I welcome dear readers to the 171st issue of CJ!

The top highlight of the past month was undertakings to prepare for the Holy Month of Ramadan. To welcome the most beloved month of the year the Senior Management of Customs took the first ever initiation to distribute “Roadha Hadhiya” to the staff and families of MCS. The historic step was very well received by the staff and families. In preparation for Ramadan a pastry course was conducted for the staff to enrich their Patisserie skills.

Following tradition, the annual Maahefun was held for Customs officers at Meeru Bahuru Maalam on 20th June 2017. This gathering was attended by Commissioner General of Customs Ibrahim Shareef Mohamed, Deputy Commissioner Ismail Abdulla, Senior Executives and other Officers. Overall more than 300 officers from Male’ region participated in the gathering. Maahefun gatherings were held in all Regional Customs simultaneously.

The Commissioner General of Customs Ibrahim Shareef Mohamed distributed commendation ribbon to the staff of North Region Customs. These ribbons are given to officers in recognition of their hard work, dedication and exceptional service to the organization.

Mr. Ibrahim Shareef Mohamed and Chief Superintendent, Mr. Abdulla Waheed attended the Senior Policy Exchange seminar which was held in Washington D.C, from 22 to 26 May 2017. The seminar aimed to further strengthen the national export control system.

In the area of enforcement, our officers seized 1100 grams of Heroin from a Pakistani male passenger who arrived from Dubai, on 02nd of May 2017.

We are proud of CCO Amianth Shazlyn and Yasmin Abdulla, our very own officers, for

being elected as the Vice Chair of Asian Netball Federation and Executive Member of the Maldives Olympic Committee respectively. We wish you both success in the new assignments.

We are also proud of our Billiard Team for winning the Inter-Office Billiard Championship 2017 with an unbeaten record. Additionally, hats-off to the Customs Recreational Club for winning the 3rd place in Horizon Academy 8th Inter Office Badminton Tournament 2017 held in Addu City.

All imports through Regional Ports are subjected to a 30% tariff concession As per CG Directive 20/2017, all imports through Regional Ports are subjected to a 30% tariff concession except Self-travelling vessels, Cargo loaded or unloaded between vessels at the encourage area without assistance from Regional Port Operators, cargo imported on Semi-Submersible Heavy Lifting Vessels, Fuel, Tobacco Products, Energy Drinks, Soft Drinks, and all items applying specific duty.

Guidelines published on utilizing the Customs welfare fundA set of guidelines regarding the requirements on utilizing Customs welfare fund has been published in the Commissioner General’s directive 22/2017.

According to the procedures, the Customs welfare fund can be utilized for enrichment of staff welfare, to conduct activities that are beneficial for staff and to invest in various options that would add value to the fund.

Payment of fines applicable on various errors occurred during the Export/Import process

As mentioned in the Article 488 of the Customs General Regulation, purpose of this Directive (Ref:23/2017), is to provide a detailed guideline on how fine amounts are collected and deposited to the treasury accounts and to the Customs welfare fund.

A set of guidelines regarding the provisions of overtime pay has been published in the Commissioner General’s directive 19/2017.

The purpose of this directive is to provide a comprehensive guideline on how overtime is applied and calculated across the Customs.

Ramazan Working hours

Working hours during the Holy Month of Ramazan and the fi rst 6 days of Shawwal has been mentioned in the Commissioner General’s directive (Ref:21/2017),

details of which are mentioned below.

Customs has seized 1100 grams of Heroin from a Pakistani

Customs has seized 1100 grams of Heroin from a Pakistani male passenger who arrived on 02nd of May 2017 from Dubai. The street value of the

seized drug adds up to RF 4 million.

Customs offi cers at airport found the passenger to be of suspicious behavior which led to an initial interception.

With questioning and further examination, offi cers found 2 packets (1100 grams) of heroin concealed in the Shoes that he was wearing.

This individual along with the seized drugs have been handed over to Maldives Police Service for further investigations.

Twelve drug seizures so far this year

Maldives Customs Service has seized 5kg of drugs (Cannabis, Heroin, Hashish Oil) and a large quantity of stimulants so far this year.

Information on these successful operations was given by the Chief Superintendent Ismail Hamdoon and Senior Superintendent Hussain Shaaz, in a special media briefi ng on 31st May 2017 in Customs Building.

These seizures include, 1.3kg of Cannabis, 2.8kg of Heroin, 0.7kg of Hashish Oil, 355 Tab of Ecstasy, 206 grams of Crystal Meth, 6 grams of Ketamine and 162 grams of Amphetamine.

Speaking in the Media Briefi ng, Mr. Hamdoon stressed that it has been observed that party drugs and other stimulants like Ecstasy and Crystal Meth, which are not very common in the Maldives are being smuggled. He also added that in order to address this, special operations are being carried out with Maldives Police Service at airports and seaports, and that Customs would make sure that luggage of all arriving passengers would be profi led and x-rayed as per the existing risk management system.

Mr. Hamdoon also urged public to carry prescriptions, if they are importing medicine in the luggage.

TRAININGS - INTERNATIONAL

Senior Policy Exchange seminar was held in Washington D.C, from 22 to 26 May 2017 under the sponsorship of EXBS Program. The seminar was

attended by the Commissioner General of Customs, Mr. Ibrahim Shareef Mohamed and Chief Superintendent, Mr. Abdulla Waheed.

The seminar aimed to create understanding and commitment, for further strengthening national export

control system. The seminar had also covered the importance and opportunities for meeting international standards and working in collaboration with international partners devoted to comprehensive strategic trade control system.

After concluding the Seminar, Mr. Ibrahim Shareef Mohamed and Mr. Abdulla Waheed returned on the 28 of May 2017.

Workshop on the Accreditation of Post Clearance Audit (PCA) Technical and Operational Advisors

From 22 to 26 May 2017, a workshop on the Accreditation of Post Clearance Audit (PCA) Technical and Operational Advisors was held under

the sponsorship of China Customs Cooperation Fund (CCF/China) at the WCO Regional Training Centre in China. The workshop was attended by Chief Customs Officer, Mr. Abdul Bagir Abdul Kareem.

The accreditation workshop intended to create WCO PCA Technical and Operational Advisors capable of using the WCO PCA Guidelines in order to conduct workshops within administrations and further demonstrate developments in the PCA infrastructures, procedures and audit techniques.

Mr. Abdul Bagir Abdul Kareem completed the Workshop and returned on the 27 May 2017.

WCO Follow-up Regional Workshop on Counterfeiting and Piracy

On 15 May 2017, Chief Customs Officer, Ms. Zulaikha Nabeela attended the “WCO Follow-up Regional Workshop on Counterfeiting and

Piracy” held In Customs Training Institute in Japan, under the sponsorship of Japan Customs Cooperation Fund (CCF/Japan).

This workshop reviewed the Intellectual Property Right

(IPR) legal framework and operational procedures, identifying the challenges and the possible solutions for them. Some of the participating countries, in their presentation had also raised IPR issues.

Ms. Zulaikha Nabeela returned after completing the Workshop on the 19 May 2017.

Joint WCO-UPU Customs-Post Workshop with the support of the Korean Customs Cooperation Fund (CCF/Korea) took place on 1 May 2017 in Sydney, Australia.

The Workshop was attended by Superintendent, Mr. Ismail Hilmy.

The workshop addressed Intellectual Property Rights (IPR) and drug related matters relating to postal traffic. This workshop also promoted effective and efficient

electronic data exchange methods which would eventually improvise the screening process of the postal items. The aim of the workshop was to establish a stronger cooperative relationship between Customs and postal authorities in the Asia Pacific Region.

Mr. Ismail Hilmy returned after the workshop on 5 May 2017.

Training on ODS and CITES conducted at Addu City

Training Perogram on Ozone Depleting Substances (ODS) and CITES (Convention on International Trade in Endangered Species of Wildlife Fauna and

Flora) was held in Addu City on the 10th of May 2017.

A total of 20 Customs Officers participated along with 06 officers from Aviation Security Command of Gan International Airport. This training was facilitated by officials from Ministry of Environment and Energy and Customs.

Training on Flight Cabin Search for Customs staff

Basic Petroleum Quantity Assessment Training concludes10 Officers from various departments of Customs completed the “Basic Petroleum Quantity Assessment Training”, conducted by the Customs Academy with the expertise of MCS Officers and a guest lecturer from Maldives Ports Limited.

The main purpose of this week long training was to give a

thorough knowledge to the officers on the terminologies, instruments used, procedures and safety measures to be aware of while sounding a ship.

On the last day, the participants visited the State Trading Organization Plc’s Fuel and Lubricants storage facilities in Funadhoo Island.

MCS officers participated in the 1-day Training on Flight Cabin Search which was facilitated by the Trans Maldivian Airways (TMA).

As the Customs is mandated to inspect and examine arriving and departing international vessels including aircrafts, the main objective of this training was to identify critical areas and procedures when examining a flight cabin.

27 Offi cers graduate from Customs related courses

A ceremony was held today award certifi cates to offi cers who successfully completed the “Certifi cate II in Customs Studies Course” and

“Certifi cate III in Harmonized Commodity Description and Coding System” conducted by the Customs Academy.

The ceremony was offi ciated by the Commissioner General of Customs, executives and awardees, including the trainers from Customs. A total of 10 offi cers completed the “Certifi cate III in Harmonized Commodity Description and Coding System”, whereas 17 offi cers graduated from the “Certifi cate II in Customs Studies Course”.

Speaking at the graduation ceremony, Commissioner General highlighted that the roles and responsibilities of Customs have evolved tremendously over its 126 years’ history and so has the risks associated in its work. He also emphasized the offi cers of Customs to keep on learning and to hold their integrity in their everyday life.

In this regard he applauded the eff orts put in by Customs Academy and Human Resources Management Section to improve the capacity of staff .

The “Certifi cate III in Harmonized Commodity Description and Coding System” is aimed at equipping the staff with the necessary level of knowledge and competence in the application of Harmonized System Nomenclature and Export/ Import law and thus facilitate the classifi cation of goods in a consistent and eff ective manner.

The “Certifi cate II in Customs Studies Course” is designed to give an in-depth understanding of the customs related laws and regulations and in-place procedures; goods declarations and document processing; information technology and automation; drug enforcement; and risk assessment, risk profi ling and targeting.

Fire and Rescue Awareness Sessions

Awareness sessions on Fire and Rescue were conducted for the executives and staff of Customs, with the assistance from the Fire and

Rescue Department of Maldives National Defence Force.

The main purpose of these sessions was to create awareness among Customs staff on safety and rescue measures that are required to be taken during a fi re incident. Following these sessions, special fi re drills will also be held for staff .

Offi ce Dhivehi Training Second batch

The second batch of “Offi ce Dhivehi” training was completed by 20 participants. The 5-day training was aimed to develop linguistic ability of Offi cers

and to ensure eff ective use of Dhivehi language in the work environment. The training was facilitated by instructors of the Customs Academy.

Cyryx College students visit MCS

Commendation Ribbon for North Region offi cers

A group of 28 students doing the Certifi cate Level 4 in Information Technology at Cyryx College visited Maldives Customs Service, where they were given

an initial presentation at the Head Offi ce, which covered the role of Customs and other important areas relevant to their fi eld of studies.

After the presentations, they were given the opportunity to experience the actual work environment and to personally observe how the processes actually take place.

Commissioner General of Customs Ibrahim Shareef Mohamed presented Commendation Ribbon titled “Gaabil Kamuge Kula” to the North Region Customs

Staff , during his 3-day Offi cial Visit to the Region.

Commendation ribbon “Gaabil Kamuge Kula” and “Kaamiyaabuge Ran Kula” were presented to 600 and 79 staff respectively of the Central Region, on a ceremony held on 24 January 2017.

These ribbons are tokens provided to offi cers in the recognition of continued service rendered to the organization in their careers. A committee has been setup by the Commissioner General of Customs to oversee the awarding of commendation ribbon.

Ramadan Special

For Muslims, the Holy month of Ramadan is a season

with lot more than fasting and praying. It is a period

of giving and sharing, refl ecting and reconnecting

that transcends religious belief. Abstaining from food

during the day and getting ready for the breakfast are

the highlights of everyday during Ramadan.

A very special Pastry Course was organized by the

Customs Recreation Club for its members from 12th May

2017, which was completed by 48 staff .

The instructor of the course was Chief Customs Offi cer

Hawwa Rasheedha who is an expert in the fi eld, whose

menu included a total of 14 diff erent food items that

were taught to prepare by the participants. We hope this

Pastry Course would have brought new fl avors enriched

with delicious pastry items to the Iftar breakfast of our

staff .

Roadha Hadhiya

In preparation for the Holy month of Ramadan, the

Senior Management of Customs took the fi rst ever

initiation to distribute “Roadha Hadhiya” to the

staff and families of MCS. The task was carried out by

Commissioner Generals’ Bureau, Customs Recreation

Club (CRC) and the Customs Corporative Society (CCS)

along with a special task force consisting of staff from

various sections.

The staff and families took the kind gesture very warmly

and helped us all to keep in mind the essence of

Ramadan. The spirit of giving, shines brighter during this

holy month.

Thank you Editor of Customs Journal (CJ) for giving me this opportunity to share the experience of the WCOs mission to Sierra Leone.

Sierra Leone is located on the West Coast of Africa, occupying 71,620 square kilometre of land and 120 square kilometre of water. It is the 120th largest nation in the world. It’s known for the white-sand beaches lining the Freetown Peninsula. The people are called Sierra Leoneans.

As an accredited expert on Post Clearance Audit, fortunately, I got an opportunity to go for a diagnostic mission to Sierra Leone. The mission to Sierra Leone (SL) took place in Freetown from 3rd to 7th April 2017. The mission was organized by WCO-UNCTAD under Mercator programme, funded by United Kingdom through Her Majesty’s Revenue and Customs (HMRC).

National Revenue Authority (NRA) of Sierra Leone has signed off and adopted the Mercator Programme Action Plan in June 2016. The Action Plan focuses on assisting the country in the imminent implementation of the WTO Trade Facilitation Agreement, encapsulating simplifi cation and modernization of Customs procedure,

processes and policy including the maintenance of an eff ective Post Clearance audit function in accordance with Article 7.5 of the WTO Trade Facilitation Agreement (TFA).

In respect to that, the mission is aimed at identifying specifi c gaps existing in NRAs system especially the obstacles that hinders a proper implementation of PCA at NRA in line with the provisions of PCA guidelines and Article 7.5 of the TFA. Also to develop a tailor-made plan for Sierra Leone, which will provide the technical assistance and capacity building required for proper implementation of PCA with full leveraging of the WCO’s instruments and tools under the Mercator Programme.

In this mission, I worked under the leadership of Mr. Thabo Pase, PCA specialist working at WCO capacity directorate. Our assessment work was based on a set agenda. The activities were undertaken systematically in an organized manner that helped us to meet our targets in the given time frame.

During walk through sessions, we visited more than ten departments located in diff erent offi ce buildings established under the NRA umbrella. Some of them

include Customs Central Services, Customs Enforcement, Risk Management, IT, ASYCUDA, Legal, Tariff , Valuation, Domestic tax, Human resources, Africa Link (external contractor) and others. During these visits we had conducted bilateral interviews with unit heads and senior offi cials and discussed about existing Customs functions and observed whether they are in line with guidelines. Through the observations we came to know that NRA- Customs Department is well established with a good system where most of the functions are carried out in similar to most of other customs administrations. However, some of them needs to be placed in order or they need to be reengineered in order to ensure they are in line with WTO and WCO guidelines and with international best practice.

Document processing start from Africa Link Inspection Company (ALIC). ALIC is a foreign private company which has signed a contract with the Department of Trade and Industry (DTI) to work as a freight forwarder. The declaration process starts prior to cargo arrival, where the importer or the Customs broker sends the required documents including invoice, packing list and B/L to ALIC for valuation and Tariff review to ALIC. It receives the clearance documents and checks the consistency of classifi cation, valuation and rules of origin. If they are consistent with the requirement, ALIC will issue a Classifi cation and Valuation Certifi cate (CVC) to the importer. The importer would then proceed to capture the declaration to the ASYCUDA++ system with the information on the CVC received form ALIC.

We observed that some of the strengths of NRA Customs is the current leadership with positive attitude and willingness to change. Second is the existing workforce, consisting young and competent offi cers who are committed to bring necessary changes to ensure that

they are among the best Customs in the world.

We also observed some of the challenges, like lack of proper legal framework where a management regulation is not in place through which obligations and rights of the auditee and the auditors are required to be ensured. Also the existing risk management does not function in line with the provisions of Article 4.4 of TFA. Where the article requires to use risk management to assess the level of risk through appropriate selectivity criteria to determine which goods to be examined or which importer to select for audit.

The current selection criteria for physical examinations is based on red and yellow channel declarations

which is 99% of the total import. These transactions are rerouted for physical examination resulting in congestions and delays at the port, clearly indicates that a risk based approach is not being followed for customs control. In regard with PCA, we observed that issue focused targeting is being practiced than trader focused. Trader focused targeting would include selection of audits cases from complaint traders previously processed through the blue lane for assurance and or trader management purposes. Under Article 7.5, with the view to expediting the release of goods, it requires to ensure the compliance of the trader through implementation of PCA.

As the last activity of the mission, we had prepared a report consisting 45 pages and 16,611 words. The report comprises the seven sections and each section contain detailed information of the subject matter with fi ndings and recommendations. The fi ndings of this report will enable the future supporting activities to Sierra Leone under the Mercator Programme.

SPORTS

MCS Officers participate in the Milo 5K Team Run

Customs Officers took part in the “Milo 5K Team Run” organized by the Maldives Sports Corporation Ltd. The objective of the event was to

bring people together and to promote an active lifestyle among people.

A group of five officers from various sections of MCS were participated in the “Milo 5K Team Run” which was held in Hulhumale’.

MCS wins Inter-office 5th Billiard championship 2017

Maldives Customs Service wins 5th Inter-office Billiard Championship 2017 with a 2-1 win over Villa Air in the Final.

MCS started the Championship with confidence and passed through to the quarter final easily and undefeated

after competing with the State Electric Company (STELCO). In the Quarter Final, MCS competed against the Police Club and won the match 3-0. Team maintained its unbeaten record to reach the Final after winning over the Dhivehi Sifainge Club.

ކަމަކީ ބަލިމަޑު ނަފްސާނީ ނުވަތަ ޑިޕްރެޝަން

ބަލީގެ މި އަޑުއަހާ އަޅުގަނޑުމެން ނަމަވެސް މަދުން

އަސްލު ހަޤީގަތް ނޭނގޭ ބައްޔެކެވެ. ދުނިޔޭގެ ނިސްބަތުން

ތަފާތު އުމުރުގެ ތިންސަތޭކަ މިލިއަން މީހުން ޑިޕްރެޝަންގެ

އުނދަގުލާ ކުރިމަތިލަން ޖެހިފައިވާކަމަށް ނުވަތަ ޑިޕްރެޝަން

ތަހައްމަލް ކުރަމުން އަންނަ ކަމަށް އެންމެ ފަހުގެ ދިރާސާތަކުން

ދައްކައެވެ. ވަސީލަތްތައްމަދު ދިވެހި މިކުޑަ މުޖްތަމައުގައިވެސް

ޑިޕްރެޝަންއަކީ އާއްމުވެފައިވާ ބައްޔެކެވެ. މިއީ ބައްޔެއްކަން

ނޭނގި ނުވަތަ އެކަން ޤަބޫލުނުކުރެވޭ ކަމުގައި ވީނަމަވެސް

މިއީ ނަފްސާނީ ބައްޔެކެވެ. އަޅުގަނޑުމެންގެ މުޖްތަމައުގައި

ގިނަ މީހުންނަށް ، މިއީ ބައްޔެއްކަން ޤަބޫލުނުކުރެވޭ އެތައް

ބަލިމަޑުކަމަކީ ނަފްސާނީ އެބަހުއްޓެވެ. ސަބަބުތަކެއް

އެމީހެއްގެ ނެތަސް ފެންނަން ބޭރުފުށުން އިންސާނާގެ

ނުރަނގަޅު މިޒާޖަށް ގުޅިފައިވާ އިހުސާސްތަކާއި އެންމެހާ

ކަމާއި ހިތްނުތަނަވަސް ކަމެކެވެ. ގެނުވައިދޭ ބަދަލުތަކެއް

ގެނުވައިދޭ އިހުސާސްތަކެއް ކަހަލަ ބޯހާސްކުރުވައި

ކަމެކެވެ. އިނގިރޭސި ބަހުން ”މޫޑު ޑިސްއޯޑަރ“ ނުވަތަ

މިބަލި މީހުންނަށް ގިނަ ބުނުމުން އޭ ސްވިންގް“ މޫޑު

ފަސޭހަވެއެވެ. ބަލައިގަންނަން ނުވަތަ ދެނެގަންނަން

، ފިކުރު ވިސްނުމާއި އިންސާނާގެ ސަބަބުން މިބަލީގެ

އަދި އިހުސާސްކުރެވޭ ގޮތާއި، މިޒާޖަށް ނުވަތަ އުޅޭ އުޅުމަށް

ގިނަ ބަދަލުތަކެއް ގެނުވައެވެ. އެއްގޮތަކުން ޑިޕްރެޝަންގެ

ފަރުޖައްސާނުލެވެއެވެ. ބުނެ ކަމޭ ހިތްނުތަނަވަސް މާނަ

ފުން ބޮޑަށް މިއަށްވުރެ ބައްޔަކީ މި ހަޤީގަތުގައި

ހިތާމައެއްގެ އިހްސާސް ކުރުވުމަށް މާނަކުރެވިދާނެ ބައްޔެކެވެ.

ނުވަތަ ، ހަފްތާތަކަށް ، ދުވަސްތަކަށް ހިތާމަތައް މިފަދަ

ދެއެވެ. ދިގުދެމިގެން އަހަރުތަކަކަށްވެސް އަދި މަސްތަކަށް

މި ބަލިޖެހިފައިވާކަން ދެނެގަނެވޭނެ އަލާމަތްތަކުގެ ތެރޭގައި

އުއްމީދުގެއްލުން، އެހެންމީހުން ތިމާބަލައިނުގަންނާނެ ކަމުގެ

ވަރުބަލިވުމާއި، އިތުރުން މީގެ އަދި ކުރުވުން، އިހުސާސް

ނެތުން، ޤާބިލުކަން ވިސްނުމުގެ ދޭތެރޭ އެއްވެސްކަމަކާ

ދިރިހުރުމުގެ މަޙްރޫމްވުމާއި ނިދިން ރޭނގަނޑުގެ މިއާއެކު

ޤަބޫލުކުރެވި، މީހެއްކަމުގައި ބޭކާރު ގެއްލި އުއްމީދުތައް

އަމިއްލަ އެއްލާލުމަށް ތެރެއަށް ހަލާކުގެ ނަފްސް އަމިއްލަ

އަމިއްލައަށް ގޮތުން އެ ކުރުވެއެވެ. މަޖްބޫރު ޒަމީރަށް

ހަށިގަނޑަށް ގެއްލުން ދިނުމާއި އަމިއްލައަށް މަރުވުން ފަދަ

އަމަލުތައް ކުރަން އުޅުމަކީ ޑިޕްރެސް ނުވަތަ ޑިޕްރެޝަންގެ

ހުންނާނެ އަމަލުތައް މީހެއްގެ ކުރަމުންދާ ތަހައްމަލު ބަލި

ފާހަގަކުރައްވައެވެ. މާހިރުން މިބަލީގެ ގޮތެއްކަމަށް

ދުނިޔޭގެ ސިއްހަތު ޖަމިއްޔާ ޑަބްލިޔު.އެޗް.އޯ އިން

ފާހަގަކުރަމުން އަންނަ ” ވޯލްޑް ހެލްތް ޑޭ“ )7 އޭޕްރީލް(

ދުނިޔޭގެ މިއަހަރު އަށެވެ. ޑިޕްރެޝަން ކުރެވިފައިވަނީ

ކުރުމުގެ ހޭލުންތެރި މިބައްޔަށް ކަންކޮޅުތަކެއްގައި ހުރިހާ

ޚާއްސަ ގޮތަށް ދާ ދެމިގެން ދިގު އަހަރަށް މުޅި ގޮތުން

ކެމްޕެއިންތަކެއް ރާއްވަވާފައިވެއެވެ. ”ޑިޕްރެޝަން ލެޓްސް

ޓޯކް“ ގެ ނަމުގައި ކުރިއަށް ގެންދާ މި ކެމްޕެއިން ތިން

ގިންތިއަކަށް އަމާޒު ކުރެވެއެވެ. އެ ގޮތުން ޒުވާނުންނާއި،

ޅަދަރިމައިންނާއި އަދި ދޮށީ އުމުރުގެ ބޭފުޅުން ހިމެނޭގޮތައް

ގިންތިކުރެވިފައިވެއެވެ. މި ކެމްޕެއިންގެ އެންމެ ބޮޑު އަމާޒަކީ

ސަލާމަތް މިބަލިން ކަންކޮޅުތަކުގައި އެކި ދުނިޔޭގެ މުޅި

ކޮންމެ ޑިޕްރެޝަންއަކީ ފަހިކޮށްދިނުމެވެ. މަގުތައް ވާނެ

ބައްޔެއްކަމާއި ޖެހިދާނެ މީހަކަށްވެސް ފުރައެއްގެ އުމުރު

އަދި ބައްޔެއްކަމާއި ކުރެވޭނެ ފަސޭހަ މިބައްޔަކީ

އަދި އަންގައިދިނުމެވެ. ރައްކާތެރިވެވޭނެކަން މިބަލިން

ދިނުމަށާއި އެހީތެރިކަން ފަރާތްތަކަށް މިބަލިޖެހިފައިވާ

އަދި މިފަދަ ފަރާތްތަކުންވެސް އެހީތެރިކަން ހޯދުމުގެ މަގު

ތަނަވަސްކޮށްދިނުމެވެ. އަދި މީގެ އިތުރުން މި ބަލީ ޖެހެން

މެދުވެރިވާ ސަބަބުތަކާއި މިބަލީގެ އަލާމަތްތަކާއި އަދި މި

ބަލި ޖެހިފައިވާ ފަރާތްތައް ދެނެގަންނާނެގޮތްތަކާއި މިފަދަ

މިބައްޔާބެހޭ ގޮތުން ދިނުމުގެ އެހީތެރިވެ ފަރާތްތަކަށް

ހޭލުންތެރިކަން ހޯދުމާއި މަޢުލޫމާތު ފުރިހަމަ އެންމެ

އިތުރުކުރުމަކީ ފަރުދީ ޒިންމާއަކަށް ހެދުމަށް ބާރުއަޅައެވެ.

މާހައުލުގައި އޮފީސް ގާތްރަހުމަތްތެރިންނާއި އާއި އާއިލާ

ޓީޗަރުންނާއި، ، ފަރާތްތަކާއި މަސައްކަތްކުރާ އެކުގައި

ފަރާތްތަކާއި ކުރައްވާ ކަވަރ މީޑިއާތައް ނޫސްވެރިން،

މަސައްކަތްކުރާ ސެކްޓަރގައި ޕްރައިވެޓް އަދި ޕަބްލިކް

އެންމެހާ ފަރާތްތަކާއި އަދި ޖުމްލަކޮށް މުޖްތަމައުގެ އެންމެހާ

ފަރުދުން އެކުގައި މަސައްކަތްކުރެވިއްޖެނަމަ މިބަލި މަދުކުރެވި

މިފަދަ ބައްޓަންކުރެވިދާނެއެވެ. މުޖްތަމައެއް ދުޅަހެޔޮ

ބައްޔެއް ތަހައްމަލު ކުރަމުންދާ ފަރާތްތަކުގެ އިހުސާސްތައް

ލޯބިން ފޯރުކޮށްދީ، އަތެއް އޯގާތެރިކަމުގެ ދެނެގަނެ

ހަދަމާތޯއެވެ! ޒިންމާއަކަށް ފަރުދީ އެހީތެރިވެދިނުމަކީ

ނަފްސާނީ މުޖްމަތަމައުގައި މި އަޅުގަނޑުމެން

ބަލިތަކަށް ފަރުވާ ހޯދާ މީހުންގެ އަދަދު ދުވަހުން ދުވަހަށް

މިފަދަ ވީނަމަވެސް ކަމުގައި އަންނަ އިތުރުވަމުން

ވެފައެވެ. ތަކުލީފަކަށް ވަނީ ހޯދުން ފަރުވާ ބަލިތަކަށް

ސަބަބަކީ އާންމު ބަލިތަކާއި ޚިލާފަށް މިބަލިތަކަށް ފަރުވާ

ހޯދުމަށް ހިނގާ ޚަރަދު ބޮޑުކަމެވެ. އަދި މިފަދަ ފަރުވާތައް

ހެލްތް އިންޝުއަރެންސްގެ ތެރެއިން ކަވަރ ނުކުރާކަމެވެ.

ނަފްސާނީ ބަލިތަކަކީ ގިނަ ބޭސްތަކެއް ނެގުމުގެ ބަދަލުގައި

ކައުންސެލިންގް ސެޝަންތަކެއް ނަގަންޖެހޭ ބައްޔެއް ކަމުން

ކޮންމެ ސެޝަންއަކަށް ގިނަ ޚަރަދުތަކެއް ހޭދަކުރަންޖެހެއެވެ.

އަދި މިފަދަ ކައުންސެލިންގް ސެޝަންތަކަށް އެޕޮއިންޓްމެންޓް

އިންތިޒާރެއް ދިގު ނަންނޯޓުކޮށް ހެދުމަށްވެސް

ކުރަންޖެހެއެވެ. މިއާއެކު ފާހަގަކުރަންޖެހޭ އަނެއް ކަމަކީ،

ބަލިމީހުންގެ ހޯދަންޖެހޭ ފަރުވާ ބަލިތަކަށް ނަފްސާނީ

ޑަކްޓަރުން ޚާއްސަ ބަލިތަކަށް މިފަދަ ބަލާއިރު އަދަދާއި

އަދި މަދުކަމެވެ. އަދަދުވެސް ކައުންސިލަރުންގެ ނުވަތަ

މިއާއެކު ފާހަގަކުރަންޖެހޭ އަނެއް ކަމަކީ މިފަދަ ބަލިތަކަށް

ހޯދޭނެ ފަރުވާ ބޭފުޅުންނަށް ބޭނުންވާ ފަރުވާކުރައްވަން

ކުޑަކަމެވެ. މިނަވަރު ހޭލުންތެރިވެފައިވާ ގޮތްތަކަށް

އިތުރުގޮތްތަކާމެދު ހޯދޭނެ ފަރުވާ ބައްޔަށް މި ވީއިރު

މާތް އިންސާނާއަށް މަޖްބޫރުކުރުވައެވެ. ވިސްނުމަށް

އޭގެ ނިޢުމަތް މަތިވެރި ބުއްދީގެ ދެއްވާފައިވާ هللا

ކުރަންޖެހެއެވެ. ބޭނުން ގޮތުގައި ފުރިހަމަ އެންމެ

މިއުއްމަތުގެ މާތް ނަބިއްޔާ މުހަންމަދުން ސައްލަهللا

ޚުތުބާގައި ވަދާއުގެ ހައްޖަތުލް ވަސައްލަމް އަލައިހި

ދުނިޔެމަތީގައި މުސްލިމުން ފަދައިން އިރުޝާދުދެއްވި

ސުއްނަތުގައި ރަސޫލާގެ އިތުރު ގެކަލާމްފުޅާއި هللا މާތް

ހޭދަކުރަން ދުވަސްތައް ދިރިއުޅުމުގެ ހިފަހައްޓައިގެން

ފަސޭހަވެ ދިރިއުޅުން ދުނިޔެމަތީގެ މި ދަސްކޮށްފިނަމަ

އާޚިރަތުގެ ހަޔާތްވެސް ބާއްޖަވެރިވެގެންދާނެކަން ކަށަވަރެވެ.

ޑިޕްރެޝަންއަށް އަލީގައި ސުއްނަތުގެ ޤުރުއާނާއި ވީމާ،

ފަރުވާއެއް ހޯދިދާނެއެވެ. މާތް هللا ކީރިތި ޤުރުޢާންގެ ތާހާ

ސޫރަތުގެ 124 ވަނަ އާޔަތުގައި އންސާނާއަށް ޑިޕްެރެސްވާ

” ބަޔާންކޮށްފައިވެއެވެ. ސަރީހަކޮށް ވަރަށް ސަބަބު

ފުރަގަސްދީފިމީހާ ޤުރުއާނަށް ތިމަންރަސްކަލާނގެ އަދި

އެމީހަކަށްއޮތީ، ހަމަކަށަވަރުން، ފަހެ، )ދަންނާށެވެ!(

ދަތި ދިރިއުޅުމެކެވެ. މިއާޔަތުން ދޭހަވަނީ އިންސާނާ އާނާ

ދުރުވެއްޖެނަމަ ހަނަދުމަކުރުން މާތް هللا ފަރާތް ހެއްދެވި

މާޔޫސްކަންވެރިވެ ހިތާމަޔާއި ނަފްސަށް އެމީހެއްގެ

ދިރިއުޅެން ދަތިކަމަށްވެެގެންދާނެކަމެވެ. ވީމާ، އީމާންތެރިކަން

ވަރުގަދަކޮށް އަޤީދާ ވަރުގަދަކުރަންޖެހެއެވެ. އަދިވެސް ކީރިތި

ޤުރުއާނުގެ އައްރަޢުދު ސޫރަތުގެ 28 ވަނަ އާޔަތުގައި މާތް

هللا ވަޙީކުރައްވަނީ ” އެއުރެންނީ، އީމާންވި މީހުންނެވެ.

ހަމަޖެހޭ ހިތްތައް އެއުރެންގެ ހަނދުމަކުރުމުން، އަދި هللا

ހަނދުމަކުރުމުން ހަމަޖެހެނީ،هللا ހިތްތައް މީހުންނެވެ.

ފަރާތް ހެއްދެވި އޭނާ އިންސާނާ ވީއރު ނޫންހެއްޔެވެ؟

ހަނދުމަކުރުން ދުރުވެއްޖެނަމަ އެމީހެއްގެ ނަފްސު ޝައިތާނާ

އާއި ހަވާލުކޮށްފިކަން ކަށަވަރެވެ. އަލް މުޖާދިލަ ސޫރަތުގެ

އިޝާރަތްކުރައްވައެވެ. މިކަމަށް އާޔަތުގައި ވަނަ 10

ސިއްރުން ދިނުމަށްޓަކައި ހިތާމަ މީހުންނަށް ”އީމާންވި

ވާކަމެއްކަން ކިބައިން ޝައިތޯނާގެ އުޅުމަކީ ސައްލާކޮށް

އެ މެނުވީ، އިޒްނަފުޅާލައިގެން هللاގެ އަދި ކަށަވަރެވެ.

އެއުރެންނަކަށް އެއްވެސްކަމަކުން އަކަށް ޝައިތޯނާ

ގެއްލުމެއް ނުދެވޭނެތެވެ. ފަހެ، މޫމިންތަކުން ހަމައެކަނި هللا

އަށް ވަކީލްކުރާހުށިކަމެވ.ެ“ ) އަލްމާއިދަ ؛23(. މީގެ

އިތުރުންވެސް ކީރިތި ޤުރުއާނުގައި މާޔޫސްކަމާއި ހިތާމައިގެ

ވާހަކަ ވާރިދުވެފައިވާ ކޮންމެ ފަހަރަކު ” ހިތާމަ ނުކުރުމަށް“

އައިސްފައިވެއެވެ. މިފަދައިން ނުވުމަށް“ މާޔޫސް

ހިތާމަޔާ ހިތްހަމަޖެހުމާއި، ލޯތްބާއި

ލައްވާފައިވާ ފިތުރަތުގައި އިންސާނާގެ މާޔޫސްކަމަކީވެސް

މާޔޫސްކަމުން ހިތާމަޔާއި ނަމަވެސް ކަންކަމެވެ.

އިސްލާމްދީނުގައި ހޯދުމަށް ގޮތްތައް ސަލާމަތްވާނެ

އިމްތިހާނެއްކަމުން ދިރިއުޅުމަކީ ބާރުއަޅުއްވާފައިވެއެވެ.

ކޮންމެކަމެއްވެސް މެދުވެރިވަނީ ތަގްދީރުގައި ލިޔެވިފައިވާތީ

ކަމަށް ދެކި ޤަޟާ ގަަދަރަށް އީމާންވުމާއެކު ހެޔިމިންވަރުގައި

ވާގިއަށް ކެތްތެރިވުމުގެ ނުބައިމިންވަރުގައި ޝުކުރުވެރިވެ

ނަފްސަކަށް، އެއްވެސް هللا މާތް އެދެންޖެހެއެވެ.

މެނުވީ ކަމެއް ކުޅަދާނަވެގެންވާ ނަފްސަކަށް އެ

ހަމައެހެންމެ އަދި )އަލްބަގަރ؛286(. ނުޖައްސަވައެވެ.

ލައްވައެވެ. ފަސޭހަަކަމެއް އުނދަގޫކަމާއެކު ކޮންމެ

ކަނޑާނުލާށެވެ. އުއްމީދު ވީމާ )އަލްއިންޝިރާޙް؛6(

ކެތްތެރިކަމާއި ބަޔަކުކަމުގައިވާނަމަ، ވެގެންތިބި އީމާން

ނަމާދުން ތިޔަބައިމީހުން ވާގި އެދޭށެވެ! ހަމަކަށަވަރުން هللا

އަލްބަގަރަ؛153( އެކުގައެވެ.) ކެތްތެރިންނާ ވޮޑިގެންވަނީ

އަދިވެސް ވަހީ ކުރައްވައެވެ )ފިނޑިވެ( ނިކަމެތި ނުވާށެވެ!

އަދި، ތިޔަބައިމީހުން ހިތާމަވެސް ނުކުރާށެވެ! މަތިވެރިކަން

ބޮޑުވެގެންވާ ބަޔަކީ ތިޔަބައިމީހުންނެވެ. )އެއީ( ތިޔަބައިމީހުން

؛139( )އަލްއިމްރާން ވާނަމައެވެ. ކަމުގައި މޫމިނުން

ނުފެންނަ ބޭރުފުށުން ބަލި ޑިޕްރެޝަން ވީމާ،

ނުފެންނަ ފަރުވާއަކީވެސް އަސްލު ބަލީގެ މި ފަދައިން

ކުރުމަށް ތޯހިރު ނަފްސު އަމިއްލަ ފަރުވާއެކެވެ. ރޫހާނީ

ފަރުވާއެވެ. ދާއިމީ ބަލީގެ މި މަސައްކަތަކީ ކުރެވޭ

އިސްލާމް ޚާލިސްކޮށް ހިތް އިލާހަށް އެއްކައުވަންތަ

މުއުމިނަކަށްވެ ފުރިހަމަ ވަރުގަދަކޮށް އަޤީދާ ދީނުގެ

ކަނޑައަޅާ އަޒުމް ބާއްޖަވެރިކުރުމަށް ހަޔާތް އާޚިރަތުގެ

ތަނެއްކަމުގައި ވަގުތީ ދުނިޔެއަކީ މި މަސައްކަތްކުރާށެވެ.

ދެކި ދާއިމަށް ދެމިގެންދާ އުޚުރަވީ ހަޔާތް ބާއްޖަވެރިކުރުމަށް

މަސައްކަތް ކުރުމުން މިފަަދަ ބަލިތަކުން ދުރުވެވޭނެއެވެ.

ވީއިރު ޑިޕްރެޝަންގެ ބަލީގައި ދުވަސްތައް ވޭތުކުރާ މީހުންގެ

ނަފްސްގެ ކޮންޓްރޯލް އަމިއްލައަށް ހޯދުމަށް ވިސްނައިދިނުން

ސަލާމަތްވުމަށް ދެރަވުމުން މާޔޫސްވެ ބުއްދިވެރިއެވެ.

ނަމާދު ކުރުމާއި، ކީރިތި ޤުރުއާން ކިޔެވުން ގިނަކުރުމަށާއި،

ހިފުމަށާއި، ރޯދަ ސުއްނަތް ކުރުމާއި، ނަމާދު ތަހައްޖުދު

ވީވަރަކުން ޞަދަގާތްކުރުމާއި، ޒިކުރުކުރުމުގައި ދުވަސްތައް

ހޭދަކުރުމަށް ނަސޭހަތްތެރިވެ ރިވެތި މިސާލު ދައްކާށެވެ. މާތް

ސަލާމަތްވެވިދާނެއެވެ. ޑިޕްރެޝަނުން އިރާދަފުޅުން هللا

އަރާފައިބާ އެތައްމެހެމާނުންނެއް ރަށެކެވެ. ފަރުނުޖެހޭ

ޒަމާންވީ ދިވެހިންގެ ހިތްހެޔޮކަމާއި ދިވެހިންގެ ރަށެކެވެ.

ނަމޫނާ އަދާކޮށްދެމުންދާ މެހެމާންދާރީ އިޚްލާސްތެރި

ދިރިއުޅެމުންދާރަށެކެވެ. ރައްޔިތަކު ހެޔޮފުޅު

ކަސްޓަމްސްގެ ބުރަ ޤަޢުމީ ޚިދްމަތާއި ގުޅުނީ އެވަޒީފާއަކަށް

އުލިގަމަކީ ދިގުއިންތިޒާރަކަށްފަހުއެވެ. އެތައްއަހަރުތަކެއްގެ

މާލެފިޔަވައި ކަނޑުއުޅަނދުތައް އެހެނިހެން ޔޮޓްތަކާއި

ބޭރުގެ ބަނދަރުކުރާރަށެވެ. އަދަދަކަށް އެންމެގިނަ

އެތައްފަތުރުވެރިންނެއް އެރަށަކަށްޒިޔާރަތްކުރާ ރަށެކެވެ .

ވަރަށްރަނގަޅު ލަސްވެގެން އަވަސްކުރާށޭ ކިޔާފައެއްނޫޅޭނެ.

އެކިފަރާތްތަކުން އާއިމެދު އިދުރީސް ސައިފުهللا ކަސްޓަމްސް ޝުއޫރުތަކަށް އިޚްލާސްތެރި ފާޅުކުރެއްވި ޝުކުރުދަންނަވަން،. އެފަރާތްތަކަށް ޖާރނަލްޓީމުން ޢާއިލާއަށް އަށާއި ސައިފްهللا އެދެނީ އަޅުގަނޑުމެން ފެހިމާދަމާއެއް އަދައްވުރެ ކަސްޓަމްސްއަށް އުލިގަމު އަދި މުޅިރާއްޖެއަށް މިއާއިއެކު އަދި މިންވަރުކުރެއްވުން. هللا ވިއްސާރަވެ ވަރަށްޮބޑަށް އުލިގަމަށް ކުރިވިއްސާރައިގައި ކަސްޓަމްސް އެންމެފަރާތްތަކަށް އެ ގެއްލުންލިބިފައިވާތީވެ މުވައްޒަފުންގެ ނަމުގައި ހަމްދަރުދީ ފާޅުކުރަން . އަޅުގަނޑުމެންގެ އެންމެފަރާތްތަކަށް އިރާދަފުޅާއިއެކު هللاގެ ދުޢާއަކީ އާމީން . މިންވަރުކުރެއްވުން އަވަސްހަމަޖެހުމެއް

The CIF value of goods imported during May increased by 3% compared to May last year. Approximately MVR 3.3 billion worth of goods were imported during May 2016, whereas this year the fi gure was recorded

at MVR 3.4 billion. Among the top importing countries, United Arab Emirates recorded the highest with 19% and China at the second with 16%.

The total revenue collected through customs duty and other fees and fi nes during May 2017 showed a increase of 16% compared to that of May 2016. A total of MVR 239 million was collected through Customs duty last month.

The FOB value of goods exported during last May showed an increase of 34% to that of the same period last year, which is an increase from MVR 373 million in May 2016 to MVR 498 million in May 2017. The largest quantity of the exports was to Thailand which is 63% of the total exports for the month of May.
