In the early days when the rail- road got to a new town, it was a celebration. The town was now connected to all other parts of the country. Supplies, people and live- stock could travel easier, safer and faster to their destination. Today Union Pacific and the Union Pacific Foundation are still hard at work making the communities they serve better places to live. The Union Pacific Foundation recently gave a gen- erous grant to Saddle Up Lincoln County to help support the nu- tritional food value program in Lincoln County. The grant has given a hand to those in need and helped spur on some local business. Thanks to the Union Pacific Foundations assistance, the pio- neering spirit of those who carved out an existence in this land will continue. With this revitalized “can do attitude,” people can make a difference when work- ing together and make Lincoln County a better place to live for all. Union Pacific Continues To Help Communities Grow With $34,000.00 available in cash awards, the Mag- ic Valley’s Art & Soul has the largest cash prizes in Idaho. The show will run for sixteen days, including two weekends, from April 18th to May 3rd, 2014, but now is the time to prepare your work of art for this event. The last day to enter is March 10, 2014, however, if you get your “artist statement” and a photo of your work in by January 12th, you will qualify for the “Early Bird” pricing of $50.00. After that date the entry fees increase to $75.00. On February 10th 2014, entry fees increase to $100, and on March 3rd the fees increase to $125. There will be a professionally judged portion that artists may enter in addition to the general compe- tition. An extra $25 registration fee applies and can be paid along with the initial registration or anytime up until the entry deadline. An extra $3000 in prize money will be available to artists who enter the pro- fessionally judged portion of the competition. Also, new this year, there will be a separate youth category for students in elementary (K-5th grade), middle school (grades 6-8), and high school (grades 9- 12). The entry fee for the youth portion of the contest is $10. Those artists selecting the “youth” category on their entry form will not be eligible for the general contest. There will be a $300 prize awarded to the top artist in each of the three youth categories (elemen- tary, middle school, high school) as selected by public vote. Art entries are open in any category, including ce- ramic, mixed media, painting, photography, sculpture, and woodwork. The viewing public will vote for their five favorite entries, with the top 15 artists receiving cash prizes from the total prize money available. As you get ready to file your tax returns, there are a number of changes you should be aware of, including personal and dependent exemptions. There is also a new tax rate of 39.6 percent for individuals with income that exceeds $400,000 ($450,000 for joint returns). The estate tax exemption is now $5.25 million per individual for es- tate and generation-skipping taxes, with a top rate of 40%. The annual exclusion for gifts is $14,000. Alternative Minimum Tax (AMT) exemption amounts were Tax Changes for 2013 Filings made permanent and indexed for inflation retroactive to 2012. In addition, non-re- fundable personal credits can now be used against the AMT. JamesEdwardWaugh James“Jim”EdwardWaugh,84, ofGooding, Idaho, passedaway on Wednesday, Decem-ber11,2013attheNorthCan-yonMedicalCenter. He was born to Fred andGoldie(Golda)WaughofPier-son, Iowa in1929.He startedhis farmingcareerworkingforfriends, the Blum’s on theirfarm forayear.Hewasdraft-edintotheArmyin1952andservedfortwoyearsduringtheKoreanWar.Hisbasictrain-ingwasatFt.Lewis,WAandbecameaStaffSergeant,asatankgunner,andwasstationedinFairbanksandAnchorage,Alaska. In1954JimmovedtoMeridian,IdahoandworkedforMor-rison-KnutsenandwenttoG.I.FarmSchoolwhilehelpinghisUncleRoyonhisfarm.HemarriedDonnaJeanDouthitonNovember8,1956.In1961theymovedtoGardenVal-leywheretheyworkedonafarm-cattleranch.Jimpartneredwith Bob Webb and contracted with the forest service toplanttreesandhealsoworkedfortheforestservicefightingfires.Inthelate1960’sandthrough1971whileinMeridian,Idahoheformedapartnership,ElwacoandburiedtelephonelinesatSunValleyandElkhornResorts.In1971thefamilymoved toGooding. In the late1970’shedidcustom farmworkbesidesrunninga240acrefarmandduringthefallhecouldbefoundonatractorpackingsilage.JimandDonnamovedtoCascade,andranaWesternAutoStorefrom1979to1983.Jimhadaplanefor10yearsandlovedtoflyaroundtheareaandwhentheymovedtoCascade,hewouldflybackandforthtoGoodingwherehecontinuedtofarm.Heman-aged Boise Honda for two years in Garden City, and alsodroveequipmenttobuildtheroaduptoPine.JimcontinuedtofarminGoodinguntilhesemi-retiredin2011. JamesmarriedBarbaraRigdonin1983.DuringthistimehewasamemberofthechoirwhileattendingtheNazareneChurchthathisgoodfriend,DaveMcGarahministered. HemetCarrolSwensenOctober18,1994andtheyweretogetherfor10years.CarmenSteelewasamajorpartofhislifethelast4+years. He is survived by: his son, Stephen Waugh (Patty); hisdaughter, Stephanie Waugh (Kenny); grandson, StephenWaugh II; granddaughter, Maria Ames (Dustin); greatgrandchildren, Parker, Bayley and Deseray; brother, Fred(Beverly);sisters,Donna(Charlie),Lois,Delores(Gary)andVeneta;numerousnieces,nephewsandcousins;allwholove

Dadenjoyedhunting,fishing,campingandsnowmobiling.He was involved in the local snowmobile association as aparticipatingboardmember.Hewasanavidgrowerandhadbeautifulorchids;anythingheplantedthrived.Comingfromalargefamilyandbornduringthedepressionhewasraisedtobe frugaland loved tocanand share foodwith friends,neighborsandfamily.Hewasahardworkerandverydetailorientedandthiswasreflectedinhisfarmingpractices,hiscrop rows were straight and very productive. He was verygenerousandlovedhelpingoutwhenneeded. TheWaughfamilywouldliketothankthemanycaregiv-ers and North Canyon Medical Center for providing suchgreatcare. AmemorialservicewasheldonSaturday,December14,2013,Demaray’sGoodingChapelwithPastorRoger John-sonofficiating.InturnmentwilltakeplaceattheElmwoodCemeteryinGoodingintheSpringof2014. DarrelEarlHaigh DarrelEarlHaigh,90,passedawayat DeSano Place Suites in Good-ing, Idaho, Dec 10, 2013, fromcomplications resulting from a fall. Earl was born Nov 27, 1923, inUnion, Oregon, the fifth of eightchildren born to Arley Hugh andBeatrice Myrle (Glover) Haigh.Hisfatherwas awell driller, andbeforegraduating from the eighth gradein Shoshone, Earl had moved toColorado, Milton, Oregon, Fair-field, Jerome, and to multiple lo-cations around the Gooding area,whichhe thencalledhomeoffandon for thenext83years. When Earl was 11, he entered the horseshoe pitch-ing tournament that was part of the last track and fieldmeet held at the Gooding Wesleyan College in the springof 1935.He competed against a number of older champi-ons (including his father) and came away with the covetedfirst prize, receiving an engraved gold medal for his efforts. WhenEarlwasrejectedformilitaryserviceduetopooreye-sightatthestartofW.W.IIhewenttoworkforhisbrother-in-law,William“Hank”Daniels,farmingintheGomesSchoolDistrictofLincolnCounty,Idaho,for15years.Seekingtobet-

o b i t u a r i e ster his financial status instead of farming, Earl worked manyother jobsand inmanyplacesduringhis lifetime.HeworkedfortheBeaconBeanCo.inGooding,asawelldrillerinpartner-shipwithhisbrother,Bud,inJordanValley,Or;heworkedforhisuncle,OrvalHaighdrillingwellsintheDanner/Arockre-gion;andalsowasavolunteerfireman;anEMT;wasapilotcardriverforashorttime;amechanicatmissilesilosinGrandview,Id.andRapidCity,S.D.;plantingtreesforWeyerhauser;andworkingontheproductionlineforU.S.PlywoodinGoldBeach,Oregon;finallycomingbacktoGoodingin1970toworkasamechanicforDean’sRepairServiceuntilheretiredin1986.TheCityofGoodinghiredEarltobeanirrigator,ajobhethorough-lyenjoyed,ultimately retiring forgood in2001,at theageof78.DuringhisretirementyearsEarlwasveryactiveintheGood-ingSeniorCitizensCenter,servinginvariousofficerpositions. Inearly1978,whileattendingasinglespartyattheUnitedMethodistChurchinGooding,hemetalovelywidow,RuthEl-lenMurrell.Theystartedseeingeachotherfrequentlyandmar-riedSept.15,1978.Earl,asabachelor,hadcookedforhimselfallhisadultlife,andthoughtitexcitingthatRuthwasacookfortheManningPattersonRanch,andnowhewouldhaveregular,nutritiousmeals.Ruthpassedawayin1999,alosssoprofoundtoEarlthathealwaysfoundtimetotalkaboutRuthtoanyonethatwouldlisten,evenupuntilafewdaysbeforehepassedaway. Earlenjoyedlifeandparticipatedfullyinkeepingactive.Helikedtosquaredance,playcards,shootpool,andtaketripswithRuthintothemountainstolookatthescenery.Earlhadthepersonal-ityofajokesterandprankster,wasexceptionallystrongphysical-ly,hadaquicktemperbutalsoexhibitedacompassionateheart,andquietlyacquiredanunderstandingofJesusandlifehereafter. Earl is survivedby: two sistersandonebrother;LetaDan-iels, Nampa, ID; Marie McAfee, Puyallup, WA; and JamesHaigh (Betty), Citrus Heights, CA; a sister-in-law, EdithHaigh, King Hill, ID; and numerous nieces and nephews. He was preceded in death by: his wife, Ruth; two sis-ters and two brothers: Beatrice Reed, Maxine Knapp, Or-val (Bud) Haigh, and Douglas Haigh; as well as broth-ers-in-law, Roy Reed, Hank Daniels, Garland McAfee,Earl Knapp; and one sister-in-law, Audrey Haigh. The family wishes to thank specifically the nursing staff ofNorth Canyon Medical Center; the staff of DeSano PlaceSuites;thecommunityofneighborsandfriendsthatwatchedout for Earl during his decline; Horizon Home Healthand Hospice; and Dr. Gies and Dr. Spencer for their lov-ingandcompassionatecareofEarl inhis lastmonthsof life. A family burial will take place at Elmwood Cemetery inGooding.Amemorial servicewill takeplace in theSpringof2014 and will be announced by Demaray Funeral Service -GoodingChapel. wishwehad somewinter.We,aspeoples,adapt toourenvironment. ThismorningIwasdrivingdownI-84inCaldwell,Idaho,intheleftlane.Intherightlaneagal’scarwentsideways,thenshewentintoaspin,wascatapultedacrosstheleftlaneintothewall,andfinallybackovertotherightlaneintoanotherwall.Thisallhap-penedwithavolumeoftrafficbehindherat60+milesanhour.Thankgoodnesseveryonewasokay. AsI sawthishappenright in frontofmycar Iwasremindedofsomewinterdrivingtips.Weareprettymuchpreparedinthisarea,butweshouldstillreviewafewthings. Firstweshouldbesurethatourvehiclesareinasgoodashapeaswecanmakethem.Winterteststhingstothelimit. Radiatorsshouldbecheckedtoseeiftheyhaveantifreezethatcanwithstandtemperaturesbelowzero.Iftheyarelow,theyshouldbetoppedoff.Heaterhosesandbeltsneedalittlenoticeaswell. Agoodgrademotoroilisrecommendedandthemotorshouldbefull.Oldoilnotonlydoesn’tlubricateaswell,buttakeslongertowarmbecauseofitsthicknessincomposition.
