    First staggered ITF South Asia Week of Action ends with more gains for seafarers

    A weeklong (8-12 October) campaign, launched this year by ports and seafarers unions in selected port cities of India against merchant ships flying flags of convenience (FOC) ended Friday with substantial gains accruing to the ship crews. The first of the two staggered Weeks of Actions, this time covering only selected Indian ports saw 43 ship inspections and the signing of 12 ITF acceptable agreements by Inspectors here and through Unions in countries of beneficial ownership as a result of action taken in Indian ports. In Kandla, sustained pressure on Liberian flagged vessel RAS GHUMAYS-1 ultimately led its UAE owners to agree to sign up 7 of their vessels with the ITF union in the Philippines. On another Belize flagged FOC vessel ARWAD QUEEN, the Lebanese owners have agreed to cover their vessel with an agreement. Meanwhile the dockers union throughout the week worked hard to help the 22 Syrian crew on board m.v ORIENTAL QUEEN-VI. The Syrian owners of the vessel have not paid its crew to the tune of USD 277,000 and there is no diesel on board plunging it in complete darkness and failure of the onboard communications facility. At Mumbai port, the second success came when action on Panama flagged GOLDEN CREST owned in Japan, chartered by a Korean company with Myanmar and Bangladesh mixed crew on board was covered by an ITF agreement. Agreement negotiations for another vessel of the same company Golden Dominance are on. It was also for the first time that ITF Inspection teams were successful in inspecting vessels at the JNPT port and in particular the private terminals owned by Maersk (GTI) and Dubai Ports World (NSICT). A total of 4 vessels were inspected and on board TS JAKARTA the Captain was very uncooperative. It was only after hectic negotiations that the ITF team was allowed to inspect the vessel. In Visakhapatnam, the ITF Union team succeeded in getting the Japanese owner of Panama flagged mv. SAMMY to sign an ITF acceptable wage agreement for the Filipino crew on board. The Inspection team also found the Bangladeshi owned, Panama flagged FATAHUR RAHMAN to be a sub standard ship and alerted the Port State Control to detain the vessel from moving out of the port. In Tuticorin, hectic negotiations are still going on to sign an ITF acceptable agreement on the Marshall Islands registered, Greek company owned SKY GLOBE. In New Mangalore where vessel traffic this week was low, the Unions have offered to again join the second week of action due in December and continue ITF campaign activities with full fervour. Commenting on the hectic activities during the week, SANGAM TRIPATHY, Assistant Regional Secretary ITF Asia/Pacific region said, “The Indian Inspectors/Contacts and the port and seafarers Unions in a display of strong solidarity have once again made it clear that flag of convenience (FOC) ships visiting our ports cannot escape action - hiding behind walls of secrecy created by dubious ownership structures and hiring of cheap and exploited crews without decent rights’’.

    Venezolaanse groep breidt vloot KTK-Panama uit met 2 nieuwe sleepboten

    Een groep van anonieme CPA-werknemers die de afgelopen jaren regelmatig van zich liet horen gedurende de vele veranderingen binnen het overheidsbedrijf Curaçao Ports Authority (CPA), meent dat er voor de Venezolaanse groep in Panama (voormalige KTK-vestiging, red.) sprake is van een rendabele situatie. Dit door een levering van Damen Shipyards van twee ‘splinternieuwe sleepboten voor de vroegere KTK-vestiging te Panama’. Op de website van Damen valt over de levering van de twee sleepboten het volgende na te lezen: “De twee ASD 2810-sleepboten, ‘VIRGEN DEL VALLE’ en ‘ ARCANGEL SAN MIGUEL’ zijn op 29 september van Vietnam naar Panama vertrokken om aan de eigenaar van de Meyers Group - MMG Shipping Group (www.meyersgrp.com) te worden overgedragen. Beide vaartuigen zijn door Damen Shipyards bij Song Cam Shipyard in Vietnam vervaardigd.” De sleepboten, met een lengte van 28,67 meter, zijn met twee Caterpillar 3516 C TA HD/C-motoren uitgerust en hebben gedurende de testfase een snelheid van 13,7 knopen behaald met een trekkracht van 60 ton. De groep CPA-werknemers meent hierop: ”Het gaat hier om twee sleepboten gelijk aan die van KTK op Curaçao maar dan om nieuwere modellen, omdat ze dit jaar werden vervaardigd. De sleepboten VIRGIN DE VALLE en ARCANGEL SAN MIGUEL zullen begin december in Panama arriveren. Op deze wijze demonstreert de Meyers Group duidelijk dat ze vertrouwen hebben in de sleepwerkzaamheden in Panama en tevens in de briljante toekomst van de vroegere

De bewuste KTK-vestiging was volgens de ex-minister van Economische Ontwikkeling, Abdul Nasser El Hakim (MFK) en de interim-directeur van CPA, Humberto de Castro, niet rendabel en werd om deze redenen opgedoekt. “Het staat de bevolking nog fris in het geheugen gegrift hoe vorig jaar ex-minister El Hakim het overheidsbedrijf KT- Panama aan een Venezolaanse groep heeft verkocht, en verkondigde: ‘This nightmare is over’. Vandaag de dag moet het volk van Curaçao toekijken hoe deze Venezolaanse groep aan het uitbreiden is”, aldus de CPA-werknemers. De groep verwijst verder naar een aankondiging die de CPA-interim-directeur middels een persbericht zou hebben gedaan ‘dat de Meyers Group de nieuwe sleepboten van Curaçao in Panama zou vervangen met oude sleepboten om zo de kosten te verlagen’.

    “Vandaag zien we dat Meyers Group twee splinternieuwe sleepboten heeft gekocht van Damen Shipyards om hun vloot uit te bereiden en te moderniseren om zo te anticiperen op de verbreding van het Panamakanaal”, aldus de CPA-werknemers. Ze wijzen er tevens op dat er op de website van Damen Shipyards en Meyers Group geen melding wordt gemaakt van KTK-Panama. “Ex-minister El Hakim en president-commissaris Amparo Dos Santos hebben verklaard dat KTK-Panama eindelijk geld zou gaan genereren voor Curaçao, maar dit geloofd het volk natuurlijk niet. Het volk is er tevens allang van op de hoogte dat de KTK-sleepboten van de vestiging in Panama overgeplaatst zijn naar Venezuela. Zo zijn nu in totaal 5 KTK-sleepboten in Venezuela werkzaam. Op deze wijze stopt KTK alle eieren in een mand en heeft daarmee de gouden kans op groei op de Panamese markt vergooid. Tevens heeft KTK niet de kans gepakt om zich van hun enige klant los te weken, te weten Venezuela”, aldus de groep CPA-werknemers. Uit de commerciële overeenkomst, waar de Amigoe over beschikt, blijkt dat de Venezolaanse Maveco-groep vorig jaar voor de overdracht van de concessierechten voor de sleepwerkzaamheden in Panama, een bedrag van 90.000 dollar heeft betaald. In de eerste fase van het contract – de eerste drie maanden – zou het leasebedrag per boot 4150 dollar per dag bedragen. De nieuwe sleepboten, de TRIBON en BARAKUDA, die voor de vestiging in Panama werden aangekocht en aldaar geregistreerd waren, werden vanaf 1 september via KTK-Curaçao geleased. Maveco werd gedurende de eerste drie maanden in de gelegenheid gesteld om de boten in Panama met eigen sleepboten te vervangen.     Charles Cremona’s eyes lit up and his face broke into a grateful smile as Valletta Cruise Port CEO John Portelli presented him with a gift as a token of appreciation for regularly giving cruise liner tourists such a hearty send-off. Sitting in Mr Portelli’s office together with his beaming wife Consiglia, Mr Cremona was not encumbered with the large Maltese flag which has become synonymous with him. For every time a cruise liner courses in or out of Grand Harbour, the 70-year-old unfailingly appears on the roof of his apartment block to cheerfully wave the Maltese flag at the passengers. “We first got to know about your commendable practice when we came across the article in the newspaper,” Mr Portelli told the Cremonas,

    referring to a report in The Times. “We wish there were more like you who acknowledge the cruise liners and the tourists. Such little things go a long way in leaving a positive impression on tourists”. Mr Cremona expressed his fondness for the majestic Grand Harbour, recounting how he used to watch the frigates of the Royal Navy sail in and out of the harbour when he was still a child. He promised to keep waving out the cruise liners for as long as God granted him strength. He was then presented with a set of four limited edition prints of the colourful doors leading to the 16th century warehouses and two vouchers to be redeemed at any Valletta Waterfront outlet or restaurant. Together with his wife, Mr Cremona was shown around the premises, including the small chapel built during Grand Master Pinto’s reign and dedicated to the Holy Family’s flight into Egypt. He was also shown a copy of a painting depicting Grand Harbour by Celia Borg Cardona, given to Pope Benedict XVI as a memento of his visit to the Valletta Waterfront in 2010. “That’s where I would be,” Mr Cremona said, indicating the block of apartments clearly visible in the painting. “It’s a pity we weren’t aware of you at the time,” Mr Portelli told him. “We would have included you and the painting would have been complete”.     NATO Warship Rotterdam Intercepts Suspect Pirate Skiff

    Dutch warship HNLMS ROTTERDAM, on the morning of 11 Oct, put an end to the activities of a group of suspected pirates from Somalia. The suspected pirates and their boat were taken on board the Rotterdam pending further decision. The search for the pirate action group began the previous afternoon when the Spanish fishing vessel, IZURDIA, reported an attack by a skiff. "The timely and complete reporting of the IZURDIA enabled us focused action. Following coordination between the staffs of NATO and EU task forces the Rotterdam eventually managed to intercept the suspected pirates," said Commodore Bekkering, Commander of NATO Task Force 508. Shots "During our search for the suspect skiff by the crew on the bridge the Cougar helicopter and boarding team were deployed," says the commander of ROTTERDAM, Commander Huub Hulsker said. "From the helicopter, the suspect skiff was forced to stop with warning shots. The boarding team took seven suspects onto the ROTTERDAM where they are now being held." TF 508

    Ship Operators Jump on Higher Dry-Bulk Rates: Hong Kong Mover

    China Shipping Development Co. and China Cosco Holdings Co., the nation’s biggest operators of dry- bulk ships, both rose the most in three weeks in Hong Kong trading because of increasing rates for hauling commodities. China Shipping advanced 5.8 percent to close at HK$3.48, while China Cosco added 8 percent to HK$3.66. For both companies, it was the biggest gain since Sept. 19. The benchmark Hang Seng Index rose 0.7 percent.

    Charter rates for capesizes have risen 50 percent from lows in mid-September because of increasing demand and customers having to pay more to persuade shipowners to take vessels out of lay-up, Deutsche Bank AG analysts Joe Liew and Sky Hong wrote in a note yesterday. The industry, which will probably post losses for the third quarter, may also have a better year in 2013 because slower capacity growth will revive rates, they said.

    “We are encouraged by the recent pick up in spot dry bulk shipping rates,” Liew and Hong said. Investor interest in the sector is returning “because stocks are so bombed out and rates have started to recover from lows,” they said.

    China Shipping, which also has oil tankers, is the bank’s top pick in the industry because it has lagged behind Pacific Basin Shipping Co. over the past month and has a lower price. It trades about 0.4 times the book value of its assets, compared with about 0.7 times for Hong Kong-based Pacific Basin, the analysts said. Pacific Basin closed up 2.7 percent to close at HK$3.88. China Shipping has tumbled 28 percent this year in Hong Kong. China Cosco, which also

    operates the nation’s biggest container-ship fleet, has dropped 4.2 percent. The Hang Seng Index has risen 15 percent.

    China Cosco’s has also announced plans to cooperate with China Shipping Container Lines Co. on domestic cargo-box routes. CSCL, an affiliate of China Shipping Development, is China’s No. 2 container carrier.

    The Baltic Dry Index (BDIY), a benchmark for global commodity- shipping rates, rose 3.2 percent in London yesterday. It has jumped 37 percent since Sept. 12, when it reached a seven-month low. Source : Bloomberg

    NAVY NEWS Navy Submarine and Cruiser Collide Off Florida

    Two Navy vessels collided this afternoon off the coast of northeastern Florida, there were no injuries aboard the submarine and cruiser involved in the collision. According to a Navy statement the submarine USS Montpelier (SSN 765) and the Aegis cruiser USS San Jacinto (CG 56) collided at approximately 3:30 p.m. ET. The statement adds that there were no injuries aboard either ship and that the submarine’s nuclear powered reactor “was unaffected by this collision.” The incident is under investigation. A Navy official says the two ships were participating in a “group sail” along with another vessel. The three ships were participating in an anti-submarine exercise in preparation for an upcoming deployment as part of the strike group for the aircraft carrier USS Harry S Truman. The Navy official says that at approximately 3:30 p.m. the bridge watch aboard the San Jacinto saw the submarine Montpelier rise to periscope depth about 100 to 200 yards ahead of them. The bridge ordered an “all back,” but still collided with the sub. According to the official, the initial assessment of damage is that there was a complete depressurization of the sonar dome aboard the San Jacinto. Located below the water line of surface warships, sonar domes provide the bulbous shape to the bows of warships.

    After the collision the official said the submarine surfaced and communications were established between all the ships on the scene. The carrier USS Harry S Truman is also there, available to provide assistance. The two ships involved in the collision are both operating under their own power. Collisions between Navy submarines and surface warships are rare. In March, 2009 the submarine USS Hartford suffered severe damage to its Con tower after colliding with the amphibious transport ship USS New Orleans in the Strait of Hormuz. The subsequent investigation found fault for the collision lay with the commanders aboard the submarine. Several officers and crew aboard the submarine were later disciplined for their roles.     Namibia: Navy Ship Dimo Hamaambo to Be Auctioned

    The 58-year-old naval ship, Lt General Dimo Hamaambo will be sold 'as is' to the highest bidder through a public auction on October 25 at the Ministry of Fisheries and Marine Resources jetty in Walvis Bay. According to Namibian Navy Captain, Petrus Tjandja, the vessel, which was decommissioned on August 13 this year, is currently worth at least N$525 000.

    "The benchmark value for Hamaambo will be determined by the Ministry of Works and Transport, which is responsible for the auction. However, interested parties can register with a cash payment of N$10 000," he said. Viewing of the Dimo Hamaambo started on Monday and will continue until October 24, 2012.     dismantled locally and sold as scrap metal by means of a public auction by the Ministry of Works and Transport in consultation with Treasury.

    Hamaambo was decommissioned after 18 years of active service in the Namibian Navy and replaced with the newly acquired naval patrol vessel 'The Elephant' that was built at the Wuhan Shipyard in China. The 'Lt General Dimo Hamnaambo' was the first combat vessel of the Namibian Navy and was acquired through naval co-operation between Namibia and Brazil.

    The first naval cooperation agreement between the two countries was signed on March 04, 1994 and renewed on December 03, 2001. The vessel was donated in 2004 and named after Lt General Dimo Hamaambo - a founder member of the People's Liberation Army of Namibia (PLAN), the armed wing of Swapo during the liberation struggle, who also became the first Chief of the Namibian Defence Force (NDF) until his retirement in 2000.

    The ship was built in Holland, launched in 1954 and commissioned in the Brazilian Navy in 1955. The 55-metre vessel was first called Purus after the Indian warriors of the Amazonian people, and is of the class Imperial Marinheiro. The vessel, sporting one tier of guns was designed for convoy escort duties. Source : AllAfrica

    Broken down HMAS Tobruk, HMAS Choules limit navy's emergency response

    THE parlous state of the navy's emergency response fleet is again under the spotlight with its oldest ship stranded in Townsville last week with a broken clutch and an oil leak and the newest vessel tied up in Sydney with a multi-million dollar transformer problem.

    The 40-year-old 6000-tonne heavy lift ship HMAS Tobruk , known by many in her 150-strong crew as "HMAS Tobroken", was due to sail for New Caledonia last Sunday but was delayed until Wednesday night by a broken clutch and faulty oil seal. She was supposed to participate in an exercise called Sea Lion, but was forced to anchor off Townsville while repairs were carried out. The ship has become so unreliable that the navy, according to official documents, has spent $94 million on repairs and maintenance since 2007, has another $79 million earmarked for the next two years, and has asked the government for another $40 million in "contingency" funds in case something major breaks.

    Many sailors say the ship should have become an artificial reef years ago. "They are frustrated by the ship's unreliability," a source close to the old workhorse said. According to answers provided to the federal Opposition, Tobruk has been on duty at sea for just 79 days since January 2011. That is just 44 per cent availability. Defence sources told News Limited that the navy recommended her retirement last year, but the government demanded that the unique heavy lift ship, that can virtually drive on to a beach to unload, remain in service until 2014 due to the lack of amphibious support vessels in case of a major emergency. The first 28,000-tonne helicopter landing ship is due in service in 2014. The first hull, that of the future HMAS Canberra, is due to be delivered from Spain to Melbourne this week. Meanwhile, the 16,000-tonne second-hand Bay Class landing ship HMAS Choules remains alongside at Garden Island in Sydney undergoing a $2 million transformer replacement. The ship, purchased from the Royal Navy for $100 million, only entered navy service last December and she could be tied up until April next year after her other transformers were found to be suffering from excessive wear and tear.     Russia to raise sunken nuclear subs The two sunken nuclear-powered submarines K-27 and K-159 will be lifted and scrapped, a source in Russia’s Ministry of Defense says. An international tender will held to get the job done, Barents Observer reports.

    Lifting and scrapping of the two submarines from the bottom of the Kara Sea and the Barents Sea is included in a revised draft for strategic development of Russia’s Arctic zone.

    “A broad range of measures for cleaning Arctic waters of pollution is specified [in the draft]. In addition to the sunken submarines particular attention is given to removal of dangerous waste left behind after the military units on Franz Josef Land, New Siberian Islands and Bely Island”, a source in the Ministry of Defense says to Izvestia.

    The K-27 submarine was dumped in the Kara Sea in 1980 and is laying on 75 meters depth. Lifting of this vessel should not be any trouble, the military source says. The other submarine will probably be harder to lift. K-159 sank in the Barents Sea during towing in 2003 and could be laying up to 250 meters under the surface of the sea.

    A joint Russian-Norwegian expedition to the K-27 earlier this autumn concluded that the submarine is not yet leaking radioactivity but that it is urgent to lift it for safe decommissioning.

    According to Izvestia’s source, Russia does not have the capacity to do this operation on its own: “We still don’t have the necessary vessels. After “Kursk” the fleet bought five unmanned deep-sea vehicles of the Venom-class from the UK, which now are being replaced by three new Icelandic Gavia underwater vehicles”. But this is equipment for search and rescue and not for lifting he says and adds that the Russian navy also lacks personnel that can operate on large depths. An international tender will have to be made to get the submarines lifted. Countries like USA, Netherland, France and South Korea all have companies able to do the challenging job. “Kursk” was raised in 2001 by a consortium formed by the Dutch companies Mammoet and Smit International. In November, the "K-27 case" will be discussed at an international conferance on nuclear safety in Moscow, arranged by Norway, Sweden and Russia.

    SHIPYARD NEWS Damen to build 14 terminal tugs for

    Kuwait Oil Company Damen and Kuwait Oil Company (KOC) have signed a contract for 14 Damen ASD Tugs. An extensive process of yard prequalification and tender evaluation finally resulted in an award to Damen this summer. The series consist of two types, with 9 tugs of Damen’s recently launched 3212 model and 5 units of the well-known 2810 design, providing 80 respectively 50 tons of bollard pull. While being based on existing Damen designs, these tugs have been extensively tailored to meet KOC’s exacting requirements on layout, systems and performances.

    As part of KOC’s long term strategy of increasing the country’s export capacity, substantial investments are being made to expand the marine facilities in coming years. The new tugs will be assisting tankers at nearshore loading terminals and at the new single

    point moorings further offshore, for which they will also be equipped with a powerful fire fighting system.

    The cooperation between KOC and Damen goes back to late 1980’s, when Damen delivered steel crew / pilot tenders and the large fire fighting / terminal tug “Sabahi” to KOC. In the early nineties, after liberation from the Iraqi invasion, Damen delivered to KOC a complete new fleet of tugs, crew tenders, work boats and mooring boats. Damen has supported KOC throughout all these years with provision of technical services, spare parts, and maintenance / renovation assistance. Damen’s naval architects and designers in The Netherlands have already started working on the development of this unique series of state-of-the-art tugs. Damen Shipyards Galati in Romania will be constructing all 14 units, with deliveries scheduled from 2014 onwards.

    Fujian Shipbuilding forms jv with Jichai Power Fujian Shipbuilding Industry Group and Jichai Power, a full subsidiary of CNPC, have signed an agreement on Thursday to jointly invest in a marine engine assembly factory in Lianjiang Industrial Zone in Fujian province. The factory is expected to be operational before September next year, SinoShipNews reports.

CO1296) and GHD Dohuk (YN. CO1270) on operation and maintenance of the fixed CO2 firefighting system. The main goal is to improve the competences and knowledge about the system as well as safety awareness.     Maersk takes 19 ships off Asia-Europe route as demand falls

    A.P. Moeller-Maersk A/S , the world’s largest container line, said it will remove 19 ships from Asia- Europe trade lanes in a bid to bolster rates as demand slumps, Bloomberg reports. Maersk will permanently scrap the AE5 service, which employs eight vessels, and halt the AE9 sailing, which has 11, until early December, the Copenhagen-based company said. The action will bring its total capacity reduction on the route to 21 percent this year after a 9 percent cut in February. “Asia-Europe capacity is too great after the significant reduction in demand over the summer and companies are having to adjust much faster than they’re accustomed to,” said Peter Sand, chief analyst at Danish shipping association BIMCO. Container rates from Asia fell below break-even last month as Europe’s sovereign debt crisis depressed demand for consumer goods, according to London-based ship broker ICAP Plc. With economies remaining weak, volumes may drop 3 percent for 2012 as a whole, and Maersk could remove more ships and cut sailing speeds to further manage capacity, it said in a statement.

    “There is currently no need for the number of ships sailing,” said Vincent Clerc, Maersk’s chief trade and marketing officer, adding that the company will take steps to adjust to declining demand “without reducing our market position.” Shares Fall Volumes in the third quarter, normally the peak season for container flows as retailers in Europe and North America stock up with Asia-produced goods for the festive season, have been falling compared with last year, Sand said. A.P. Moeller-Maersk traded down 1.2 percent at 40,520 kroner as of 1:12 p.m. in Copenhagen. The stock has gained 7 percent this year, valuing Denmark’s fourth-biggest company at 174 billion kroner ($30 billion).

    Vessels on Maersk Line’s AE5 service each have a capacity of 6,500 standard 20-foot containers of TEUs, while ships on the AE9 route can carry 8,000 TEUs.     Powerful visitor leaving soon A muscular little red ship seen around Port Nelson this month will soon be gone. The tug NGAHUE, owned by Centreport in Wellington, has been chartered by Port Nelson to fill in while the two Nelson tugs undergo survey work.

    Port company marine operations manager Dave Duncan said the 40-year-old W H Parr and the nearly 30-year-old Huria Matenga would be out of the water in turn. The W H Parr, the smaller of the two with a 23-tonne bollard pull, was on the Calwell Slip this week, and as a birthday treat would be repainted in "Port Nelson dark funnel blue" to replace its traditional black. It was re-engined about eight years ago and was "in great condition for a 40-year-old ship", Captain Duncan said. The Huria Matenga, with a 33-tonne pull, wasn't in need of repainting.

    The Ngahue, which has a bollard pull midway between that of the Nelson tugs, would be at Port Nelson for another week or so, he said. Source : Fairfax NZ News

    Tanzania: Dar es Salaam Loses in Shipping Industry

    LOCAL managers and shipping agency executives are seeking an exit strategy for foreign managers and shareholders who have been dominating the country's shipping industry after more than ten years of liberalization. The Tanzania Shipping Agents Association (TASAA) says in a report, after a decade of liberalization of the shipping industry, it is time for largely foreign owned shipping agencies to reflect local ownership and save billions of shillings being siphoned out in terms of salaries and under-declared revenue. The report states that most shipping agencies are owned by multi-national shipping companies which used local personalities mainly lawyers and politicians as fronts holding nominal shares to justify their presence, as per the 2002 Shipping Agency Act."It is clearly stated by the law that more than 50 per cent of the shares in the agents must be owned, directly or indirectly, by a citizen of Tanzania. However, to-date out of all 26 licensed agencies, ownership of many, if not all, companies is in the hands of foreign shipping lines or companies which is against the law," the report states. TASAA accuses the Surface and Marine Transportation Authority (Sumatra) and the Ministry of Labour and Employment of laxity in dealing with the problem which is costing the country a fortune annually.Decrying failure by the regulators to reign in foreign shipping companies, TASAA saiys: "The government through the parliament enacted the Shipping Agency Act of 2002 to regulate the business of shipping agency. Furthermore, the law was meant to empower Tanzanians to run, manage and own majority shares in licensed shipping agents." But Minister for Labour and Employment, Ms Gaudensia Kabaka and Sumatra spokesman, Mr David Mziray defended their performance by stating that local stakeholders should report names of shipping companies and individuals violating the law. "The process of endorsing foreigners to get work permits is very tough and we have dismissed many applications in the past so it is not true that there is laxity," Ms Kabaka argued, saying her ministry only licenses Class 'B' permits in

    collaboration with the Ministry of Home Affairs. She said other foreigners get Class 'A' permits from Tanzania Investment Centre (TIC) "Before issuing any permit, we make sure that the position being applied for has no one locally to serve them," she argued as TASAA members faulted her by saying that most agencies are actually managed by ex-National Shipping Agencies Company Limited employees. While urging local stakeholders to give her specific cases so that she can address them, Minister Kabaka also defended her ministry against criticism of failure to stop hefty payments made into foreign accounts abroad as salaries. "My ministry only deals with pegging the statutory minimum wage, but companies are free to pay anyone whatever they want but not less than the minimum wage," she noted while stating that Tanzania Revenue Authority (TRA) is responsible for Pay As You Earn (PAYE) collection.Mr Mziray said Sumatra only issues licences to shipping agencies once they have completed basic requirements at TIC, Immigration Department and Business Registration and Licensing Agency (Brela). "As for shipping agency companies being owned by foreigners or using locals as fronts, I don't know anything unless I am given a specific example," Mziray argued. He, however, noted that Sumatra and stakeholders are currently reviewing regulations governing the shipping industry to curb loop-holes which allow foreigners to get jobs at the expense of locals. TASAA's report also accuses foreign managers and owners of recruiting fellow foreigners in junior positions such as storekeepers, accountants, documentation and sales officers often without proper work permits as required by the law. The Shipping Agency Act (2002) restricts foreign ownership, recruitment and domination of the industry which should be under the control of nationals, following a heated debate to liberalise the industry formerly controlled by the state under Nasaco. "The government is losing huge amounts of revenue due to this as foreign companies tend to export much of their income to their home country. These foreign companies also under-declare their income to pay less tax in the country," the report reveals.Foreign managers and chief executives earn between ten and 15,000 US dollars (between 15.7m/- and 23.5m/-) per month compared to locals who do much of the donkey work but earn less than 5m/- a month. "Much of these salaries are paid through their accounts abroad in Dubai, Europe of British Virgin islands while they receive allowances here which are subject to taxes," the report pointed out.'Daily News on Saturday' investigations established that only three of out of the 26 licensed shipping agencies in the country employ local managers and are owned by Tanzanians while the rest are operating illegally.     Deiulemar Shipping declares bankruptcy Italian dry freight group Deiulemar Shipping SpA (Deiulemar Shipping) has declared bankruptcy with debts of more than €500 million ($647 million), according to statements by the firm and an Italian court, Ship & Bunker reports.

    "Deiulemar Shipping was declared bankrupt by the court of Torre Annunziata this week," said Astolfo Di Amato, the lawyer representing Deiulemar Shipping.

    "Unfortunately, the source of much pride has vanished into thin air and the hopes of a recovery have ceased," the firm said on their website, who in July was reported to be seeking liquidation to avoid formal bankruptcy proceedings.

    The slump in the shipping industry has claimed a number of notable casualties this year, including one of the world's oldest shipping companies in Stephenson Clarke Shipping Ltd, who with a 282 year history held the title of Britain's oldest shipping company.

    Deiulemar Shipping had a more modest 7 years under its belt, formed in 2005 by a "transfer of the business" from Deiulemar Compagnia di Navigazione, itself going bankrupt in May 2012 owing about €860 million ($1.1 billion) having said to have irregularly issued around €700 million ($905 million) of bonds.

    Since then, nine members of the founding families of Deiulemar Compagnia di Navigazione have been arrested and earlier in the year Italian prosecutors seized assets totaling €323 million ($399.5 million) which included 10 of its vessels. On September 18, 2012 two more vessels were seized. "At that point we started making new calculations to evaluate whether it was possible to come out with a new plan but we thought this was not possible and asked for the company to be declared bankrupt," Di Amato told Reuters.

    Yangpu port further opens up Yangpu port of Hainan has passed the acceptance of the National Port Administration Office on Thursday; its open water area has been expanded by 55 square kilometers, and becomes the largest import and export port in the South China Sea. “Opening up Yangpu port is very important and supportive to Yangpu and Hainan’s economy, all the pillar industries in Hainan including tourism, logistics, and petrochemical industry, all relies on port. Yangpu Economic Zone also has been an important base for China’s offshore oil and gas exploitation strategy and energy reserve strategy, we are also making new strategies for further expansion,” an official from Yangpu port told SinoShip News.
