• One of the top priorities of Eko Electricity Distribution Company is to bridge the metering gap by ensuring that metering facility is provided for unmetered customers as soon as possible.
• Metering Gap particularly poses a serious challenge to our business and is evident by the fact that about 51% of our customers are billed on estimate.
• This has continually put strain on the much desired good and cordial relationship with our esteemed customers
• The following statistics revealed more on the metering gap.

• Consequently this has led to Huge outstanding debt due to customer’s apathy to
bill payment.
Loss of Good will, as customers see some staff of our company as being mischievous and corrupt.
Inability to deploy Transformers, Meters and other required equipment that may help to give quality service to our customers.

• However with the window of opportunities put in place by NERC through the introduction of CAPMI.
• This allows DISCOs to accept a refundable advance
payment from willing customers for metering.
• The scheme is a metering intervention programme designed to achieve the following 1. Reduction in metering gap 2. Improvement in Revenue generation 3. Elimination of estimated Billing 4. Commercial losses reduction

• It is with great enthusiasm that Eko keyed into this vision and has taken steps to take it to the next level.
• We have embraced the scheme fully with the sole aim of ensuring our esteemed customers’ satisfaction.

• After series of preliminary preparation and arrangements, Eko Electricity Distribution Company officially flagged off the CAPMI scheme on the 18th July 2013.
• Presented below is the progress report of activities under the CAPMI scheme

• Eko Electricity Distribution Company in line with the directive from Nigerian Electricity Regulatory Commission (NERC) appointed Mr. Samuel A. Edoho –(Principal Manager, Marketing) as Project Manager for CAPMI scheme with the responsibility to co-ordinate the process and implementation of the scheme.
• The company in compliance with the regulatory body opened a joint account at Ecobank to enable customers under CAPMI scheme make payment for the different categories of meters.

• To further make this metering intervention programme a reality, various materials that would be needed were identified, designed and provided by Eko Electricity Distribution Company. Such materials include:

• The Management team and core drivers of the scheme from the Business Districts were trained on the guidelines/process flow for issuance, installation and payment of meter vendors in accordance with CAPMI.
• Process flow for supply, programming of meters according to CAPMI was also discussed extensively and mode of operations communicated to vendors accordingly.

Vendor request for payment
• The training programme opened forum for ventilation and exchange of ideas on the most effective way of operating CAPMI scheme.
• Limitations of the existing metering system were identified and solutions proffered to guide against its re-occurrence in CAPMI.

• Main/Installation inspectors were also trained on how to use the right instrument to conduct insulation and earth resistant test as well as other inspections to determine the load inventory of CAPMI applicants.
• At the end of the training programme, Participants pledged their total commitment to support this new metering scheme.

customer premises. Joint inspection of customer premise s with EKEDC
main/Lines inspector to ascertain readiness of customer for metering modality for payment.

• The Company in its efforts to give CAPMI programme wide publicity and acceptance also organized public awareness through the mass media, this was carried out via: television,
radio
newspaper advertisement,
handbills,
display and demonstration of the various types of meter.

• The main thrust of the media plan/ schedule, spanning four weeks, was to further highlight and espouse the benefits inherent in the CAPMI initiative
• In the media plan, three major national dailies, The Punch Newspaper, The Nation Newspaper and Business Day Newspaper were used for advertorial placement purposes.
• While the airwaves of the electronic media such as Channels Television, AIT/Ray power FM, Wazobia FM and Radio Lagos were also explored with the placement of public announcement, advert messages and jingles.

• We are committed to ensuring the success of this programme.
• EKEDC has metered 3323 customers under CAPMI scheme as at 21st November,2013.
• The scheme is on going and we hope to reduce the metering Gap in the company as soon as possible.
