RFP For Procurement, Installation, Testing & Commissioning Of BMS, ACS, Surveillance System, Equipment / Accessories Required for Integration with Existing Setup In GITC

#2/15 CORRIGENDUM-1 05.01.2018

Based upon the pre-bid queries, the amendments to the RFP given below are issued. The amendments provide response to many of the queries raised by the bidders, and such queries are not being responded individually. Where no response is provided to a query, the Bank’s position, as stated in the RFP (including the amendments) remains unchanged or the query is in the nature of a suggestion or is not relevant to the requirements raised by the Bank.

Our responses for the pre-bid queries are as follows S No RFP

RFP Clause

No.

Existing Clause / Content of RFP Query/Suggestions Bank's Response

1 Various Mismatch in specs with approved makes Wherever there's mismatch between specs and

approved makes capability, we can quote as per

capability of approved makes. Please confirm

Agreed

2 There are instances where BOQ and specs

are not in Sync.

In such a case should we consider that BOQ

supersedes specification and quote as per approved

make's architecture so as to fulfill the tender intent

requirement?

BOQ & Specs are two different things. The quantity to be supplied is to be based on the approved specs and the quantity will be based to the design/architecture.

222

Fire Alarm

System

252 devices/detectors in any combination,

5000 event history, 6" touch screen LCD,

10 loops and 2500 devices/detectors

maximum

Request to kindly rephrase the line items to make it

competitive. Eg 1 loop should support at least 252

detectors/device etc. Also as the repeater panel

asked is passive type, it's used majorly for alarm

acknowledgement or silencing. A touchscreen

display doesn't add anything other than aesthetics at

a higher cost. Kindly approve non- touchscreen type

cost effective repeater panel.

Agreed. The specification for supply of 6" Touch screen LCD panel is made optional. The wordings "in any combination" is removed

4 223 Fire Alarm

System

Tri colour LED Honeywell supports dual coloured LED. This makes

sense as panel and GUI can be configured to show

alarms/ troubles/ok status for entire facility. An

operator monitors the panel or GUI and not

individual detectors. Hence a dual colour detector

with a smart panel and GUI serves all purposes.

Dual colour LED indicators are acceptable.

5 55 Fire Alarm

System

Hazmat Icons conform to NFPA standard

170 format

Please clarify in details The icons used in the software or while labelling the devices etc.

should conform to the standard mentioned in the RFP.

6 170 Access control

system

140 workstations Requirement of 140 workstations in specs seems to

be over stretched. As per BOQ, only 2 workstations

are required. Please advise

This applies to the monitoring workstations. The current requirement is for 3 workstations. The software should have the capability to add more monitoring workstations(Upto 20) which can be added at a later date.

7 174 Access control

system

As a minimum, the ACS shall allow up to

196 configurable fields to be customized by

the system administrator to suit the needs

of the facility owner.

Please clarify in details Apart from the mandatory data fields, the system should be able to provide for additional 196 configurable data fields to suit site specific customization.

8 78-80 Access control

system

Mismatch in quantity of field devices Based on the BOQ, we understand there's a

mismatch in the BOQ. Number of doors appear to

be 45, no of readers are 71 and exit push buttons are

15 in number. Kindly let us know the distribution of

doors with type ( single/double) and we can design a

redundant ACS system as per approved makes.

Double Door Magnetic Locks - 25 Single Door Magnetic Lock - 21 Biometric-cum-Proximity Readers - 46 Proximity Readers - 46

9 62 Access control

system

Standard for products all listing is not possible. We can give UL / CE

standard. C-Tick Standard is removed from the scope of the current RFP, Any of the standard.

10 75 CCTV Mismatch in camera quantity and License Total quantity of cameras is 130 whereas license is

asked for 110 cameras only Total quantity of camera is 135 and License should be for the actual quantity supplied 150.%

11 137 CCTV Parallel recording should the license of parallel recording be included

in the offer. Failover feature to be provided for the server infrastructure. Hence, the requirement for parallel recording is being removed.

14 93 BMS As such, in the event of a network

communication failure, or the loss of any

other controller on the Network, the control

system shall continue to independently

operate under control of the resident time

clock in each controller and the resident

program stored in non-volatile memory as

detailed herein. In such a case, each

capabilities of each controller until a

network connection can be restored

The "Backfilling" feature is usually required in a

manufacturing facility requiring very high

temperature/humidity control e.g. Pharmaceutical

manufacturing units. Such a feature is not a mandate

requirement for a datacenter scenario. We request

you to kindly delete the clause from specs, boq and
