ROLLDOCK STORM AT SINGAPORE EASTERN ANCHORAGE

As could be seen earlier this week the ROLLDOCK STORM arrived at Singapore Eastern Anchorage in preparation of loading 2 barges at the ATTV anchorage which operation was done yesterday morning The ROLLDOCK STORM is a multipurpose semi-submersible heavy lift transport vessel owned by the Dutch company RollDock. and is the second unit after her sister ROLLDOCK STAR , of the two ST-class roll-on roll-off / lift-on lift-off / float-in float-out vessels being built for

RollDock at the Flensburger Schiffbau-Gesellschaft (FSG) yard in Germany.

RollDock awarded the contract to Flensburger Schiffbau- Gesellschaft (FSG) for two semi-submersible, heavy lift, Ro-Ro, multi-purpose, dry cargo ships in March 2012. The first steel was cut for the ROLLDOCK STAR in February 2013 and the keel laying ceremony took place in June 2013 It was launched in August 2013 and delivered in November 2013. The second ship, M/V ROLLDOCK STORM, was delivered in the first quarter of 2014. The RollDock fleet also consists of two ships, the SUN and the SEA, which were built in 2009 and 2011 respectively.

ROLLDOCK STORM has an overall length of 151.5m

and beam of 25.4m. The length between perpendiculars and depth to main deck are 145.04m and 5.9m respectively. Her maximum draught is 5.67m and shallow draught is 4.5m.The vessel has dead-weights of 8,000t and 9,000t with and without hatch covers respectively. It is capable of holding 18,768m³ of cargo. The ship also facilitates the transportation of designated personnel occasionally needed for handling highly complex and sensitive project loads. It accommodates up to 32 people including crew and technicians."The ST-Class vessels are designed to transport

demanding cargo and hefty loads. ROLLDOCK STAR is a highly versatile and flexible vessel with the capability to operate either in conventional transport sector or in the offshore industry. It can hold cargo of 119.4m x 19.4m cargo. Loading and unloading of cargo is performed in three different ways. The two heavy-duty cranes manufactured by Liebherr are capable of lifting 350t of cargo with a maximum outreach of 18m each. Individual loads up to 4,000t can be taken on and off board in the Ro-Ro mode. The Ro-Ro ramp is 19.4m long and 9.5m wide. The weather deck plus the stern Ro-Ro ramp can be adjusted in six different positions allowing for various quay heights for transporting exceptional loads. Additionally, the detachable Ro-Ro ramp provides enough space for over-length loads. The ROLLDOCK STORM can be submerged by 12.5m, allowing the cargo to be floated

in or out of it.

One of the MAK 9M32 diesel engines is named after Sjoerd a hard working colleague involved in the construction of the 2 newbuildings and who passed away after an incurables sickness

The ROLLDOCK STORM is powered by two MAK 9M32 diesel engines, generating up to 9,000kW

of power. The engines are coupled to a pair of variable pitch propellers via a double shaft system. The fully laden vessel can reach a speed of 16 knots ROLLDOCK STORM is fitted with a Schottel-built bow thruster, rated at 1,200kW, for easy manoeuvring. The ship is also equipped with two Caterpillar

C32 auxiliary engines, which each generate 912kW of power. A remote controlled, fully automated, ballast water treatment system (BWTS) is built with fibreglass pipelines. In addition, a fully intact alarm and monitoring system is installed in the bridge unit of the vessel. The system monitors and controls the information delivered to the Engine Control Room (ECR) and the bridge. High-efficiency thermal oil system has been supplied by

Konutherm for the heavy fuel (HFO) heating. The system includes two optimised exhaust gas heaters, also called economisers, for maximum heat recovery from the engines' exhaust gas. A special reverse power system from the ships' cranes is inbuilt in the thermal oil system to recover the energy released from the crane and thus saves more fuel.

For the construction of the ROLLDOCK STAR and STORM RollDock and Flensburger Schiffbau- Gesellschaft (FSG)formed a joint venture with Germanischer Lloyd (GL) for the design of this new vessel. This new innovative design also served as a basis for a range of semi-submersible heavy-lift Ro-Ro vessels with maximum possible loading and unloading flexibility. Other suppliers of equipments aboard the ROLLDOCK STORM included Caterpillar, Liebherr Rostock, Schottel, and MAN Diesel & Turbo. HCM City asks for $380m for dredging HCM City has asked the Ministry of Planning and Investment for official development assistance and other soft loans worth US$380 million for (the third phase of) the project to dredge the section of Soai Rap River between HCM City and the East Sea. The passage will be dredged and widened and the buoy system will get an upgrade to make the river navigable for vessels of over 50,000 tonnes, allowing them to dock at ports along the river. According to the city People's Committee, the Soai Rap passage is one of the most important factors in developing the maritime economy of the city and neighbouring provinces and increasing their revenues.Last year, the city attained import/export tax payments of over VND89 trillion (nearly $4 billion), accounting for 35 per cent of the city's total tax revenues in 2014. Last August the city sought the Government's approval to spend VND300 billion ($13.4 million) to further dredge the Soai Rap passage which receives up to 2.5 million cubic metres of alluvial soil a year, affecting navigation.Starting in November 2012, 54km of the river covering 1,308ha in HCM City and Long An and Tien Giang provinces was dredged, with the work being completed in mid-2014.The dredging requires a total of nearly VND2.8 trillion ($124.4 million).The volume of cargo to be transported through the passage in 2015 –25 is estimated at 120-150 million tonnes, bringing in revenues of VND580-720.4 trillion ($25.9 billion - $32.2 billion).Together with the Cai Mep – Thi Vai passage in Ba Ria – Vung Tau Province, the Soai Rap passage paved the way for developing the Southern Key Economic Zone into one of

BIGROLL’S FIRST VESSEL BIGROLL BARENTSZ LAUNCHED

The heavy marine transportation provider BigRoll Shipping has reached an important milestone, as the first of four MC Class vessels under construction, BIGROLL BARENTSZ, was launched on 27th October 2015 at Cosco Dalian Shipyard. The vessel construction and commissioning remains on schedule for delivery March 2016. The second BigRoll vessel, the BIGROLL BERING is expected to be launched in December, with an expected delivery date of May 2016.The remaining vessels will follow, with delivery anticipated to be the second half of 2016 and early 2017.Directly after delivery from the yard the first two vessels will enter into a multi-year contract with Yamgaz, the consortium of Technip, JGC Corporation and Chiyoda, for module transportation as part of the Yamal LNG project.

Petrobras to report earnings amid ‘rough ride’ of strikes, probes

The bad news has piled on Petroleo Brasileiro (Petrobras), over the last 12 months, and Thursday evening's results will likely provide little relief.The Brazilian oil giant's third-quarter earnings are seen taking a hit from a falling domestic currency, ongoing corruption scandal and slump in crude oil prices — a triple-pronged hit that has crippled Brazil's broader economy as well.What's more, Petrobras is gripped by one of the largest strikes of the last two decades and was recently downgraded to "junk" status by Standard & Poor's (S&P) — although neither of these blows will impact results for the third quarter. Speculative grade or junk debt refers to bonds that carry a rating of "BB" or lower from S&P or 'Ba' or below from Moody's Investors Service. Ahead of its report, due after the market close, shares of

Petrobras listed on the New York Stock Exchange traded at around $4.79 — down roughly 1.4 percent on the day and a stark 54 percent over the last 12 months.Analysts polled by Reuters forecast that the bedrock of the Brazilian economy will post earnings per share of only 4 cents — steady on the same quarter a year before — on revenue of $22.9 billion."The company has had a rough ride in the last few months, facing roadblocks in the form of various internal and macroeconomic headwinds. Petrobras is currently experiencing the crippling effects of one of the worst worker strikes in the last 20 years, while a falling domestic currency, an ongoing corruption scandal, and the recent S&P downgrade are also adding to the company's woes," analysts at Trefis, reported on Wednesday."Additionally, Petrobras' average realizations for both upstream and downstream segments are down drastically in 2015 due to the extended period of low crude oil prices. We believe that these problems will persist in the near term and Petrobras will resultantly continue to operate in a challenging environment for the next few months," they added. On Monday, the state-backed company reported that the strike coordinated by oil workers' unions was knocking around 115,000 barrels per day from Brazilian oil output. On Wednesday, Petrobras offered striking workers a 9.54 percent wage hike, according to Reuters, in an attempt to end the strike. Source: CNBC

FAS Russia Brings Proceedings Against CMA CGM in Price Fixing Case

FAS says CMA CGM has failed to produce documents required as a defendant in a case on concerted activities.The Federal Antimonopoly Service of Russia (FAS Russia) has initiated proceedings against France-based CMA CGM S.A. (CMA CGM) on the grounds that the shipping company allegedly failed to produce the necessary documents required as a defendant in a case on concerted activities within the container freight market, Port News reports.The proceedings are said to come after FAS Russia sued CMA CGM, along with A.P. Моller-Maersk A/S (Maersk), MSC SA, Hyundai Merchant Marine Со., Ltd, Orient Overseas Container Line (OOCL), and Evergreen Marine Corp. Ltd., in August for undertaking concerted activities on the Far East/South-East Asia – Russian Federation routes."The actions of the shipping company drag out the proceedings in the antimonopoly case and we, therefore, apply measures as provided for in RF legislation," said Andrei Tenishev, head of the FAS Anti-Cartel Department."The issue of initiating administrative violation proceedings against other foreign companies is under consideration."Earlier this week, Ship & Bunker reported that Singapore-based Neptune Orient Lines Ltd. Despite confirming on Saturday it was in takeover talks with both CMA CGM S.A. (CMA CGM) and A.P. Moeller-Maersk A/S (Maersk), Singapore-based Neptune Orient Lines Ltd. (NOL) Thursday saw it's share price slip back to S1.035, lower than the $1.055 it was on Monday.While last weekend's confirmation of talks along with reports that a preliminary offer had been made gave the share price a brief 6 percent boost in early trading, it failed to stick, and ultimately closed only a whisper higher than Friday's pre-announcement close price of S$1.045.Despite some analyst observations that the price had "jumped" to its highest since May - which was of course true - Monday's close of $1.055 was an improvement on the $1.050 achieved on both the 15th and 23rd of October by only the smallest of margins. And while, following Tuesday's holiday, NOL closed at S1.06 on Wednesday before yesterday's slide, it is a long way from the S$6+ the stock witnessed at times during 2007, with investors apparently feeling that even the 52-week high of S$1.1850 achieved on April 27 is currently too much for the company that has lost more than $1 billion in value over the last four years. Perhaps most notably, Thursday's close is a discount of 25 percent of the company's book value of S$1.380.Alphaliner this week said the situation reflected the market's scepticism that a sale can be successfully concluded, and noted that "significant obstacles" remained before that could happen."These are mainly related to the difficulty of reaching an agreement on the firm's valuation," said Alphaliner, adding that NOL has been been chronically unprofitable since 2009, has seen its global capacity share fall to only 2.8 percent, and lacks attractive assets that would attract a premium.n August analysts had suggested that a price of about $2 billion would offer the buyer "a modern fleet at a comparative bargain price." British journalists jailed over wrong visa while making piracy film leave Indonesia: Lawyer

Two British journalists jailed in Indonesia for working without the correct visas have flown home, their lawyer said on Wednesday (Nov 11).Neil Bonner, 32, and Rebecca Prosser, 31, received two-and-a-half month prison sentences for misusing their tourist visas to make a documentary about piracy near the western island of Batam. Foreign journalists wanting to report in Indonesia must get a special visa.The pair, who had been detained since May - nearly four months longer than their sentence - left Indonesia on Tuesday evening."They left at midnight on an Emirates flight to London, transiting through Dubai," their lawyer Aristo Pangaribuan told AFP.The indictment said the British pair came to Indonesia to make a film with funding from National Geographic and had hired Indonesians to act out a scene of a tanker being boarded by a group of pirates off Batam.Those detained in the past for illegal reporting have been deported immediately or given short prison terms.Two French journalists were given jail terms of two and a half months last year after being caught in Indonesia's Papua province trying to make a documentary about the separatist movement while on tourist visas. Shipowners Mark Third Year Without Piracy Attacks Off Somalia Coast

A lull in piracy attacks off the coast of Somalia has stretched into a third year, bringing relief to consumers and shipowners previously hit by high cost due to the menace. Military incursions on and off-shore Somalia have helped end piracy attacks on key shipping routes around the Gulf of Aden, new data showed even as maritime experts called for caution. The International Maritime Bureau (IMB) said no piracy attack has been reported on the key routes this year.“No incidents have been noted off Somalia or in the Gulf of Aden this year, previously a piracy hotspot. The positive development reflects the combined efforts of navies in the region, along with greater compliance with the Best Management Practices guidelines against Somali piracy, the employment of private security contractors and a stabilising government,” it said adding that suspected Somali pirates continue to hold 29 crew members for ransom. IMB director Pottengal Mukundan however urged vessels to maintain vigilance, noting the “increasingly fragile” situation ashore Somalia, with the threat of piracy not “eliminated”.The current lull solidifies a trend since May 2012 when the last successful hijacking took place, raising hope for more reliable shipping services and lower cost of goods leaving and entering the East African market.Piracy off the coast of Somali has in the past few years cost the global shipping industry billions of shillings in ransom payouts to secure captured vessels, cargo and crew.The menace has also led to increased operational costs due to higher insurance premiums and use of longer alternative routes round the Cape not forgetting hiring of special security personnel to escort vessels through the Gulf of Aden and other measures such as watchtowers and razor wire. Prices of basic industrial and household items have also risen sharply after shipping lines passed on the additional costs to consumers down the supply chain.A deployment of naval forces around the Gulf of Aden has helped reduce piracy attacks in the past two years. International navies have stepped up pre-emptive action against pirates, including strikes on their bases. But even as piracy off the shore of Somalia seems

In Southeast Asia, a piracy crackdown appears to be bearing fruit, with only two hijackings reported in the third quarter of 2015.Indonesian and Malaysian authorities have also arrested, and in some cases prosecuted, members of product tanker hijacking gangs, notably those behind the MT Sun Birdie and MT Orkim Harmony attacks.“The robust actions taken particularly by the Indonesian and Malaysian authorities – including the arrest of one of the alleged masterminds – is precisely the type of deterrent required,” Mukundan said.The two hijackings, on a small product tanker in the Straits of Malacca and a fishing vessel 40-miles west of Pulau Langkawi, were among 47 incidents the IMB piracy reporting centre recorded globally.Source: The East African

During Europort Rotterdam 2015 Veth Propulsion has won a contract from Padmos Stellendam BV to deliver 3 Veth Z-drives including diesel engines with driving shafts and a generator set to the ART10-15 Training Rotortug "RT BORKUM." "Already at an early stage we got together with Robert Allan and Rotortug and the Veth Z-drives were part of the design of the vessel. Sri Lanka scraps security firm's deals on running floating armouries

Sri Lankan President Maitripala Sirisena on Wednesday revoked all deals by a private security firm related to running "floating armouries", a government spokesman said, the latest move in a scandal which has brought down a government minister. Police this year seized more than 3,000 weapons in 20 containers from an armoury, run by the

Avant Garde security firm and docked in the southern port of Galle. Rescue Ship Idar Ulstein Named in Norway The search and rescue boat IDAR ULSTEIN was named in Ulsteinvik today, becoming the latest newbuild to join the fleet of the Norwegian Society for Sea Rescue. RS Idar Ulstein is also the first vessel in the new Ulstein class, named after ULSTEIN’s long-time CEO. The new vessel IDAR ULSTEIN was named by lady sponsor Gunvor Ulstein in a ceremony in Ulsteinvik.The 22-meter rescue vessel employs powerful twin engines and a water jet to achieve large bollard pull and reach top speeds near 40 knots.“Short response time is essential to saving lives at sea. She will primarily serve coastal, fishing

Idar Ulstein was a great supporter of RS. «Krasin» icebreaker finishes summer navigation in the eastern sector of the Arctic Region

FESCO KRASIN icebreaker has completed navigation in the eastern sector of the Arctic Region, providing pilotage of the vessels along the Northern Sea Route. This project was carried out at the request of the Federal Maritime and River Transport Agency of the Russian Federation.

Asia Tankers-Basra crude cargoes to give VLCC rates direction next week

By Keith Wallis Freight rates on key Asian trades for very large crude carriers (VLCCs), which have fallen from a five-year high in early October, face an uncertain direction next week with a rebounded dependant on the volume of cargoes from the Middle East, ship brokers said on Friday.The volume of fixing for the first 10 days of December "decides what happens for the rest of the month," said a Switzerland based VLCC broker."It's a bit of a psychological game. Owners are ready to push up rates. Now charterers are quietly trying to fix at the same rate as the last fixture," the Swiss broker said.The first fixtures to load Iraq crude from Basra in early December are due out in the next few days brokers said. The Basra cargoes should be followed by the loading programme from Saudi Arabia, brokers said. "The direction of the market depends on how many cargoes come out of Basra. If it's a heavy amount owners will put 5 Worldscale points on what they thought rates should be before - rates will leap up," said a Singapore-based VLCC ship broker.Iraq, OPEC's second largest producer plans to export 2.9 million barrels per day (bpd) of Basra crude from its southern oil terminals in December, slightly higher than the 2.82 million bpd planned for this month, trade sources said on Friday, citing a

The Coast Guard was searching for a woman who went overboard from a cruise ship Thursday evening off the coast of Cuba.The woman, who has not been identified, fell from the deck of the NORWEGIAN PEARL about 22 nautical miles off the coast of Cuba, the Coast Guard said. Crew members reported the passenger overboard to the Coast Guard ataround 7 p.m.A Coast Guard Cutter and an aircrew were en route to help in the search Thursday night.In an emailed statement, Norwegian Cruise Lines stated that a female passenger was observed “intentionally going overboard” while the Pearl was sailing the Yucatan Channel.The cruise line said crew members immediately deployed three rescueboats and notified authorities.The statement said the trip was a chartered cruise, and both the ship and charter company are providing support to the family and guests.The incident apparently took place during Mad Decent Boat Party, popular EDM concert series that is being held onboard the PEARL as it cruises to Cozumel, Mexico. Stranded Bulk Carrier given 90 Days to Debunker

With the possibility that its hull may split in half, stranded Mexican bulk carrier Los Llanitos has been ordered to transfer an estimated 425,000 liters in fuel from the vessel's interior, World Maritime News reports. Exercise With Thailand Exercise Singsiam sees a couple of notable firsts this year.

Singapore has added a submarine for the first time to the most recent iteration of a biennial naval exercise it holds with Thailand, the city-state’s defense ministry announced November 10. Exercise ‘Singsiam,’ which the two countries have held since 1981, ran this year from November 2 to 12. Following the opening ceremony and a shore planning phase at Changi Naval Base in Singapore, the two navies conducted a sea phase in the Strait of Malacca and the Andaman Sea. In terms of participating assets, there were two notable firsts, according to a press release by Singapore’s defense ministry. First, Singapore deployed the RSS ARCHER, Singapore’s Archer-class diesel-electric submarine, for the first time in the history of Exercise Singsiam, along with the Formidable-class frigate RSS INTREPID and the Victory-class missile corvette RSS VIGOUR. Second, both navies deployed their naval helicopters jointly for the first time to conduct anti-submarine warfare serials, an indication of how Exercise Singsiam, now in its 18th iteration, has gradually expanded in scope and complexity. “The inaugural participation of these assets, made possible by the conducive conditions and vast expanse of the Andaman Sea, will open up a whole new frontier for mutual learning and cooperation. This augurs well for the future of Exercise Singsiam,” Edwin Leong, commanding officer of the Republic of Singapore Navy (RSN) Missile Corvette Squadron, said at the opening ceremony. Leong had co-officiated the ceremony with Rear-Admiral Sittiporn Maskasem, commanding officer of the Royal Thai Navy’s (RTN) Frigate Squadron Two. Italian Navy to receive seven patrol ships from Fincantieri consortium

The organisation for joint armament cooperation (OCCAR) has ordered one more multipurpose offshore patrol ship (PPA) from the Raggruppamento Temporaneo di Impresa (RTI) consortium for the Italian Navy.The latest development represents the exercising of a contract option for the vessel, increasing the number of total vessels for the Italian Navy to seven.Initially, the consortium, consisting of Fincantieri and Finmeccanica, received a joint €3.5bn ($4bn) contract for six vessels. The existing contract has four options.With the latest development, the contract value reached a total amount of around €5.4bn, of which Fincantieri's

When Malcolm Turnbull meets his German counterpart Angela Merkel in Berlin, they will talk not only trade, economics and refugees but also submarines.The topic may seem a strange fit alongside other pressing global issues, but Merkel has asked German shipbuilder ThyssenKrupp Marine Systems to provide her with a full brief on submarines before Turnbull’s visit. It is an example of how seriously Germany is taking its bid to win the $20 billion contract to build Australia’s future submarines, against rival bidders Japan and France.With only two weeks to go until each country has to lodge their finalised bids with Defence, the stakes for the largest military contract in the nation’s history have never been higher. Of all the bidders, Germany’s campaign to win the contract has been the most audacious and politically risky. Berlin has lobbied hard from Merkel down, first to prevent Tony Abbott giving the contract to Japan, and more recently to argue its case for being the preferred builder.“You have a new government in Australia and a new Prime Minister, which I don’t think is to the detriment of the German bid,” Uwe Beckmeyer, the co-ordinator of maritime affairs in the German parliament, told The Australian over dinner in Berlin’s Reichstag building last week.“I trust the Australian government; they said there will be a fair competition and I believe them.” The truth is that it has taken Germany and France some time to be persuaded there will be a fair competition for the contract after former PM Abbott signalled last year he was likely to hand the contract unilaterally to Japan.Since the Germans got wind of Abbott’s sudden interest in Japanese submarines after his visit to Toyko in April last year, TKMS, backed by the German government, has fought to stay in the race.Several weeks after Abbott’s Japan visit, Hans Atzpodien, the senior TKMS official presiding over the Australian bid, stood up at an Australian Strategic Policy Institute submarine conference in Canberra and stated that Germany could build 12 submarines for only $20bn. It was an attention-seeking claim to defuse the Japanese push and refute the then-accepted ASPI estimate that a new fleet would cost $36bn. But it appeared to come too late because Abbott seemed already besotted with the Japanese option and his office was briefing media that a deal with Toyko was all but inevitable.If TKMS were to stay in the race it needed a heavy hitter; and it found one in Merkel. When the German Chancellor arrived in Australia last November for the G20 meeting she went out of her way to deliver some blunt comments to Abbott in their one-on-one meeting. Merkel warned the prime minister that if Australia bought submarines from Japan it would raise “tensions with China”. She argued that Germany, an experienced submarine exporter, would be seen as a “neutral arbiter in the Asia-Pacific”. But even this meeting did not persuade Abbott to call for an open competition for the submarine contract, or dampen his personal preference for Japan.German officials tell The Australian that when the then head of Defence procurement, Warren King, visited Germany in December he told them Germany would be chosen to build Australia’s submarines only if the Japanese option fell over. But back in Canberra, the German embassy advised Berlin not to be too pessimistic. It could sense the shifting political winds that eventually would doom Abbott, and it urged the German government to keep the pressure on regarding submarines.Germany’s wishes came true in February when Abbott, in a desperate bid to save his leadership and seats in South Australia, called for a three-way competition for the project, with a stronger focus on local jobs and industry. Of the three bidders, Germany was fastest to respond, in part because it had exported 161 submarines to 20 countries since 1960 and knew the game. Of these vessels, 51 had been built in eight countries outside of Germany, giving credence to its claim that it could do the same for Australia.TKMS set up an Australian office and hired as its chairman John White, who oversaw the previous successful Australian naval shipbuilding project, the Anzac frigates, which were constructed in Williamstown dockyard on time and on budget. It hired as chief executive Phil Stanford, a former Collins-class submarine captain who later oversaw the navy’s submarine arm.TKMS also read the local political mood more quickly than its competitors. It realised public opinion in South Australia meant it was no longer politically feasible to build the submarines overseas, so quickly advocated building the entire fleet in Australia.The company held a national roadshow and brought in German naval chiefs and heavyweight delegations from Berlin to showcase its plans to build the submarines on a fixed-price contract.Since then, France’s shipbuilder DCNS and, eventually, Japan have stated they too are willing to build the entire fleet in Australia.Each bidder has unique challenges to overcome

because navy says it requires something that does not exist: a 4000-plus tonne conventional long-range submarine. Japan has the hardest task because it has never constructed a submarine overseas before and will have to produce a longer-range version of its Soryu-class submarine. Tokyo’s challenge is a dearth of export experience as well as potential cultural and language issues for an Australian build.France’s DCNS is an experienced submarine exporter and has a 4000-plus-tonne nuclear submarine, the Barracuda, but will have to produce a modified conventional version for Australia. France’s challenge is whether it can technically convert a nuclear submarine design into a conventional one without coming to grief.The German challenge is that while TKMS is the most experienced designer of diesel-electric submarines, it has never constructed a boat larger than 2200 tonnes. Its competitors say this is a major handicap, but the Germans disagree.“We are not afraid that we will be able to do the necessary upscaling of the design based on our proven technology,” TKMS’s Atzpodien told The Australian in an interview in Berlin last week. “If we were not convinced we would never go in for a firm and fixed-price offer.”TKMS says it has made this quantum of a scale-up before and maintains that the larger hull does not pose a major design challenge.“Given TKMS designs a new submarine every five years on average, we consider pressure hull design our daily business and assess it as low risk,” the company says. “The design risk is in the integra-tion of systems and subsystems.”However it says more than 80 per cent of its proposed systems for the Australian submarine are already integrated and operating at sea.Unlike the French and Japanese shipbuilders, TKMS has no government ownership and so it alone bears the financial risk of its bid.But the company has a solid record in this regard with the difference between the contract price and delivery price for its submarine exports sitting at less than 2 per cent, most of which were driven by changed customer requirements. “This company lives or dies on its ability to manage risk,” TKMS board member Jim Duncan says.TKMS’s competitors argue that being a non-government company makes its future ownership uncertain. The German government says its submarine construction arm is a strategic necessity that would never be sold to outsiders.Last week The Australian visited TKMS’s vast submarine-building facilities in the northern port of Kiel, where 120 people, including about 70 designers, were putting the finishing touches on the Australian bid.Behind the old brick buildings near the waterfront sit two small workers’ huts lined with pictures of the Sydney Opera House and Uluru where the 10-person Australian project team is finalising the bid.In the huge warehouses nearby, nine submarines from several countries are in various stages of construction.The proposed Australian submarine will use technology from TKMS’s smaller Type 212A and 214 submarines. “Submarines such as the TKS Class 212 and the (Israeli) Dolphin have been specifically designed for customers that require a unique capability in the same way that Australia is seeking to do,” the company says.TKMS is proposing to build the expected eight new navy sub-marines in Adelaide or Perth, or a combination of both cities, depending on the government’s preference.It plans to make Australia a regional hub for naval shipbuilding and does not rule out the pos-sibility that Australian-made submarines could eventually be exported.Although each bidder is required to forward three options for building the submarines — all in Australia, all overseas or a hybrid of the two — TKMS strongly favours an all-in-Australia option. “It is less expensive in our calculation to build them all in Australia,” White tells The Australian in an interview in Kiel. “We know how to do it — we’ve done a similar thing with the Anzacs — we don’t need to build any of them here in Germany.”By contrast, France says the quickest and cheapest option is a hybrid build, where the first submarine is built in France and the rest in Australia. Japan says its first submarine would be a mock-up boat to allow its workers to hone their skills before working on the real thing.All three competitors believe they will have the backing of the US, despite persistent rumours that Washington would prefer Japan because it would strengthen the strategic bond between Australia, Japan and the US against China.TKMS’s Atzpodien says he doesn’t believe the US would have any problem with German submarines for the Australian navy, noting they will be fitted with US combat and weapons systems.“We know the US plays an important role because in the end the submarines have to have commonality with the US Navy (and) we are able to include US electronic subsystems into our submarines; that is not an issue.”German MP Beckmeyer says: “Germany is a member of NATO, which co-operates a lot with the US — we are convinced we are the best in terms of constructing conventional large submarines for the Pacific.”The federal government is expected to choose a single winner or to narrow the choice down to two bidders in the first half of next year.TKMS says it’s confident that Turnbull will be a neutral player in the submarine decision — something the company could not say about Abbott.Turnbull also has closer connections with Germany than did his predecessor. His wife, Lucy, is president of the German-Australian Chamber of Commerce and was part of a delegation of senior businesspeople who travelled to Berlin in July for a meeting with Merkel.When Atzpodien met Turnbull in Canberra in September, only days before he toppled Abbott as prime minister, Turnbull pointed to a painting of Lucy on his wall and discussed her engagement in the bilateral relationship.Turnbull then gave Atzpodien, a fellow lawyer, a signed copy of Spycatcher, the book by former M15 agent Peter Wright, whom Turnbull successfully defended against British attempts to suppress the book’s publication.These engagements, however minor, have at least served to reassure Germany that the submarine competition is not the stacked hand they believed it to be under Abbott.In Berlin, Merkel will reinforce the message that the German government is strongly backing what would be one of the biggest arms deal between the two

Essex Amphibious Ready Group Operates in South China Sea Ahead of Amphibious Exercise

The Essex Amphibious Ready Group (ARG) transited the Straits of Malacca and conducted routine operations in the South China Sea as part of a deployment to the Western Pacific Nov. 7-10.The ARG's flagship, the multipurpose amphibious assault ship USS Essex (LHD 2), conducted the patrol as the amphibious transport dock USS Anchorage (LPD 23) and the amphibious dock landing ship USS Rushmore (LSD 47) prepared for bilateral training exercises with Brunei and Malaysia. On Nov. 10, Rushmore began offloading troops for the 2015 iteration of Malaysia-U.S. Amphibious Exercise (MALUS AMPHEX 2015), in which U.S. personnel will train with Malaysian amphibious units ashore to instruct and develop core competencies and enhance interoperability with a key partner nation in the region."Only the flexible, scalable and responsive force structure of the Amphibious Ready Group-Marine Expeditionary Unit team allows for participation in three critically important, concurrent events in the region," said Capt. Former Navy training vessel 'Neversail' in San Diego is again shipshape

For many Navy veterans, their first experience on a ship came aboard a replica informally called the Neversail at the boot camp in San Diego Starting in 1949, recruits learned the basics of seamanship aboard the wood and sheet-metal vessel anchored firmly to the ground — casting off lines, participating in fire drills and working and living in a very restricted space without unduly getting on each other's nerves.But after the boot camp closed in 1993 and its affiliated training center four years later, the Neversail — its formal name is the Recruit — went into decline. Rust and other signs of disuse were visible to motorists from heavily traveled North Harbor Drive, not far from the city airport,

Lindbergh Field. The sun and salt air had taken a toll. To veterans, it was an outrage.There was talk of renovation but in the hurly-burly of transferring ownership of the 361-acre training site to a private developer (Corky McMillin Cos.), not much was done.Finally, Corky McMillin, officials at the Midway carrier museum and a group of eager volunteers decided that the Neversail should be returned to its previous glory — at least its exterior. Fixing the inside was considered far too costly. Now, with the help of 300 volunteers, along with tens of gallons of gray and black paint, 60 sheets of metal, 20 sheets of plywood and new exterior lighting, the 233-foot-long, 41-foot-tall Neversail is back. Among the volunteers were electricians, carpenters, welders and sheet-metal workers, their work largely completed last year.A plaque notes its history as the only commissioned ship in the Navy that never touched water. the work of history buffs from the fraternal organization dubbed E Clampus Vitus."She was an icon in San Diego for decades," said Alan Makinson, chief executive of San Diego's E Clampus Vitus chapter. "To lose that tie to history would have been terrible."The structure is on the National Register of Historic Places and listed as a California historic landmark. There were two other Recruit vessels at training bases, but San Diego boosters say those two no longer exist and were never considered commissioned ships.Mike Plount, who went through the San Diego boot camp in 1967, said it was his first time aboard a ship, albeit a mock one. "It was cool, the kind of thing you never forget," he said.Mac McLaughlin, retired admiral and now president of the Midway museum, said he hopes the ship will "educate and inspire future generations" and remind the public "of San Diego's contribution to our national defense." By unofficial estimates, more than a million recruits spent time on the Neversail. Replica guns were on its deck; below were classrooms, a 54-bed bunk room, toilets and showers, plus a captain's cabin and a communications room.In 1949, the construction was meant to look like a destroyer escort, at two-thirds the size and with fittings from salvage and mothballed ships. In the early 1980s, a reconfiguration made the Neversail into a guided-missile frigate. When the boot camp was at its busiest — during the Vietnam war, for example — there were so many recruits that time aboard the Neversail was limited — just long enough to learn how to climb ladders and the difference between port and starboard, bow and stern."It was basic training and that's what the Recruit did, provide the basics," said Clint Steed, who retired in 2002 as a senior enlisted sailor.Ed Lazarski, who went through boot camp in 1983, said most of his fellow recruits had never seen a Navy ship. "They looked at the Recruit and it was like 'Hey, so this is what a ship is like,'" he said.Like other veterans, Lazarski was dismayed to see the Neversail in decline. "It was tough to look at it and see the paint peeling," he said.The 361-acre site is now called Liberty Station, with open space, offices, housing and tourist-leaning businesses. A nine-hole golf course is open to the public.Next to the Neversail is the Homewood Suites hotel, within walking distance is an Oggi's pizza parlor, a Thai restaurant, a sushi restaurant and a nail salon and spa.The site has two hotels, and Corky McMillin plans to add three more. For the Neversail renovation, the company contributed more than $160,000; Midway and the Navy helped round up volunteers from among the region's large population of veterans.Makinson said his entire family was in the Navy — including a grandfather in the 1950s who served as an instructor at the boot camp. Chinese naval eavesdropping ship spotted near Senkakus

The Defense Ministry said Thursday that a Chinese navy ship sailed near the Japanese-controlled Senkaku Islands in the East China Sea. The Dongdiao-class intelligence-gathering ship did not enter Japanese territorial waters around the islets, but repeatedly sailed from east to west and vice versa near Japan’s contiguous zone outside the territorial waters, according to the ministry.A Chinese ship had never shown such abnormal movements before, it said. The Self-Defense Forces are carefully monitoring the situation, ministry officials said.The Japanese government has informed the Chinese side through diplomatic channels that Tokyo is watching the incident with close attention.According to the ministry, a Maritime Self-Defense Force P-3C patrol aircraft spotted the Chinese navy ship traveling west outside the contiguous zone south of the Senkaku Islands around 5 p.m. Wednesday (8 a.m. GMT).Toward 7 p.m. Thursday, the Dongdiao-class ship repeatedly sailed from west to east and from east to west.Some officials in the ministry believe the Chinese ship was trying to intercept communications. SHIPYARD NEWS Fincantieri to build other two ships for Viking

Ocean Cruises Viking Ocean Cruises and Fincantieri have signed an agreement for the construction of two additional cruise ships, the company said in its press release.The new units, like the four sister ships which the ship owner has already ordered, will become part of Viking’s fleet respectively in mid-2018 and at the end of 2020. The contract is expected to be operational when the technical and financial conditions will be defined. The first ship was delivered in early 2015; the second and third ships are scheduled for delivery in 2016 and 2017, respectively. Technical and financial conditions are still being defined for the fourth ship option.These additional units, too, will be built for ocean cruises: at about 47,800 gross tons, having 465 cabins, and being able to accommodate 930 passengers on board with a total capacity of over 1,400 people, including the crew. Nam Cheong defers vessel deliveries as Q3 earnings plunge to RM6,000

Offshore marine group Nam Cheong reported on Friday (Nov 13) that its net profit for the third quarter ended Sept 30 was almost wiped out to RM6,000 (S$1,945) from RM126.3 million a year ago.Group revenue fell 69 per cent to RM189.3 million from RM618.6 million in the year-ago quarter. Revenue from the shipbuilding segment fell by 69 per cent to RM182.1 million from RM595.1 million, mainly due to the completion and delivery of two vessels in the quarter compared to six vessels in the year-ago quarter. Revenue from vessel chartering also fell, declining 70 per cent from to RM7.1 million. Looking ahead, Nam Cheong said the outlook for the offshore & marine sector remains weak and it expects vessel sales and shipbuilding to remain

slow.In response to the increasingly challenging business environment, the company has deferred the schedule of deliveries of its vessels currently under construction, both at customers' requests and also at its own initiative.Nam Cheong has a gross order book of approximately RM1.4 billion as at Sept 30, comprising a mix of OSVs due for deliveries up till 2016. 200 more jobs cut at Williamstown naval dockyard

Williamstown’s shipyard on Thursday announced another 200 jobs would be cut before Christmas unless it is awarded new work contracts from the federal government. BAE Systems chief executive Glynn Phillips said a further 150 jobs would be cut in the first quarter of 2016 as work on the air warfare destroyer program neared completion.“The shipbuilding reductions are necessary because we are a project-based business and our employee numbers must match the needs and status of our ongoing and upcoming projects,” he said.“Our maritime business remains important and we stand ready to support the Commonwealth government’s continuous shipbuilding strategy.“We have designs for offshore patrol vessels and frigates that we believe could meet the Royal Australian Navy’s needs under the SEA

HIGHTECH FISHFOOD CARRIER At VEKA Shipyard Lemmer a large team of specialists is currently working on a highly complex project, a seagoing vessel that will transport fish food from the factories directly to the salmon farms in the Norwegian Fjords. The ship will be named ' ARTIC JUNIOR ' has been shortened to 20 meters which makes it also possible to load the fish food at factories with a small quay. The loading will be done via a side door in the ship with two trucks bringing the big bags full of fish feed aboard. At the various salmon farms the fish food is delivered using an ingenious self-supporting unloading system. On our yard in Lemmer we are now working on the electrical systems, the piping in the engine room, the interior and the panelling. For the first time ever in South America, reefer containers can go straight “from factory to farm”,” said Stig Hoffmeyer, Chief Executive Officer of MCI. “Offering the Star Cool Integrated reefers locally to shipping lines, farmers, fruit distributors and leasing companies, will have a financial benefit counted in thousands of dollars per reefer, and millions for the industry in total,” he continued.Every year, more than 100,000 reefer containers are needed in Chile to cater for the large export. Including Colombia, Ecuador and Peru it amounts to approximately 300,000 reefer containers, predicts Seabury, the international shipping and transportation analyst. For many years, China has up until now been the only country with reefer container production.“MCI is a strategic supplier for Maersk Line. The production of the Star Cool reefer containers out of Chile means that we can immediately employ them instead of an empty relocation trip. It will help us create new business opportunities in the West Coast of South America,” said Soren Toft, Chief Operations Officer of Maersk Line.For the local farmers, the close access to the Star Cool Integrated reefer technology opens up for broader market coverage and can become a catalyst for South American fresh produce exports. The Star Cool refrigeration machine is not only able to service cargo at refrigerated temperatures with the lowest energy consumption. The add-on service of the “Controlled Atmosphere” system has also proven to carry fresh fruit and vegetables over extended distances, e.g. bananas, avocados, mango and asparagus . “We’re looking forward to further applying our advanced refrigeration solutions to the very specific cargo needs of the local fruit industry. We are in this for the long term and our 1,000 employees are fully committed to ensure an ongoing world class production,” said Stig Hoffmeyer.“Our new MCI factory is a strategic USD 200m green field investment. In the coming years, we will gradually ramp up production to 25,000 reefer containers per year giving full priority to safety and quality. Optimarin grabs pole position in race for USCG approval

Ballast water treatment (BWT) specialist Optimarin has become the first UV system supplier to meet the most stringent USCG marine water requirements, positioning the Norwegian company for full USCG approval in 2016. In a

series of land-based tests, both the standard MPN (regrowth) method and the more exacting FDA/CMFDA, or ‘instant kill’, benchmark were successfully assessed.Optimarin’s market proven system, with over 350 sold and 270 units installed, utilises environmentally friendly UV irradiation and back-flushing filters to wipe out invasive organisms that stow away in ballast. Systems employing UV lamps have so far proven their ability to meet the MPN standard, rendering organisms unable to reproduce, but, until now, none has achieved the instant kill capability demanded by USCG.“This is a great endorsement of our system’s effectiveness and the expertise of our team,” comments Optimarin CEO Tore Andersen. “We’ve been developing our system since founding the company in 1994 and we believe, and testing shows, we have a market leading solution for vessels in our segment.” He continues: “USCG approval is crucial, so we’re happy to be so far down the line in achieving it. Without a USCG approved system ships won’t be able to discharge ballast water in US waters. For shipowners with global fleets and route networks, not having such a system would impact massively on their operational footprint and overall fleet flexibility. It really is a must.”Testing of Optimarin’s system was carried out by DNV GL at the NIVA test facility in Norway. Further testing of remaining water salinities are now scheduled for spring2016, after which point approval is expected later in the year. The company is investing some USD 3million in the comprehensive approval programme. When asked to pinpoint why Optimarin’s system has succeeded where competitors have struggled, Andersen notes: “Our UV lamp technology is the key.“Each of our lamps has a 35kw capacity. This, quite literally, kills any potentially harmful invasive organisms straightaway. Other systems may neutralise them in a way where they die eventually, but ours does it before they are deposited back into the water. USCG is pushing for these stringent demands, challenging the industry to meet requirements and safeguard the environment.”Andersen adds that this technical efficacy, in addition to the firm’s established success with retrofits, delivers “complete peace of mind” for shipowners forced to comply with both USCG regulations and the upcoming ratification of the IMO’s Ballast Water Management Convention.“It’s a situation that can be both demanding and confusing,” Andersen notes, “so we’re happy to be a supplier that can cut through that and say ‘this is what you need, this is what we do, you can rely on us for complete compliance’.” Optimarin, which installed the first ever BWT system on board Princess Cruises’ Regal Princess in 2000, supplies systems to shipowners including Saga Shipholding, MOL, Grieg Shipping Group, Gulf Offshore, Farstad Shipping, NYK, Nor Lines and Evergreen Marine Corp, amongst others.
