The Director of Recreation provided a presentation on the 2017 Dragon Boat Festival, attached as Appendix C and forming part of these minutes, and responded to questions.

Clerk The Director of Public Works and Town Clerk provided a presentation on Business Continuity throughout the Downtown Revitalization, attached as Appendix D and forming part of these minutes, and responded to questions.

a) OPA#22 and ZBLA 2-17 (260 Elgin Street West) Resolution No. 131-17 (7:24 pm) Moved by Dan Lynch Seconded by Walter Stack That Council move into a Public Meeting to allow the public to make representations to Council regarding a proposed Official Plan Amendment and Implementing Zoning By-law Amendment for Part of Lot 10, Plan 32, being 260 Elgin Street West, Arnprior.

Mayor David Reid called the meeting to order at 7:24 p.m., welcomed those present and the Town Planner noted requirements for oral or written submissions prior to adoption of the amending by-law for the purposes of the Ontario Municipal Board requirements.
Staff confirmed that notice of this Public Meeting was mailed to all properties within 120 metres of the subject land, as well as posted on site, in accordance with the Ontario Planning Act and Ont. Regulation 545/06. Written comments were received prior to the meeting and have been provided to Council for consideration.
The Town Planner, explained the amendments being requested are as follows:

The proposed Official Plan amendment would re-designate the subject lands from “Residential” to “Residential – Exception Twelve” to permit, as a home occupation, retail sales, as well as the use of an accessory building for a home occupation. Zoning By-law Amendment – The purpose of the proposed zoning amendment is to allow the sale of goods, other than those produced on the premises, as a home occupation, as well as the use of an accessory building for a home occupation. The current zoning by-law restricts home occupations from the sale or rental of goods, other than those produced on the premises and the use of an accessory detached building for home occupation purposes. The effect of the amendment is to rezone the lands from “Residential One (R1)” to “Residential One – Exception Thirty-five (R1-E35)”. Mayor David Reid invited the property owners to provide a presentation, and noted that any new information from the public is welcome following the owners’ comments. Mayor Reid asked that repeat information/comments be omitted if possible.
The floor was opened to the public for comments with the following being a summary of the comments received:

presentation, attached as Appendix E and forming part of these minutes.
The following members of the public provided comment to the affect that they were supportive of this application, and requested Council to come up with a solution to this issue:

There were approximately 28 people in attendance, and with that Mayor David Reid requested a show of hands for anyone who was not supportive of the application, of which no hands were raised. The Town Planner explained staff will provide a report on the next Council agenda for consideration. The public meeting was declared closed at 7:57 pm.

Item # 4 - Page 15 – Correspondence from the Corporation of the Town of Laurentian Hills – Letter of Support of Resolution re Municipal Lotteries
o Thanks to the Corporation of the Town of Laurentian Hills for their support of our resolution to Premier Wynne dealing with lottery licences.
Mayor David Reid noted the following: Item # 14 – Page 39-40 – Information from AMCTO – Budget Eliminates Municipal
Office-Holder Tax Exemption o In his opinion the Federal Government did not consider smaller municipalities
when making this decision about eliminating the one-third tax exemption for municipal and provincial councilors. This could put the pressure on municipalities in regard to compensation.
o Reeve Walter Stack noted he also agrees that the Federal Government was not considerate of smaller municipalities when making this decision. He noted that he has contacted FCM on this issue, who noted they would provide further information in the future.

• “This PTSD Prevention Plan has been developed to outline our approach to managing Post Traumatic Stress Disorder (PTSD) at the Town of Arnprior. The goal of this plan is to take a holistic approach across prevention, intervention and recovery and return to work.”

all Fire Department Employees including Volunteer Firefighters are aware of the resources available to them to assist with any mental health issues, including PTSD.
• Integrating existing Town policies, the PTSD prevention plan outlines how this new policy will be put into effect and how it will be implemented within the Fire Department.

• On February 22nd, 2016, the Town of Arnprior awarded a two-year construction contract for the Arnprior Downtown Revitalization 2016/2017 Reconstruction Project to Thomas Cavanagh Construction Ltd. for $10,743,875.97 including HST.

• This project will be the largest single self-funded investment ever made by the Town towards the rehabilitation of aging infrastructure and will also provide an enhanced streetscape and improved accessibility in Arnprior’s downtown core.

• Cavanagh is required to provide a Construction Site Pedestrian Control Plan prior to commencing work.
• It is to ensure the provision of safe and accessible path of travel for all pedestrians through and/or around the construction site.
