It is my pleasure to introduce the PSOTC Course Cata-logue 2012 which is the best proof of the Centre’s con-tinuous development. The most visible change is the re-cent accreditation of three of our courses at “NATO Se-lected” level, which undoubtedly confirms the quality and operational relevance of the subjects being taught. These courses are fully developed in line with the NATO System Approach to Training directive and are based upon real operational needs as a result of thorough Training Needs Analysis. Our main effort continues to be the preparation of staff officers for multinational operations, principally with NATO but also with the UN or other organisations. Our continuous dedication to the concept of the Compre-hensive Approach has yielded another significant result trough the cooperation with BiH Ministry of Security in the development of a course police man and women des-ignated to serve in PSO missions worldwide. We have also developed stronger and more articulated cooperation with Civil Society Organizations which have become inevi-table actors in the security arena.

The additional of the Gender Leadership course and the Building Integrity in PSO course, in partnership with US Naval Postgraduate School (NPS), reflect the need to sustain and improve these aspects of today’s operations. Since PSOTC is not only a PfP Training and Education centre but also Regional one, our main effort has always been attracting students from within the Western Balkan region. This contin-ues, but our graduates now encompass 27 countries . It is worth emphasizing that we have regular student participation from the South Caucasus and Central Asia and have new intakes from the MD countries of Jordan and Morocco. This is not a one way process and our Mobile Training Team has, during 2011, worked in Albania, Montenegro and Serbia and further afield Kazakhstan, Kyrgyzstan, Sweden and Turkey. In general terms, PSOTC keeps realizing different types of Residential Courses, Mobile Training Team’s activities as well as a whole array of Other Activities; both at home and abroad. Never-theless only thirteen of the activities have deserved to find their place in the Catalogue this year. The content of the courses is fully in line with lessons learned and best practices of full spec-trum operations (Offensive, defensive and stability ops) in a complex operational environment. An environment where the boundaries between conventional, irregular, terrorist and criminal acts are indistinct. An environment that requires a multinational, joint, cross-governmental and inter-agency solutions where the military are likely to operate among the people rather than around the people. These courses, which include practical exercises, are supported by Subjects Matter Experts from within the Centre and distinguished Academic Partners from BiH and abroad. Lastly, they take place in our state of the art facility which is fully IT integrated and provides the best possible learning environment. Our Accommodation building, gymnasium and rich cultural programme are yet another reason to come to PSOTC and share the real experience of internationality. MISSION

PSOTC as a Centre of Excellence in the PSO area is to support the professional develop-ment of AF BiH and operate as a PfP and Regional Training and Education Centre in or-der to support BiH’s contribution to international peace and security.

VISION

Peace Support Operations Training Centre (PSOTC) is a Partnership for Peace (PfP) ac-credited education and training facility of international partnering gradually transition-ing into the Armed Forces of Bosnia and Herzegovina structure while acting as its vehicle for transformation, still preserving its global and regional reach.

TASKS

The PSOTC will: Deliver internationally and nationally approved education and training to members of

the AF BiH as well as other states’ armed forces in order to make them capable of par-ticipating in multinational Peace Support Operations (PSO).

Develop appropriate activities in enhancing international and regional cooperation

placing particular focus on wider security matters and enabling AF BiH to be a net contributor to international security.

Enhance the AF BiH operational and interoperable capabilities drawing from interna-

tional and national lessons learned.

GOALS

In pursuance of its mission the PSOTC will meet the following goals: a. Deliver the training and education which would be recognized within the NATO\PfP com-

munity thereby fostering BiH integration processes. b. Produce graduates who are capable of undertaking the range of staff disciplines and re-

sponsibilities in multinational PSO and humanitarian operations. c. Maintain physical and intellectual environment which inspires learning, interaction, inte-

gration, consensus reaching and creative thinking. d. Integrate into the international, NATO\PfP and regional network of training and education

centers. e. Maintain and develop its associations with international and national training and educa-

tion organizations, centers and academic institutions. f. Integrate into the AF BiH structure in order to meet its operational requirements.

PARTICIPATION

Participation in PSOTC courses is open to participants from Balkan, NATO, PfP and other Coun-tries.

LANGUAGE

The working language in PSOTC is English and it is English language environment for staff and students. The courses requires NATO STANAG 6001 SLP 3-2-3-2. PSOTC has its own resident English Language Teacher and also provides an inter-active Advanced Distributed Learning (ADL) facility for military English which enables out of hours practice and revision. This pro-vides an ideal opportunity for all students to improve their spoken and written English during the Course.

PSOTC GENERAL INFORMATION

The PSOTC is located at NATO/EUFOR Camp Butmir in Sarajevo, Bosnia and Herzegovina. It is a modern and well equipped training centre (IT/IV) with five syndicate rooms designed for eight people, three additional syndicate rooms designed for 12 people, lecture hall designed for 60-80 people, modern library, conference room and students common room with satellite TV, coffee and snack machines. Single room accommodation for students is provided at the Camp Butmir accommodation block. The PSOTC provides all students with a laptop with local area network and 24 h access to public internet. NATO ACCREDITATION AT SELECTED LEVEL

In April 2011, three of PSOTC’s Courses were awarded NATO SELECTED accreditation:

PSO Staff Non-Commissioned Officers Course (PSO SNCOC)

International Staff Officers Skills Course (ISOSC)

Counterinsurgency Course (COINC)

This is the highest accreditation normally awarded for non-NATO members and recognises that the Courses meet a NATO training requirement, are well designed and implemented, and for-mally evaluated.

CERTIFICATE OF TRAINING IN UN PSO (COTIPSO)

While the priority for PSOTC is training staff officers for appointments in NATO framework de-ployments, principally ISAF, the centre has re-engaged with the UN. PSOTC has increased its co-operation with the UN’s Peace Operations Training Institute (POTI) by extending list of residen-tial courses (from one to nine) which are recognized as compatible with the UN training pro-gramme. PSOTC has also been re-designing the PSO Junior Staff Course (PSO JSC) to include the UN Core Pre-deployment and specialized Training Materials for UN Staff Officers and a specific UN exer-cise to stress robust peacekeeping, protection of civilians and gender issues, which will be sub-mitted for UN accreditation in 2012.

COURSE AIM: The aim of the BIPSOC is to deliver a skill set to selected military and police officers in order to enable them to identify and counter the various types of corruption that undermines mis-sion success in multinational PSO. COURSE AIM: To strengthen the leadership, integrity, and management skills of the Senior NCOs in order to enhance their professionalism, competency and effectiveness in the multinational working envi-ronment COURSE SUBJECTS: Corruption, its nature and prevalence in the personal and functional context. COUNTERINSURGENCY (COIN) COURSE

21—25 MAY 2012

COURSE AIM: The aim of the course is to introduce key leaders and trainers to concepts and doctrine related to counterinsurgency operations in order to create a framework of understanding of the differ-ences between counterinsurgency and conventional warfare and introduce COIN definitions and principles. COURSE SUBJECTS:

COIN Operational Environment and Effects of the Environment Insurgency Nature, Strategies, and Fundamentals COIN Fundamentals Leadership in COIN ISAF Counterinsurgency Operations in Afghanistan

PARTICIPANTS:

Military officers, from all services, rank ranged 1st Lieutenant - Major (OF1-OF3), from NATO, PfP, MD, ICI.

Pre-requisites: Participants should be selected trainers and key leaders who will be deployed on COIN ops. Language proficiency: English language IAW STANAG 6001: 3,2,3,2.

REMARKS:

SACEUR'S Annual Guidance on ETEE (SAGE), 2012-2016 in terms of strategic direction centre main effort as support to current operation (ISAF in particular) while the focus for individual training is COIN training. Bi-SC Counter-Insurgency (COIN) Joint Operational Guidelines (JOG) stresses COIN as the cornerstone to ISAF strategy in Afghanistan. While individual nations are responsible for their own pre deployment training continuum it is vital that trainers and leaders are introduced in COIN Doctrine and fundamentals before pre-deployment training starts in or-der to integrate COIN in all aspects of individual and collective training.

EURO—ATLANTIC SECURITY COURSE *

15—25 OCTOBER 2012

COURSE AIM:

Students will understand basic aims and factors of security policy, including new threats and global key actors, in particular with respect to Euro-Atlantic security and the European security architecture.

COURSE SUBJECTS:

Introduction into IR theory as well as to security policy Introduction to political geography and global economics Presentations of global key players/major powers (the USA; Russia; and China) Presentations of security policy institutions both global (the United Nations) and regional (the

European security architecture – NATO, the European Union/EU, and the OSCE). Particular em-phasis will be given to NATO/PfP and to the European Security and Defence Policy (ESDP) as well as the military dimension of cooperative security policy (arms control)

COURSE AIM: To develop essential staff skills of junior officers in accordance with NATO standards, as basic preparation for their engagement in international and national headquarters (HQ’s). Further training is required to prepare them for specific staff positions. COURSE SUBJECTS:

INTERNATIONAL PEACE SUPPORT OPERATIONS STAFF OFFICER COURSE (IPSOSOC)

29 OCTOBER (22 OCTOBER) —30 NOVEMBER 2012*

COURSE AIM: To prepare nationally trained staff officers for assignments in multinational battle group/brigade headquarters in Peace Support Operations (PSO) in accordance with UN and NATO stan-dards.

COURSE SUBJECTS: Euro—Atlantic Security International legal framework for UN and NATO PSO Doctrinal fundamentals for UN and NATO PSO Personal safety and security in PSO Interagency collaboration in PSO Stability activities in PSO Framework and other operations on PSO Staff duties and routine staff work Military Decision Making Processes in PSO Information Operations in PSO Media operations in PSO Civil-military cooperation in PSO MAPEX and CPX

PARTICIPANTS: 25 AFBiH and 15 international officers (Total 40 participants) Captain—Lieutenant Colonel(OF-1 up to OF-4)

PERQUISITE: English language: 3-2-3-2 (NATO STANAG 6001) IT skills: MS Office (Word, PPT, Excel and Outlook) A national staff course and/or staff experience within national HQs

REMARKS: The Course covers both NATO Doctrine and UN Core Pre-deployment and Specialized Training Materials for UN Staff Officers providing the skill sets for an officer to deploy to either a NATO or UN HQ as a Staff Officer. The course includes a NATO CPX and concludes with a multi-agency, UN Ch VII CPX in a fictitious West African Country.

DEFENCE ATTACHÉ COURSE *

3—7 DECEMBER 2012

COURSE AIM: The aim of the DA training is to familiarise military officers whose careers have previously been only or mostly national with the multinational security and DA environment. It includes a broad introduction to the international security environment, while the DA module of the training mainly focuses on professional skills and technical DA training.

COURSE SUBJECTS: The Changing International Security Environment Defence Attaché: Tasks, Selection and Training Defence Attaché: An influential Diplomat in the Embassy The Defence Attaché Community What are the objectives of a Defence Attaché tour? What are the challenges for a Defence Attaché in the 21st Century? PARTICIPANTS: The course is designed for future Defence Attachés about to be sent abroad. However, Defence Attaches recently accredited to a country for the first time will also be welcomed, places per-mitting. REMARKS: This course offers an orientation course for new Defence Attaches The course analyses major international security questions, especially with regard to the “New Threats” agenda. It surveys practical issues of protocol, as well as knowledge and practices of international conventions that are an essential part of the task and builds confidence and experience trough a proven simulation of a “Defence Attaché tour”.

ADMINISTRATION FOR PARTICIPATION

1. COURSE FEES PSOTC currently charges for accommodation and meals. Course tuition in some cases is spon-sored by the international partners. In others a tuition fee may be charged. Travel to and from the centre is the responsibility of the course participants. For questions regarding sponsorship please refer to your invitation letter or point of contact below. 2. LOCATION The PSOTC is located at NATO/EUFOR camp Butmir in Sarajevo, BiH 2 kilometres south west of the International Airport. For more information on the PSOTC including maps of the local area, please visit www.psotc.org. 3. ARRIVAL Participants will be advised separately as each course has different joining requirements. 4. ACCOMMODATION AND MEALS Participants will be advised separately as each course has different accommodation and feeding requirement. 5. MEDICAL SERVICE All course participants must obtain personal medical insurance. In compliance with existing medical regulations, all medical services provided will be paid for by the course participant. 6. LANGUAGE The working language of the PSOTC is English. No translation will be provided. All documenta-tion is published in English. 7. DRESS AND EQUIPMENT Course participants will be informed separately of any additional clothing or equipment require-ments. However, all military participants are to wear working, combat style, uniform during training. 8. VISA REQUESTS Visa requests are a national responsibility and not that of the PSOTC. 9. SECURITY The participants have to carry a valid personal ID Card (for BiH participants) and passport (for international participants), the number of which must be the same as that provided to the PSOTC on the Application Form. This is required for the issue of the ID-cards for access to Camp Butmir. 10. TRAVEL ORDER Course participants will be informed separately about detailed requirements. However, all par-ticipants should obtain and provide a valid Travel order.
