INTRODUCTION
The cable fault locating equipment is used for testing, pre-locating, and pin-pointing conductor and insulation faults of low and high resistance, intermittent or flashing nature in PVC, PILC and XLPE High Voltage underground power cables.
1. SCOPE
The scope of this specification cover the design, manufacturing, testing, supply, installation, and training of cable fault locating equipment.
2. NORMATIVE REFERENCES
The following documents contain provisions that, through reference in the text, constitute requirements of this specification. At the time of publication, the editions indicated were valid. All standards and specifications are subject to revision, and parties to agreements based on this specification are encouraged to investigate the possibility of applying the most recent editions of the documents listed below.
DIN VDE 0104 (EN50191): Erection and operation of electrical test equipment
DIN VDE 0105 (EN 50110): Operational of electrical installations-Part 100: General requirements
SANS 20055: Uniform provisions concerning the approval of mechanical coupling components of combinations of vehicles
VC 8026: Category o1 and o2 vehicles (caravans and light trailers)
3. REQUIREMENTS
Nothing in this specification shall lessen the obligation of the contractor. The contractor shall be fully responsible for the cable fault location machine, installations and satisfactory performance in service.
4. DESIGN
The system shall operate on 110 to 230 V, 50Hz ±5%, and single phase supply with standalone operation. The system shall be accompanied by easy to use software, which visualizes the recorded data in an understandable way on a PC.
All system components shall be integrated together and there shall be only one control panel with LCD/VGA display for controlling the system above with single button operation. TDR shall be separate and removable from the system to enable the use independently OR with the integrated cable fault locating system. The control of the system shall be easy to operate and should be able to guide the operator in all aspects of cable fault location including Testing, Pre location, Sheath fault location and Pinpointing.
The system shall be suitable for testing (including insulation test), burning and surging for fault conditioning and pinpointing of faults. The system shall be menu driven with single control display with choice of various modes for ease of operation. A central control device, e.g. from the TDR directly will be favoured.
4.1 Digital Time Domain Reflectometer (TDR) Set (Pre-Location Unit)
Pre location unit shall consist of the following features:

4.1.27 Measuring range: 20m to 160 km @ v/2 = 80m/μs
4.1.28 IP rating: IP65 closed & IP 54 open.
4.1.29 The TDR can be used as a control unit for the Surge Generator.
4.2 Continuously Variable Surge Generator
The surge generator shall be capable of providing repetitive surges at voltage variable from zero to the required voltage indicated below with an output of 2000 J in each range. It shall be possible to obtain a single shot surge for breaking down the fault for analysis in conjunction with digital fault

locator (TDR). It shall be possible to apply repetitive surge for pin-pointing the faults with the help of pin pointing set.
4.2.1 Integrated insulation measurement at 5kV,
4.2.2 DC testing up to 40kVdc,
4.2.3 Automatically determining breakdown voltage,
4.2.4 Burning 0 to 8kV with 700mA,
4.2.5 Burning 0 to 20kV with 100mA,
4.2.6 Test and locate sheath faults with step voltage of 0 to 5kV and 0 to 10kV,
4.2.7 Pre-Location methods ARM, ICE, Decay & IFL,
4.2.8 Remote control panel capabilities,
4.2.9 Output voltage 0 to 4kV / 2000J, 0 to 8kV / 2000J, 0 to 16kV 2000J, 0 to 32kV / 2000J,
4.2.10 Single shot / pulse adjustable between 3 - 10 seconds,
4.2.11 Burn current shall be adjustable to a maximum of at least 500 mA at 8 kV in order to facilitate pre conditioning of faults,
4.2.12 Discharge devices shall be part of the system.
NOTE: During HV Testing leakage current shall be auto ranging and the system should be capable of auto shutdown and display of breakdown voltage during testing on control panel.
Operation
All modes including insulation testing, DC testing, breakdown recognition, fault conditioning/burning, surge generator, insulation testing etc. with their individual set-ups shall be selectable and operable from this unit. It shall include checking ground loop resistance, step potential, internal emergency-OFF button, over temperature, over current/voltage shut-off features.
It shall have LCD display of sufficient size with one rotary control button and emergency switch. Display shall guide user through the complete testing and cable fault locating modes and shall also give status information, inputs (to surge generator, DC tester, insulation tester etc. with regard to their individual set-up) and results.
All necessary safety interlocks / safety loops shall be incorporated with warning / error massage. System shall not raise any voltage in case it found wrong with the safety loops / interlocks. Storage of the recorded data shall happen automatically to a suitable medium (e.g. USB stick).
4.3 Acoustic and Magnetic pin-pointing set
The portable pin pointing instrument shall consist of a receiver and combined sensor which shall measure electromagnetic and acoustic signals associated with flashovers in cables. The instrument shall pinpoint the fault with direction when used in conjunction with surge generator by combination of acoustic and magnetic signal. The set shall be portable and battery operated with colour LCD display facility to indicate various parameters. Fault location by the magnetic field and sound signal fluke method with the following capabilities:
4.3.1 Consisting of a receiver and ground sensor with accessories, headphones, connection cables
and transport box or mountings,
4.3.2 High acoustic and magnetic field sensitivity,
4.3.3 High performance electronic suppression of external noise and interference,
4.3.4 Excellent acoustic characteristics (frequency range 100 Hz to 1.5 kHz),
4.3.5 Active ear protection by a 85 dB limiter,
4.3.6 Measurement of magnetic field and sound coincidence with automatic selection and calibration of the measuring range,

4.3.7 Automatic contactless turn off of the Headset, as the hand approaches the handle,

4.3.19 The unit shall have a filter setting for Low Pass (100 to 400Hz), Band Pass (150 to 600Hz), and High Pass (200 to 1500Hz).
4.4 Power Supply
A power supply system shall be provided to ensure uninterrupted supply to the equipment during testing with the following requirements:
4.4.1 3kW system,
4.4.2 Integrated inverter,
4.4.3 Integrated charger,
4.4.4 Deep cycle maintenance free batteries and
4.4.5 Strong durable metal enclosure to ensure batteries are kept in safe and stationary position
4.5 Installation frame
The installation shall include a frame/rack with the following requirements:
4.5.1 Silicone HT lead with rated voltage above 50kV,
4.5.2 Earth and Mains lead shall be 50m,
4.5.3 Drums shall have auto braking and anti-roll-off system and
4.5.4 A frame shall an integrated central earth point connected to surge unit to ensure proper earthing
4.6 Assembling of equipment
All equipment and accessories shall be installed in the trailer to ensure a safe and comfortable working experience, meeting the following requirements:
4.6.1 An installation shall include all wiring with DB Board, Separation Transformer, central earth points and a minimum of two additional 3 plug outlets,
4.6.2 Mounted but removable rotating office chair,
4.6.3 Storage shelves for small portable equipment,

4.6.4 A counter top for control units and additional work space,
4.6.5 An installation shall have external orange warning lights system indicating the presence of high voltage or when the system is earthed.
4.6.6 Installation shall include mounting brackets for the ground microphone.
4.6.7 Installation shall include a discharge rod with a resister to ensure soft discharge with a minimum voltage rating of 50kV and
4.6.8 An earthing spike and hammer
5. TRAINING
5.1 The following approved training courses, for City Power’s staff, shall be provided:
5.1.1 Operating, and
5.1.2 Maintenance.
5.2 The associated costs for an approved training course in 5.1 shall be given per person. 5.3 The suppliers shall provide technical support on system and equipment queries for the duration of
the contract.
6. DOCUMENTATION
The following documents shall be provided:
6.1 Technical product catalogue
6.2 operating manual and
6.3 maintenance manuals
6.4 The service provider shall make available all documentation in both hard and soft copy
7. QUALITY MANAGEMENT
A Quality Management Plan/System shall be set up in order to assure the quality of the cable fault location
machine during design, development, production and servicing. Guidance on the requirements for a quality
management system may be found in the following standards: ISO 9001:2015. The details shall be subject to
agreement between the City Power and Supplier/Contractor.
8. HEALTH AND SAFETY
A Health and Safety Plan/System shall be set up in order to ensure proper management and compliance of
the cable fault location machine during installation, operation, maintenance, and decommissioning phase/s.
Guidance on the requirements of a Health and Safety Plan/System may be found in OHSAS 18001:2007
standards. This is to ensure that the asset/service conforms to standard operating procedures and City Power
SHERQ Policy. The details shall be subject to agreement between City Power and the Supplier/Contractor.

9. ENVIRONMENTAL MANAGEMENT
An Environmental Management Plan/System shall be set up in order to ensure the proper environmental management and compliance of the cable fault location machine during its entire life cycle (i.e. during design, development, production, installation, operation and maintenance, decommissioning as well as Rehabilitation, Recycling or Disposal phase/s). Guidance on the requirements for an environmental management plan/system may be found in ISO 14001:2015 standards. The details shall be subject to agreement between City Power and the Supplier. This is to ensure that the asset created conforms to environmental standards and City Power SHERQ Policy
