Municipal Grant Program
• Funded by CDBG• Administered by the Department of
Development• Annual competitive funding cycle• Anticipate $1.1 million for 2009• Historically fund 9 – 11 projects
Municipal Grant Applications
• Complete applications must be submitted in a 2-inch 3 ring binder by noon on Friday November 14, 2008
• Urban County communities may apply in either or both tiers. No more than 2 applications
• ALL Eligible projects must meet a HUD National Objective
HUD National Objectives
1. Benefit Low to Moderate Income Persons• Limited Clientele
• Permanent Jobs
• Geographic Area
2. Aid in the Prevention or Elimination of Slums or Blight
3. Meet other Urgent Community Need

Tier 1
• Maximum of $325,000 in CDBG funding
• Recipients are ineligible to apply for Tier 1 funding for 3 years (eligible in 2013)
• Applications scored on a 100 point scale• Most competitive applications will be those that serve both
a low to moderate income group AND address an issue of an improvement target area (ITA)
Tier 2
• Maximum of $100,000 in CDBG funding
• Applications scored on an 80 point scale
• Eligible projects must meet ONE National Objective
• Applicant may choose either Low Moderate Income Benefit OR Improvement Target Area benefit• Residential improvements are not eligible• Programming is not eligible

• Acquisition of Real Property• Disposition of Property• Public Facilities & Improvements• Removal of Architectural Barriers• Rehabilitation & Preservation• Economic Development• Planning
