7. Awards/ Delegations/ Presentations a) Presentations

i) Site Plan Approval (258 John Street North) – Town Planner The Town Planner provided a presentation on the Site Plan Approval (258 John Street North), attached as Appendix A and forming part of these minutes, and responded to questions.

ii) Post-Traumatic Stress Disorder (PTSD) Policy – Human Resources Clerk, Fire

Prevention/Protection Officer, Deputy Clerk/ A/Human Resources Officer The Human Resources Clerk and Fire Prevention/Protection Officer provided a presentation on the Post-Traumatic Stress Disorder (PTSD) Policy, attached as Appendix B and forming part of these minutes, and responded to questions.

iii) 2017 Dragon Boat Festival – Director of Recreation

The Director of Recreation provided a presentation on the 2017 Dragon Boat Festival, attached as Appendix C and forming part of these minutes, and responded to questions.

iv) Business Continuity Downtown Revitalization – Director of Public Works & Town

Clerk The Director of Public Works and Town Clerk provided a presentation on Business Continuity throughout the Downtown Revitalization, attached as Appendix D and forming part of these minutes, and responded to questions.

8. Public Meetings

a) OPA#22 and ZBLA 2-17 (260 Elgin Street West) Resolution No. 131-17 (7:24 pm) Moved by Dan Lynch Seconded by Walter Stack That Council move into a Public Meeting to allow the public to make representations to Council regarding a proposed Official Plan Amendment and Implementing Zoning By-law Amendment for Part of Lot 10, Plan 32, being 260 Elgin Street West, Arnprior.

Resolution CARRIED

Mayor David Reid called the meeting to order at 7:24 p.m., welcomed those present and the Town Planner noted requirements for oral or written submissions prior to adoption of the amending by-law for the purposes of the Ontario Municipal Board requirements.

Staff confirmed that notice of this Public Meeting was mailed to all properties within 120 metres of the subject land, as well as posted on site, in accordance with the Ontario Planning Act and Ont. Regulation 545/06. Written comments were received prior to the meeting and have been provided to Council for consideration.

The Town Planner, explained the amendments being requested are as follows:

The proposed Official Plan amendment would re-designate the subject lands from “Residential” to “Residential – Exception Twelve” to permit, as a home occupation, retail sales, as well as the use of an accessory building for a home occupation. Zoning By-law Amendment – The purpose of the proposed zoning amendment is to allow the sale of goods, other than those produced on the premises, as a home occupation, as well as the use of an accessory building for a home occupation. The current zoning by-law restricts home occupations from the sale or rental of goods, other than those produced on the premises and the use of an accessory detached building for home occupation purposes. The effect of the amendment is to rezone the lands from “Residential One (R1)” to “Residential One – Exception Thirty-five (R1-E35)”. Mayor David Reid invited the property owners to provide a presentation, and noted that any new information from the public is welcome following the owners’ comments. Mayor Reid asked that repeat information/comments be omitted if possible.

The floor was opened to the public for comments with the following being a summary of the comments received:

Mike and Judy Wilson (property owners) – 260 Elgin Street West o Judy Wilson, on behalf of herself and Mike Wilson, provided a verbal

presentation, attached as Appendix E and forming part of these minutes.

The following members of the public provided comment to the affect that they were supportive of this application, and requested Council to come up with a solution to this issue:

Wally Clemens – 4970 Opeongo Road Woodlawn, ON. (P.O. Box 311) Ken Sullivan – 250 Albert Street, Arnprior ON. Carrie Smith – 50 Neilson Street, McNab/Braeside ON. Mary-Anne Robblee – 153 Daniel Street North, Arnprior, ON Scott Brodersen – 244 Isabella Street, Arnprior ON.

There were approximately 28 people in attendance, and with that Mayor David Reid requested a show of hands for anyone who was not supportive of the application, of which no hands were raised. The Town Planner explained staff will provide a report on the next Council agenda for consideration. The public meeting was declared closed at 7:57 pm.

Councillor Dan Lynch noted the following: Item # 3 - Page 13 – Correspondence from the County of Renfrew – Bridge and Road

Construction Report – White Lake Road o Residents who use White Lake Road are reminded that the Claybank Bridge

will be under construction from April 3 – November 15, 2017. Give yourself some extra time due to only one lane of traffic being open.

Item # 4 - Page 15 – Correspondence from the Corporation of the Town of Laurentian Hills – Letter of Support of Resolution re Municipal Lotteries

o Thanks to the Corporation of the Town of Laurentian Hills for their support of our resolution to Premier Wynne dealing with lottery licences.

Mayor David Reid noted the following: Item # 14 – Page 39-40 – Information from AMCTO – Budget Eliminates Municipal

Office-Holder Tax Exemption o In his opinion the Federal Government did not consider smaller municipalities

when making this decision about eliminating the one-third tax exemption for municipal and provincial councilors. This could put the pressure on municipalities in regard to compensation.

o Reeve Walter Stack noted he also agrees that the Federal Government was not considerate of smaller municipalities when making this decision. He noted that he has contacted FCM on this issue, who noted they would provide further information in the future.

b) Correspondence Package No. A-17-APR-05 Resolution No. 136-17 Moved by Dan Lynch Seconded by Walter Stack That the Correspondence Package No. A-17-APR-05 be received and that the recommendations outlined be brought forward for Council’s consideration.

there is no lost tax revenue.

(Paramedics, Firefighters, Police) to develop and implement a Post-Traumatic Stress Disorder prevention plan by April 23rd, 2017.

Policy Statement

• “This PTSD Prevention Plan has been developed to outline our approach to managing Post Traumatic Stress Disorder (PTSD) at the Town of Arnprior. The goal of this plan is to take a holistic approach across prevention, intervention and recovery and return to work.”

Purpose and Procedures• The purpose of this Plan is to ensure that

all Fire Department Employees including Volunteer Firefighters are aware of the resources available to them to assist with any mental health issues, including PTSD.

• Integrating existing Town policies, the PTSD prevention plan outlines how this new policy will be put into effect and how it will be implemented within the Fire Department.

Employee Assistance Program• One of the recommendations of the PTSD

Prevention Plan was to incorporate an EAP program in order to assist First Responders with any symptoms or complications they may be struggling with due to work experience(s).

• After careful review, we recommend proceeding with the EAP offered by Manulife Financial.

Financial Implications• Employee Assistance Program (EAP)

– $3.50/ employee or member/ month = Approx. $3822

• Early Assistance and Reintegration Service (EARS)– Currently this return to work program is

offered to all Full Time Staff and follows the Short Term Disability Policy

– Volunteer Firefighters will be included on a case by case basis

• Cost is limited and only expended when services are utilized

• That Council authorize staff to coordinate a Dragon Boat Festival on July 22, 2017, and

• That Council authorize staff to enter into a sole source contract with Great White North for event production; and

Dragon Boat Festival Background

• 3rd year of operation

• Includes both Arnprior Dragon Boat teams

• Robert Simpson Park/Marina/Madawaska River

• In 2016 we had 17 teams participate which added approximately 400 people, plus about 100 volunteers

• Each team is guaranteed 3 races

• In terms of Economic Development to the Town, the Ontario Ministry of Tourism Regional Economic Model indicates that Events attracting in the order of 1000 visitors/day, of which 95% are local and 5% are overnight visitors, the overall local visitor spending within the community is estimated at $70,000.00 per day

• Income estimated at $14,000– includes entry fees, sponsorships, vendor

• In 2016 Council authorized the entering into a Contract with Great White North for event production and approved a contribution of up to a maximum of $5,000 to be budgeted for in the Special Events budget.

• The same is requested for 2017. The breakeven point is estimated at $1,140 ($15,140 expense -$14,000 income)

Downtown Revitalization Project

• This project will be the largest single self-funded investment ever made by the Town towards the rehabilitation of aging infrastructure and will also provide an enhanced streetscape and improved accessibility in Arnprior’s downtown core.

Downtown Revitalization Project• Project will include reconstruction of

sanitary and storm sewers, watermains, roads, curbs, sidewalks, streetlights, and traffic signals at intersection of John Street and Elgin Street.

• Project will bring new life to Arnprior’s downtown streetscape with the placement of new trees, planters, and street furniture.

• Cavanagh is required to provide a Construction Site Pedestrian Control Plan prior to commencing work.

• It is to ensure the provision of safe and accessible path of travel for all pedestrians through and/or around the construction site.

• The plan is to ensure that pedestrians with disabilities, as well as those with increased mobility needs (parents with strollers and/or young children, elderly pedestrians with canes, walkers, or wheelchairs, etc.) shall be accommodated either through or around the construction site at all times.

• There may be short term situations where access is not provided, but advance notice will be given, if this is the case.

Impact To Town Hall

• Between May and October sections of Elgin Street will be closed to vehicular traffic and parking

• An accessible path of travel for all pedestrians and visitors to the municipal office will be available

• Town Hall will remain open for business, however an alternative location (Nick Smith Center) is being considered for accepting regular payments of property tax, water billing, parking etc.
