EVENTS, INCIDENTS & OPERATIONS Smit Lamnalco opens new office with

simulator facility in Singapore

Smit Lamnalco recently opened an office near the heart of the Harbour in Singapore. From this new premises the Singapore-flagged vessels and internationals crew are being coordinated.

Training facility available for external parties This new office also houses the

company’s training Centre, which includes a fully equipped bridge simulator and a classroom. Smit Lamnalco is able to conduct both ASD and

conventional (CPP) type of assessments/training, where almost every location

and weather conditions in the world can be simulated. The simulator, which has been developed by MARIN, also has a so-called second bridge simulation (CPP Only) to train crew for barge operations. This training center can be made available for external parties as well.

Best practice in the offshore industry In line with Smit Lamnalco Integrated Management System, which encompasses all activities undertaken by Smit Lamnalco both onboard and ashore, it is vital that all crew members are motivated, trained, qualified and competent to carry out their roles. Utilizing simulator training as a development and competency assessment tool is embedded in this system, which is fully aligned with the offshore industry’s OVMSA guidelines.

ABB Azipod® Propulsion Seminar for the offshore market in the US

Service interval of 10 years on the Azipod system is reachable for offshore operations.

A seminar/workshop on Azipod C electric thruster systems for the offshore and oil & gas market was held recently in ABB’s Houston Ship Channel workshop facility. The event was very well received by guests from the oil and gas and offshore industry, including visitors for drilling companies, shipyards, operators, classification societies and designers. The seminar kicked start after lunch with an overview on ABB’s expansion plans for the US market with regards to the Marine and Cranes market, followed by a presentation on the Azipod electric thruster system. An excellent condition of the separate components running in operation for 9 years on a semi-submersible rig in heavy conditions and DP mode was highlighted with a conclusion that service intervals of 10 years on the Azipod system is reachable. One CZ1400 Azipod C unit with nozzle propeller (3.2 MW), was disassembled the week before seminar and came “fresh” out of operation after a swap out, end of last

year. The components hardly showed any wear and tear and most of them could be re-used after a thorough inspection and partially reconditioning. ABB’s presentation ended by showing the service set up of ABB marine in the US and globally, with a special attention to remote diagnostics, service agreements, rotation services, spare parts services and change out and dry-docking services. This means for the owner/operator minimized risk with optimized CAPEX, minimized off-hire and above all known competitive maintenance cost for life cycle. The afternoon continued with a “hands-on” session where the audience could physically touch and inspect components such as thrust, slewing and propeller-end bearing, the shaft seal and the service brake. Next to this, the strut of the unit and the stator and rotor of the propulsion motor where stalled out to be inspected as well. All together it was a successful “visual and practical” event, highly appreciated by the visitors from the various companies. Expanded capabilities wins substantial MacGregor deck equipment contract MacGregor, part of Cargotec, has secured deck equipment contract for a series of eight 58,500 dwt bulk carriers under

construction at New Times Shipbuilding in China. The vessels are being built for Lemissoler Navigation (Front Marine), based in Cyprus, with the delivery of the first two vessels scheduled to start around August 2015. The contract will see MacGregor deliver complete equipment packages comprising electric pole-changing winches, steering gear, air compressors, hatch covers and variable frequency drive (VFD) electric cranes, four per ship.

The packages include equipment from combined MacGregor Hatlapa portfolio."The new contract was won as a direct result of our strengthened capability for larger delivery scope and a long standing relationship with the owner," says Jörg Tollmien, Head of Sales for Hatlapa offering at MacGregor.

"It is also a good example of what our combined product ranges can offer customers, particularly in cases such as this where an extensive scope of deck equipment is required for multiple ships," Mr Tollmien notes.

Fendercare Marine secures major fendering contract with UK Ministry of Defence

• Significant contract signed to provide Yokohama pneumatic fenders with non-marking tyre nets • Fendercare Marine is the world’s largest operator and stockist of genuine Yokohama brand pneumatic fenders • Fendercare Marine provides products and services to navies throughout the world

Norfolk based Fendercare Marine, one of the world’s foremost suppliers of marine products and services, has won a significant contract to supply Yokohama fenders to the Ministry of Defence (MoD). The three year contract is for the supply of 3.3m x 6.5m Yokohama original pneumatic fenders. Fendercare Marine has supplied 18 of the fenders to date, with potentially more to follow. Fendercare Marine has been working closely with the MOD to design a protective tyre net which would not only be non-marking to the ship’s hull but would provide minimal fender maintenance issues. Fendercare Marine has been a supplier of fenders and marine hardware to the MoD since 1999 and also supports navies

throughout the world, winning a $29 million contract with the US Navy in 2012. From a base in the Devonport Royal Dockyard in Plymouth, their Naval Solutions division also provides fabrication, welding and coating services for the MoD, having worked on nuclear submarines, warships and naval support vessels. Sonia Crane, Fendercare Marine Sales Manager commented “We are delighted to have secured this contract with the Ministry of Defence. Our 15 year relationship with the MoD is one that we really treasure and this contract is further evidence of our commitment to supplying reliable and innovative products, supported by excellent customer service.“

Costa Concordia captain had ‘poor’ leadership skills

An Italian court heard that the leadership qualities of the captain of the Costa Concordia had been brought into question some three years before the cruise liner ran aground. Francesco Schettino is on trial on charges ranging from manslaughter to negligence and abandoning ship over the January 13, 2012 shipwreck that claimed the lives of 32 of the 4,229 people on board. The court in the central city of Grosseto called to the stand the former president of the ship’s owners Costa Crociere, Gianni Onorato, and former chairman and chief executive Pier Luigi Foschi.

Onorato testified that a company report dated April 21, 2009 stated that Schettino’s leadership qualities were “poor” and his planning and control skills were “very poor”.

“We still trusted captain Francesco Schettino, otherwise we would have not given him responsibility over the Costa Concordia and other company ships,” said Onorato.

Foschi said the report on Schettino “highlighted some areas where there was room for improvement and others where there was sufficient evidence of his skills”.

He said an internal investigation had found Schettino liable for the accident and cleared the Costa Crociere crisis unit that had advised him when the ship ran into difficulties.

Schettino made international headlines when it emerged that he had disembarked while passengers were still trapped in the vessel and

disobeyed orders from rescuers to “get back aboard, damn it!” Schettino said he had slipped into a lifeboat after the vessel hit a reef off the island of Giglio and listed.

He was found to have steered the ship dangerously close to Giglio before it hit the reef.

Foschi dismissed suggestions that the company sanctioned the practice of sailing dangerously close to scenic locations.

“That night that ship should not have been in that place, at that time,” Onorato said. He denied having received prior information from his brother Ciro, a friend of Schettino, who was working on board as a waiter.

At the time of the crash, Onorato’s brother was on the bridge with Schettino and others.

“He called me about 1am and told me ‘I am safe, I am onshore’. It was the first time that I connected the Concordia to my brother Ciro,” Onorato said. Schettino’s lawyers, backed by a group of lawyers for survivors and victims, argue that he is being made a scapegoat to mask blame on other crew and Costa Crociere.

Recordings suggest the ship’s Indonesian helmsman, Jacob Rusli Bin, twice failed to understand Schettino’s orders moments before the vessel hit a reef. He was due to appear as a witness yesterday, but prosecutors told the court his whereabouts were unknown.

There have also been allegations that key equipment on the ship did not work, that its crew was poorly trained, and that Costa Crociere did not fully inform authorities about the scale of the disaster on the night of the accident. Source : GulfTimes

Turkish ship that ran aground in Aegean Sea may cause ‘catastrophe’

A Turkish cargo ship that ran aground off the Greek island of Mykonos may lead to an “environmental catastrophe,” officials have warned. The vessel, named the Yusuf Çepnioğlu, had been anchored at a port in the western province of Izmir en route to Tunisia. It was abandoned by its crew after it ran into rocks off the coast of Mykonos and began taking in water on March 7. The ship was carrying 200 tons of fuel.

The container ship remains pinned to the rocks, coast guard authorities. There are concerns that strong winds and waves may cause some of its cargo to come loose and cause a spill near the island.

Responding to a distress call on March 8, a U.S. ship sent a search and rescue helicopter to the location where the vessel had run aground. The Bataan is in the Aegean Sea

on a regular deployment in the 6th Fleet area of operations. Officials said a joint operation to tow the ship to safety and ensure that there was no leakage was currently underway. Source : hurriyetdailynews

Liferaft rescued by lifeboat off Joss Bay RAMSGATE RNLI’s volunteer lifeboat crew were called out after a liferaft was spotted off Joss Bay. The inshore lifeboat was launched at 4.58pm following reports of a liferaft sighted off Joss Bay in Broadstairs. The lifeboat crew located the unmanned raft and were informed on their return that one of the Ramsgate based pilot boats had just contacted the Coastguard to report that

one of theirs was missing. The ILB attached a tow to the liferaft and brought it back to Ramsgate. Source : thanetgazette

Lloyd’s Register selected as classification society for world’s largest

civilian hospital ship Lloyd’s Register (LR) is honoured to be the classification society of choice for Mercy Ships latest endeavour, a new 36,600 GRT hospital ship scheduled for completion in 2017. “LR Marine’s global team – spanning the Americas, Europe and Asia, is very pleased to support Mercy Ships and their partners in the design, build and through life operation of the ATLANTIC MERCY, enabling this unique organization to continue their invaluable mission and expand their reach,” stated John Hicks, VP Global Passenger Ships and Americas Business Development, Lloyd’s Register.

The hospital ship will be designed by the Finnish firm Deltamarin and the vessel will be built at CSIC group’s Tianjin Xingang Shipyard in China. Stena RoRo will manage the actual project construction under the leadership of Per Westling, Managing Director.

The vessel will be certified as a passenger ship for long international voyages and will be registered under the flag of Malta with Lloyd’s Register classification. The main dimensions are 174 metres in overall length and 28.6 metres in breadth. The design service speed will be 12.0 knots. The vessel will have two hospital decks and can carry 500 persons on board when sailing; when in port, the capacity will be 950 persons. There will be a total of 641 beds in the 277 cabins. The vessel will even house a school for children of the staff.

Upon completion, ATLANTIC MERCY will be the world’s largest civilian hospital ship and will be assigned a class notation of + 100A1, Passenger Ship, *IWS, PC AC2, ShipRight (SDA, CM, ACS(B), SCM), ECO (IHM), + LMS, PSMRL, UMS, NAV1, Descriptive Note: Hospital Ship.

Korean Shipyard Names Five New Containerships

Hyundai Heavy Industries (HHI), which claims to be the world’s biggest shipbuilder says that it set a new daily naming ceremony record by naming 5 containerships (ordered from Enesel) on a single day.

In a simultaneous naming ceremony attended by Mr. Nikolas Lemos, Chairman of Enesel; Mr. Kim Oi-hyun, President & CEO of Hyundai Heavy Industries; and altogethre 130 participants at HHI’s yard in Ulsan, South Korea. The sponsors including Mrs. Irini N. Lemos, wife of Mr. Nikolas Lemos and four other ladies, named three 10,500TEU containerships and two 13,800TEU containerships for the Greek owner. The large boxships are scheduled to be delivered from March 20 to early June this year. The shipbuilders add that last year, they held 45 naming ceremonies for 55 ships. COURT UPHOLDS TEN-YEAR SENTENCE FOR SOMALI PIRATES

The Aden Court of Appeals rejected an appeal by 11 Somali nationals who challenged the ten-year sentence they were given last year by the Primary Port Court, according to Judge Fahim Abdullah Mohsen Al-Hadrami, head of the Appeals Court. They were convicted of piracy after attempting to hijack a ship in the Gulf of Aden in February 2009. The prosecution accused the defendants of using arms to hijack the ship, including machineguns and RPGs. The 11 individuals were captured in 2012 in Yemeni waters, according to Shuja’a Mahdi, the chief of Coast Guard Operations.

“We arrested them and handed them over to the police in Aden, who referred them to the prosecutor,” Mahdi said.

People accused of piracy have been handed the death sentence in Yemen, including in 2010 when a Yemeni court sentenced six Somalis to death for piracy. With a 2,500 kilometer coastline extending from the Red Sea to Arabian Sea, Yemen’s coastal guard cannot cover even a fraction of the coast or Yemeni waters. “Deploying all around this coast requires funds and our operational budget is not adequate,” Mahdi said. “Pirates know the shortcomings of Yemen’s Coast Guard,” he said. Yemen loses more than $200 million every year due to piracy off the Horn of Africa, according to a statement made by Yemeni foreign minister of affairs, Abu Bakr Al-Qirbi, during the Indian Ocean Rim Association conference held in Gurgaon, India in 2012. But 'Italy not equipped' says environmentalist watchdog 'Costa Concordia must be scrapped in EU' says Greenpeace

Greenpeace Italy on Monday called for the Costa Concordia wreck to be disposed of safely in a European port following the 1992 Basel Convention, which among other measures bans the export of hazardous naval waste from industrialized to non-industrialized nations. "The European Commission (EC) in 2012 excluded ships from the Basel Convention. This led to the dismantling of ship demolition facilities in the EU while favoring the export of such ships to Turkey and other Asian nations," said Greenpeace Italy Campaign Director Alessandro Gianni. The EC move also led to illegal ship demolition in Europe and a steel-recycling business in the developing world, to the benefit of European shipowners and and the detriment of South Asian workers and the environment, Greenpeace explained. "This illegal trade flourished because it involves cheap labor, substandard toxic-waste handling, and market profits on the recycled steel," Gianni said. The Costa Concordia cruise liner hit rocks and partially capsized off the Tuscan island of Giglio in January 13, 2012, killing 32 out of the 4,229 people on board. The 290-meter long, 13-deck, diesel-engine mammoth was restored to an upright position after a successful parbuckling operation in September. The company has declared the ship a total loss and plans to scrap it. However there is no place to safely dispose of the Costa Concordia in Italy, where it would take at least two years to build a proper naval demolition basin, according to Greenpeace.

Asia-Europe rate below $1,000/TEU break-even point on Shanghai index

ASIA-EUROPE freight rates continued to fall last week, slipping below the break-even point of US$1,000 per TEU, according to the Shanghai Containerised Freight Index's (SCFI).

Rates between Shanghai and north-west Europe hit US$988 per TEU, a plunge of $122 per TEU from the week before, and representing an overall decline of 44 per cent since January when the market was buoyed by the build-up to Chinese New Year. "Most spot rates on an FAK [freight all kinds] basis are $900-1,000 per TEU out of China base ports to northern Europe, and they are going to fall further," one forwarder told London's Loadstar.

PORT OF ANTWERP AND ROTTERDAM WITH NEW EMISION STANDARDS

Ports of Antwerp and Rotterdam support timely introduction of Tier III standards and North Sea NECA

In recent years the reduction of emissions from shipping has gained more and more importance on the international and European policy level. Amidst decisions on the limitation of sulphur content in marine fuels and the ongoing debates on measures to reduce CO₂ emissions from shipping, the discussion has also focussed on NOₓ. During the next IMO MEPC meeting in April 2014 the implementation date of Tier III engines and NOₓ Emission Control Areas (NECA) will be decided upon. Already in 2011 the establishment of a correspondence group was agreed to guide the decision making process within MEPC. This group analysed whether engine manufacturers are making enough progress towards a timely certification of Tier III engines. In their final report the group stated that there was no reason, technical or other, to postpone the effective date of the Tier III NOx standards. In 2012 the North Sea Consultation Group, with financial support of the Swedish, Dutch, Danish, Norwegian, German and Belgian authorities, concluded its report on the “Assessment of the environmental impacts and health benefits of a nitrogen emission control area in the North Sea”. The report finds that the introduction of a NECA in the North Sea will not generate any considerable impact on modal shift and that health benefits caused by the improvement in air quality in the surrounding countries would actually lead to significant net social benefits. Vessel engines that meet the TIER III emission standard emit 80% less nitrogen oxides in comparison with the TIER I standard; the TIER II levels, 20 % lower than TIER I, apply to seagoing vessels as from 1-1-2011. It is clear that this change to Tier III w ill result in a significantly reduced environmental impact. The new standards will only apply to newly built vessels effective from 1-1-2016, which means the degree of change is related to the rate at which the fleet will be renewed. This greatly mitigates the financial impact on the shipping sector. Moreover, all stakeholders consider

it important that the sector is p rovided with legal certainty concerning Tier III/NECA as soon as possible so it can prepare itself in time for the new NOx emission standards.

Currently existing engine technologies can achieve reductions of 70% of nitrogen oxide emissions compared to the 80% required under the TIER III. Full compliance with the TIER III standard can be achieved with after-treatment techniques (such as SCR catalytic converters, water-washing techniques possibly combined with exhaust gas recirculation). LNG as a single fuel would also be compliant. However, at the present time few shipping companies are opting for a single fuel due to the lack of adequate LNG infrastructure. The ports of Antwerp and Rotterdam are however aware of their public responsibility to stimulate the LNG market and foresee bunker facilities in their ports. The ports of Rotterdam and Antwerp would also like to stress that the introduction of Tier III should be accompanied by many needed supporting initiatives, especially for the industry and for ports situated in ECA’s. In this context it has to be noted that the measures presented in the European Commission’s “Sustainable Waterborne Transport Toolbox” which was launched on the occasion of the review of the Sulphur Directive have remained largely unexplored, notwithstanding the deadline for the stricter sulphur obligations within SECA’s (1 January 2015) comes near. The shipping sector needs a swift and vigorous policy to assist it in making the switch, even more so in the current economic climate. The European Union and its member states both have a responsibility to bear in this. Finally, the ports of Antwerp and Rotterdam would like to express their hope that the introduction of Tier III in 2016 and the initiatives of the North Sea and Baltic region towards the implementation of a NECA will give rise to a European level playing field in the form of a NECA in all European waters. Based on the considerations above, the ports of Rotterdam and Antwerp agree to the following: 1. To adhere to the introduction of the TIER III standard for designated NECA waters effective 1-1-2016 and consequently to stress the importance for the IMO’s MEPC to reconsider its decision at MEPC 65 regarding the circulated amendments to MARPOL Annex VI postponing the effective date of the NOₓ Tier III limits. 2. To propose the adoption of the North Sea and Baltic Sea as a NECA effective 1-1-2016 considering that this proposal: • Is consistent with the port's sustainability goals; • Is consistent with the approach of having every modality operate as cleanly as possible; • Results in an ambitious but not unrealistic emission level for the maritime shipping sector; • Creates clarity for the market, gives it an impulse, and promotes innovation; • Contributes in a cost-effective way to the realization of environmental quality objectives, thus creating perspectives for further development of port and maritime industry.

John Duffy, of the John Dory restaurant in Stranorlar, who is originally from Annagry is in his 6th year of hosting a fundraising event every Pancake Tuesday in the John Dory for various charities and this year he decided the RNLI Arranmore Lifeboat would be his chosen charity. A keen kayaker and fisherman, John was delighted with the response to his pancake day and was pleasantly surprised at the level of awareness the local people displayed of the

work the lifeboats do in saving lives at sea and continuing to educate people in sea safety, proving that the RNLI message and the vital work it does is e ffectively reaching the public.

John paid tribute to all his staff who volunteered their time and contributed to making the event a success.

Speaking to John after the event he said, “I am really delighted to be able to make a contribution to the lifeboat service as I would always have been aware of the very valuable work they do. My grandson Dan really enjoyed seeing the lifeboat and wants to join the crew when he grows up.”

The Arranmore RNLI lifeboat celebrated 130 years of saving lives in 2013 and will be holding various fundraising events over the summer months. The lifeboat service is wholly

funded by voluntary donations and legacies and is crewed by volunteers who give up their time to train in all aspects of lifesaving, first aid, communications, boat handling, radar and many other disciplines necessary to carry out their work effectively.

The RNLI will also be celebrating its 190th birthday this year and plans are already afoot to celebrate this important birthday. ClassNK Announces Reorganization of Board of Directors

Leading classification society ClassNK announced the reorganization of its Board of Directors at a press conference held at its Head Office in Tokyo on 11 March 2014. In order to streamline its decision making process and speed up administrative procedures, ClassNK has consolidated its Board of Directors from eight to five members, effective 10 March 2014. Following the consolidation, Noboru Ueda will continue to serve as Chairman and President as well as a Representative Director of the Society. Current Executive Vice President Yasushi Nakamura will continue in his present role, but has additionally been named a Representative Director of the Society. They will be joined by Koichi Fujiwara, who will continue in his current role as Executive Vice President, as well as Tetsushi Agata and Tetsuya Kinoshita, who have both been promoted from Managing Director to Executive Vice President. Previous Executive Vice Presidents Toshitomo Matsui, Shosuke Kakubari and Dr. Takuya Yoneya have been appointed as Advisors to the organisation. Coinciding with the changes in Board of Directors, ClassNK has also appointed two new Operating Officers. They are Toshio Kurashiki, newly appointed Regional Manager of South Asia and Oceania, and Dr. M. Abdul Rahim, Regional Manager of Europe and Africa. Dr. Rahim is the first non-Japanese member of the Society to be appointed an Operating Officer. These appointments will be effective 1 April 2014. During the press conference, ClassNK also announced the expansion of its Survey Department into a new Survey Operations Headquarters effective 1 April 2014. As part of this expansion, ClassNK will place two new General Manager positions in Europe and North America respectively to oversee survey operations in those regions. These new positions will be given final decision making authority related to survey operations throughout Europe and North America, marking the first time ClassNK has placed such authority outside of its Head Office in Japan. Current Deputy General Manager of the Survey Department resident in Hamburg, Akizumi Miura, will take up the position of General Manager of the Survey Operations Headquarters (Europe) and will remain resident in Hamburg. Seiichi Gyobu, current General Manager of the ClassNK Hull Rules Development Department, will take up the new role of General Manager of the Survey Operations Headquarters (North America), resident in New York. Speaking on the occasion, Chairman and President Noboru Ueda said: “The changes we announced today reflect the continued growth and success of our activities around the world, and represent the next step in ClassNK’s evolution to becoming a more global organization. EU Naval Force continues regular contacts with crews of fishing and

trading vessels off the Horn Of Africa During the last week, EU Naval Force (EU NAVFOR) Somalia Operation Atalanta warships FGS Hessen and ESPS Tornado have carried out several ‘Friendly Approaches’ in the Gulf of Aden, EU NAVFOR announces in its press release.

In addition to patrols in the Internationally Recommended Transit Corridor (IRTC) in the Gulf of Aden and Indian Ocean, EU Naval Force warships and their boarding teams routinely conduct reconnaissance and surveillance operations, including visual and physical checks of vessels transiting the High Risk Area.

These checks or, “friendly approaches” are conducted to gather information on piracy, as well as gaining a better understanding of the maritime community off the Horn of Africa by speaking with the crews of fishing and trading vessels in the region. During these visits, Masters are also made aware of the Best Management Practices for Protection against Somali Based Piracy (BMP), i.e. self-protection measures against pirates.

The numbers of friendly approaches by EU Naval Force Warships has increased recently due to the rising number of skiffs and dhows in the Gulf of Aden, following the end of the North East Monsoon. The improved sea conditions are also more favourable for pirates to launch skiffs from the shore.

Rear Admiral Hervé Bléjean, the Force Commander of Operation Atalanta, said: “The regular communication with the local maritime community, the understanding of pattern of life and the sharing of information with all our counter-piracy partners in Operation Atalanta’s area of operation are key factors enhancing the EU Naval Force ability to conduct effective counter-piracy operations”.

Forces of Operation Atalanta deter, prevent and repress acts of piracy and armed robbery off the Somali coast. The EU Naval Force protects vessels of the World Food Programme (WFP) delivering aid to displaced persons in Somalia and the protection of African Union Mission on Somalia (AMISOM) shipping. In addition, EU NAVFOR also contributes to the monitoring of fishing activities off the coast of Somalia.

Nordic Maritime clinches US$23.5m offshore seismic contract from Cairn India alongside partners SCF of Russia

Singapore-based offshore specialist Nordic Maritime has been awarded a U SD23.5 million contract to provide 3D marine seismic data acquisition and processing services off the coast of Andhra Pradesh, India, to Cairn India Limited, starting later this month.

The contract will see Nordic Maritime collaborate with SCF Geo of Russia and will feature that group’s seismic survey vessel Vyacheslav Tikhonov.

The Vyacheslav Tikhonov will survey approximately 1,000 sq km of ocean bed. The project will also include the acquisition of gravity and magnetic data alongside the seismic data near Nizamapatnam Bay.

The Vyacheslav Tikhonov was built in 2011 and is operated by SCF GEO, based in St Petersburg. To support the 3D data acquisition programme, Nordic and SCF Geo will charter and mobilise a supply ship and 10 chase vessels locally from Indian owners. The Vyacheslav Tikhonovis an 8-streamer state of the art seismic survey vessel, based on the X-bow Ulstein design from Norway. Nordic Maritime confirmed the project has a starting date of March 15, will last

three months, so is due to complete by the middle of June. The vessel is due to depart from the Port of Kakinada. She will be covering a total area of 1,023 sq km during the project.

Japan’s Mitsui O.S.K. Lines (MOL) is eyeing more business beyond container shipping in Myanmar. Apart from future expansion on the containership businesses in Myanmar, MOL may expand in time its other businesses to cover bulkers, tankers and car carriers, the company said in a release.

m/v Larks Drydocking Currently the ferry m/v LARKS is present at Shipyard De Schroef in Sas van Gent, The Netherlands. The 14,500 GT vessel was placed in the shipyard’s 162 m x 22 m Drydock B on 6 March 2014. The vessel´s current weight is approx. 7,500 T.

An extensive underwater survey of the vessel will be carried out in Drydock and Shipyard De Schroef was awarded the contract for major renewal works to the vessel. One of the criteria for awarding this contract was the yard’s recently acquired ISO 9001 certification of its quality management system, in addition to the existing workshop approval by Bureau Veritas.

Maersk Supply Service and DeepOcean call for Damen Offshore Carrier

A charter agreement between expanding subsea contractor DeepOcean and Maersk Supply Service has triggered an order for a Damen Offshore Carrier DOC 8500 - the second order for this new ship design from Damen Shipyards Group.

The DOC 8500 will extend DeepOcean’s capabilities in the larger cable laying end of the market, representing a new focus on Interconnector projects, in addition to oil & gas sector and renewables work. The specially-equipped vessel will be delivered from the Damen Galati yard in Romania.

Owned and operated by Maersk Supply Service, the vessel will become the latest addition to the 60-plus strong Maersk offshore support vessel fleet.

René Berkvens, Damen Shipyards Group Chief Executive Officer, says: “We are very proud of being contracted by Maersk Supply Service and DeepOcean for this cable layer. We really believe in the new design, a result of our continuous R&D efforts. Because of the flexibility of the concept, the customer can incorporate a large number of purpose-specific demands to suit his specific needs. This particular vessel has been adapted in close cooperation with our clients, drawing on the expertise of all three companies to create a state-of-the-art Offshore Construction Vessel.”

The versatile new vessel will be well suited for installation and burial projects using its 7,000 tonne carousel from land-fall to deepwater and also in remote geographical locations.

“The vessel is designed to meet the high standards demanded by North Sea Oil and Gas customers. We are delighted to be working with Maersk Supply Service and Damen to bring this high capability vessel to the market.”

Flexible platform Remko Bouma of Damen Shipyards Bergum, who is overseeing vessel construction, describes the DOC 8500 as a “semi-customised, modular” design. For DeepOcean, the ship-to-ship rule compliant vessel has been configured to accommodate 90 personnel, mostly in single occupancy cabins.

“The DOC 8500 has been developed as a flexible platform for both transport and installation work offshore,” says Mr Bouma. “Its bow and slender hull optimise sea keeping in rough seas and suppress slamming. The ship will run on either MGO or HFO and has DP2 capabilities in line with offshore market preferences. Its high on-deck cable carrying capacity makes it particularly competitive as a cable layer, while the vessel has also been optimised for shallow water operations, coming complete with a seven-point mooring system and the ability to take the ground fully loaded.”

The 138m length, 27.5m breadth DOC 8500 features 2,200 m² of unobstructed deck of 20T/m2 load capacity with ro-ro capability. The 9,300dwt vessel will have a top speed of 12 knots.

Karachi Shipyard Held Keel Laying Ceremony for Pakistan Navy’s Fleet Tanker

Keel laying ceremony of the 17,000 tons fleet tanker, being built for Pakistan Navy, was held at Karachi Shipyard & Engineering Works on 07 March 2014. Admiral Mohammad Asif Sandila NI(M) Chief of the Naval Staff graced the occasion as Chief Guest. The ceremony was attended by Ambassador of Turkey and representatives of M/s STM, Diplomats and other high ranking officials from GoP, PN and KS&EW.

Pakistan Navy’s Fleet Tanker will primarily provide logistics support to PN units at sea. The ship will also be able to undertake anti-submarine, anti-surface vessel and search and rescue operations. The ship will be fitted with latest medical facilities to provide medical support to PN fleet units as well as during disaster relief operations.

By the information provided from the department of the chief engineer of the yard, the matter of reconstruction of the graving dock escalated long ago. Surely, the current repair of the crane equipment and the systems of air supply was conducted on the yard regularly, while the matter of repair of main and intermediate bulkheads of the dock, the repair works have not been performed since the moment of commissioning of the dock. Ultrasonic investigation of thickness of the metal shown that in some areas the wear of construction constituted approximately 60%. At the present moment the repair works on intermediate bulkhead have been already started: the works on desilting of bulkhead walls, replacement of steel and its painting, the works on repair of pumping equipment of the dock proceed to conclusion. After completion of these works the yard employees will come to the repair of the main bulkhead that will be dismantled with the assistance of the divers to the specially manufactured pontoons and transported to the workshops of the yard wherein the repair works will take place. Moreover, the works on repair of hot dip galvanizing zone, grinding and painting of pipes have been started on the yard. This set of works has been recommended by the German consulting company IMG, serving as one of the actions aimed for increasing of production efficiency. It worth mentioning that performance of these works was planned for more than year ago, however, due the large scope of shipbuilding works it was impossible to implement them. Current temporary down time in the yard gives the possibility to the supporting departments to perform required repair-renovation works before the working load of Zaliv will come back to its maximum. Agreement on purchase of Sietas Shipyard by Pella Shipyard comes into

effect The agreement on the purchase of Sietas Shipyard (Hamburg, Germany) by Pella Shipyard from Otradnoye near St. Petersburg (Russia) came into effect on March 10, 2014, press center of Sietas says.

The J. J. Sietas shipyard has been in existence in the west of Hamburg on the south bank of the Elbe since 1635. 120 employees of Sietas Shipyard are being kept while the buyer intends increasing the number of employees at Sietas Shipyard to at least 400 by the end of 2016. Pella Shipyard is planning to invest at least 15 million euros in the infrastructure at Sietas Shipyard by the end of 2016. Co-owner of Pella Shipyard Garegin Tsaturov and Natalia Din will run the business of the new brand Pella Sietas GmbH. Pella Sietas GmbH is the second largest shipyard in the Hamburg Metropolitan Area and the third largest in Germany. Leningrad Shipyard Pella was founded in 1950 and privatized in 1992. ADELTE WINS EIGHT CONTRACTS FOR THE DELIVERY OF SEAPORT PASSENGER BOARDING BRIDGES AT CRUISE

AND FERRY TERMINALS IN EUROPE AND ASIA ADELTE, formerly known as “TEAM”, has secured contracts for the delivery of 11 Seaport Passenger

Boarding Bridges at cruise and ferry terminals.

This year, when these systems are installed, ADELTE reaches the symbolic figure of 100 commissioned Seaport PBB installations.

ADELTE, the world leading designer and manufacturer of sophisticated Seaport Passenger Boarding Bridges (SPBBs) for cruise and ferry terminals has recently won eight contracts for the supply in 2014 of a total of eleven tailor-made SPBBs to the ports of Rotterdam, Stornoway, Swinoujscie and Ullapool in Northern Europe, Denia and Savona in Southern Europe and Busan and Singapore in Asia.

Rotterdam – The Netherlands ADELTE has been awarded a contract by the Rotterdam Port Authority to install this summer a new KRONUS SPBB, which will replace the current system. Rotterdam is increasingly gaining importance as a popular home port and port of call. In view of this, as well as of the arrival of the Oasis of the Seas in September this year, the port is r enovating its cruise terminal facilities to offer the maximum security and comfort for its cruise

guests. A short delivery term, superior design and technology and an excellent service were key factors for winning this contract. Stornoway and Ullapool – United Kingdom ADELTE has won two contracts for THALASSA SPBB installations in Scotland. This summer Caledonian MacBrayne will place a new ferry, the Loch Seaforth, into operation for the crossing between Ullapool on the mainland and Stornoway on the Isle of Lewis. To facilitate smooth, safe and secure operations, the terminal installations at both harbours are being upgraded. ADELTE received a contract from Caledonian Maritime Assets Limited (CMAL) and Ullapool Harbour Trust to deliver a THALASSA SPBB at the ferry terminal in Ullapool Harbour, and from construction company BAM Nuttall a contract to deliver a similar, but larger system at the ferry terminal in Stornoway. The THALASSA boarding bridges will have the ability to serve at dock level, absorb big tidal variations and operate with very strong service winds. Ullapool unit will be equipped with a wind turbine which supplies energy to the outer lights. ADELTE has currently a total of eight boarding bridge installations in the United Kingdom, in operation at the cruise and ferry passenger terminals of Harwich, Portsmouth and Southampton. Swinoujscie - Poland ADELTE has been contracted by Polish construction company BUDIMEX to deliver in autumn a HYDRA SPBB on the new ferry berth at the port of Swinoujscie. The SPBB will serve ferries which sail to the port of Ystad in Sweden of up to 220 m in length and ensure total comfort and safety for passengers. Savona - Italy ADELTE received an order from Costa Crociere to install a new HYDRA SPBB at the new cruise terminal, currently in construction, of the Italian port of Savona. Costa relies more than a decade on ADELTE’s expertise and state-of-the-art technology for its cruise terminals in Spain and Italy. The first SPBB contract for a Costa cruise terminal was signed in 2002 when two PEGASUS PBBs needed to be installed in Savona.

Denia - Spain The Spanish ferry company Balearia very recently contracted ADELTE to deliver a PEGASUS SPBB at their new ferry terminal facilities in the port of Denia. The new SPBB will connect with a fixed elevated walkway leading to the ferry terminal. Balearia’s ferry vessels sail from Denia on the Spanish mainland to the Balearic Islands of Ibiza, Mallorca and Formentera. Balearia has previously contracted ADELTE for SPBB installations in the port of Barcelona. Singapore SATS – CREUERS commissioned ADELTE to design, manufacture, transport and install a fourth SEDNA SPBB at Singapore's Marina Bay Cruise Terminal. This SPBB, scheduled to be delivered in the last quarter of 2014, will be added to the other three SEDNA units which were installed in 2012.

Busan – South Korea ADELTE will design four new KRONUS SPBBs, to be commissioned by the Busan Port Authority. These telescopic bridges are similar to the Apron Drive systems used in airports, which offer a great range of services. They are moveable and allow elevation and radial drive. Equipped with ADELTE’s sophisticated docking cabin, capable of following ship movements, as well as with the latest technologies, Busan’s new ferry terminal will guarantee the best embarking and disembarking experience for all passengers. The four SPBBs, equipped with air conditioning systems, will be delivered and assembled at the same time. In addition to the fore mentioned contracts for the delivery of SPBBS, ADELTE’s Global Services team has also secured annual maintenance services contracts for the ADELTE boarding bridges at the Kai Tak Cruise Terminal in Hong Kong, the Marina Bay Cruise Center in Singapore, the Cruise Center II in Hamburg, the Ostseekai and Schwedenkai terminals in Kiel, the Cruise Terminal in Rotterdam, the Half Moon Cruise Center in Norfolk and all the cruise terminals in Barcelona. Furthermore, the Global Services team is also contracted to provide maintenance services for all boarding bridges, not manufactured by ADELTE, at the cruise and ferry terminals in the port of Genoa. With these new contracts ADELTE reinforces its position as the leading provider of Seaport Passenger Boarding Bridges and Global Services to cruise and ferry terminals around the world.

Handy-size clean tanker freight rates on Baltic-NWE hit fresh 2014 lows

Handy-size clean tanker freight rates on the Baltic to the Northwest Europe Continent, basis 30,000 mt, hit a fresh low for 2014 Monday on the suspension of ice class restrictions in the Baltic region, shipping and trading sources said Tuesday.

According to Platts data, freight rates on the Baltic-NWE route, basis 30,000 mt, fell $0.21/mt to $14.61/mt (Worldscale 167.50), reaching the lowest since December 9, 2013, when the rate was assessed at $14.47/mt.

Shipping sources pegged freight rates on the route at w160 ($13.9/mt) early on Tuesday. "I see three to four Handy-size tankers on subjects at w160 level, so I am calling the rate at the same levels," a shipbroker said. According to trading sources, the suspension of ice-class requirements out of the Baltic port of Ust-Luga will not necessarily boost naphtha exports out of the port, but will mainly alter the destination of naphtha to go east or west instead of remaining in Europe. "It means more [naphtha] from Ust-Luga might go east instead of coming to ARA," said a naphtha trader. But new fixtures from the Baltic to Asia were yet to be reported, while Gunvor was heard to have fixed the medium-range tanker Torm Thames to ship naphtha from Ust-Luga to New York Harbour. New guideline for oil-sea interfaces: DNV GL makes EAL service available

DNV GL has responded to regulations mandating the use in US waters of environmentally friendly and quickly degradable lubricants in any interfaces where oil can be discharged into the water with a new service designed to smooth adherence to the new requirements. The EAL Report Service helps ship operators to meet with the new rules without the need for extensive outlays, and provides valuable feedback on areas of concern.

The "Vessel General Permit" (VGP) framework, which came into effect in December 2013 stipulates that biologically degradable oils, or "Environmentally Acceptable Lubricants" (EAL), must be used at all oil to sea interfaces, where technically feasible. All ships with a total length of 24 meters or more that enter US waters must observe the new environmental standard.

Numerous components in the underwater area of a ship are impacted by the new rules. This includes the stern tube seal, as well as mechanical components in the propeller, bow thrusters, the rudder shaft, as well as other underwater equipment.

"A number of questions arise here for ship operators," says Dr Jörg Lampe, Risk & Safety, Systems Engineering at DNV GL. "Which lubricants are allowed to be used and are there technical challenges involved in switching to them? For example, the stern tube seal, as the largest connecting piece between propeller and stern of the ship, need not be exchanged before the next planned dry dock as this is not technically feasible."

In order to be able to adhere to the VGP 2013, proper documentation on board is also required. DNV GL is making a Reporting Service available that includes the issuing of an EAL Factual Statement of Compliance in order to fulfil the EAL requirements required of ship operators. "We have received positive feedback from the US EPA agency and the Coast Guard on our new service," Dr Jörg Lampe explains. "Thanks to our global expert network we are also in the position of being able to offer an efficient and reliable service that makes it easier for ship operators to comply with

New dredger deployed for beach nourishment in Vizag

The exercise, a part of annual feature, to be completed in three weeks

After shrinking shoreline and surging sea baffled many, Visakhapatnam Port Trust launched its annual exercise of beach nourishment by engaging a new dredger near RK Beach on Monday.

An annual feature since the construction of the Outer Harbour in 1970s, the port takes up the responsibility of beach nourishment by removing sediments collected in the Sand Trap built near the Dolphin’s Nose and breakwater area. Dredge-21, owned by Dredging Corporation of India (DCI), the Visakhapatnam-headquartered public sector, commenced its maiden operation by laying a floating pipeline.

“We have launched the exercise and are in the process of excavating two lakh cubic metres of sand from the Sand Trap and use it for beach nourishment,” DCI Chairman-cum-Managing Director Capt. D.K. Mohanty

told The Hindu.

The project has been awarded to DCI by VPT for an amount of Rs.6 to Rs.7 crore. The nourishment project will be completed in three weeks. The trailing suction hopper dredger will also help nourish North West of Coast Battery due to strong currents. Visakhapatnam Port Deputy Chairman G.V.L. Satya Kumar said they would nourish based on the recommendation of the experts.

The unprecedented beach erosion, leading to a massive crater caused to the sidewalk on the beach road near the Kursura Museum sometime ago, had created a sensation in the city. Later VPT, GVMC, VUDA and AU decided to conduct a multi-disciplinary study by involving experts from IIT and other institutes to find the causes that led to erosion and initiate measures to arrest it. River Tamar dredging approved for dockyard warships

Dredging in the River Tamar to keep channels clear for Devonport Dockyard warships will continue, after a two-year permit was granted. The Marine Management Organisation (MMO) said dredging was acceptable, despite it being in a Marine Conservation Zone (MCZ). Critics claim the dumped silt harmed marine life and seawater quality in Whitsand Bay, Cornwall. But the MMO said the potential impacts had been suitably addressed.

It said before reaching its decision it had consulted statutory bodies such as Natural England, the Environment Agency and the Devon and Severn Inshore Fisheries and Conservation Authority.

'Quite ridiculous' It subsequently decided the dredging was not deemed to be capable of adversely affecting the ecology of the area or the protected features of the MCZ. The Ministry of Defence (MoD) said the dredging was essential to its work at HMB Devonport. However, about 300 people joined a protest at Rame Head in January, calling for the silt to be dumped further out to sea. The two-year licence means that Westminster Dredging Company Limited can deposit more than 300,000 tonnes of silt at the dump site. Deb Hoskin from Millbrook, who campaigned against the dredging, called it an
