General Policies I. Purpose The County of Ventura, General Services Agency, has established this Low Environmental Impact Cleaning Policy to reduce the exposure of building occupants and custodial personnel to potentially harmful chemical contaminants which may also adversely impact the indoor environmental quality. The areas, substrates and facility use patterns have been assessed and a task frequency list has been developed to create the healthiest and most productive indoor environment possible. II. Scope This Green Cleaning policy applies to all cleaning conducted in all parts of the Telephone Road Building, 4651 Telephone Road, Ventura, CA. This policy is overseen by Patrick Squires, Custodial Manager and shall not be revised, changed or updated without management consent.

III. Goals and Metrics for Success As noted above, the goal of this program is to minimize exposure of building occupants and maintenance personnel to potentially hazardous chemical, biological and particle contaminants which may adversely impact air quality, health, building finishes and systems, and the environment, and to provide a sustainable approach to cleaning and janitorial maintenance. A. Program Goals:

1. Seek to ensure that 100% of cleaning, hard floor and carpet care products meet program sustainability criteria.

2. Seek to achieve 100% of cleaning equipment purchases consistently meet program sustainability criteria.

3. Maintain appropriate standard operating procedures, strategies, and guidelines for critical tasks.

4. Ensure appropriate staff training on an ongoing basis. 5. Respond to occupant feedback to ensure continuous improvement and occupant

satisfaction.

B. Metrics and QA/QC Analysis of the ongoing performance of the Green Cleaning program at the Telephone Road Building will be assessed by a four-part process:

1. Performance will be reviewed with the building committee every four months. 2. Annual meetings with Telephone Road Building custodial staff and relevant

GSA staff to review cleaning performance. 3. Annual occupant survey to elicit feedback. 4. Purchasing related performance will be tracked through compliance with LEED

credit requirements. 5. Based on the findings and performance documented above, a LEED-compliant

custodial effectiveness audit will be conducted on an annual/bi-annual basis. This audit will confirm the overall effectiveness of the green cleaning program in delivering a clean and healthy workplace environment.

IV. Responsible Parties Patrick Squires, Custodial Manager is responsible for developing and managing the implementation of the Green Cleaning Policy and Plan. Personnel involved with various elements of the green cleaning program shall carry out their tasks according to this policy, and report all relevant activities to the aforementioned parties. To ensure an effective and coordinated effort, the building staff responsible for overseeing the Green Cleaning Policy and Plan shall review all proposed cleaning activities before implementation.

Green Cleaning Procedures and High Performance Cleaning Program

The Telephone Road Building custodial staff will conduct cleaning of the building in accordance with the following guidelines for purchasing, product selection and use, waste management, training, and related affairs. An overall cleaning task frequency list which details the type and frequency of cleaning will guide the specific regularity and nature of cleaning tasks in the building. Part I – Use of Sustainable Cleaning Products, Equipment and Materials

A. Cleaning Products and Related Materials

1. Cleaning Products Management of the Telephone Road Building will seek to purchase and utilize, wherever possible, cleaning products and materials that meet the following sustainability critera. a. Sustainability Criteria: Green Seal GS-37, for general-purpose, bathroom, glass and carpet cleaners used for industrial and institutional purposes.

• Environmental Choice CCD-110, for cleaning and degreasing compounds.

• Environmental Choice CCD-146, for hard surface cleaners.

• Environmental Choice CCD-148, for carpet and upholstery care. Disinfectants, metal polish, floor finishes, strippers or other products not addressed by the above standards meet one or more of the following standards for the appropriate category:

• Green Seal GS-40, for industrial and institutional floor care products.

• Environmental Choice CCD-112, for digestion additives for cleaning and odor control.

• Environmental Choice CCD-113, for drain or grease traps additives.

• Environmental Choice CCD-115, for odor control additives.

• Environmental Choice CCD-147, for hard floor care.

• California Code of Regulations maximum allowable VOC levels for the specific product category.

Hand soaps meet one or more of the following standards:

• No antimicrobial agents (other than as a preservative) except where required by health codes and other regulations (i.e., food service and health care requirements).

• Green Seal GS-41, for industrial and institutional hand cleaners.

• Environmental Choice CCD-104, for hand cleaners and hand soaps. The use of microfiber tools and wipes is required wherever appropriate/feasible.

B. Cleaning Equipment Management of the Telephone Road Building will seek to purchase and utilize, wherever possible, cleaning equipment that meets the following sustainability criteria, as relevant:

a. Sustainability Criteria

• Vacuum cleaners are certified by the Carpet and Rug Institute “Green Label” Testing Program for vacuum cleaners and operate with a sound level of less than 70dBA.

• Carpet extraction equipment used for restorative deep cleaning is certified by the Carpet and Rug Institute’s “Seal of Approval” Testing Program for deep-cleaning extractors.

• Powered floor maintenance equipment, including electric and battery-powered floor buffers and burnishers, is equipped with vacuums, guards and/or other devices for capturing fine particulates and operates with a sound level of less than 70dBA.

• Propane-powered floor equipment has high-efficiency, low-emissions engines with catalytic converters and mufflers that meet the California Air Resources Board (CARB) or Environmental Protection Agency (EPA) standards for the specific engine size and operate with a sound level of less than 90dBA.

• Automated scrubbing machines are equipped with variable-speed feed pumps and on-board chemical metering to optimize the use of cleaning fluids. Alternatively, the scrubbing machines use only tap water with no added cleaning products.

• Battery-powered equipment is equipped with environmentally preferable gel batteries.

• Powered equipment is ergonomically designed to minimize vibration, noise, and user fatigue.

• Equipment is designed with safeguards, such as rollers or rubber bumpers, to reduce potential damage to building surfaces.

A log will be kept for all powered housekeeping equipment to document the date of equipment purchase and all repair and maintenance activities and include vendor cut sheets for each type of equipment in use in the log. b. Approved Equipment

C. Cleaning Chemicals

1. Use of Concentrates Wherever feasible, Telephone Road custodial staff will utilize chemical concentrates dispensed from portion-controlled closed dilution systems. Paul – Are we currently using any? Can we identify the products we use?

2. Chemical Training, Handling & Storage Procedures relating to chemical handling, storage and related training are governed by the County of Ventura Chemical Storage Guidelines and Hazard Communication Program, as published on November 2, 2009 and attached to this document as Attachment A. This document details procedures for chemical procurement, distribution, storage and disposal (Section 6), labeling (Section 9) and Training (Section 10).

Part II – Procedures and Strategies for Program Implementation

A. General Procedures and Strategies

Paul – In this section, we need to include our actual protocols for cleaning various surfaces and spaces of the building. This will include a number of general spaces types (I’ve suggested some below) and a few specific areas (headers included).

B. Hand Hygiene Management of the Telephone Road Building will exclusively provide hand soaps that do not contain antimicrobial agents, other than as a preservative system, except where required by health codes and other regulations, such as food service and health care requirements. All occupants and employees will be encouraged, by signage or other means, to wash hands after using the restroom and before returning to work. In addition, where feasible waterless alcohol-based hand sanitizer will be provided in appropriate locations. PY – I wrote the above – OK?

C. Occupant Feedback If there are issues with cleanliness, odors or product effectiveness, the occupants of the Telephone Road building can call Maintenance Dispatch at (805)654-3878 and submit a work order for additional cleaning or to report a problem with a product. In addition, the Building Committee meetings, which consist of the supervisors from every department occupying the building, meet every four months to discuss various issues, including cleaning effectiveness. All restrooms have signs that state “If this restroom needs attention, please contact GSA at 654-3878” and “Please wash your hands after using the restroom and before returning to work” at the exit of each restroom. 1. Staffing Plan

This section should explain how custodial staffing works – the number of people, their hours of activity, etc…

2. Staff Training

i. General Training Management of the Telephone Road Building will ensure that all custodial staff receives training, on the use, maintenance and disposal of cleaning chemicals, cleaning wastes, floor care stripping wastes, dispensing equipment and packaging.

Management will maintain documentation of each person’s specific training dates specifying the subject and length of the training. Each custodian will receive eight (8) hours of training per year on these and related green cleaning topics.

ii. Training in Chemical Use Training requirements relating to chemical handling, storage and related issues are governed by Section 10 of the County of Ventura Chemical Storage Guidelines and Hazard Communication Program, as published on November 2, 2009 and attached to this document as Attachment A.
