Skills Gap If applicable., record how the current need for this course was determined, including how the course addresses the Washington State 11Skills Gap11 as defined in RCW 28C.04.100 - Career and Technical Educa ·on in a Word or Acrobat Reader document and upload it as part of this application request.

Washington Office of Superintendent of

Course Approval Skills Gap Tab Expectations

• Consistent with the SAO 2017 report to strengthen documentation requirements – proposed or renewed courses must align with high demand

• Required uploads for this tab include the demand data reviewed, and the advisory committee minutes showing approval of the course

• “Need” is determined by Local Advisory Committee – and review of local, regional, state, or national labor market data

5/4/2020 25

Page 26: CTE Program Update · Washington Office of Superintendent of PUBLIC INSTRUCTION CTE Program Update May 1, 2020

Advisory Committee • Include representatives of business and labor who reflect

the local industry and the community; actively consult with representatives of business, industry, labor, and agriculture.

• There is currently no requirement in statute relating to the minimum number of meetings required of CTE advisory committees. (CTE Program standards: “The committee meets on a regular basis”)

• Advisory committees should meet often enough to complete their tasks: program evaluation, district wide plan, review of teacher certification, approval of curriculum, approval of courses, facilities planning/review, etc.

5/4/2020 26

Page 27: CTE Program Update · Washington Office of Superintendent of PUBLIC INSTRUCTION CTE Program Update May 1, 2020

Washington Office of Superintendent of

PUBLIC INSTRUCTION

Advisory Committee • It is unlikely the General Advisory Committee (GAC) could accomplish

their tasks in less than two meetings per school year. Likewise, it is unlikely that program specific advisories could do the same in less than two meetings per school year.

• If your CTE Director requires additional annual meetings to accomplish the work of either the GAC or program specific advisory committees, our office is in support.

• Additionally, we acknowledge that districts in the process of pursuing approval for new course applications may encounter barriers to conducting advisory committee meetings in the midst of the stay-at-home order and school closures. The requirement for advisory committee meetings is not waived. Therefore, we are anticipating the need for electronic-based meetings; although they are not a long-term best practice.

5/4/2020 27

Federal CTE Updates • Secretary DeVos delivered the recommended waiver authority report to

congress on April 27, 2020 • Requested waiver authority to extend the period of availability of state formula

grant funds – extending state fund flexibility

• Requested unexpended fund waiver to provide local recipients to retain unexpended funds for the 19-20 academic year

• Requested professional development waiver to waive the Perkins V definition of professional development (consistent with ESEA PD waiver)

• If Congress takes action: LEAs in Washington would have the automatic right to carry over any unobligated funds from this year, and are permitted to use PD funds for one-day/short-term needs.

• Congress will be back in session next week (May 4th) – more to come!
