Reliability of Electric ServiceMany service outages and interruptions are caused by tree limbs which when affected by wind or ice fall into power lines causing damage to wires, short circuits and other problems. This creates potential danger for the homeowner and their property, danger that can be avoided by not planting tall-growing trees under or near electric wires, and by routine tree trimming.Cornwall Electric utilizes tree trimmers trained in proper tree trimming techniques around energized lines. The trees are cleared the distance required to create a sufficient air barrier around the wires to reduce branch contacts due to icing and wind. Generally the branches are trimmed back to the parent limb on the tree. This practice allows the pruning cuts to “heal” more rapidly, reducing the chances of insect and disease damage, and promotes a healthier growth of branches that are directed away from the power lines.

CORNWALL, Ontario - Two candidates in the Ontario PC leadership race were at the South Stormont Town Hall Saturday for an annual Easter breakfast hosted by Stormont-Dundas-South Glengarry MPP Jim McDonell.

Over 150 supporters of the SDSG PC riding association packed the hall in Long Sault to hear Christine Elliott, the MPP from Oshawa-Whitby, and Patrick Brown, an MP from Barrie, share their views on the party’s future.

Monte McNaughton, the third candidate who would like to replace Tim Hudak as Ontario’s PC leader and an MP from Lambton-Kent-Middlesex, was not in attendance.

“We absolutely have to win in 2018,” said Elliot. “And it’s because Ontario truly needs us.”

After four successive election losses, she says that the party needs to change its tone and direction.

“We’re pretty much a tainted brand for many people across the province of Ontario,” said Elliot.

“There are large groups not listening to our message. We still have a huge gender gap, a lot of women not voting for us. For young people, it’s not cool to be a PC party member on univer-sity campuses.”

Elliot slammed the Liberals for creating Ontario’s have-not status over their 12-year reign, a $12.5 billion deficit, and a reported $325 billion debt by 2018.

She says the PC party’s level of social com-passion correlates with its strongest asset.

“We need to go back to the true roots of our party - we’re known as good fiscal managers,” said Elliot.

“Unfortunately, that’s the only thing that a lot of people hear about us. So the message some people get is that we’re small-minded, mean-spirited, and all about the money. We know that’s not the case.”

CORNWALL, Ontario - A former city council-lor is the new voice of small business in Cornwall.

Denis Carr was elected the president of the Cornwall and Area Chamber of Commerce this week.

He replaces outgoing chair Kevin Hargreaves.“Ontario’s current economic challenges are

impacting chambers province wide and the Cornwall chamber is no different,” Carr said. “What many may not realize is that we have made significant contributions to the commun-ity, supported by the investment by our members.

“My objective over the next year is to get that

message out and encourage even greater support.”

Shawn Filion and Rory MacLennan were named vice-presidents of the agency this week as well.

Paul Desnoyers remains as treasurer.

The chamber wel-comed two new directors to the fold: Joyce Gravelle from the St. Lawrence Parks Commission and Meagan MacDonald from the Upper

Canada Insurance Group.They join incumbent directors’ Mark Begg,

Nada Kovinich, Leigh MacDonald, Jacques Perreault and Mai Liis Renaud.

Hargreaves will remain on the board as past president.

The 2015 chamber board has an eventful year ahead highlighted by the Ontario Chamber of Commerce Annual General Meeting and Convention. The Cornwall Chamber submitted a strong proposal to the OCC and was selected as the convention site, an event that will bring over 200 business professionals to the city from all across Ontario.

CORNWALL, Ontario – Local researchers are studying the dangers posed by tiny microbeads found in soaps, toothpaste and cosmetics that are filling up the St. Lawrence River.

The federal government is developing an action plan on the tiny beads, that have been found in alarming levels in the St. Lawrence according to a report from CTV News this week.

The St. Lawrence River Institute is investigat-ing the matter as well, reaching out to experts in Toronto and Montreal to determine the severity of the problem.

But just how bad the issue of microbeads is remains to be seen.

“There is one school of thought that says they are just there and we should just be aware of them,” said Dr. Jeff Ridal, executive director of the river institute. “But are they having an

impact?“I think the (opinion) of the public is that

they shouldn’t be there.”Ridal suggested the microscopic beads just

might serve as collectors for PCBs. He said researchers have found them in small aquatic life in the river, in great numbers. There is a chance that if they continue to dominate the river ecosystem, they could enter the food chain and present an issue when it comes to human consumption.

“If you put PCBs onto these plastics there is a danger they could be ingested,” he said.

The river institute is highlighting the prob-lem at a public symposium May 6 at the OPG Visitor Centre in Cornwall where McGill University professor Anthony Ricciardi will speak.

The environmental agency is also exploring research project options with its partners on the subject.

“We have seen it as an issue in the oceans…but didn’t realize the scope of the issue in the river,” said Ridal, adding the river institute has formed a working group with leading research-ers to explore the issue.

CTV reported the New Democrats want the federal government to list microbeads as a potential toxic substance. Such a move would give the government the ability to control their

use, including banning them in consumer products.

Ridal said some U.S. states are mulling simi-lar moves and the cosmetics industry is moving away from their use.

Health Canada says the beads are safe for use in cosmetics and food. But environmental groups say the trouble starts when they’re washed down the drain.

from Cornwall SD&G Emergency Medical Services shaved off their locks on Friday as part of a fundraiser for an eight-year-old girl who is battling cancer. Through Medics for Megan, the local Paramedics managed to raise over $6,000 for the family of Megan Keeler, who is currently

receiving treatment at the Children’s Hospital of Eastern Ontario (CHEO). The young girl is a niece of four different members of Cornwall SD&G EMS. A number of different fundraisers were held, including a barbecue on Friday that was attended by members of the EMS family and employees from other City departments. The

Paramedics’ union contributed $2,500 and the Cornwall Professional Fire Fighters Association donated $625 to help push the tally over $6,000. CORNWALL, Ontario - The Cornwall mother of a pair of autistic children wants to know why outlying rural communities are hosting in-school programming to help kids on the spec-trum, but little is done within city limits.

Dominique Chabot-Payment, whose son Kalem used to attend programming well out-side the municipal boundaries, wants answers from the provincial government and the French Catholic school board about why programming has been set up in far off places like Alexandria, Moose Creek and even St. Isidore.

“Why do these little villages have these great programs and a city of 46,000 doesn’t?” she said.

Kalem currently attends Marie Tanguay in Cornwall with the help of a full-time education assistant.

While Chabot-Payment concedes the school is “wonderful” her son requires specialized instruction that focuses more on life skills than ABCs.

He had been attending a full-time autism program in Moose Creek until 2013 when the province cut the initiative. Then he had to be bused all the way to St. Isidore for a similar program.

But because of his condition, Kalem could no longer handle the hour-long drive (one way) to school.

So his parents made the decision to inte-grate him into a school closer to home.

“It’s unlikely that Kalem will be an IT guru or get to post-secondary,” said Chabot-Payment. “But he does need to learn life skills.”

Typical life-skill programs teach students about hygiene, managing money and cooking.

Marie Tanguay is developing a full-time pro-gram for Kalem, for which Chabot-Payment is grateful, but it’s the first of its kind and she expects there to be growing pains.

“He’ll be the guinea pig,” she said.Chabot-Payment and her husband are in a

difficult situation. Their youngest boy Sammy is 2.5 years old, and has been diagnosed with aut-ism as well.

Where Kalem is vocal, Sammy is non-verbal. The couple’s sanity, budget and ability to plan for the future are often stretched to the limit.

Chabot-Payment has reached out to the Child and Youth Services Ministry, including minister Tracy MacCharles, to find out what more can be done for families like her’s.

“I cannot work a regular nine to five job because I have to be available for appointments for my children,” she said. She recently lost a night-shift position when Eleven Points Logistics announced its closure.

Her husband, Cory, works at Cornwall home improvement store.

“There’s little respite. And a lot of the (sup-plemental care) we have to get comes out of pocket,” she said. “Thankfully we work very well together. (Cory) is great. He’s Superman.”

The minister’s office indicated their case, specifically the lack of autism programming in

Cornwall within her school board, is under review.

Other school boards, including English pub-lic, offer full-time autism programming in Cornwall. Johanne Cote, a spokesperson with the Conseil scolaire de district catholique de l’Est ontarien, conceded the programming has been centralized in St. Isidore but offered no reasons for that decision.

“It is important to let you know that le Conseil scolaire de district catholique de l’Est ontarien provides services to all the students identified with special needs,” she said. “In this particular case of autism that you refer to, there are two distinct classes centrally located at St-Isidore, for the entire School Board. Other services are provided according to the special need identified for each student.”

CORNWALL, Ontario - The Art Gallery - Cornwall and its execu-tive director have part-ed ways, confirms the organization’s president.

Wyatt Walsh said Tuesday Sylvie Lizotte, TAG’s long-time leader with more than 20 years at the helm, was dismissed a few weeks ago.

She had been on leave at the time while Walsh complete an internal investigation into the inner workings of TAG.

“This was a cut and dry situation,” Walsh said in an interview. “We did our due prudence.”

Who will replace Lizotte, who had been at odds with previous members of the TAG board, becomes the new focus for the agency that is grappling with a significant funding cut from city hall. “We’ve started to collect applications,” said Walsh. “But we’re not sure how we’re going to fill (the position).”

When asked if the job might be handled part-time Walsh suggested “anything is pos-sible” and added the role could be filled on a volunteer basis as well.

“We need someone who is familiar with the arts, but also knows about office management,” he said.

The Alison Wonderland Band will be at the Royal Canadian Legion, on April 10, for a great night of music, from the 60’s right up to the chart-toppers of today – “a virtual tribute to the soundtrack of your life.” A light lunch will be served.

By now, almost everyone in the community has a Hospice story… Here’ mine.

The last time I saw my dear cousin, Diane, was at Hospice, just before Christmas. She’s with the Universe, now. She was my first friend, you know, that cousin your age that you hung out with growing up? Well that was her… Towards the end, she was just the sweet shell of who she once was, but her spirit was gigantic.

She mentioned that she would like lights in

the tree outside the window of her room… When I spoke to Allison Hudson (volunteer coordinator for Hospice and lead singer for the Alison Wonderland Band) about it, she simply answered, “Then, she will get lights.” The next day, it was done.

When all is said and done, it really is as sim-ple as lights in a tree, isn’t it? Thank you, Alison.

I want to personally thank the Alison Wonderland Band, Sigma Point and all the other bands involved, for their generosity towards such a wonderful facility. You perform a great service to this community. We all do. Here’s hoping that the powers that be don’t forget our value.

BUDGET 2015 ROUNDUP: Taxes, firefighters and arts fundingCORNWALL, Ontario - Not surprisingly, your

taxes are going up.City council put the final touches to its 2015

budget Monday night that calls for a 2.4 per cent hike compared to last year, or an additional $54 on the typically residential bill.

“This is my fifth of sixth budget in the City of Cornwall and to be perfectly honest it was the most challenging,” said Mayor Leslie O’Shaughnessy. “This is the best result possible for this budget. A 2.4 increase is the cost of liv-ing. Some are struggling to come in at the cost of living.”

Councillors Brock Frost, David Murphy and

Mark MacDonald all voted against the budget. They all believe that not enough was done to cut spending and save taxpayers more money.

PART-TIMERS AT THE FIRE HALL?Cornwall should look at hiring part-time fire-

fighters and even retain volunteers to augment the full-time people currently on the roster, said a consultant Monday.

Steve Thurlow of Dillon Consulting told city councillors more services across Ontario the same size as Cornwall are employing the use of part-time people and volunteers to add to the full-time people who are the first to respond to

a particular blaze.“The composite model is one of the most

effective and efficient used across the province,” he said.

Volunteer firefighters make up almost two-thirds of all Ontario firefighters.

The Brockville Recorder and Times reported that in that city taxpayers could save as much as 35 per cent, or $2 million, by mixing its fire ser-vice with full-time people and volunteers.

Thurlow’s report, the city’s new fire master plan, suggested the city could still respond to so-called “moderate” fires with 14 firefighters, but the package released to the media Monday did not spell out whether those firefighters should be full-time, part-time or volunteers.

“What we’re looking for is a pool of firefight-ers…to help in the deployment,” said Thurlow. “Whether the municipality chose to make that on a schedule basis, or on a call-back process, would be up to the municipality.”

News of Thurlow’s recommendations raised questions among the members of the Cornwall Professional Firefighters Association.

“We have no problem looking at it,” said association president Jason Crites. “But it’s got to make sense.”

Crites pointed out that at least for now there is no talk of removing full-time people at the expense of part-timers or volunteers.

UNION TORPEDOED NEW HIRES - CHIEF

Cornwall’s outgoing fire chief is disappoint-ed city councillors shelved his recommendation to hire four new people within his department - and lays blame for that decision at the feet of the union.

Rick McCullough told Seaway News Tuesday the four probationary firefighters he wants brought in to fill vacancies within the depart-ment were all but assured until what he calls a “negative PR campaign” was rolled out by the Cornwall Professional Firefighters Association.

“If they (the association) had let me go through the budget process, I would have had my four firefighters,” he said. “That’s my opinion.

“They trashed the fire chief. They trashed the

CAO. They trashed the fire master plan, they trashed their own prevention and training div-ision members and they trashed council.”

McCullough is set to retire in a matter of weeks and his replacement will decide whether the hires are warranted before going to city council to get permission to bring the new people in.

McCullough is disappointed that council would not accept his belief that the firefighters should be hired.

“I’ll be honest with you, I’m surprised that council didn’t listen to the outgoing chief...or ask me any questions Monday night,” he said. “I’ve been consistent all along in saying they should be in there.”

YAC FUNDING GRANTEDCity council, after hearing from disgruntled

artists in the area, has removed an expensive jet fuel project at the Cornwall Regional Airport and will pour money into Your Arts Council (YAC).

A $97,000 project to add jet fuel dispensing to the airport was put on hold for at least a year, and some $22,758 was taken from that envel-ope to fully fund a YAC request for $35,000 this year.

The balance of the $97,000 was placed in a reserve and council agreed to increase it’s $525,000 so-called “cap” on outside agency funding by about $22,758 to meet the YAC request.

In the last two weeks council has heard from angry individuals who called out elected offi-cials, many of whom campaigned on aug-menting the local arts scene.

“I think YAC has proven itself to be a credible organization,” said Coun. Benadette Clement. “What we did in the budget process was to limit funding for the art gallery. We take funding away from the art gallery and then we don’t fully fund YAC. What kind of message is that sending?”

coordinated effort to get people workinged allard

The Akwesasne/Cornwall Job Fair held last Thursday at the Civic Complex was a coordinated effort by the Akwesasne Area Management Board, Mohawk Council of Akwesasne, St Regis Mohawk Tribe, Akwesasne Employment Resource Center, Social Development Council of Cornwall, TR Leger School and Job Zone d’emploi.

The fair coordinator was Stacy Skidders from the Akwesasne Area Management Board. Bob Peters from the City of Cornwall and a number of

people from the Eastern Ontario Training Board were involved in a partnership role along with other members of the SDG Service Coordination Council, facilitating partnerships between the various service providers. And there were many others from the partnering organizations who contributed to the effort.

It’s the first time in recent memory where there has been such widespread coordination among employment services agencies in Cornwall/SDG and Akwesasne. Those efforts are valuable steps towards improving the economic

well being of both communities. The common mantra around town is that

there are no worthwhile jobs in Cornwall. Admittedly, there are fewer jobs in manufactur-ing, but other sectors of the employment market are still alive and well and should not be dis-counted. Twenty-four different employers were looking for well over 50 new hires in a variety of mostly full-time positions. And while some jobs did require some skills or technical qualifications, many did not. In a number of cases, companies were prepared to provide in-house training. Wage levels varied with most positions offering somewhat above the minimum wage.

In addition to employers, there were a dozen tables manned by employment assistance and training organizations such as Cornwall Career College, Academy of Learning College, Contact North and the University of Ottawa. They were offering information on upgrading job skills, improving education, online learning opportun-ities and so forth.

It might have been the timing or maybe it was the improved weather, but the fair attracted over 1,000 job seekers over the course of the after-noon. In fact, some 150 were lined up at noon when the doors opened and there were line-ups at many of the tables around the room well into the afternoon. Many of the job seekers were from Cornwall, but there were also residents from the adjacent counties. I expected to see a lot of college or university students but instead saw a wide range of age groups including my own grey

hair group. Most were looking for a job but there were others looking for a different or better job.

There was also a substantial contingent from Akwesasne. While many of them gravitated to the tables of Akwesasne employers, they were seen among the lines at other tables as well. Employers from Akwesasne did have a native preference policy, but they were still open for applications from anyone.

Most of the Akwesasne positions were on the American side of their territory. For many Cornwall residents, that would require a U.S. work visa and Social Security card. But as one employ-er said, those were not difficult to get and, if the job opportunity is worthwhile, it could be well worth the effort. The Akwesasne Tire Company has just opened a new shop on Cornwall Island, which would avoid such requirements.

The full results from the fair will not be known for a few more weeks. That will give time for tabulating surveys and other feedback provided by job seekers and exhibitors. It may also take some days for employers to wade through the stacks of resumes that many were collecting and begin to put out calls for interviews.

Most of the employer reps that I spoke with last Thursday were very happy with the interest shown at their tables and the number of applica-tions they received. The implication was that it was worth the effort and they would consider future such fairs to meet hiring needs. I plan to follow up with the organizers and include an update in a future article on this page.

Kitchen Helper program branches out to alexandriaIf you missed out on both opportunities to

participate in the Youth Skills Connection- Kitchen Helper program which was delivered in Cornwall last May and last November, this is your last chance to do so. The Eastern Ontario Training Board is currently recruiting candidates from Cornwall to be considered for their final intake, which will be held in Alexandria at the end of April, with the possibility of providing its Cornwall candidates with transportation to and from Alexandria.

In case you didn’t know, the Kitchen Helper Program is a free initiative from the Eastern Ontario Training Board that helps young unem-ployed people gain experience cooking and working in a kitchen atmosphere is coming to Alexandria, thanks to incredible demand. The Kitchen Helper program, fostered in part by Youth Skills Connection, is making its way to Alexandria, after having delivered two successful sessions in Cornwall.

The program provides at-risk youth with the skills necessary to begin work in a restaurant kitchen or other large-sized facilities that prepare

food like retirement homes and hospitals.Successful candidates will be provided with

the basic in-school cook apprenticeship (Ontario) curriculum.

“This is a great way for young people to gain experience and learn a new trade,” said project manager Kimberly Vass-Lihou. “We want people who are motivated to learn these new skills, but who have difficulty in landing that new job, or skill-developing trade.” “We have had incredible success the first two sessions, with some of our students already having been offered jobs. We know this time will be just as successful.”

Participants will obtain a series of certificates valued by employers, such as the certified National Food Service (Safe Food Handling) Program, First Aid and CPR, Smart Serve and Workplace Hazardous Materials Information System (WHMIS).

Participants will then have the opportunity to test their newly-acquired knowledge and skills and further their experience by participating in a six-week on-the-job placement.

The program will take place in Alexandria in

late April 2015.Candidates must be unemployed,

facing unemployment barriers (language, disability, newcomer status, conflict with the law, lack of work experience, skills or education, etc.), between ages 18 and 25, available to attend classes five days a week, five hours a day for 16 weeks and then participate in a six-week on-the-job placement.

Cornwall and Carleton Place met 64 years agoTHOM RACINE

So the Colts and Canadians are a couple of games into their second round series of the CCHL playoffs. They met a few years ago and the Colts stunned the Canadians and followed that upset, all the way to the Royal Bank Cup National Championship.

If you thought that might be the only play-off history between the two towns, think again. Snooping around the history pages this week, a dear friend stumbled upon a neat story of a Cornwall Midget hockey team who had just had some success against a team from Carleton Place winning the game 2-0.

In early April of 1951, the Cornwall OCOT Midgets ventured to Ottawa for the Midget District Final at the old Auditorium. The midgets got goals from Ron Riley at 8:38 of the 2nd and Darryl MacMillan at 3:16 of the third and shutout goaltending from Rene Laplante and coach James MacDonald’s club came home with the title.

Groulx, Eddie Rowe, Rene Laplante, Dalt Wells, Doug Hawn, Howard Poitras, Roger St. Germaine, Ray Dewar, Ron Riley, Conrad Groulx, Gerry Hughes, Joe St. Dennis, Darryl MacMillan, Raoul Dumoulin, Roger Belanger and Rene Parisien. One of the names was very familiar to me; Roger Belanger and I have been friends for a few years and when I sent him the picture, Roger provided a clearer pic-ture of that successful 1951 team. “I did play the 50-51 season for an all-star team selected for the

Don’t slam on your brakes when you hit a pothole because it pushes your whole front suspension downward and into the pothole and actually making the hit a lot harder.

Nasty potholes will be responsible this spring for tire damage, rim damage, steering and suspension damage, shocks, along with potential damage to

struts, ball joints, rack and pinion steering to name just a few. In a worst case scenario, the dreaded pothole can force you to have

to call a tow truck. Follow these tips for safer spring driving:If you hit a pothole and then immediately notice the car pulls to

one side or the steering wheel is no longer straight, take your car to a reputable automotive service provider. This is because there is a very good chance that your car has been knocked out of alignment and may have damaged front end components.

The next time you stop the car, inspected the tire and rim for any damage. If there is a bulge or visible cord material on either sidewall of the tire, it must be replaced immediately. If the rim flange (edge of the rim) is damaged or bent, the best practice is to purchase a new rim.

If you hit a pothole and you get a flat, pull to the shoulder immediately, if possible. If a tire goes flat after hitting a pothole, it’s junk and will need to be replaced, but the rim may still be in good

Card shuffling continues during budget talksTodd [email protected]

At the risk of sounding melodramatic, city coun-cil wrapped up its version of three-card monte Monday night with the 2015 budget.

The bottom line came pretty much as adver-tised, with property taxes going up by an average of 2.4 per cent for a typical residential property – an increase of about $54. Ho-hum…it was the nuts and bolts of the budget that drew much of the scrutiny.

Specifically, there was more work done by coun-cil to rob from one part of the municipal budget in order to finance something somewhere else. In essence, most councillors worked hard to shuffle the deck and come up with ways to get some groups off their back without having to go to the tax base as a whole for the money.

Three examples:The great arts debateMany councillors said during the election they

supported the arts, but got caught shelving fund-ing for both The Art Gallery – Cornwall (TAG) and Your Arts Council (YAC) two weeks ago when they ran out of money under a so-called “cap” of $525,000 for outside agencies.

The answer? Why raise the cap, of course…and in the process take a project at the Cornwall Regional Airport and put it back in the hangar for a year to get YAC the money it wanted in the first place – some $35,000.

The extra money they found in the budget is a pittance…just 22,000 bucks on a $160-million document. But it speaks to how tepid council can

be when it comes to sticking to a decision or a policy.

Those who support the decision say councillors made the smart move and “reflected” over the last two weeks on the initial decision to cut funding.

I see it differently…council wilted under the pressure. Some critics of the decision said this early version of the new city council is lacking something specific – it rhymes with “halls.” And because they know most taxpayers would be ripping mad if they simply increased spending, councillors spun their decision by suggesting a flawed funding agree-ment with South Glengarry should be fixed before spending more cash on the airport…to the benefit of artists.

I wrote a few weeks ago of how impressed I was with council’s ability to finally find a way to say no.

So much for that.Waterfront moneyMembers of the city’s waterfront committee

were miffed at budget cuts to Cornwall’s premier attraction, which includes Lamoureux Park, and penned a letter to that end to city council.

We received a copy of it Monday after the budget meeting.

“We wish to express our serious concern and dismay at the sweeping away of funding for the Waterfront from the 2015 Budget. We sincerely urge that this funding be restored so that continued progress in developing this jewel of our community is not put at risk.”

Coun. Bernadette Clement wanted to add $75,000 to the waterfront budget…a “clean motion” as she called it that simply called for added

spending.Council’s answer? Take it from reserves. You

know…the same reserves auditors have repeatedly told councillors are woefully underfunded.

Firefighters are out…kindaMy personal favourite from Monday night

comes via the fire department. Trying to find a majority opinion on this idea of filling four vacant spots on the fire roster has been about as easy as talking to a TAG board member who’s been on the job for more than two weeks.

There are two camps on this subject – one strict-ly opposed to the hiring and another that would move heaven and earth to get those new guys into the fire hall.

In the middle are a handful of councillors that sort of decided Monday night when they said there would be no hiring without the expressed approval of elected officials and the input of a new fire chief.

But the money to hire the firefighters, about $208,000 at last count, will remain in the budget. So will vast amounts of overtime that will likely be racked up this year. If the money had been shelved overtime spikes would be mitigated.

Once again, I see it as a way of soft-pedalling the generally held desire to simply do away with the new people. Instead the issue will come back…again.

I wrote a couple of weeks ago that the city budget book looked more like a plastic lunch box wrapped in Band-Aids, with easy short-term deci-sions used to cover up long-term issues.

We got more of the same Monday when coun-cillors returned to the time-honoured practice of robbing Peter to pay Paul.

Clement deemed it a “shell game”…not unlike three-card monte.

No kidding.

Dear editor: I really hope the bridge demolition leaves a

span between two pillars. This way we can have a set of stairs up one side and down the other. use a covering over the very top preventing exit access for jumpers between the two pillars and providing some shelter for visitors/ tourists.

On the former Domtar properties, I would also

like to see a transition station for Winnebago’s and other trailers for dumping and replenishing with gas and confectionaries as well as perhaps a meal or two before heading North or South. Note, I would not recommend long term stays.

In between the two former Domtar smoke stakes a large BIG APPLE Restaurant and Tourist store for Indian, Canadian and yes, American gifts.

One stack(the North one)could represent the future with a mock up of a space ship while the other can represent the current and the past with a mock up painted on it of a giant totem pole. This could become a major draw for new busi-ness’s and pulling people into and around Cornwall. You want tourist attractions....well here is a golden opportunity. A large Ferris Wheel and

Accountability is key for government: MppDear editor,Accountability is a law that all governments,

elected officials and public servants must abide by.

The opposition has now asked over 100 questions of the Premier regarding the Sudbury bribery scandal, yet we haven’t heard an answer. Here are

the facts: the Premier’s Deputy Chief of Staff Patricia Sorbara and Sudbury Police Services Board Chair Gerry Lougheed Jr. have been caught on tape apparently offering Andrew Olivier a public appointment in exchange for him not seeking the Liberal nomination. According to the Chief Electoral Officer, this breaches the anti-bribery pro-visions of the Election Act and this file has been referred to the OPP for investigation. Our question is clear: when will Premier Wynne either dismiss or put on leave the two suspects to ensure they can’t exercise influence over government policy while the investigation is ongoing? I asked this question on several occasions, including on Tuesday. The Premier and her Ministers have so far ignored the questions by delivering Liberal marketing pitches, telling Opposition members what questions they should be asking, or shielding themselves by

pretending that removing Sorbara and Lougheed from the levers of power would “interfere” with the investigation. The Premier has also not scheduled her meeting with the anti-racket division of the OPP. Now longer than a month, this delay is unacceptable as the investigation needs her testi-mony. The Liberals should take examples from former governments and, just recently, the Ontario Provincial Police Association, where three senior staff members under RCMP investigation immedi-ately took leaves of absence to ensure their organ-ization wasn’t tarnished by scandal. The public expects the Premier of Ontario to govern with integrity and honesty – why is she not doing the right thing?

Is it cheaper to live in the country?CLAUDE MCINTOSH

When it comes to property taxes, Cornwall homeowners pay more than folks in South Stormont and South Glengarry. That is a gimme.

However, a case can be made that when other expenses are added to the equation, living in the “country” can be more expensive when compar-ing apples to apples, meaning houses with simi-lar assessed values.

It is probably fair to say that a home with an assessed value of $190,000 in Cornwall is paying around $700 more a year in property taxes than a home assessed at the same value in South Stormont and about $600 more than a similar property in South Glengarry.

But that doesn’t mean it is cheaper to main-tain a home in either neighbouring municipalities.

Living in the “country” comes with a cost that narrows the property tax gap, and in many cases wipes out the property tax saving.

The elephant in the room is the cost of electri-city. And it is a big elephant.

Hydro One services most of the neighbouring municipalities. On average, Hydro One bills are 35% higher than what Cornwall Electric custom-ers pay. And the spread is getting wider. There are horror stories about Hydro One bills and billing practices. Last year the Ontario Ombudsman handled 9,000 complaints from Hydro One cus-tomers. Things like huge bills being sent to the wrong addresses and the brick wall folks hit when trying to rectify the mistake.

There are several other costs - transportation, septic tank upkeep and the unavailability of cheaper natural gas - that can make country liv-ing more expensive.

Cheaper to live in the country? Can be if you have a power source other than Hydro One, have

access to natural gas and don’t need to drive more than five miles to work.

HERE AND THERE: If the arts community folks want to know how to build an arts centre, pay it off in 10 years and put money in the bank, they should sit down and talk to the Cornwall Curling Centre people. ... I’m convinced that a lot of Conservatives voted for Jim Brownell (L-Stormont-Dundas-South Glengarry) which explains the huge shift to the Tories when he retired. Liberal nomination seeker Bernadette Clement was encouraged to seek the Stormont-Dundas-South Glengarry nomination by party leader Justin Trudeau. ... Smart move for Clement would be to make political warhorse Denis Sabourin her campaign manager. ... And if the city councillor beats the odds and wins the riding, she will resign her council seat, opening the door for the 11th place finisher, Guy St. Jean. It will be council’s call - one of three options - but there is little doubt the seat would be offered to St. Jean. Only member of city council to be elected to the House of Commons and not resign was Ed Lumley who finished out his council term while serving as MP.

TRIVIA ANSWER A nuclear bomb shelter opened in June 1960 was built on the south side of city hall. It was the first such Cold War shelter built in Canada under the Emergency Measures Organization (EMO). Another designated shelter was the basement of the Federal Building at Second and Sydney streets, now Cornwall Public Library. Of course, as we now know, the shelters would not have saved anyone from a nuclear attack. Not only did students have fire drills at the heights of the Cold War but they practised nucle-ar attack drills by crouching under the desks with their hands over their heads if the air raid sirens - one was on the Bell Building on Pitt Street - sig-nalled a possible nuclear attack.

It’s been said that the eyes are the window to the soul – but did you know the mouth could be considered the window to your overall health? April marks National Oral Health month in Canada, and the first month for my column in Seaway News, so I thought it would be interest-ing to take a step back and consider: why does it matter that you brush, floss, rinse or care about your teeth at all?

“The buck stops here” is a phrase that doesn’t actually apply when it comes to oral health. In fact, numerous studies have shown that

infections within your mouth, such as tooth decay and gum disease, don’t always stop there but can be linked to larger health problems including diabetes, cardiovascular disease, res-piratory disease, osteoporosis, Alzheimer’s and even premature birth. This has been dubbed the “oral systemic link” and here’s how it works:

Your mouth, like other areas of the body, nat-urally plays host to a large number of bacteria, most of which are harmless. Good oral hygiene, including daily brushing and flossing, helps keep these bacteria in check. When you don’t take care of your teeth the bacteria build up and

may lead to infection and inflammation that can travel to other areas of the body. It’s kind of like a worn step that finally breaks after years of use. Yes, the pressure placed on the step caused it to break, but the termites gnawing at the wood over time also contributed to the issue as a whole. Understanding the oral systemic link doesn’t mean living in fear of potential dental infection; what it does mean is that we have an opportunity to develop healthy habits today to positively affect our dental and overall health tomorrow. In related good news, it’s actually relatively easy to keep your mouth healthy – just

put the following five steps to good oral hygiene into practice and you’ll be on your way to a healthy smile for life: • Brush your teeth twice a day • Floss daily• Remember to replace your toothbrush every three to four months (sooner if bristles are frayed)• Schedule regular appointments to see your dentist• If you do experience any changes in your oral health, including pain or infection, be sure to contact your dentist right away

Deux millions investis dans la francophonie par le Fédéral

L’Agence fédérale de développement économ-ique pour le sud de l’Ontario (FedDev Ontario) a profité de la journée internationale de la Francophonie pour annoncer un financement de près de deux millions $ à deux organisations franco-phones pour deux projets distincts.

Le député fédéral d’Ottawa-Orléans, Royal Galipeau, a confirmé l’octroi du montant lors d’une conférence de presse vendredi au collège la Cité. L’institution sera une des deux organisations à être touchées par le financement en compagnie de l’Assemblée de la francophonie de l’Ontario (AFO).

Cette dernière lancera un programme de stages destiné aux jeunes francophones, tandis que la Cité offrira des capsules de formation en ligne aux entre-prises de même que des services de recherche appliquée aux entreprises et aux organismes communautaires.

Chez l’AFO, le montant atteindra 999 840$ tout en permettant de créer 21 postes permanents et 30 postes temporaires durant le projet. La Cité recevra 925 000$ et devrait compter sur 15 nouveaux postes permanents et 30 postes temporaires, qui pourraient monter jusqu’à 30 permanences.

«Les groupes représentés ici aujourd’hui

consacrent leur temps à faire en sorte que les organisations franco-phones disposent des outils dont elles ont besoin pour croître et prospérer, a soutenu le député Royal Galipeau. Fournir les outils que les francophones ont beso-in pour faire du com-merce en Ontario aide à garder et à créer des nou-veaux emplois ici, à la maison», a-t-il convenu.

Par ailleurs, le député conservateur a annoncé que le gouvernement a créé près de 1,2 million de nouveaux emplois depuis 2006, soit l’arrivée du Parti au pouvoir. Ce serait dans le secteur privé où la plupart des embauches a eu lieu. Selon les rapports, il s’agirait de la meilleure performance chez les pays du G7. «Nous avons créé presque 20% plus d’emplois que notre plus proche concurrent. Nous sommes reconnus dans le monde entier comme un des meilleurs environnements pour les investisse-ments» a mentionné Royal Galipeau.

Un nouveau centre éducatif ouvrira ses portes à OrléansAprès quelques années de durs labeurs,

Hayfa Chine a réussi à obtenir le financement et pourra construire un nouveau centre éducatif, voisin de celui qu’elle dirige, à Orléans.

Le centre éducatif des Bécasseaux, qui compte 148 enfants à temps plein (156 quand on inclue ceux à temps partiel) et qui offre des services aux 0-12 ans, verra un nouveau voisin s’installer sur la rue Lacolle, près de Taylor Creek.

Un centre, dont la construction devrait déb-uter bientôt, est estimé à 3 millions de dollars, sera étalé sur 14 000 pieds carrés qui pourra

accueillir 138 enfants à son ouverture. Un cen-tre qui sera ouvert 24 heures sur 24, sept jours sur sept. Une première.

« C’est un besoin car il a des médecins, des policiers, des infirmières, des gens qui tra-vaillent avec un horaire irrégulier, qui peuvent avoir besoin d’un tel service. C’est un projet que je travaille depuis longtemps qui va aller de l’avant. »

Des démarches avaient été amorcées en 2010 par Mme Chine pour s’installer de l’autre côté de la rue. Grâce au travail réalisé avec les élus d’Ottawa, le tout pourra voir le jour dans

quelques mois.« Nous avons obtenu le financement à

100%, ce qui est une bonne nouvelle pour nous. Nous avons beaucoup de demande ici au centre éducatif les Bécasseaux et ça pourra nous aider à combler un besoin dans la com-munauté. »

Une salle d’exercice, permettant de prati-quer le karaté, par exemple, sera mise à la dis-position des utilisateurs. Les repas seront aussi apprêtés sur place, même que les familles pourront repartir avec un souper ou un dîner.

Le bâtiment abritera aussi un magasin de

jouets dits naturels, soit fabriqué en bois et en tissu.

C’est donc cinq ans de démarches qui aboutiront. Une fierté pour Hayfa Chine, qui se rappelle être arrivée au Canada avec un titre d’enseignante… qui n’a pas été reconnue.

C’est alors qu’elle a décidé d’entreprendre l’éducation à la petite enfance, notamment par la construction du centre des Bécasseaux. Avec l’aide de son mari, elle a réussi à faire l’installation de chaises, de casiers… et d’avoir un centre très recherché dans l’est d’Ottawa.

À l’école Rose des Vents, le français est très important! Pour vous le prouver, nous allons vous raconter le déroulement de la semaine de la francophonie à l’école Rose des Vents qui a eu lieu du 9 au 13 mars 2015.

Du lundi au vendredi, le comité composé de Mme Julie Brunet, Mme Alysha Lavictoire et de Mme Angel

Piette, nous donnait des défis à relever. Le lundi, une chouette devinette nous attendait; le mardi, un Boggle pertinent; le mercredi, un défi intitulé «Dis-moi une phrase!»; le jeudi, un défi mystère (chut!) suivi d’une phrase malade le vendredi. La musique francophone a été à l’honneur tout au long de la semaine. On a découvert de nouveaux groupes et chanteurs!

Sans oublier le rassemblement au gymnase le vendredi. Chaque classe a confectionné un drapeau et a désigné un porteur, un élève qui est un modèle francophone. Ces élèves ont eu l’honneur de transporter le drapeau représentant leur classe lors de la parade.

anglophone !Le 4 septembre 2012, l’Ontario Federation

of School Athletic Associations (OFSAA) décida d’imposer une nouvelle restriction sur l’admissibilité de ses compétitions sportives aux athlètes des écoles secondaires. La nou-velle loi déclarée indique que les élèves ne vivant pas sur le territoire du quartier de leur école ne peuvent pas participer aux compéti-tions OFSAA. Mahamoud Abdelaal, un élève de l’école secondaire publique Omer-Deslauriers, est une victime de la nouvelle loi imposée par l’association sportive. Vivant hors du quartier où se situe son école, il ne peut pas participer aux compétitions de l’OFSAA. Il a accepté de répondre à quelques-unes de nos questions.

Q : Quels sports pratiques-tu ?R : J’aime jouer au football européen (soc-

cer) et je suis plutôt bon au lancer du javelot, en athlétisme. Le sport a une place assez importante dans ma vie.

Q : Que penses-tu des nouvelles réglemen-tations imposées par l’OFSAA ?

R : C’est vraiment dommage. Quand j’étais en 9e et 10e, je rêvais souvent du jour où je pourrais finalement participer à une compéti-tion OFSAA puisqu’elles ne sont ouvertes qu’aux seniors (11e et 12e) dans nos écoles. Maintenant, le fait que je réside à Kanata et que mon école se trouve à Nepean m’empêche de pouvoir y aller.

Q : Comptes-tu quand même continuer à jouer au football et faire du lancer de javelot?

R : Bien sûr ! Je ne peux pas participer aux compétitions de l’OFSAA mais je peux toujours y jouer à l’école.

Q : As-tu pensé à changer d’école pour ter-miner tes études dans un établissement de ton quartier et pouvoir participer aux compé-titions de l’OFSAA?

R : Pas vraiment, car comme je l’ai dit plutôt : même si je ne peux pas me présenter aux

compétitions de l’OFSAA, je peux toujours participer à des matches au sein d’autres com-pétitions parascolaires ou tout simplement m’entrainer à l’école ou dans des centres de sports. En plus si je change d’école, je serais considéré comme un élève transféré et ces élèves sont contraints à plus de restrictions que les autres.

Q : Penses-tu que cette nouvelle politique avantage et/ou désavantage un certain groupe de personnes ?

R : Je ne sais pas si cela avantage certains groupes, mais cela désavantage certainement les élèves fréquentant des écoles franco-phones. Il y a peu d’écoles francophones à Ottawa, car il y a peu d’étudiants franco-phones et cela oblige les établissements à se spécialiser dans certaines matières ou pro-grammes, pour ainsi maximiser les possibilités d’études en français. Il n’y a pas beaucoup d’écoles francophones comparées au nombre d’écoles anglophones et il ne faut pas oublier ce fait. Des amis que je connais fréquentent l’école secondaire publique Louis-Riel et fond un long trajet tous les jours, car ils veulent faire et continuer leurs études au sein du pro-gramme Sport-Études qu’offre l’école. Cependant, ils ne peuvent dorénavant pas participer aux compétitions de l’OFSAA et je trouve cela vraiment injuste.

Q : Est-ce que l’OFSAA devrait abolir cette nouvelle décision selon toi ?

R : Si l’OFSAA a mis en place cette loi, c’est surement parce que les organisateurs avai-ent une bonne raison, mais ils sembleraient qu’ils oublient l’énorme différence entre le nombre d’écoles francophones et le nombre d’écoles anglophones. Il y a plus de chance d’avoir une école de langue anglaise dans nos quartiers que de langue française. Cette nouvelle loi est, selon moi, une forme d’assimilation des élèves francophones et je pense que, oui, l’OFSAA devrait abolir cette nouvelle décision, car cela désavantage

SALARY: Start -- $26.67/hour

The Auxiliary to St. Joseph’s Continuing Care Centre volunteers raise funds through a variety of events during the year. All proceeds from these events are donated towards resident programs and equipment at St. Joseph’s Villa and the Complex Continuing Care Unit. Bonnie Ruest, Executive Director, accepts a donation of $25,000 from Juliette Payette, Auxiliary President at their annual general meeting. The funds will be used to purchase dining room furniture for level 3, Long Term Care and electric beds with exit packages.

The St. Lawrence Seniors Club, through its public bingos, donated a total of $12,000 to the following organizations: Heart and Stroke ($1,000), Children’s Treatment CEntre ($1,000), Canadian Cancer society ($1,500), Alzheimer’s Society ($1,000), Multiple Sclerosis ($1,000), Cornwall Community Hospital ($1,000), Saint vincent De Paul ($1,000), Agape Centre ($1,000), Hospice ($2,000) and the Canadian Diabetes Association ($1,500). The bingos are open to the public at 12:15 p.m. every Monday and Thursday at the Army, Navy, Air Force Club on Marlborough Street. Shown in the photo are all the volunteers form the club, as well as representatives from the community agencies.
