others. Gujarat State bagged the State category award again. The first book in the series of compendiums of e-Governance initiatives edited by Shri Piyush Gupta and Dr R K Bagga was released during the event.

    2007-08 New Delhi The event was held as part of International Conference on e-Governance (ICEG). Dr B K Gairola, DG of National Informatics center (NIC) was the Chief Guest and gave away the awards. Prof M P Gupta of IIT Delhi conducted the proceedings which was well attended. Chhattisgarh State representatives were presented with the State category Award.

    2008-09 Pune Mr Laith Sawhney, President CSI was the Chief Guest and the program was organized in honor of Late Phatak, Ex President CSI. The state of Madhya Pradesh bagged the State category award and Sr. officials graced the occasion and collected the award.

    A book titled ‘Fostering e-Governance’ edited by Shri Piyush Gupta, Dr R K Bagga, Ms Ayaluri Sridevi was released on the occasion.

    2009-10 Mumbai Chief Guest of the event was Dr Vijay Bhatkar, the then ex CMD CDAC. Prof P Thrimurthy President of CSI presided over the event, which was well attended by many officials and guests. The top category State Award went to Gujarat State.     Information Technology is the backbone of any modern and efficient management system, more so for a Government.

    Bihar Government has placed IT agenda on the top of its priority list for efficiency in Government, transparency in processes and speed in Citizen centric service delivery. The IT vision of the State is aimed at bridging “the digital divide which separates the citizens in urban areas from those in rural areas by creating an unparalleled IT infrastructure & deliver online service to every citizen in the state”.

    With over two crore transactions effected within the timelines provided under the Bihar Right to Services Act 2011, and with twenty one high volume citizen services under its purview, Bihar has excelled in monitoring the timelines of service delivery to Citizens.

    The State’s outlay on ICT has been increasing

    over the years with an average 20% growth

    every year. With an outlay in excess of Rs 180

    crores, the IT enablement initiatives of the

    State have focused on the strategic areas of

    IT Infrastructure, e-Governance , IT Access

    for Masses, Human Resources Development,

    and IT Parks Infrastructure Development &

    IT Industry promotion.

    The numerous high impact e-Gov programs

    including those aimed at capacity building

    Green e-Governance - State of OdishaIn the field of e-Governance, the Government of Odisha has been following a methodical approach by preparing overarching policies aimed at citizen centric service delivery.

    The State however deserves special commendation for promoting Green e-Governance.

    A comprehensive e-waste collection and recycling system is being promoted by the State for the disposal of IT products and State level Awards have also been instituted for demonstrated, efficient natural resource management by IT units.

    The Green e-Government policy which directs giving preference to firms that have an expressed end-of-life product take-back policy and e-waste recycling processes deserves special attention.

    Capacity Building - State of RajasthanThe State of Rajasthan’s e-Governance vision is aimed at

    leveraging Information & Communication Technology not

    only as a tool for improving governance and employment

    opportunities, but also more significantly as a means to

    enhance the quality of life and bridging the socio-economic

    divide in the state.

    As the State which achieved the highest ever leap in the

    Literacy rates in India –from 38% in 1991 to 60% in 2001

    [and 67% in 2011], it should not be surprising that the State has laid considerable emphasis on

    capacity building in the domain of e-Governance as one of the effective ways of bridging socio-

    economic divide.

    Jury Appreciation - NCT of DelhiThe e-governance initiatives in Delhi State have been identified for various sectors like health, education, welfare, infrastructure, finance, revenue, support and administration. A noteworthy initiative of Delhi is the coverage of 96 services reaching out to 17 million citizens and provided by 13 provincial departments, 2 federal departments, and 4 local bodies under an electronic service level agreement [e-SLA].

    The e-Government initiatives of Delhi reflect the intention of the Government to provide citizens with an end to end service delivery mechanism.

    every day in Gujarat. The license application procedures too are quite involved.

    What makes SWARNIM e-Gov stand out is the holistic manner in which the entire

    set of License application processes were isolated, simplified, speeded up and rendered

    transparent. The initiative has been characterized by many innovative features as single

    window service, combining of multiple application forms into one, high-back chairs

    for obtaining high-quality photographs, secure Computerised knowledge tests, and

    provision of automated driving test tracks at 34 locations across Gujarat.

    District Jhalawar is a part of the State of Rajasthan, situated at approximately 330 kilometres from its capital Jaipur. Over 80% of its population of 14,11,327 is rural and agrarian. Jhalawar’s e-Governance initiatives are reflective of demography of the region and have transparent and easy access to Government services [such as through e-Mitra] and grievance redressal [such as through e-Sugam] as their key focus area.

    Notwithstanding the difficulties in physically accessing the district, the administration of the district has ensured participation of the residents of the area in the decision making processes by periodically engaging with them through video conferencing.

    The district of Jabalpur has been endeavouring to further e-governance objectives by actively implementing the state level schemes, innovating in the usage of the software through new workflow models and business models. The district has used ICT infrastructure to deliver citizen centric services for the benefit of the common citizen as well as to improve government process in an effort to promote excellence and transparency in administration.

    The district has distinguished itself through successful implementation of several Central and State level e-Gov initiatives including e-Court, e-District, and e-Panchayat.

    In its own right, software development is also being carried out in the district where automation is found to be of use in expediting the work.

  • The Passport Seva Project provides an innovative approach to delivering passport and related

    services to the citizens of India. Traditionally, paper applications were submitted and the entire

    process for granting of passport was manual. The digitisation was done post facto mainly for

    record purposes. This led to lack of transparency, delays and errors in passport issuance.

    In the new ICT enabled system, the entire process has been automated with complete

    digitisation of the application and supporting documents.

    The Passport Seva Project is one of the largest mission mode projects of the Government of

    India under the National e-Governance Plan (NeGP). The project is being executed in the

    public–private partnership (PPP) mode.

  • The long range identification and tracking (LRIT) of ships was established as an international system by International Maritime Organization [IMO].

    Although COTS solutions were available, Directorate General of Shipping [DGS] of India decided to develop an indigenous solution with the objectives to develop national capacity for ICT utilisation in coastal surveillance and self reliance. DGS collaborated with ISRO for achieving this goal which took the responsibility for high level design, critical analysis and issue resolutions, and for ensuring thorough testing for LRIT standard compliance.

    The e-Uparjan (e-procurement) system is an initiative of the Department of Food, Civil Supplies and Consumer Protection, Government of Madhya Pradesh.

    The objectives of the Project include bringing transparency and efficiency in procurement of wheat at minimum support price, creation of a unified database of farmers of the state, and development of a near real time reporting mechanism at different levels and a decision support system for enhancing the forecasting, monitoring and tracking capabilities of the department.

    Over 15 lakh farmers of Madhya Pradesh are benefiting from e-Uparjan – a system developed entirely in the local language—Hindi

    Manav Sampada -a green governance tool for Human Resource Management, - is an advanced solution for managing Human resource in Government efficiently and effectively.

    It caters to a manpower of 2,33,285 employees of 146 Government departments posted in 27,918 offices of Government of Himachal Pradesh and it provides integration with various applications as e-Salary, e-Gatg , e-Samadhan , e-Sameesha, e-Attendance, e-Sanchalan, e-PDS along with user authentication and master data of offices, vacancy position, employee strength, online transactions etc.

    Thus, Manav Sampada is not only a solution for manpower planning, its integration with 17 other applications has extended its ambit to various other Government G2G,G2E and G2C services.

    Rajkot Municipal Corporation (RMC) has successfully implemented e-governance solutions in almost all service areas. However given the low penetration of Internet in a city like Rajkot, RMC decided to use mobile technology to achieve higher levels of reach.

    RMC now provides more than 25 m-governance Services covering more than 1.3 million people. m-Governance offers point-to-point delivery of government services in a personalised manner, which has reduced the distance a citizen has to travel to avail municipal corporation related services. With m-governance, transparency/credibility is increased, searching time is reduced, queues are eliminated and wherever possible human intervention is removed.

    COREPDS has proved to be a game changer in PDS operations as it empowers the beneficiary to chose the Fair Price Shop of his or her choice as against the earlier situation of binding beneficiaries to a fixed FPS whether they like the service at that FPS or not. The convenience that technology has given to a bank account holder to withdraw money from any ATM, is being offered to a poor BPL beneficiary in COREPDS.

    COREPDS is designed for bio-metric authentication of the beneficiary using either the Aadhaar infrastructure or Rashtriya Swasthya Beema Yojana (RSBY) bio-metrics.

    COREPDS has as its objectives improvement in service delivery, reduction in diversion, and weeding out of inefficient FPS.

    One study of the Planning Commission concluded that 58% of subsidised food grains do not reach the below poverty line (BPL) families because of identification errors , non-transparent operations and unethical practices in the implementation of PDS. Since 2010, Gujarat has moved ahead and developed its own model of a Targeted Public Distribution System [TPDS} reform solution that is simple, scalable and cost effective.

    Gujarat’s TPDS solution is essentially a closed loop governance framework which uses Food coupon based delivery mechanism combined with bar coded ration cards, both of which are managed through ICT enabled online monitoring and supervision processes.

    e-District Kerala is a mission mode project under NeGP (National e-Governance Plan).

    The ability to define workflows in the e-District application combined with its built-in dashboard facility facilitates office-wise monitoring of Performance. SLA (Service level agreement) is also built into e-District ICT system to monitor and comply with the citizen charter and ensure timely delivery of services. Digitally signed certificates are issued through the CSCs.

    The objective of bringing government services to the doorstep of the citizen in a secure manner is being achieved through this implementation. Such has been the response for the project that over 10 lakh applications were processed during the first phase of the project itself.

    The poll monitoring system (PMS), Goa is the first of its kind in India. The PMS involves the use of technology to qualitatively improve the electoral process on the day polls are held. The system facilitates online tracking of voting, automatic generation of statutory reports and helps prevent impersonation / bogus voting.

    It was implemented successfully on March 3, 2012. The PMS worked with great success on the polling day and Goa had the highest voter turnout that day as compared to previous elections.

    The success of PMS has encouraged the Election Commission of India to think on the lines of issuing SMART EPIC. This has made it possible to visualise a time when pooling booths may not be necessary for the election process.

    The workflow based property registration information system (HARIS) and land records information system (HALRIS) of Haryana have been standardised, stabilised and dynamically integrated to provide authenticated and secure Record Of Right services to the citizens.

    With a view to ensuring that real benefits accrue to the Citizens from these ICT interventions, the project aimed at and successfully integrated the textual records of rights with spatial cadastral maps. Further, this initiative saw complete integrated end-to-end solution being developed for delivery of a bucket of e-services to the citizens with greater transparency, authenticity and ease of e-service delivery.

    As early as in 2004 – the pre-NeGP-formative years for e-Governance in India CSI-Nihilent

    Awards committee had instituted award for recognition of Sustainable e-Government

    projects. Having already underscored over 8 years ago, the need for e-Gov practitioners to

    provide in their initiatives, processes and controls which will contribute to their long term

    survival and growth, the awards committee decided in 2010-11 that projects which were

    diligently addressing the goal of sustainability should be recognised.

    CSI-Nihilent Awards 2011-12 – the special 10th anniversary year of the Awards - too laid

    special emphasis on the goal of Sustainability. With a view to celebrating Projects which

    had performed well on this count, winners of project category of awards during 2006-

    07 were invited to showcase how, during the intervening five year period [from 2006-07

    to 2011-12], they had managed themselves to remain sustainable. The project category

    winners from 2006-07 were invited to answer a specialised assessment form that evaluated

    them on a set of parameters considered important from sustainability point of view by

    a specially formed CSI-Nihilent Sustainability awards task group. Field visits too were

    organised to each of the invited participants to try and match the documented responses

    of the invitees with the realities on the ground.

    Based on composite opinion formed by the Awards committee based documented

    responses and field visit assessments, the following six Projects which were winners of

    CSI-Nihilent Awards under Project category in 2006-07 were identified for the receipt of
