PROJECTS UPDATE STATUS
AUSTRALIAN KELPIE CENTRE
This project involves the construction of a new facility including an interpretive display and Visitor Information Centre.
• The construction of the Australian Kelpie Centre was completed in May 2018 and was opened to the public during the Kelpie Festival 2018.
PORTLAND LIBRARY REDEVELOPMENT
This project involves a redevelopment of the existing library in Portland to provide a more functional and modern space.
The redeveloped Portland Library was completed and unveiled to the public on 4 August 2018.
PLANS UPDATE STATUS
RECREATION PLAN
The Active Your Way Glenelg Sport and Active Recreation Plan 2019-29 will guide Councils planning and investment in recreation programs, services and infrastructure over the next 10 years.
The Active Your Way Glenelg Sport and Active Recreation Plan endorsed by Council at the June 2019 Ordinary Council Meeting.
The Active Your Way Glenelg Sport and Active Recreation Plan will inform the planning and provision of sport and active recreation over the next 10 years.

CAPITAL WORKS UPDATE

The below table provides an update of the status of Council’s priority plans, as identified in the 2017-2021 Council Plan.
PLANS UPDATE STATUS
FORESHORE MASTERPLAN
This plan involves the creation of a masterplan identifying future redevelopment of the Portland foreshore.
• The Portland Foreshore Masterplan was discussed at the Ordinary Council Meeting on 27 February 2018. The Foreshore Masterplan has now been staged for implementation pending funding.
OPEN SPACE STRATEGY
This plan involves identifying future open space needs of the Shire.
• The Glenelg Open Space Strategy was endorsed at the May 2019 Ordinary Council Meeting.
COMMUNITY PLAN
This plan involves consultation with the communities within the shire to develop a clear vision and community aspirations for the shires future.
Glenelg Shire 2040 Project Launch was held on 16 September 2019, with over 260 RSVP’s for the event.
Marketing campaign commenced with footpath decals and stickers posted across the townships and dedicated website developed for the Glenelg Shire 2040 project.
Next steps include the recruitment of a Community Reference Group in late 2019, and consultation will commence early 2020.
GLENELG SHIRE TRACKS AND TRAILS STRATEGY
This plan involves identifying a direction for development and promotion of tracks and trails within the shire.
Draft Tracks and Trails Strategy is near completion. The draft strategy will be presented to November Ordinary Council meeting seeking endorsement to go out for public consultation.

Provide support to business groups in Portland, Heywood and Casterton
Digital training sessions were held online for small business owners to improve their digital uptake and the implementation of digital initiatives within their businesses. There were 90 registered participants for this series. The biennial Business & Tourism Awards were hosted at the Portland Golf Club on 2 August 2019, with 225 stakeholders in attendance. Narrawong's Bay of Whales Cafe was named the Winner of the 2019 Business & Tourism Awards.

Promote the shire to attract new residents/immigration and refugee relocation
Develop a value proposition for population attraction and retention
Council has continued to develop and promote the Designated Area Migration Agreement within the Shire and continues the ongoing management of the Jobs of Portland program, and Economic Migration project.

A number of youth volunteers were involved of the delivery of several events and programs including Western Bulldogs Leadership Community Projects & Graduation Ceremony, Redevelopment of Skittles program, Live4Life Stress Down Day activities in schools, United Way Shark Tank Pitch presentation.
The Future Leaders of Industry students were the facilitators for the Glenelg Shire 2040 Project Launch, and were able practice and develop their public speaking skills.

Construction of the Changing Places facility was completed this quarter and opened to the public in July 2019.
Funding was unsuccessful for the construction of an all abilities play space on the Portland Foreshore, and therefore Council has committed funds to this project in the 2019/20 Budget. Construction has commenced and is scheduled to be complete by February 2020.
Transform public spaces to create ‘smart’ and digitally connected spaces within the community
Add to or create new free public Wi-Fi infrastructure
Investigations for public Wi-Fi and required infrastructure have been absorbed in the Digital Glenelg Project. Council continue to seek funding and opportunities to expand the Shire’s digital connectivity.

Construction of the All Abilities Play Space has commenced, and safety methods are currently being considered such as additional public lighting and CCTV.
Hanlon Park lighting is scheduled to be upgraded this financial year; identified as a priority project and funds have been committed within the Annual Budget.
Funding received for the Bright Futures Safe and Supported project, an initiative to support our young LGBTIQ+ community; provide education, social connection opportunities and parent support groups.

Spring edition of the Tourism and Events e-newsletter was distributed to subscribers in the second week of September, highlighting a number of events and things to see and do over spring.
Council officers continue to support the Sport, Fitness and Activities: Casterton, Heywood, Portland and Surrounds Facebook group that promotes sport and recreational activities, community activities and clubs.

A successful program was supported in quarter one with four live performances at Portland Arts Centre, one live performance at Casterton Town Hall, two schools engagement events, one drama workshop for young people and one exhibition opening.
Dreams and Aspirations exhibition held at Portland Arts Centre, exhibiting a range of art work by people from the community with a disability.
Work towards the development of a space to display Council’s Cultural Collection

Lobby and advocate on agreed local priorities to place Glenelg Shire at the forefront of policy and funding considerations
Community satisfaction with lobbying on their behalf continues to be above average
The 2019 Community Satisfaction survey revealed that Glenelg Shire at 56 as an index score out of 100, and sits above the state-wide average again, at 54 for efforts in advocacy, lobbying on behalf of the community have strengthened over time.

Statutory planning permits assessment time frames continues to be less than the state average
The 2018 Local Government Performance Reporting data confirms that Glenelg Shire Council outperforms the state-wide average for timeliness of assessing statutory planning permits. Glenelg Shire Council reported an average of 21 days taken to assess a permit, while the state wide average is 69.69 days. The 2019 data is yet to be released.

Adopted by Council at the Ordinary Council Meeting held 22 May 2018.

The 2018/19 Local Government Performance Reporting Framework results show an average increase of 2.05% over the last three years, indicating a consistent improvement to Council's planning service standard.

The Local Government Performance Reporting Framework revealed that council decision made in closed meetings is up to 4.76%, which is an 0.59% increase on 2017/18 results. This is an increase of one resolution made in closed Council.

SUSTAINABILITY PERFORMANCE

The Glenelg Shire Council promotes and facilitates environmental sustainability within the organisation and community. The main role of environmental sustainability within the organisation is to facilitate natural resource management projects, manage organisational resource/s efficiency (CO2 Emissions and water use), advocate and facilitate climate change adaptation.
Reduce Green House Gas Emissions
Target: 9%
For the last 6 years Council has, on average, reduced its GHG emissions as part of its operations by 8.9%. From this a target of 9% reduction per year has been set.
A review was undertaken of the Heating, Ventilation and Cooling (HVAC) systems on the 6 buildings attached to the thermal loop. From this we are upgrading the Portland office system (with the help from an $89k Sustainability Victoria grant) which will provide a 40% energy saving.
Reduce Water Consumption
Target: 10%
Glenelg Shire Council has the highest water consumption of all five municipalities within the Wannon Water district. Council has set the target to reduce its overall water consumption by 10% per year.
Several leaks have been found and repaired in the pools at the PLACE. This will save mega litres per year being lost.
Reduce Weed Infestations
Target: 100km
Glenelg Shire covers approximately 6,212 square kilometres and manages approximately 2,630km of local road, or around 90% of the length of roadsides.
All grant funds were expended last financial year. This year Council has received slightly increased funding from Sustainability Victoria. for this financial year.

2020 Aboriginal Education Scholarships
Consultation period Project update

The search is on for local Indigenous or Torres-strait Islander youth who have ambitions for further study.
The Glenelg Shire Council’s annual Aboriginal Education Scholarship program is offering assistance for two local indigenous youth aged 16-24 years to undertake study at School, University or TAFE.
The two scholarships are for the value of $3000 each and the funds can be used to assist with further study/education.

Urban Tree Policy Review
• The reviewed Urban Tree Policy is aimed at demonstrating Council’s commitment to improving urban tree management.
• As part of the review of the Policy the following key factors were considered:
o Requirement to provide a consistent approach to urban tree management;
o Improvement in risk management and reduction of reactive requests; and
o Ensuring relevance by reviewing species lists and developing works programs.

Delegations Review • In accordance with the principles of good governance, continuous improvement and statutory compliance, the review of the Delegations and Authorisations review has been undertaken in accordance with Section 98(6) of Local Government Act 1989.
• This review included the following Council Instruments of Delegation have been reviewed including:
o Instrument of Delegation from Council to Members of staff (S6);
o Instrument of Sub-Delegation from the Chief Executive Officer to Council Staff (S7);
o Instrument of Delegation of CEO powers, duties and functions (S13);
o Instrument of Delegation from Council (as a Committee of Management appointed under section 14 of the Crown Land (Reserves) Act 1978 (Vic)) to Members of Staff; and
