Asia Tankers-VLCC rates to hold steady as holidays cap charter activity

Rates for very large crude carriers (VLCCs) on key Asian freight routes could hold steady next week as holidays and higher tonnage levels capped prices, ship brokers said on Friday. That comes despite an unexpected jump in freight prices earlier this week for cargoes from the Middle East which pushed rates above ship operating costs for the first time in three weeks, according to shipping data."There was quite a decent list of fixtures from Tuesday and rates got

fired up. But they are now flattening again," said one Singapore-based VLCC ship broker. "Rates are on pause. It's holidays in China this week and Eid next week. Charters will still get done but it will be quieter," the broker said. The rebound in Middle East VLCC rates, which have risen six points on the Worldscale measure since Monday, surprised the market, said Kevin Sy, a freight derivatives broker at Singapore's Marex Spectron, on Friday."Nobody was really expecting it. There is no shortage of ships and no delay. Owners decided not to go any lower," Sy said.Middle East VLCC charter rates fell in September to the equivalent of $3,271 per day, according to Reuters chartering data. That is less than 30 per cent of VLCC daily operating costs of about $12,000 per day, according to consultancy Drewry Maritime Research. Even with this week's rebound, daily equivalent earnings stood at $13,472 on Thursday, Reuters data showed. The Singapore VLCC broker speculated that the rates increase was driven by a more positive outlook in the smaller Suezmax tanker sector where rates firmed on renewed chartering activity "It's not about fundamentals, it's all about sentiment," the broker said about the recovery in the VLCC market. "I'm still pretty bearish," he added.

About 50-55 charters had still to be concluded for October's fixture programme, which is forecast to number 120-125 contracts, Sy said. "We still have more than enough vessels," Sy said. Rates for a VLCC voyage on the benchmark route from the Middle East to Japan rose to around W40 on the Worldscale measure on Thursday, up from W34 a week ago, which was close to this year's lowest level of about W32 hit on May 30, Reuters data showed.Rates for West Africa to China were at W44 on Thursday, against W43 a week earlier and have remained relatively steady on little chartering activity, the Singapore VLCC broker said. In other trades, rates for 80,000-tonne Aframax tankers from Southeast Asia to East Coast Australia fell for the ninth straight week as too much tonnage chased too few cargoes, Reuters freight data and brokers said.Rates dropped to W80 on Thursday, the lowest level since November 2013, against W84 a week earlier. Clean tanker rates from Singapore to Japan fell to around W118.5 on Thursday, down from W121 last week as vessel supply outpaced cargo volumes "Tonnage is becoming clogged up. Discussion agreement planned for Long Beach and Los Angeles ports

THE adjacent San Pedro ports of Los Angeles and Long Beach are taking steps to address port congestion, truck turn times, limited gate hours, chassis, and the PierPass Traffic Mitigation Fee in a bid to improve their collective competitiveness.To achieve this goal the Port of Long Beach harbour commissioners has directed staff to prepare a draft discussion agreement to be filed with the Federal Maritime Commission (FMC).

LB Harbour Commissioner Rich Dines, who introduced the measure, said he believed the agreement was necessary so that the port could discuss these issues with Los Angeles."This is historic because these two ports have been so

distant, yet we share the same challenges. For us to move in the direction of having a discussion agreement, it is international news," he said.Mr Dines noted that the Blue Ribbon Commission suggested the two ports merge in 2020. "I don't know anyone here who would agree with that," but he said the mayors are urging collaboration.

Commission president Doug Drummond noted that the port faces challenges from the increased size of ships. "Admittedly, we need to improve our throughput," he said." This is about collaboration with Los Angeles in a very positive way."City attorney for the harbour department Dominic Holzhaus said the agreement would allow discussion of a concept of joint powers authority between the two ports to address problems. Mr Dines said the Port of Long Beach harbour commission has received a lot of correspondence about PierPass, but that the port has no control over the programme.Harbour Trucking Association executive director Alex Cherin said he saw the creation of a discussion agreement as the "next logical step" in getting the ports to address congestion.Discussions about port congestion were the subject of a recent hearing that the Federal Maritime Commission held in Los Angeles.

PierPass CEO Bruce Wargo said marine terminal operators are concerned about demands for 24/7 operations of terminals and replacing PierPass."Mandating substantially higher terminal operating costs without obvious benefit or without due diligence necessary would make such a policy disastrous," he said."We are talking about adding US$100 million of costs to terminal operators, per year, mostly on the ILWU payroll."He noted that empty containers and intermodal cargo are exempt from PierPass, and that adding costs to the movement of discretionary cargo could result in cargo diversion to other ports.He said PierPass has looked into the added cost of working around the clock and found it would add an additional $167 million over the current off-peak cost of $180 million. TOTE Finalizes Charter for LNG Containerships

World’s first LNG powered containerships to serve Puerto Rico

TOTE, Inc. announced an agreement today between its operating companies TOTE Shipholdings Inc. and Sea Star Line LLC on the charter of the two new Marlin Class vessels being built by TOTE Shipholdings at NASSCO in San Diego, Calif.The new Marlin Class ships will be the first liquefied natural gas (LNG) powered containerships in the world and will almost double the cargo capacity available to Puerto Rico each week. These will be the first ships with fifty three foot container capacity under deck expanding the services that Sea Star Line is able to offer its customers. The ships will also allow Sea Star Line more cargo flexibility to meet the ever changing needs of Puerto Rico. The Marlin Class vessels lead the way in environmental responsibility. ”Improved technology and the use of LNG result in tremendous emissions reductions,” noted Ben Christian, Project Manager at TOTE Shipholdings. “The new Marlin Class will reduce particulate matter by 98 percent, sulfur oxide emissions by 97 percent, carbon dioxide emissions by 72 percent and nitrous oxide emissions by 60 percent.”

Tim Nolan, President of Sea Star Line went on to add, “These ships will set new standards for safety and reliability in addition to their environmental benefits. We are proud to be the first company to operate LNG-powered containerships which will ensure a cleaner and safer environment for the people of Jacksonville and Puerto Rico as well as our employees.” The first of the two ships, Hull 495, will enter the Puerto Rico trade in the fourth quarter of 2015 and the second ship, Hull 496, will enter the trade in the first quarter of 2016. After several hours deballasting overnight the deck of the BLACK MARLIN became dry early morning on Saturday and the locations of the seafastening could be determined followed by the seafastening operation prior the departure via Cape of Good Hope to Brazil.

Fire at Offshore Gas Platform Prompts Evacuation

A fire Thursday at an offshore natural gas platform in Alaska's Cook Inlet destroyed the crew's living quarters and forced four workers to evacuate, but no one was injured and the environmental risk was considered minimal, responders said.The blaze broke out at about 7:30 a.m. By evening, the unified command set up for the incident said the fire was fully contained. An earlier Coast Guard report that the fire flared up again was incorrect.

Hilcorp Alaska LLC owns the platform and 11 others among the total of 16 platforms in the inlet, a vast body of water with stunning mountain views.The platform would be monitored through the night, the unified command including Hilcorp, the Coast Guard and the state Department of Environmental Conservation said in a statement.A Hilcorp helicopter crew evacuated the four workers from the platform 8 miles offshore, company spokeswoman Lori Nelson said.

No spill was reported at the scene about 45 miles southwest of Anchorage. The affected site, called the Baker platform, has only one active production well, and it was shut off remotely, according to Nelson.Coast Guard Petty Officer Joshua Yates said 11,000 gallons of diesel fuel were onboard, along with 8,000 gallons of drill mud and 1,000 gallons of hydraulic oil.A subsurface pipeline that carries the gas to the town of Nikiski also was closed. The fire broke out during a morning safety meeting, Nelson said, and was not believed to be production-related.All four workers who were evacuated were doing well, but they were medically evaluated to be sure, Nelson said.

"Once the response is complete and the platform is deemed safe for folks to be on board, we'll be cooperating in a full investigation with both federal and state authorities," she said. The cause of the blaze was still under investigation, according to responders, who included Coast Guard and Alaska Department of Environmental Conservation personnel.

Mike McNeil, a Coast Guard civilian command duty officer in Anchorage, said the agency overheard radio communications by vessels reporting smoke in an area at 8:30 a.m. Hilcorp reported the fire after that.The Coast Guard said five vessels were involved in fighting the fire and the agency dispatched a cutter, helicopter and another aircraft.Cook Inlet stretches 180 miles from Anchorage to the Gulf of Alaska.

The Baker platform is among 10 in the inlet that Hilcorp purchased in January 2012. Of those, nine are active in production, with many old wells reactivated, according to Nelson. The Baker platform is among those reactivated, with minimum production from just one well, she said.Cathy Foerster, one of three members of the Alaska Oil and Gas Conservation Commission, said the company has been considering whether to activate more wells in the inlet."Now they'll have to weigh into that consideration whatever costs are associated with fixing whatever the fire impact is," Foerster said. Andrew Richard, from Kirriemuir, says he suffered extensive facial injuries on board the Rowan Gorilla V rig on January 20 2012. A crane was being used to move a crate on to the North Sea rig with Mr Richard, an assistant crane operator at the time, helping to unclip it.It is understood the 40-year-old had taken one metal hook off and was just about to unclip another when the crane wires suddenly jolted up, sending the hook flying into his face. Mr Richard — who has seven years’ offshore experience — was knocked out instantly and is said to have suffered a detached retina in his right eye and a retinal injury in his left.As a result, his eyesight was affected and he now wears glasses, although it is believed they do not prevent him from suffering regular bouts of double vision. The ex-army man also claimed damage to his jaw and had dental injuries, which included two fractured teeth.He has received treatment for them but has been told he will need a tooth implant.It is also understood that, despite his injuries, he remained on board the rig for over a week at the time and after the incident, spent a year off work.

He has taken his case to the Court of Session in Edinburgh and is suing Rowan Drilling (UK), which is based in Aberdeen.Quantum Claims solicitors — also based in Aberdeen — are representing Mr Richard.The Rowan Gorilla V was built in 1998 and can drill to depths of up to 35,000ft. Drones Add Another Protective Layer for Container and Bulk Shipping Against Pirates

It seems like only yesterday that almost every other story in the Handy Shipping Guide referred to yet another atrocity or failed attack by pirates off the Somali coastline. As the years passed so the intensity of hijacks increased with container ships and bulk carriers constantly harassed by skiffs manned by crews armed with rocket propelled grenades and boarding ladders. Now the tactics of the ocean carriers are honed to what can now be considered close to perfection the number of attacks has fallen drastically and a successful hijack is very much the exception not the rule. The combination of Best Management Practices, reporting of locations to the authorities, the use of water hoses and citadels by vigilant crews and latterly the use of private security teams have all contributed to winning the battle against the criminals.

The one great fear however for those who fully understand the battle against piracy is that, with the number of attacks down, the governments who have invested heavily in providing the combined forces which have swept the seas for the past few years, would slowly withdraw support potentially making the region a more amenable environment for the criminal gangs who themselves have refined tactics as time has passed.One of the key groups charged with protecting merchant shipping has been the EU Naval Force (Eunavfor) and, despite the drop in attacks the operation has refined tactics to ensure its presence in the region has evolved to meet the new situation and justify its remaining on station. Much of the work carried out no by the multinational force involves winning the propaganda battle, engaging with locals, talking to the crews aboard local dhows and other seafarers or meeting the teams from other forces in the area like last month’s rendezvous with the Chinese Naval Escort Task Group 989 aboard CNS Changbaishan, in the Gulf of Aden.

There are however still more direct activities to be undertaken, on September 19, the EU Naval Force frigate, ESPS Navarra, had to come to the assistance of a stricken yacht in the Gulf of Aden. Despite the well-publicised dangers the yachts master had strayed into pirate patrolled waters and run down supplies of water and fuel to dangerous levels. After providing the much needed essentials the Spanish crew persuaded the master of the yacht to re-consider his route so that he would avoid sailing into waters where the piracy threat is still considered to be present.

Our photograph shows another aspect of the work being undertaken in the waters off the Somali coastline. The 32nd wing of the Italian Air Force operates the remote controlled Predator drone which has now completed the unit’s first deployment in the region. Based in Djibouti the initial 11 hour test flight was a proving ground, illustrating the effectiveness of these craft in carrying out long-range surveillance and reconnaissance patrols.

In the coming months the remote controlled aircraft will be used to monitor the seas off the coast of Somalia where pirates have been known to operate and give an early warning of a possible attack.As is the case with EU Naval Force warships and Maritime Patrol and Reconnaissance Aircraft, the remote controlled aircraft can also be used to monitor the safety of World Food Programme vessels as they transit the Indian Ocean. Nunavik to enter the Bering Strait Icebreaker Nunavik in currently in the Chukchi Sea and is about to enter the Bering Strait southbound to China. The only vessels shown on this screenshot are bulk carriers, which highlights just how far of the normal trade routes Nunavik is. The Polar Class vessel sailed for China from Deception Bay in Quebec on 19 September with a full load of nickel concentrate.The journey is about 40% shorter than the customary southern route via the Panama Canal. The bulker is able to negotiate the Northwest Passage unescorted thanks to an onboard ice-navigation system linked to real-time satellite imagery to enable

Strait piracy Each year, a third of the world’s shipping passes through the Strait of Malacca and Singapore Strait. Singapore alone sees some 130,000 vessels annually. Pirates are following the money. The number of pirate attacks reported in the region tripled from 2009 to 2013. Over the same period, piracy off the Horn of Africa—once a world hotspot—shrank from 197 attacks to 13. Schettino blasts ex-lover over 'false testimony'

Costa Concordia captain Francesco Schettino said on Thursday he will report his ex-lover Domnica Cemortan for “false testimony”, after she made fresh claims about the cruise ship disaster In light of “the gravity of the statements to the press and TV”, Schettino said he would take legal action in order for prosecutors “to take the necessary criminal proceedings regarding false testimony.”The former Costa Concordia captain is currently on trial for manslaughter, over the deaths of 32 people killed when the cruise ship sunk in January 2012 off the coast of Tuscany.

Schettino’s announcement follows Cemortan’s appearance on the Mattino Cinque TV show on Wednesday, during which she claimed to have new evidence about the disaster. The Moldovan dancer, who was Schettino’s lover on the cruise ship, said that a helicopter picked up an object from the Costa Concordia on the night of the accident.

“I didn’t see it personally, but someone who had direct contact with the helicopter told me,” she was quoted in La Nazione as saying. Cemortan went on to say that Schettino made three phone calls that evening, “but during the investigation we heard only one phone call was registered.” Lawyers representing the civil parties in the case, collectively known as the “Justice for the Concordia” group, called for Cemortan to be summoned to testify. If she refuses to appear it will be up to the magistrate to order her to appear, the lawyers said.Cemortan previously appeared in court last October, when she said she dined with Schettino before the accident. “Everything seemed normal,” she said, testifying that she did not feel the crash and “didn't see anything because it was dark”. Essar capesize arrested An Essar-owned capesize bulker has been arrested for the second time in less than a year. The Indian-flagged 175,048-dwt Kiran (built 1994) was detained on Wednesday on the orders of lawyers from Incisive Law LLC.

AIS data shows the ship presently moored off Singapore’s east coast in position 01° 29.51'N, 104° 06.18'E. The exact details as to why the ship has been arrested remain unclear, but it is likely to be related to outstanding payments for services.The ship was arrested in late October 2013 by Singapore’s Cara Shipping to secure a London arbitration over allegedly unpaid charter hire.

Cara initiated the proceedings against the Indian owner over $250,000 in allegedly unpaid voyage freight and demurrage.Last November Singaporean authorities arrested an Essar-owned post-panamax bulker over an unpaid bunker bill.

The 106,438-dwt Kishore (built 2012) was detained on 17 November on instructions from local law firm Oon & Bazul.

Court documents obtained by TradeWinds revealed that bunker supplier Bunker House Petroleum claim it was owed over $640,000 for bunkers plus costs.Essar owns a 38-strong fleet of bulkers, general cargoships and tugs and a solitary VLCC, according to Clarkson Research Services.Earlier this year media reports suggest the company was set to go private as its major shareholders the company to be undervalued. KEY CREW MEMBERS DIDN'T KNOW EMERGENCY DUTIES WHEN QUEBEC CRUISE

SHIP RAN AGROUND IN ST. LAWRENCE The master of a Quebec cruise ship that ran aground in the St. Lawrence River last spring wasn't supervising the ship's navigation at the time and several key crew members didn't know their emergency duties, the Transportation Safety Board reports.The Louis Jolliet crashed near Sainte-Petronille, Quebec on May 16, 2013 with 57 passengers on board.

The ship was evacuated, though some crew members remained on board, the TSB report says. The investigation found the master was on the ship's bridge went it crashed. A recently hired chief mate was navigating the ship and had altered its course.The investigation also found several key crew members didn't know their

emergency duties and some emergency procedures for passenger safety "had shortcomings."No passengers were injured.The ship can hold up to 1,000 passengers, so the TSB says more comprehensive procedures and training were needed. Buitenlandse gasten KNRM aan het werk gezet

De Helderse afdeling van de KNRM heeft deze week een groep buitenlandse redders op bezoek gehad. Er werd niet alleen geoefend, ze moesten ook daadwerkelijk aan de slag. Een grote pijp van een mosselproject dreef in het Marsdiep en moest worden geborgen. Er was een afspraak gemaakt om met de groep buitenlandse redders naar reddingstation Den Helder te komen om te oefenen. Eerder was al een bezoek gebracht aan het Kustwachtcentrum, waarna de SAR helikoptergroep van NHV op vliegveld de Kooy aan de beurt was.

Na wederzijdse kennismaking met koffie en stroopwafel, werden de overlevingspakken aangetrokken en werd de Joke Dijkstra bemand. Schipper Michel de Jong voer de reddingboot naar buiten en gaf vervolgens het roer over aan de gasten. Zij moesten de Joke Dijkstra zelf varen en

ook de communicatie verzorgen. Dat varen ging hen goed af. Vervolgens was het even wachten op de NHV helikopter waarmee we hoistoefeningen gingen doen. Hierbij werd iedereen op zijn/haar beurt gehoist. Na afloop van de oefening kwam een melding van een mosselvisser uit Zeeland (aan de Verkeerscentrale), dat hij een grote buis van een mosselproject zag drijven. Deze buis was blijkbaar losgeraakt en dreef met de harde ebstroom naar zee. Vervolgens verzocht de Verkeerscentrale de Joke Dijkstra om even te gaan kijken.De zwarte buis dreef grotendeels onder het wateroppervlak en was door de knobbelige zee moeilijk te vinden. Toen we langszij kwamen was de vraag hoe bergen we de buis. Knud uit Denemarken en Adam uit Zweden sprongen in het water en kregen na veel moeite een touw aan de buis bevestigd. Daarna werd de ongeveer 30 meter lange buis deels aan boord van de Joke Dijkstra genomen. Een half uur later werd de buis overgegeven aan een mosselvisser uit Bruinisse. Zij waren de redders zeer dankbaar, want zo’n buis is kostbaar. Daarna was het snel terug naar de haven voor soep en broodjes, want er stond ook nog een oefening in Callantsoog op het programma. Cosco prepares to pen yet more bulker newbuildings

Chinese state-owned giant Cosco Group is said to be in talks with Tianjin Xingang Shipbuilding Heavy Industries for more kamsarmax bulkers. The company booked six similar vessels at Chengxi Shipyard last month.

Informed sources say the discussions are at the “final stage” and that Cosco will order between four and six units. They add that the delivery dates are scheduled for the end of 2016 and early 2017. State-owned Tianjin Xingang comes under the umbrella of northern group China Shipbuilding Industry Co (CSIC). If the order goes ahead, it will be Tianjin Xingang’s first for kamsarmaxes, although it has in the past built panamax bulkers. Last month, Cosco, through

It is paying $31.48m apiece for the sextet.Market players say the Jiangyin-based yard will build the kamsarmaxes in the drydock it has leased from neighbouring yard Huatai Heavy Industry.Chengxi is also building four 38,800-dwt handysizes and a quartet of 64,000-dwt ultramaxes for Cosco. Nigeria, Poland to Partner on Maritime and Shipyard Devt

The Minister of Transport, Senator Idris Umar, has expressed federal government’s willingness to partner Poland in maritime development in order to boost the industry in Nigeria.Umar made this known in Abuja, when the Polish Deputy Minister of Economy, Andrzej Dycha, accompanied with some Polish entrepreneurs, visited him. He said Nigeria had a lot of maritime opportunities for investors, especially in the on-going development of Nigerian Maritime Administration and Safety Agency’s (NIMASA) shipyard and dockyard facility in Okerenkoko, Warri South Local Government Area, Delta State.

The ground breaking ceremony for the shipyard and dockyard, besides a maritime university were performed early this year by President Goodluck Jonathan.The facilities are expected to build and maintain vessels when completed and operational next year. According to Umar, we are currently building shipyard and dockyard in Delta; so, we will like to partner Poland, giving the opportunities that it has expertise in.“We are looking for technical partners and private investors in shipyard infrastructural development,’’ he saidHe disclosed that discussion on development of the maritime sector would commence between both countries soon, adding that the Federal Government had executed many rail line projects.

According to him, we have a total of 3,505 kilometers of narrow gauge system. We are equally developing the standard gauge system. We have carried out a number of feasibility studies for new rail line corridors. Various investors have signified interest from across the world. On why he visited minister, Dycha said that the position of Nigeria in Africa with regard to economy, and potential, prompted the visit of the delegation to Nigeria. According to Dycha, Poland would cooperate with Nigeria in developing the shipyard and other maritime facilities in the country.

A naming ceremony for the LNG Venus, a newbuilding liquefied natural gas (LNG) carrier was held at the Nagasaki Shipyard of Mitsubishi Heavy Industries, Ltd. (MHI), MOL said in a press release. The vessel is under construction at MHI and will serve Osaka, Japan based Osaka Gas Co., Ltd. Osaka Gas President Ozaki named the vessel, and his wife cut the rope. The LNG Venus is co-owned by MOL and Osaka Gas’ wholly owned subsidiary, Osaka Gas International Transport Inc. (President: Shigeru Chikamoto; Headquarters: Osaka City, Osaka Prefecture). After its completion, it will sail under a charter contract with Osaka Gas. Pilots fight Panama Canal Authority over expansion

Officials in charge of expanding the canal say Gaillard Cut can handle two post-panamaxes side-by-side but the pilots disagree When expansion of the Panama Canal is complete, a battalion of local pilots will guide post-panamax vessels through the waterway’s new locks and widened channels.But the leader of the union representing those 270 pilots tells TradeWinds that its members are being frozen out of discussions over navigation procedures for the widened canal, even though they will be on the frontline of ensuring larger vessels make it through without casualty.

Panama Canal Pilots’ Association president Rainero Salas says the Panama Canal Authority (ACP) is imposing unsafe navigation procedures without the technical endorsement of the pilots.And the pilots say the ACP is deviating from an expansion proposal presented in 2006 and disregarding studies on how vessels will transit the canal’s narrowest channels, while replacing the original navigation plan with one that is “irresponsible” and “reckless”.

However, in a statement provided to TradeWinds, the ACP said it recognises its workforce as its most valuable resource.“Decisions made by the Panama Canal Administration regarding the operation of the expanded Canal are not made arbitrarily. They take into consideration the very valuable opinion of highly experienced workforce,” the agency said.

And it says negotiations should take place at the bargaining table as part of efforts to strike a new deal covering the 2,150 of its employees that are unionised.

Salas says the pilots want the ACP to start from scratch on developing navigational procedures, clawing back mandates and launching a more inclusive dialogue.And the union leader believes the pilots will win in the end.It is not clear how the war of words will play out as the delayed expansion project continues toward completion, which is currently scheduled for late 2016. By law, the pilots cannot go on strike but Salas says they have the discretion to refuse work

they consider unsafe and to request, for example, additional tug support.Salas acknowledges the canal could suffer slowdowns in transits if the two sides do not come to an agreement on operations.

“It’s not a threat. It’s just a fact. It can only be in the best interest of the canal that [we] do this carefully,” he said.As an example of navigational procedures that the pilots question, Salas points to the ACP’s plans for navigation in the Culebra Cut, also known as the Gaillard Cut. It is the narrowest portion of the canal, buttressed in some parts by sheer rock walls.The union leader says the ACP has issued notices to the pilots that post-panamax vessels of 49 metres in beam will be able to “meet” in the cut with the support of two tugs each, even though prior studies advise that the width accommodates only a single post-panamax ship safely. He alleges that there are no new hydrodynamic studies to support the change.“This is not right. This is not responsible,” he said.

The ACP, however, says widening the cut to 218 metres will safely accommodate two post-panamax ships side-by-side.Salas says the decision made years ago to build locks that use tugboats instead of locomotives will already have a negative impact on operations. The ACP counters, however, that using tugs for canal transits is a common practice around the world and the agency has purchased 14 state-of-the-art vessels for the task.

But lock design is in the past and construction is well underway.The pilots say that they now want to be a part of making the most of what the ACP decided to build.

The pilots complain that the ACP has not set up sufficient training programmes to help them become familiarised with the new locks, despite the challenges of moving post-panamax ships through triple-chamber locks with tug support.The ACP, however, argues that pilots have access to simulators using post-panamax vessels and that it recently unveiled additional training plans including scale model manoeuvring and the chartering of a post-panamax ship to begin trial lock transits once the first set of locks is complete. Malaysian Authorities Detain Vessels After Suspected Illegal Bunker Transfer

APMM said that it would step up operations and patrols to curb illegal activities. The Malaysian Maritime Enforcement Agency (MMEA) has detained a fishing boat and a cargo ship on suspicions that the two vessels were involved in the illegal sale and transfer of subsidized diesel, Malaysian newspaper Daily Express reports.

MMEA apprehended the boats last weekend after catching the two vessels together out on the water close to midnight."We have arrested the suspects for investigation under Merchant Shipping Ordinance 1952/60 and the Fishery Act 1985. The ship and boat were also seized," the source said.Sources at MMEA said that the fishing boat had been suspected of misusing its diesel subsidy licence while the cargo ship seemed to be buying without a permit.

may make.” An independent calculation cited by the judge indicates that one part of the damages, the smaller part dating from 2005, comes to at least $69 million. The judge has also called for the damages to be estimated for the 2007 order. Nikitin’s claim is for $184 million. This is now likely to be revised above $200 million.

The damages are high because of the length of time Sovcomflot kept the assets out of Nikitin’s control through the course of the litigation, and because of what the judge labelled “culpable” manipulation of the evidence in the case. “The claimants [Sovcomflot] were in breach of their duty to make proper disclosure and not to avoid misrepresentation. In my judgment they were in material and culpable breach both in 2005 and in 2007. The claimants did not disclose when they obtained the 2005 orders: i) That, as the board minutes recorded, many of the transactions of which they complained, had been considered by and were carried out with the approval of the Executive Board of Sovcomflot. ii) That Sovcomflot had had the wrongdoing of which they complained by investigators who had, to their knowledge, used unlawful methods to obtain information”.Sovcomflot, Smith ruled, deliberately concealed the company’s records from the court “as is evidenced by the extent of their efforts to present at trial untruthful evidence to explain away the [board] minutes”.

There has been no comment yet from Sovcomflot’s spokesmen in London and Moscow on the condemnation or the liability. Nikitin and his lawyers are also making no comment. Sovcomflot’s lawyers have conceded in court that they will not appeal Smith’s latest judgement. They will try instead to persuade the court to cut the award below $200 million. Euronav's Tankers International Pool Will Team Up With Frontline

Tankers International, a joint venture which Euronav is part of, is teaming up with Frontline to form a bloc in the VLCC market.This was unexpected and is a great move, as a few strong market parties will have more pricing power than operators working on their own. This doesn’t change the investment thesis, as for now it largely depends on the daily rates and the listing on the NYSE. Tankers International, an international structure to which Euronav has contributed several of its vessels, has announced it has signed an agreement with Frontline whereby Frontline and Tankers International will pool their VLCCs (Very Large Crude Carriers) to create a stronger bloc of tankers on the international market. The combination of both structures will be called VLCC Chartering and will ultimately comprise approximately 60 vessels, which means that 10% of all available VLCCs worldwide will now be teaming up.

The impact of this combination shouldn't be underestimated as stronger blocs have the ability to both increase the prices and to increase the efficiency of the fleet management. A larger fleet will allow for more flexibility to deploy the vessels and could (in some cases substantially) improve the operating metrics of a certain VLCC, as an empty vessel waiting for cargo could be directed to a closer port, depending on the market demand. This will decrease the fuel consumption as the right ship will now be matched with the right 'job'. Tankers International and Frontline each had about 5% of the total VLCC market, and their combination to form a joint venture could have a large impact, as in this case 1 +1 won't be 2, but more like 2.5.

The demand for VLCCs seems to be improving, and Euronav is in an excellent position to benefit from any sort of revival in the sector. I consider the decision of Tankers International and Frontline to team up to be a good thing, as it will allow them to be more competitive and reduce operating expenses. I'm looking forward to the next winter season, which traditionally is a good period for tanker operators. Additionally, I'd hope to hear more about the company's plans

TSA: Carriers Feel an Urgent Need to View Pricing Differently

The Transpacific Stabilization Agreement (TSA) announced that its carriers will introduce new rate formulas that will also include a low-sulfur fuel cost recovery charge to offset rising costs due to Emission Control Area (ECA) regulations. The extra low-sulfur fuel charge is currently being studied and will be announced in the coming weeks, said the TSA, a consortium major container shipping lines.

Its 15 member lines, which includes companies such as Maersk Line and Mediterranean Shipping Co., will also adopt contract rate objectives for 2015-2016, instead of general rate increases (GRIs) from varying baseline levels."Carriers

Beginning January 1,2015, marine fuel used within ECAs must have a sulfur content of no more than 0.10 percent by weight. ClassNK probe concurs with rival DNV GL on weak MOL Comfort girders

JAPANs ClassNK has concluded its report on the sinking of the 8,110-TEU MOL Comfort in the Gulf of Aden last summer, agreeing with rival DNV GL's investigation, which said the longitudinal girders were not strong enough.

The long awaited, much delayed ClassNK report said the cargo "could have" exceeded the hull girders strength when the ship split in two by taking into account the stress of heavy seas. The possible differences between declared and actual container weights were also cited as possibilities. but there is no information on that. By one standard, the International Association of Classification Societies (CSR) method, all seemed to be well as the MOL Comfort met requirements in relation to vertical bending strength. But when using 3-hold model elasto-plastic analyses, the investigation found big differences in the hull girders strength against the wave induced vertical bending.The CSR standard does not consider the effect of lateral loads such as bottom sea pressure and container weights, the report said. The MOL Comfort could have had a higher possibility of suffering buckling collapse" of stiffened bottom panel adjacent to the keel, reported Lloyd's List. The 3-hold model elasto-plastic analysis considering the effect of the lateral loads reproduces the actual condition of the ships more precisely,?the report said. Therefore it can be concluded that the strength of double bottom structure against the lateral load has a close relationship to the hull girder's ultimate strength,?the report said. The investigation found postpanamax vessels face greater risk due to their lower need for ballast, at point made by the DNV GL investigation.When compared with smaller ships, post-panamax vessels are more stable and with more cargo capacity, do not need to ballast in their double bottom tanks as often. Henceforth, ClassNK said it would evaluate postpanamax boxships?hull strength via elasto-plastic analysis.The final report, including safety recommendations, will be released next March, said the report. 400-passenger cruise ship docks in the Port of Milwaukee for first time

The Port of Milwaukee welcomed the Hamburg on Friday morning, October 3rd ― a 400 passenger cruise ship that is touring theGreat Lakes. The ship docked just east of the Lake Express Ferryterminal at approximately 8:00 a.m.

Ships carrying cargo make hundreds of stops at the port each year, butthe docking of such a large cruise ship is an unusual event. It hasbeen at least seven years since the last such arrival.“These are people who will go out and see the great sites of Milwaukee,they`ll enjoy some of our great food when they stop at restaurants atlunchtime,” said Jeff Fleming, a spokesman for the Port of Milwaukee.

Besides tourism money to the city, the ship also brings in tens of thousands of dollars to the port.The passengers on board the Hamburg are mostly European. They will have an opportunity to tour Milwaukee destinations such as breweries and the Harley Davidson Museum while the ship is in port. Many passengers areGerman, and say they’re excited to see how their culture developed in Milwaukee.“In former times there were many Germans who came here and who have influence on the city,” said passenger Kerstin Meyer.During its current Great Lakes cruise, the Hamburg is making simila stops in Chicago and Mackinac Island. Their trip started in Montreal, and ends in Traverse City, Michigan.Port officials hope the Hamburg will keep coming back.“We want more German tourists to come here. USS Enterprise (CVN 65) Anchor on USS Abraham Lincoln (CVN 72)

Although the aircraft carrier USS Enterprise (CVN 65) is scheduled to be decommissioned in 2016, its legacy lives on, and so does one of its anchors. Huntington Ingalls Industries’ (NYSE:HII) Newport News Shipbuilding division recently installed one of Enterprise’s anchors on younger carrier USS Abraham Lincoln (CVN 72). USS Enterprise, originally built by Newport News in the 1960s and refueled for the third and final time in the early ’90s, is currently docked at the shipyard’s Pier 2 for inactivation. After more than 50 years of service, the first nuclear-powered aircraft carrier is being put to rest before final disposal.

In a dry dock a few hundred yards from Enterprise, USS Abraham Lincoln, less than half the age of Enterprise, is undergoing its refueling and complex overhaul (RCOH). During this multi-year process, every inch of the carrier is updated or refurbished, including its two massive anchors.During the overhaul process, Newport News shipbuilders’ inspections found that one of the Lincoln’s anchors needed to be replaced, so shipbuilders swapped out the old anchor for one of Enterprise’s. The anchor, cast in 1962 and weighing in at 30 tons, is an exact twin of Lincoln’s other, and much younger, anchor. With two working anchors, the sailors aboard Lincoln will be able to test the carrier’s anchor-lift system during sea trials, scheduled for 2016.

“The legacy of Enterprise will live on in her sailors, her shipbuilders and now in the anchor aboard Lincoln,” said Chris Miner, Newport News’ vice president of in-service aircraft carrier programs. “The ships are reaching important milestones in their lives; Lincoln will finish her mid-life RCOH, and Enterprise will finish her inactivation, both in 2016. With this anchor, both ships will be linked, and Lincoln will carry Enterprise’s spirit as it returns to the fleet.”USS Abraham Lincoln arrived at Newport News in March 2013 to begin the RCOH process. During the carrier’s RCOH, the shipyard refuels the ship’s reactors, paints the ship’s hull, modernizes systems and performs a complete recapitalization of the entire ship. The process produces a recapitalized carrier capable of supporting current and future warfare doctrine. Once the RCOH is complete, USS Abraham Lincoln will continue to operate in the U.S. Navy fleet for another 25 years. Lincoln’s RCOH is 45 percent complete and on track for delivery in October 2016. Samsung considers $950 million shipyard project in Vietnam

Samsung Heavy Industries - the 3rd largest shipbuilder in the world - is considering opening its first shipyard outside South Korea in Indonesia, Vietnam or Malaysia. On Bloomberg, the corporation’s CFO, Chun Tae Heung, was quoted as saying that one of three countries will be selected to host the shipyard to build cargo ships, tankers and small container ships. The construction is scheduled in 2017.Samsung Heavy Industries expects to finalize the plan for the overseas shipyards this year, Chun said. The company has received orders worth $5.5 billion. Next year, it estimates that it will win at least $15 billion in orders. Samsung Group wants to merge two subsidiaries – Samsung Heavy Industries and Samsung Engineering - to prepare for the upcoming transfer of power. Chairman Lee Kun Hee was hospitalized following a heart attack in May, and his successor is his son Lee Jae Yong.Samsung Heavy Industries had losses in the first half of the year due to overspending standby for orders with Nigeria and Australia. Border Guard Border Guard of Russia’s Federal Security Service has taken the delivery of the Ametist, new coast guard ship of project 22460, press center of St. Petersburg Government says. The ship has been delivered a year before the contract term. The Ametist, which has just seen the flag raising ceremony is yet another ship of the series bearing the names of precious stones. The borders of Russia are already under protection of the Rubin, the Zhemchug, the Brilliant and the Izumrud. The new coast guard ship will protect the border in the area of the Crimea peninsula.Project 22460 patrol ship was developed bySevernoye Design Bureau and is used for protection of state border and territorial waters, as well as for anti-terror and anti-piracy operations. The ship's displacement is 630 t; speed is 30 knots; fuel range is 3,500 miles; endurance is 30 days; length is 62.5 meters. t is equipped with state-of-the-art navigation and communication systems as well as automated ship control system. The armament includes a helicopter.

Ladol shipyard facility opens in Nigeria to attract foreign investment and boost

deepwater output Ladol (Lagos Deep Offshore Logistics Base) is inaugurating a facility intended to boost direct foreign investment in Nigeria’s oil and gas sector and raise national output by giving foreign technology and service providers a secure base of operations in West Africa

“This is a huge milestone in the history of Ladol,” said Amy Jadesimi, Ladol CEO, in an interview with Oil & Gas Technology. “We have been developing the facility for thirty years and the ground-breaking today is a real watershed moment.” The new shipyard has been built by Ladol and Samsung Heavy Industries Nigeria and will be West Africa’s largest vessel fabrication and integration facility, creating 50,000 new jobs in Nigeria.

Ladol spent USD 500m to construct its Deep Offshore Logistics Base specialised industrial village near Lagos to provide maritime and oil and gas services.“Our focus and mission is to build infrastructure that will allow foreign companies to come and participate in Africa’s largest oil and gas market without having to compromise on efficiency and cost.”

“In other words they can come in here and bring their own staff or set up their own facilities, independently or jointly with us, and be able to operate in their own safe environment.”The facility is strategically located on an island at the point of entry into Lagos harbour, directly opposite Apapa Port in the LADOL Free Zone.“This is why the government has set up the Free Zones and supported us. They want this private investment and know that it needs a combination of indigenous investors building a place that foreign investors can come into and operate efficiently.”

The Ladol facility will be officially opened in a groundbreaking ceremony later today which will be attended by various Nigerian dignitaries, the managing director of Shell and the joint-venture representatives. In 2010 Total signed an agreement with the Nigerian government that ensured a portion of construction for offshore projects will be performed in Nigeria. It is now possible for Total to now fulfil this promise using the Ladol shipyard, where it now plans to build at least one of its planned floating production, storage and offloading (FPSO) vessels.“This is the ideal location for Total and the only 100 per cent indigenous facility.”Jadesima believes that through this facility the domestic engineering and construction sectors will explode.“We have at least three major FPSO projects coming up that will cost us up to USD 30bn, with Shell saying that Nigeria will soon be their highest spend area in the world, reckoning to invest USD 40bn”“We see the country becoming an even bigger oil and gas hub for the whole of West Africa because these largefacilities can only be built and operated in Nigeria.“We definitely could see a shift from Asian shipyards. If you have a look at the coastline of West Africa it is incredible how few facilities and infrastructure to support the oil and gas industry. Nigeria is a major producer of oil.“We’re following the same model as Brazil. Nevsky Shipyard wins tender for construction of four rescue tugboats

Nevsky Shipyard has won the tender for construction of four rescue tugboats with the capacity of 2.5-3 MW. The shipyard had proposed to fulfill the contract for 7.9 bln. The delivery is to take place on December 24, 2018. The first tugboat is to be delivered to Astrakhan, the second one – to Arkhangelskm the third – to Novorossiysk and the forth – to Petropavlovsk-Kamchatsky. The competition was held by the Direction of State Customer.

Besides Nevsky Shipyard, the following shipyards applied for participation in the tender: Shipbuilding Plant Vympel, OJSC (Yaroslavl region), United Shipbuilding Corporation OJSC. USC was not allowed to participated because of incorrect documentation. Shlisselburg, St. Petersburg based Nevsky Shipyard LLC, is a subsidiary of North-Western Shipping Company (part of UCL Holding). Nevsky Shipyard is one of the oldest enterprises of water transport in Russia’s the North-West. The company has been engaged in shipbuilding since 1952. The company builds mixed sea-river class vessels of various types and purposes and provides ranged repair services. Containership carveout Costamare Partners LP files for a $100 million IPO

Costamare Inc. announced the filing of a Registration Statement on Form F-1 with the Securities and Exchange Commission (the “SEC”) for the initial public offering of common units representing limited partnership interests (the “common units”) in Costamare Partners LP (the “MLP”), a Marshall Islands limited partnership and a wholly owned subsidiary of the Company. The number of common units to be offered and the price range for the offering have not yet been finally determined. Application will be made to list the common units on the New York Stock Exchange under the symbol “CMRP”.The proceeds from the offering are expected to be used principally to reduce indebtedness and for general partnership purposes, with the remainder to be distributed to the Company. The Company intends to contribute to the MLP a 100% interest in the entities which own four of the Company’s existing container vessels. Following the offering, the MLP will remain a consolidated subsidiary of the Company as the Company will retain a majority of the MLP’s total equity interests and, through a subsidiary, act as its general partner. September marks dynamic shift in specialized oil product tanker markets,

with long haul MR trades benefiting In what proved to be a turning point, the past month of September saw the market for specialized oil products building interest, with the palm oil market being increasingly active regionally, but especially on the long haul MR shipments noted shipbroker Intermodal in its latest weekly report. It added that soft oil markets have also seen a healthy amount of enquiry from S. America and Black Sea, but activity has been steady without any upward surprises. According to Mr. Stelios Kollintzas, from the Tanker Chartering – Specialized Products department of the company, “although demand had recently been curtailed, as palm oil prices slid to a five-year low due to the growing palm oil production in Southeast Asia and high stockpiles in China; demand seems to be back. Export tax cuts by Indonesia and Malaysia have boosted enquiries into east and west coast India for October, while China seems to have started to receive cargos again. Bank lending in China has also steadily resumed and letter of credit issues are clearing up, thus more enquiry is expected. Freight rates for Southeast Asia-China remain steady around $32/tonne for a 12,000dwt tanker and Rates on the Straits to WCI run bss 10-12kmtons are assessed at 37-38 USD PMT. Activity towards India is also expected to pick up its pace as the impending Diwali festival in India in October would stimulate import demand. The long haul MR market has been very firm throughout September. Fosfa and NB tonnage is tight, as a handful of vessels are being delayed at Indian discharge ports and the strong CPP market is making the available candidates even less. Going rates for non-eco MRs are 19-20k USD per day, whereas eco – MRs earn 20-22k USD per day”, he noted. The broker added that “”volume reported form South America this past month is evidently low. Soybean crushing and Soyabean oil production is substantially lower than that of the same time last year, making a small (if any at all) impact on freight levels. India bound cargoes from Upriver Argentina on 34.000mtons are assessed at 46-48 USD pmt basis 1:2 or 43-44 USD for 40,000mtons lifting with additional call at Brazil and basis 2:2. CIQ positions are available if not in surplus as they are lacking employment, since China still is not showing healthy import activity. However, the upturn of the CPP market in the west seems somehow to balance this availability as more Owners decide to ballast tonnage away instead of waiting for cargos. As such, given the potential that Atlantic activity will firm, Owners could hope for slightly better rates over the coming weeks. Black sea activity levels are low; this is to say that there are few cargoes for few suitable ships. Enquiry has certainly slowed down over the last weeks and most of it is for EU1/FOSFA positions which are currently rare”. He concluded that “it is evident that producers in South East Asia have taken advantage of export tax cutting to increase their activity and clear surplus stocks. On the other hand, it is concerning, that such relief might backfire if producers/receivers do not make a good balance out of it. Stockpiles might again increase and halt import trade. In an overall view and with autumn already upon us, where traditionally Q4 accounts for better rewards, the coming weeks expect to be more exciting” Meanwhile, in the newbuilding market this week, Intermodal said that “despite the overall calm that has been seen in the newbuilding market these past couple of weeks, to most people’s surprise, a number of large and major deals were seen to surface this week. These large enbloc deals seemed to have given a new breadth of confidence to most in the shipbuilding industry despite the fact that they seem to be more of a windfall rather than a change in market conditions. If anything, there are many in the industry that see the alarming side of a still growing orderbook, especially in the larger Cape and VLOC sizes were the demand fundamentals are still in a state of flux after the most recently announced consumption data and import policies from China. At the same time there seemed to be a gap in new orders for tanker and gas carriers although in the case of the latter there is an expectation of a number of deals in the works. The container market is the one that now looks more hopeful from the side of the shipbuilders, with a couple of orders emerging this week and further orders for ULVC expected to emerge during the next couple of months. In terms of recently reported deals, U.S. based MGTECK has placed an order for an astonishing 18

India will become a more significant driver of the tanker market says Poten

Much like China in the early 2000s, India is now poised to become a major driving force for the global shipping market moving forward. With an estimated 1,267,400,000 people, India has the second largest population in the world after China. However, India’s population is relatively younger with a median age of 26.6 years (versus 35.7 years in China) and is growing at a faster pace. Based on current population characteristics and trends such as life expectancy and fertility rate, India’s population is expected to surpass China’s before 2030. With this ever-growing population will come an increased demand for oil, transforming India into one of the key players in the tanker market in the coming years. According to the latest weekly report from Poten & Partners, “the Bharatiya Janata Party, of the new Prime Minister Narendra Modi, won a significant majority in India’s national elections in May of this year with promises of significant pro-growth economic reforms. While accelerating economic growth in such a populous country could benefit the tanker market in the long-term, some of the proposed reforms, such as cuts in fuel subsidies, may have negative implications in the short-term”. Poten addded that “oil demand growth in India has translated into significant increases in tanker movements into the country. India sources its crude oil primarily from the Middle East, which, due to its location, does not contribute much to ton-mile demand. In recent years India has diversified its sources of oil imports and taken more crude oil from the Western Hemisphere. There are two key drivers for these developments: (1) supply disruptions in several countries, including Iran, Libya, Sudan and Nigeria, and (2) higher relative prices of Middle Eastern crude oil grades, which have prompted Indian refiners to import more crude oil from Latin America, primarily Venezuela, Colombia and Mexico. In 2012, as an illustration of this development, major Indian refiner Reliance signed a 15-year deal with Venezuela’s PDVSA to supply between 300,000 and 400,000 barrels per day of Venezuelan heavy crude oil to their refineries in Jamnagar, providing a much-welcomed boost to long-haul VLCC demand” The shipbroker noted that “India’s product tanker demand has also proven to be impressive. India became a net exporter of refined petroleum products in 2001 and since, has built or expanded several world-class export-oriented refineries. As illustrated in figure 2, India has been a significant importer and exporter of products over the last five years. Unlike India’s upstream sector, which is

still dominated by state-owned companies, the private sector owns almost 40% of India’s refining capacity. The three largest facilities are all owned by private companies, two by Reliance (both in Jamnagar) and one by Essar (in Gujarat). Indian refiners employ both Medium Range (MR) and Long Range product tankers to move this product worldwide”.Poten concluded that “long-term demand fundamentals, including a growing population and developing middle class, point towards India becoming increasingly important in both the crude oil and product tanker trades in the years to come”.
